1 PROCEEDINGS OF 234 th MEETING OF THE ERC-NCTE HELD ON 27 th February to 3 rd March, 2017 Part-2 The 234 th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 27 th February to 3 rd March, 2017 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 234 th ERC Meeting. Shri Pradeep Kumar Yadav - Regional Director (I/C), ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Pradeep Kumar Yadav (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. The minutes of 234 th (Part-1) meeting is hereby confirmed with the following amendment / review :- The decision in respect of National College of Education, Plot no - 662,663,665,666 & 668, Street no - Nunia Tola, Vill - Gopidhanwat, Po - Pokhraira, Tehsil/Taluka - Muzaffarpur, Town/City - Muzaffarpur, Dist - Muzaffarpur, Bihar (D.El.Ed.- Addl. Course) (Private) (Bihar School Examination Board) (ERCAPP3993) in the 234 th (Part-1) meeting is :- The ERC considered the matter in accordance with the order passed by the appellate authority to remand back the matter to ERC and observed as under :- 1. The instituiton is required to submit the documents as directed by the appellate authority. The institution be directed to submit the compliance at the earliest as the cut of date for granting/refusal of recognition for the session is 3 rd March Show Cause Notice be issued to the institution as to why the application applied for recognition be not refused on the above points. The Committee therefore, provides last opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within the stipulated time as mentioned above before the Committee The Committee decided that the above decision may be read as under :- Letter of Intent under clause 7(13) of NCTE Regulation 2014 be issued to the institution. The institution which is already recognized for B.Ed./D.El.Ed course(s) and sought recognition/permission for additional course/additional intake are required to furnish the previous faculty list along with compliance of the Letter of Intent. 1

2 ER ATTENTION! 1. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: for detail). 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 6. The Committee suggested to prepare Data Bank for the teachers. 7. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. 8. The cut of date for granting/refusal of recognition for the session is 3 rd March, 2017, hence, the institution may submit the compliance on the basis of proceedings uploaded in the ERC NCTE website. [Guidelines received from NCTE Hqrs.] / Policy Matter] Implementation of NCTE Regulation 2014 in respect of two years courses (B.Ed., M.Ed. and B.P.Ed.-regarding) (File No. 3-3/Regulation/NCTE/ERC /2016) A letter No. 49-1/2016/NCTE/N&S dated received from NCTE Hqrs. regarding implementation of NCTE Regulation 2014 in respect of two years courses i.e. B.Ed., M.Ed. and B.P.Ed. has been placed and decided that the Show Cause Notice or any clarification from the existing B.Ed., M.Ed. and B.P.Ed. institutions be issued to ensure whether the teacher education institutions are functioning in accordance with the NCTE Regulation, Accordingly, decision against these teacher education institutions are to be taken as per NCTE Regulation, ER Appeal Case Hope Institute of Bengal D.El.Ed. Section, Plot No.630, 631, St. No./ Vill/ P.O.- Beldubi, Tehsil/ Taluka - Sub. Div. Howrah Sadar, Town/ City - Howrah, Dist - Howrah, West Bengal (D.El.Ed.- Addl. Course) (Private) (West Bengal Board of Primary Education) (ERCAPP3715) The Appellate Authority vide Order No /2016 Appeal/16 th Meeting-2016/49119 dated decided to set aside the impugned order dated and to remand back the case to ERC for further processing of the application. The ERC re-viewed the matter in accordance with the appeal order and decided as under:- (i) Building completion certificate issued from Govt. Engineer/Authority is not submitted. (ii) Building plan duly signed by Govt. Engineer/Authority is not submitted. (iii) Mutation certificate issued from Land Revenue/concerned Govt. Deptt. is not submitted. (iv) Non-encumbrance certificate issued from Land Registering Authority is not submitted. (v) Fire safety certificate issued from competent Govt. authority is not submitted. on the above points. Intake) (Private) (Veer Kunwar Singh University) (Application No. Not generated) (Application ID: 9078) agenda