1 PROCEEDINGS OF 186 th MEETING OF THE ERC-NCTE HELD ON 23 rd 24 th April, The 186 th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 23 rd 24 th April, 2015 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 186 th ERC Meeting. Prof.(Dr.) P.C. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 1. The cut-off date has been extended up to 31 st May 2015 for grant of recognition for the session Institutions are personally responsible if they lose the session due to non-submission or late submission of replies. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (see ERC website for detail). 3. The institutions which have not submitted the balance amount of Rs.4.00 Lacs towards Reserve Fund expected to submit the same. 4. The institution whose applications are pending and reached to the stage of 7(9) [7(13) as per New Regulation] including the institution already submitted the reply of 7(13) prior to publication/implementation of NCTE Regulations 2014 are advised to submit/re-submit their reply as per New Regulations along with other required documents at the earliest to enable to ERC to take appropriate decision. 5. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 6. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 7. The institution must go through the Regulations 2014 about the number of teachers and accordingly they must send the list duly Countersigned by the Concerned University /Affiliating Body. 8. The institution shall comply with the additional facilities required (additional built-up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 1

Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Cutoff date is 31 st May 2015 to issue Recognition Order and 10 th May 2015 to issue Letter of Intent for the session The institution is personally responsible if they lose the academic session for non submission or late submission of reply. The request of the institution is allowed for 30 days only to conduct inspection. 7

(University of Gour Banga) (Code No.APE01008) After considering the records available in the file, and relevant provisions of the NCTE Act 1993, Rules, Regulations and guidelines issued by NCTE Hqrs., representation of the institution dated , the Committee discussed the matter in detail and observed as under: The Committee received following representation from the institution: Copy of the letter for withdrawal of the recognition dated signed by Shri Tribir Kumar Das, President of the institution. (ii) Copy of the letter for not withdraw of the recognition dated signed by Shri Sukdeb Biswas, President of the Institution. The above two representations of the institution may be forwarded to the Concerned University & Concerned State Govt. and the institution to apprise the real situation to ERC, NCTE immediately for appropriate action. (ii) No admission to be taken for any course by the institution till the clarification received from the institution, University, and State Govt. or till further communication from ERC Adarsha College of Education (B.Ed.), Vill.+P.O.-Kadambagachi, P.S. Barasat, Dist.- North 24 Paraganas, West Bengal (Course B.Ed.) (West Bengal State University) (Code No.ERCAPP1164) Regulations and guidelines issued by NCTE Hqrs., representation of the institution dated , the Committee discussed the matter in detail and observed as under: The institution has stated that Principal and Prof. of Education of Foundations are appointed as the two posts has fallen vacant for their resignation. Further, it is stated that Arabic Prof. also appointed at the same time for Arabic post, (newly created) following the rules and regulations of NCTE and West Bengal State University in due procedure. The appointment made by the institution is noted and recorded. ER Court Case Shashi B.Ed Teachers Training College: Sisodia Place, Barunai Oil Refinery Main Road Vill/P.o- Begusarai, Thana-Barauni, Dist:- Begusarai, Bihar (Course-B.Ed.) 9 ER VTR U/S 14 / District Institute of Education and Training, Hazaribag (WPTEC), Plot No - 440, 46/70, Vill - Sarle, PO - Hazaribag, Tehsil/Taluka Hazaribag, Town/City - Hazaribag, Dist - Hazaribagh, Jharkhand (D.El.Ed.) (Govt.) (Jharkhand Academic Council) (Code No.ERCAPP1445) Regulations and guidelines issued by NCTE Hqrs., VTR, the Committee discussed the matter in detail and decided as under: Letter of intent u/c 7(13) of the NCTE Regulation 2014 be issued for one unit. The institution is required to submit the faculty position in accordance to the NCTE Regulation 2014 for the D.El.Ed. Course duly countersigned by the concerned affiliating body as per New Regulation (ii) Letter be issued the concerned State Govt., to furnish the new building as per new Regulation 2014 for the proposed course J P T T College, Nawada, Plot No /227, 9360/227, Street No - NH-31, Vill - Pathra English, PO - Odhanpur, Tehsil/Taluka - Nawada, Town/City - Nawada, Dist - Nawada, Bihar (B.Ed.) (Private) (Magadh University) (Code No.ERCAPP1558) Regulations and guidelines issued by NCTE Hqrs., VTR, the Committee discussed the matter in detail and observed as under: As per inspection report the institution following deficiencies are found: 1. The total built up area is about 1127 Sq. Mts. excluding M.P. hall. The completion of M.P. hall is in progress which is about 490 Sq. Mts. After completion of M.P. hall, the total built up area will be about 1617 Sq. Mts. However, the building is under construction. 2. As per essential data sheet, the size of two classrooms are 360 Sq. ft. each which is less than the required 500 Sq. ft. each as per NCTE norms. 3. As per essential data sheet, multipurpose hall is under construction. 4. Site plan submitted by the institution is not issued from the Land Revenue Department. 5. The institution has submitted three stories building plan to VT, which is signed by S.Kumar on but the seal of the issuing department is not indicated whereas as per the building plan available in the institution file, the plan is duly approved by Estimating Officer, Building Division, Nawada on The institution has submitted building completion certificate issued by the President, Zilla Parishad, Nawada without date. 7. As per VT report there is no compound wall/demarcation at the Southern side of the building and there is existence of Govt. of Bihar building and stone mining land close to the plots. 8. The ERC in its 181 st meeting considered six complaints from different complainants against the institution and a letter to the District Magistrate Office, Nawada, Po-Orhanpur, Dist.-Nawada, Bihar was issued vide No dated with a request to inquiry the matter and submit the report to ERC. No reply received from the Office of the District Magistrate, Nawada, Bihar till date. The collector may be requested to expedite the matter. Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days before the Committee takes final decision. 9

