3 1 PHILOSOPHY The philosophy of USD 465 is that professional learning is the combination of educational and personal experience which contributes toward competence and satisfaction in the professional role. The professional learning program consists of a definite plan of action that promotes professional growth at the district, building, and individual level leading to an improvement in student learning. DISTRICT GOALS The district goal is to provide opportunities for certified personnel in USD 465 to develop or improve knowledge and skills in the areas of the seven state Professional Learning Standards: Professional Learning Communities Leadership Resources Data Learning Design Implementation Outcomes COMPOSITION OF PROFESSIONAL LEARNING ADVISORY BOARD Advisory Board Membership One representative from each elementary building, a minimum of one from each of the middle and high school, two from the COOP and a minimum of one administrator. 1. Director of Curriculum. 2. One Board of Education member (ex-officio). Method of Rotating the Membership All members will be selected by the group they represent for three year terms on a staggered basis. Terms begin at the beginning of the school year. Selection will take place in April. Appointment by building administrator will be necessary if no one agrees to accept the position. Selection of Officers The elected officers of the advisory board shall consist of a chairperson and vice-chairperson. It is recommended that officers have one year of experience on the Professional Learning Advisory Board (PLAB). Secretarial duties will be assigned to the secretary of the Director of Curriculum. His/her membership will be ex-officio. Vacancies Vacancies for the remainder of an unexpired term will be filled by selection or appointment (following selection method described above).

4 2 POWERS, DUTIES, AND FUNCTIONS OF DISTRICT PROFESSIONAL LEARNING ADVISORY BOARD 1. Implement the Professional Learning Plan (PLP) within the guidelines and criteria established by the KSDE. 2. Recommend and approve all district level professional learning activities. 3. Review and accept building professional learning plans. 4. Review and accept or suggest modification of each Individual Learning Plan (ILP) submitted. An advisory board member may not vote on any action regarding his/her individual plan. 5. Review, validate and verify the professional learning credit points to be granted for activities completed as needed. 6. Keep records and communicate the necessary business of the advisory board. Officers The officers of the advisory board shall consist of a chairperson and vice-chairperson. It is recommended that officers have one year of experience on the Professional Learning Advisory Board. Election of Officers The Advisory Board will elect officers for the upcoming year in May. Terms of Office Chairperson and vice-chairperson are elected for one year and can be reelected. The terms of office will begin June 1. Resignation and Replacement 1. An officer can resign from office provided a letter of resignation is submitted. 2. This letter should be submitted at least one month prior to the effective date of resignation. Vacancies in officer positions will be filled by a majority vote of the Professional Learning Advisory Board at its next meeting following the submission of the letter of resignation. DUTIES OF THE OFFICERS Chairperson 1. Calls and presides at all meetings. 2. Prepares, in cooperation with the director of curriculum, an agenda for all meetings. 3. Appoints PLAB members to subcommittees and serves as an ex-officio member. 4. Receives resignations from PLAB members. 5. Carries out any other duties as described in this document or assigned by the council. Vice-Chairperson 1. Fulfills all the duties of the chairperson in the chairperson s absence. 2. Carry out all other duties as assigned by the chairperson.

5 3 Secretary 1. Is responsible for minutes of all meetings. 2. Publishes minutes of all meetings and distributes them to all members of the PLAB, the Superintendent and each administrative unit. 3. Issues a Professional Learning Transcript for each participating staff member listing the number of in-service points earned during the previous school year. 4. Continually maintains all local PLAB minutes, Individual Learning Plans and earned points, correspondence, and all other pertinent documents. 5. Notifies members of meetings and distributes agendas. 6. Ensures that ILP s are completed, accurately kept, and safely stored on school property. Professional Learning Team Representative 1. Serves as chairperson or co-chairperson of the building Professional Learning Team (PLT) (except COOP representatives). 2. Represents the building at PLAB meetings and/or on committees. 3. Facilitates implementation of district Professional Learning Plan. Professional Learning Advisory Board Meetings 1. Meetings will be held from September through June as necessitated by an agenda. 2. Items for consideration by the PLAB can be proposed to the PLAB Chair by members of the PLAB, Building PLT or by certified personnel of USD All voting decisions will be by simple majority provided there is a quorum present. 4. Since matters of the PLAB deal with personnel and related matters, the meetings are closed to all non-members unless invited as guests. 5. Necessary clerical and accounting staff, facilities for meetings, record keeping, communications and other necessary services of the advisory board shall be furnished by the school district. BUILDING PROFESSIONAL LEARNING TEAM (3 or more members) 1. Building Professional Learning Team representative(s) 2. Building administrator Building Professional Learning Team Duties 1. Review and approve all professional learning requests for points that align with the Professional Learning Standards: Professional Learning Communities (PLC) Leadership Resources Data Learning Designs Implementation Outcomes 2. Return a copy of validation to the individual. 3. Research and recommend professional learning opportunities based on building needs assessment and complete a building plan. (See Action Plan)