note, the NCTE Act., the NCTE Regulations 2014 including Norms and Standards, guidelines received from the NCTE Hqrs. from time to time, the Committee discussed the matter in detail and observed as under: a. Show Cause Notice was issued on on the following grounds:- (i) The applicant has submitted Demand Draft of Rs lacs towards processing fee. As per the online NCTE portal, payment through online only is accepted. (ii) As per the print out copy of the online application it is observed that Application Number is not available. (iii) The application is not appeared on the dashboard of the online NCTE portal due to which online process cannot be carried out. b. The institution is still deficient on the above mentioned grounds. As per Regulation 2014, standalone institution is not permissible to grant any teacher training programme. recognition for the session is 3 rd March on the above points. Intergrated) (Private) (Babasaheb Bhimrao Ambedkar Bihar University) (ERCAPP3800) The ERC considered the matter in accordance with the order passed by the appellate authority to remand back the matter to ERC and decided as under :- Letter of Intent under clause 7(13) of NCTE Regulation 2014 be issued to the institution Anath Bandhu Angurbala Teacher's Training Institute, Plot No- 649, 650, 651, 627, 640, Street No.- NH 41, Vill- Osmanpur, PO.- Chaknan, Tehsil/Taluka- Chandipur, Town/City- Chandipur, Dist- Midnapore, West Bengal (B.Ed.) (Private) (Vidyasagar University) (ERCAPP2289) The Appellate Authority vide Order No /2016 Appeal/15 th Meeting-2016 dated remanded back the case to ERC for further processing of the application. Appellant is directed to submit copy of BCL signed by Sub Assistant Engineer to ERC within 15 days of the issue of Appeal Order. The ERC re-viewed the matter in accordance with the appeal order and decided as under:- (i) The institution is required to submit building completion certificate duly signed by Govt. engineer/ Authority. on the above points. The Committee therefore, provides last opportunity under section 14(3)(b) of the NCTE Act Swami Vivekananda Universal College of Education, Plot No.-74, Vill-Krishnanagar, Po-Mahurapur, Tehsil/Taluka/ Town/City-Mayureswar- I, Dist-Birbhum, West Bengal (4 year B.A. B.Sc. B.Ed. Intergrated) (Private) (University of Burdwan) (ERCAPP2422) The institution was granted recognition vide Order No dt for conducting 4 year B.A. B.Sc. B.Ed. Intergrated course with an intake of 50 from the academic session , against an application for two units. The institution preferred an appeal to the NCTE Hqrs. against ERC s order dated The Appellate Authority vide order No /2016-Appeal/12 th Meeting-2016 dated remanded back the case to ERC with a direction either granting recognition for 2 units or giving an opportunity to the appellant institution to make written representation. The ERC in its 226 th meeting considered the appeal order and decided that the institution be asked to submit faculty list duly approved by concerned affiliating bodies of all three recognized courses i.e. D.El.Ed, B.Ed. and 4-year BA. B.Sc. B.Ed. programmes for taking further decision. Formal recognition order under clause 7(16) of the NCTE Regulation 2014 for applied 4 year B.A. B.Sc. B.Ed. Intergrated programme with an additional intake 50 i.e. another one unit (altogether 100 intake) from the academic session be issued to the institution. 5

(ii) As per Deed of Conveyance, the total land measuring area mentioned 64 decimal only which is less than the required 3000 Sq. Mts for existing B.Ed. (100 intake) + proposed D.El.Ed (50 intake). (iii) Land Possession/Mutation certificate issued by the Land Revenue Department not submitted. (iv) A copy of the non-encumbrance certificate signed by Prodhan submitted whereas Nonencumbrance certificate issued from Land Registering authority not submitted. (v) Change of land use certificate (CLU) issued from Land Revenue Department not submitted. b. In reply of SCN, the institution dated submitted three land deeds in the form of deed of Conveyance measuring total land 28.5 decimal which was purchased on i.e. after the date of online application on which is not accepted as per Regulation, The committee is of the opinion that application bearing Code No.ERCAPP4311 of the institution regarding recognition of D.El.Ed.
