1 Financial Aid Student Consumer Information STUDENT CONSUMER INFORMATION Student consumer information is provided by the Financial Aid Office. Basic Financial Aid Information Brochure Phone: (213) Web: Procedures and Forms Required to Apply for Financial Aid All students wishing to receive federal or state funds must complete the Free Application for Federal Student Aid (FAFSA). Students may be asked to submit documentation such as tax returns, birth certificates, and Social Security cards and other items needed to verify financial or dependency status. Students who do not wish to submit requested documentation will not receive a financial aid award. Student Eligibility Requirements: To be considered for financial aid, a student must meet the following minimum requirements: Who Can Apply? To be considered for financial aid, a student must meet the following minimum requirements: 1. Be a US citizen or an eligible non-citizen. o An eligible non-citizen is a US permanent resident as determined by the Bureau of Citizenship and Immigration Services verifying that their stay in the US is for other than a temporary purpose. 2. Show that they have financial need. 3. Be making satisfactory progress in a course of study leading to an AA or AS degree, certificate, or transfer to a baccalaureate degree program. In addition to the Institutional Academic Standards, students must: o Maintain a semester and cumulative GPA of 2.00 o Complete 67% or more of attempted units with a grade of A, B, C, D, or credit. o Have attempted fewer than ninety (90) units in the Los Angeles Community o College District Have not earned an AA or higher degree within the Los Angeles Community College District 4. Must not be in default on a Federal Perkins Loan (formerly National Direct Student Loan), Stafford Loan (formerly Guaranteed Student Loan (GSL), Supplemental Loans for Students (SLS), or Direct Loan at any school the student attended. 5. Must not owe a refund on a Federal Pell Grant, Federal Supplemental Educational Opportunity Grant (FSEOG) or Leveraging Educational Assistance Partnership (LEAP) Program. 6. Must be registered with the Selective Service if you are male between the age of 18 to Meet education requirements. You must demonstrate ability to benefit from postsecondary education by one of the following means: a. Have a high school diploma or a General Educational Development (GED) certificate.*

2 b. Pass an approved ability-to-benefit* (ATB) test. If you don t have a diploma or GED, you can take an approved ATB test to determine whether you can benefit from the education offered at that school. c. If you don t have a high school diploma or its equivalent, you may become eligible to receive federal student aid if the institution you plan on attending determines you have the ability to benefit from postsecondary education if you satisfactorily complete six credit hours or the equivalent coursework toward a degree or certificate offered by the institution. You will, however, be ineligible to receive aid while earning the six credit hours. d. Meet other standards your state established and that we have approved. e. Complete a high school education in a home-school setting approved under state law. 8. Must be enrolled in an eligible program that leads to a Certificate, AA/AS Degree, or for Transfer to a Bachelor Degree program. Satisfactory Academic Progress To be eligible for federal and state financial aid programs, students are required by the U.S. Department of Education and the State of California to maintain satisfactory academic progress as they work toward completing their educational objective Certificate, AA or AS degree, or Transfer Program. The Los Angeles Community College District (LACCD) has established guidelines to promote timely completion of its educational programs, which is applied to all classes taken in the LACCD. The following questions and answers are provided to further explain WHO is affected by SAP, WHICH financial aid programs are affected, HOW the policy is applied, and WHAT you can do to maintain progress or appeal. A complete policy statement is available in the Financial Aid Office. Criteria for Selecting Recipients and Determining Award Amounts Students who have a completed file are considered for financial aid. Award amounts for Direct loans are determined by the student's grade level and remaining eligibility from need and budget limits. PELL EFC determines Pell eligibility. Other funds such as FSEOG, Perkins and FWSP are need based and amounts are set at a specific number each year. Availability of Forms and Instructions The FAFSA is available in paper form in the Financial Aid Office, on the web at and provided by the processor as a renewal to students who have previously filed. A federal PIN is provided by the processor. Rights and Responsibilities of Students on Financial Aid Student responsibilities are as follows: Must complete all requested forms accurately Must use all financial aid received solely for expense related to attending LATTC Must submit in a timely manner all additional documentation requested by the Financial Aid Office. Student Rights are as follows: Have the right to know how financial need was determined Have the right to know how financial aid will be distributed