VTR, and reply dated in response to Letter of Intent, the Committee discussed the matter in detail and observed as under: The institution has not submitted List of teaching staff in prescribed format duly approved by the concerned Affiliating body (SCERT-Director) The institution has not submitted any supporting documents regarding recruitment of teaching faculty. The institution is still deficient as per the LOI dated Clarification letter be issued to the institution to submit the reply within 21 days College of Teacher Education (IASE), Street/Road Kumarghat, Vill/Town/City Kumarghat, Dist North Tripura , Tripura (B.Ed.) College whereas as per the application the institution name is Presidency College of Education. The institution has not submitted the required processing fee. As per the Appeal order dated it is stated that the council noted that the application is an institution of the Govt. of Manipur. However, as per the online application submitted by the institution at the place of Type of Management the institution has mentioned it as PRIVATE. The paper of registration of both the above mentioned plots have been submitted earlier. The plot No is located in rural area, whereas the plot No. 948 is centrally located in Bokaro Steel City and is easily approachable by the public from any concern of the town and the adjoining area. Considering the suitability of the location the B.Ed. college building has been constructed on the (plot No. 948) registered in the name of the society. The college building is independent with separate entry gate with all the infrastructure with play field as per NCTE norms. Moreover the 10+2 CBSE School run by this society is just adjacent to this college, making things easier for the training of the B.Ed. students. Therefore it is not accepted as per Regulation. As per new Regulation 2014 The land free from all encumbrances could be either on ownership basis or on lease from Government or Government institutions for a period of not less than thirty years. In cases where under relevant State or Union territory laws the maximum permissible lease period is less than thirty years, the State Government or Union territory administration law shall prevail and in any case no building shall be taken on lease for running any teacher training programme. (vi) (vii) Conditions for grant of recognition New Teacher Education Institution shall be located in composite institutions and the existing teacher education institutions shall continue to function as stand-alone institutions; and gradually move towards becoming composite institutions. The minimum land requirement for standalone institution is 2500 sqmt and composite institution (say B.Ed. + D.El.Ed.) is 3000 sqmt..
