Housing Board Colony, L.I.G. - 2, Nalgonda, Nalgonda Raga College Of Education Raga Educational Society Sathupally Post & Mandal, Khammam Rabindranath Tagore College Of Education Rabindranath Tagore Edun Society Kummera Cheuella Ranga Reddy The affiliating body i.e., Osmania University had withdrawn affiliation, vide Memo No. 875/H-M.Ed./DA/ /Acad/IV-2 dated , for M.Ed. course from Rabindranath Tagore College of Education from academic session for violation of University norms after surprise inspection dt The Registrar, Osmania University, Hyderabad in its Memo No. 875/H-M.Ed./DA/ /Acad/IV-2 dated made the following observations:- As per the surprise inspection dt , the students belonging to M.Ed. students have not joined the course even after four weeks (upto ) from the date of commencement of instruction i.e., Further, as per almanac communicated to the College, the College is expected to submit the marks of (1) School experience programme to the Head, Dept. of Education by 5 th January, 2009, (2) Community participation project (3) Institutional project as per almanac communicated under reference 2 nd cited. But the College inspection conducted on found that, no activity being run pertaining to M.Ed. programme in the College. AOS APS Margadarshi College Of Education /1/1, Kankar Road Shantinagar Shanigapura Warangal A.M.Reddy College Of Education Atluri Masthan Educational Soc Petlurivari Palem, Narasaraopet(Mdl) Guntur through duly constituted selection committee for M.Ed. programme and not obtained any approval from the University. Further, no student attendance registers found in the College in both the surprised inspections conducted by the University. After verification it was noticed that none of the petitioners in WP No of 2009 in W.P.No.9427 of 2009 could have the required 75% attendance as no admission took place and petitioner are not students till the date The 2 nd inspection was conducted and thereafter no attendance registers were maintained. The petitioners are therefore not eligible to appear for the examinations. 3. The Management has not given satisfactory reply to the showcause Notice issued by SRC, NCTE in its letter dated in respect of observation of Committee constituted for the purpose. The institution twice admitted the students (I) non-minority candidates admitted without the approval of Convenor 102 seats (ii) filled the left over 50 seats at the end of counseling conducted by the Convenor EdCET 2006 in. course during without the approval of the Convenor in violation of admission rules issued by the Government. Violation of the procedure stipulated by APSCHE and University concerned led to payment of penalty. It has also observed that the institution is willfully and deliberately admitting the students on its own and violating the procedure, which is against the provisions /conditions stipulated in the recognition order issued by NCTE. 1. The land document submitted along with the application was a sale deed and the institution in its application dated stated that it will run the institution in permanent premises. However in reply to the show cause notice dated the institution submitted an undertaking stating in its para no.3 that they are ready to construct new building as per NCTE Norms within 12 months and that after construction the college will be shifted to the new campus. The institution had accommodated other courses breaching the undertaking, affidavit signed by it. 2. The institution has sq.mts built up space earmarked for course. In the reply submitted in the support of removal of the deficiency there is an undertaking to fulfill the NCTE

6 requirements in future, preferable within 12 months. 3. The institution had submitted an affidavit on Rs.100 stamp paper vide dated taking oath that the RCC building measuring 1611 sq.mts constructed at the land bearing D.No.54-1 of Petlurivaripalam, Narasraopet, Guntur District would be used for course. The institution had breached the oath taken in the affidavit. 4. The institution in its reply dated categorically informed that the ground floor and half of the first floor is exclusively provided for course implying thereby that the remaining pert of the building is used for other purposes. Further the management is ready to provide land for and D.Ed course as per the NCTE regulations and the documents enclosed in support of this claim is an undertaking to comply with the requirements in future. 5. The institution did not submit a certificate from the affiliating university to the effect that the land and building shown for course is exclusively meant for teacher education courses only. There are evidences that the management is running some other courses/programmes such as Pharmacy College etc in the same building i.e ground floor and half of the 1 st floor as implied in the reply given by the management. 6. The bills and vouchers submitted in support of removal of deficiencies pertaining to inadequacy of books and journals and facilities in Science, Psychology and ET labs are the same old dated bills, which were procured by the management in the last part of year, It shows that institution did not make any efforts to improve instructional facilities after issue of show cause notice vide dated It is not serious about adhering to Norms and Standards stipulated by NCTE and a deliberate/continued violation of norms and standards.. 7. The institution violated the provisions contained under various sections of NCTE Act and regulations there under, continuously by misleading/distorting the facts.

7 List of institutions recognition withdrawn as per the Writ Petitioners were deposed of granting liberty to the petitioners to file statutory appeals Under Section 18 of the NCTE Act, 1993, if not already filed, within a period of four weeks from today. If any such appeals are preferred, the appellate authority shell receive treating the same as appeals filed within limitation & dispose of in accordance with law after hearing both the parties.