3 Have the right to request an explanation of programs in the financial aid package Have the right to refuse any aid offered Have the right to request an explanation of LATTC s refund policy Have the right to know what portion of financial aid must be repaid and what portion is a grant. If a loan has been received, have the right to know the interest rate and loan repayment options and procedures Have the right to examine the contents of aid records provided a written request is made to the Financial Aid Office. Cost of Attendance In order to treat all students equally, standardized budgets (Cost of Attendance) are established and applied to all applicants. This means all students with similar circumstances will receive the same allowance for tuition and fees, books and supplies, room and board, personal expenses, and transportation. Other expenses may include, but are not limited to: dependent care, vocational/technical, and disability related expenses. Exceptions may be made to the budget in cases where need can be shown and documented. Withdrawal Policy Change of Enrollment: Colleges must review payments of funds to students each enrollment period to determine if students have received an overpayment. If you are paid at one level of enrollment and then drop units, you may be subject to repayment of some of the funds you received. It is your responsibility to drop your classes through the Admissions Office if you do not attend. Failure to drop classes may result in a financial aid overpayment, which may require repayment of the financial aid you received. Example: You were enrolled in 12 units (full-time) at the beginning of the semester and received your first check for $1,000. You then drop 3 classes (9 units) and remain in 3 units (less than half-time). The full payment for less than half-time enrollment is $432. You are overpaid $568 and you must repay this amount before receiving any further financial aid. If it is determined that you owe a repayment, and you do NOT repay the funds, a hold will be placed on your academic record, your debt will be reported to the U. S. Department of Education for collection, and you will not be eligible for further financial aid at any postsecondary institution until the debt is paid in full. Students who receive federal financial aid and then withdraw from ALL classes may have to repay some of the federal funds they received. Return to Title IV: All students receiving federal aid, who withdraw from the institution in the first 60% of the term, are subject to Return to Title IV Regulations. The Financial Aid Office will calculate the amount of federal funds earned by the student up to the point of withdrawal and students will be billed and must repay any federal grant funds received but not earned. Failure to repay these funds will result in the denial of future federal financial aid at all colleges. Nonpayment of the unearned amount will be reported to the U.S. Department of Education for collection. The college is also required to report grant overpayments to the National Student Loan Data System.

4 It is advised that you contact the Financial Aid Office before withdrawing from all of your classes so you understand the results of your actions. Other Consumer Information Available: General Information about the School Variety of Publications Phone: (213) Web: Accreditation Los Angeles Trade-Technical College, a California public, tax-supported community college, is officially accredited by the Western Association of Schools and Colleges and is fully approved by the Board of Governors of the California State University and independent colleges and universities to give full credit for appropriate courses completed. The Culinary Arts program is also accredited by the American Culinary Federation and Educational Institute. The Registered Nursing program is also accredited by the National League of Nursing. Admissions & Records Submit the completed APPLICATION with picture ID. Effective July 24, 2006 the college will no longer use social security numbers to identify students. A new student identification number will be assigned to all students because of recently passed state laws. Once a new student I.D. number is assigned, this number shall be used when students apply at another LACCD campus. Non-U.S. Citizens should bring proof of their immigration status so that the College may determine their residency for tuition purposes. The ORIENTATION is designed to introduce our many educational programs, services and explain how to complete the enrollment process. The following procedure should be followed to enroll in Los Angeles Trade-Technical College: Students must disclose any previous enrollment in institutions of collegiate level. Failure to list any school, college, or university which you previously attended, or any deliberate falsification of information, is basis for dismissal from the college. Obtain an Application Packet and Enrollment Appointment from the Information Center in ST-Lobby. Credit Hour is equivalent to 50 minutes of college-level instruction without a break. High School Diploma is defined as a state-administered official document given to those students who have successfully completed the required secondary school program. Depending on the state and the academic institution, high school diplomas may be further defined as an academic high school diploma, a general high school diploma, or a vocational diploma.

The unlawful manufacturer, distribution, dispensation, use or possession by students and college employees of illegal controlled substances or alcohol in all buildings, property, facilities, service areas, or on District business is prohibited (per Board Rules regarding Standards Of Conduct, Section ). Gainful Employment Disclosure Information To qualify for federal financial aid, the law requires that an educational program at a community college must lead to a degree (associate, bachelor's, graduate, or professional) or prepare students for "gainful employment in a recognized occupation. Further, federal regulations [75 FR 66832] require community colleges that participate in the Federal student financial assistance programs to report certain

6 information about students who are enrolled in Gainful Employment Programs. At Los Angeles Trade- Technical College Gainful Employment programs are programs that prepare students for obtaining a Certificate of Achievement. In accordance with the Gainful Employment disclosure regulations, a website is provided by Los Angeles Trade-Technical College to provide students with important information on each Certificate of Achievement program (e.g., Gainful Employment program) at the college including, but not limited to: program costs, employment projections and profiles related to the occupation(s) the program trains students for, and program completers.