6 4 4. Hear and decide appeals for PLP credit, either approving or redirecting to District PLAB if complainant is not satisfied. 5. Forward point assignment to director of curriculum office after each meeting. Needs Assessment The Building Professional Learning Team may conduct a needs assessment to determine the professional learning needs of the district, building and individuals. This assessment may serve as a guide in determining the district s long-range and short-range professional learning plans. During the school year, the PLAB may help determine district-wide learning activities for the year, based upon the needs assessment and other relevant information. PROFESSIONAL LEARNING PLAN PROCEDURES 1. All Individual Learning Plans will be submitted on Appendix A to the Professional Learning Advisory Board for approval. Individual plans will coincide with the revision of building plans or recertification date. As an alternative to paper Appendix A forms, the PLAB may authorize the use of an electronic survey document (Google survey docs or equivalent) which would be ed to all certified staff and the resulting spreadsheet would be maintained on file in the Curriculum office. 2. All activities will be considered at the knowledge or application level. (See Appendix B for Criteria) 3. Knowledge level points for professional learning will be valued at five (5) points/day or 1 point/hour for movement on the salary schedule; 1:1 for use in license renewal. Validations will be made by the Building Professional Learning Team, PLAB or Curriculum Office. 4. Knowledge points must be validated on Appendix C (Validation: Level 1 - Knowledge). 5. Knowledge level validation requests must be submitted to Building Professional Learning Team or PLAB within 60 days after completing the activity. 6. Summer knowledge level validations must be submitted within 60 days after the beginning of school. 7. Summer validations for recertification and/or movement on the salary schedule may be approved during the summer by the Director of Curriculum. 8. All Level 2 or 3 points must be validated according to the rubric on Appendix B and submitted on Appendix D (Validation: Levels 2-3 Application / Impact). 9. A total of 30 points maximum may be earned for each activity from knowledge level through implementation during one year if used for salary movement; unlimited if used for license renewal. Level 3 points for presentations may be continued year after year. 10. Participants must submit all forms to the Building Professional Learning Team. The team will forward information on appropriate forms to the curriculum office. 11. All approved points will be put in the computer on a timely basis.

7 5 12. Printouts of Professional Learning Transcripts for all staff members will be made once a year. Individual printouts will be available on request. 13. Earned professional learning points will apply to horizontal movement on the salary schedule for all professional learning points specified for salary movement. (Twenty in-service points = one college hour). Unless checked in the option boxes on the sign-in sheet next to an individual s name, the learning points will automatically default to be used for license renewal. 14. Participants should retain a copy of all forms for their files. Professional Learning Plans for Substitute Teachers or Local Licensed Teachers All approved substitutes and/or license teachers who reside in the USD 465 area may participate in the Professional Learning Plan of USD 465. This will allow them to attend USD 465 activities as a member at their own expense. Substitute plans will be administered by the Curriculum Director and/or the Professional Learning Advisory Board. Procedure for Informing Staff and Board of Education The Building Professional Learning Team will inform certified staff of decisions and activities by posting the minutes (including validations) of the Team meetings and PLAB meetings. The PLAB chairperson and/or Director of Curriculum will make a yearly progress report to the Board of Education. AMENDING PROCEDURES This Professional Learning Plan document may be amended in the following manner: The Winfield USD 465 Board of Education may initiate amendment proposals in writing to the Professional Learning Advisory Board. The Professional Learning Advisory Board may initiate and adopt amendments to this Staff Professional Learning Plan by a simple majority vote of the quorum members. The proposed amendment(s) must be introduced in writing at the preceding regular meeting. The Winfield USD 465 Board of Education must approve an amendment prior to submission to the Kansas State Department of Education. APPEAL PROCEDURES 1. The participant will submit an appeal in writing to the PLAB Chairperson within 60 days of notification of denial, listing the specific reasons why he/she feels the decision was incorrect. 2. All appeals will be made in person to the PLAB. 3. Should the decision remain unresolved by the PLAB review, he/she may appeal to the superintendent. 4. Appeals of the Superintendent s decision are made to the USD 465 Board of Education.

8 6 LICENSE RENEWAL REQUIREMENTS All professional learning points/credit hours to be used for license renewal must be completed within the scope of an Individual Learning Plan, within the approved local Professional Learning Plan, and within the guidelines of the State Department of Education. Bachelor s Degree Master s or Other Advanced Hours 8 graduate hours* or combination of graduate hours and individual learning points (at least 80 of the points must be college credit hours) 6 graduate hours* or 120 individual learning points or any combination of the two * One semester hour of graduate credit equals 20 professional learning points. Unless part of an advanced degree program or the addition of a teaching endorsement, all graduate credit hours must be pre-approved by the Director of Curriculum or the Superintendent.

9 7 ACTIVITIES ACCEPTABLE FOR PROFESSIONAL LEARNING POINTS 1. College courses from accredited institutions 1 semester college hour = 20 points 1 quarter hour = 13 points 1 semester hour non-credit/audited course = 15 points 1 quarter hour non-credit/audited course = 10 points 2. Continuing education courses Attendance only 1 hour attendance = 1 point, maximum 5 points/day salary movement; 1:1 for license renewal Presentation of program Level 2-3 = 5 or 10 points determined by building PLT representative 3. Workshops/Seminars Attendance only 1 hour attendance = 1 point, maximum 5 points/day salary movement; 1:1 for license renewal Presentation of program Level 2 3 = 5 or 10 points determined by building PLT representative 4. Independent Activity (requires advance approval see Appendix D) Requests for points for experiences related to educational assignment goes to the Building Professional Learning Team/PLAB for approval /assignment of points 5. These sessions can include workshops, conferences, seminars, or study groups. Points are also awarded at this level for service to the profession in such things as committee work and attendance at meetings. Level 2 Application Implementation of knowledge using three indicators with feedback. Indicators include: Teaching resources / units Review of student product Teacher log / journal Student achievement Presentation to Site Council, BOE, conferences Teaching teachers Formal / informal data collection Peer coaching Classroom observation Video presentation In-service presentation Level 3 Impact Follow-up indicating long term implementation and benefit to learning process.
