1 PROCEEDINGS OF 190 th MEETING OF THE ERC-NCTE HELD ON 31 st May, The 190 th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 31 st May, 2015 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 190 th ERC Meeting. Prof.(Dr.) P.C. Mahapatra - Chairperson Prof. Brajanath Kundu - Member Dr. Shukla Mohanty - Member Prof. Manik Bhattacharjee - State representative of West Bengal Dr. Tilottama Senapati - State representative of Odisha Shri Chandrapida Neelap - Regional Director, ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. During the discussion of the confirmation of the minutes of 189 th ERC meeting held on May 2015 Dr. Manik Bhattacharjee, State Representative of West Bengal raised objection on the recognition of Sundarban B.Ed. College, West Bengal (Code No.ERCAPP1017) with the following statement. That the institution has not followed the procedure for selecting the faculty. He also stated that the Pro. Vice Chancellor (Academy), University of Calcutta telephoned to the Chairperson ERC on requesting him not to accept the faculty list. The Chairperson requested the Pro-Vice Chancellor to send in writing either through mail or through fax. Dr. Bhattacharjee also said that the Pro-Vice Chancellor has send a fax on 28 th May 2015 and (Morning). He further stated that as per the decision of 188 th meeting held on 8 th 9 th May 2015, the institution was asked to submit the land document with well demarcation and free from encumbrance adjudicated by the Court of Competent Jurisdiction. But in the resolution taken in the 189 th Meeting held on 27 th -28 th May 2015 has not reflected submission of any such document. He has also requested the Committee not to confirm the recognition of Sundarban B.Ed. College and re-consider the decision. In his reply the Chairperson, ERC, stated that while meeting was going on Dr. Manik Bhattacharjee informed over telephone that he is in the University and the Vice Chancellor wanted to talk to him. The Chairman accepted the call and requested him (the person online) to send his objection in writing and fax it to the ERC. The meeting was held up to 7.00 PM on 28 th May No such fax has been received from the University on 28 th May The Chairman also visited the ERC office on 29 th May 2015 for finalization of the proceeding of 189 th meeting and present in the office up to 6.00 P.M.. No such fax claimed to be sent has been received by the office on 29 th May The Regional Director in his reply stated that no such fax has been received in the office as stated by Dr. Manik Bhattacharjee. Regarding the question of land the decision was taken as per the order dated of the Hon ble High Court of Calcutta wherein Hon ble High Court of Calcutta vide Case No.W.P.C.R.C 146(W) of 2015 in the contempt case of Sundarban B.Ed College Vs- Chandrapida Neelap directed not to raise the question of the land issue. The Court has further directed to consider the recognition after the institution submits the faculty list. 1

2 Regarding the faculty list the institution has submitted the same duly signed by Associate Professor, Department of Education, University of Calcutta, Secretary Faculty of Education, University of Calcutta, Dr. D. Banerjee Head, Department of Education, University of Calcutta, Inspector of Colleges, University of Calcutta and the Registrar, University of Calcutta on each page dated Accordingly as per the NCTE Regulation, Norms and Standard and as per the direction of the Hon ble High Court of Calcutta decision for grant of recognition for B.Ed. Course from the academic session was considered by the Committee. With the above observation the Committee unanimously confirmed the minutes of the 189 th meeting held on May ATTENTION! The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 1. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website for detail). 2. The institutions which have not submitted the balance amount of Rs.4.00 Lacs towards Reserve Fund expected to submit the same. 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. The institution shall comply with the additional facilities required (additional built-up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. Intake) (Government) (Bihar School Examination Board) (Code No.ERCAPP2016) Regulations and guidelines issued by NCTE Hqrs., VTR, the Committee discussed the matter in detail and decided as Letter of intent u/c 7(13) of the NCTE Regulation 2014 be issued for additional one unit in D.El.Ed. Course. The institution also be asked to submit the faculty position in accordance to the NCTE Regulation 2014 for the D.El.Ed. Course duly countersigned by the concerned affiliating body. 2

Intake) (Government) (Bihar School Examination Board) (Code No.ERCAPP1998) Regulations and guidelines issued by NCTE Hqrs. VTR, the Committee discussed the matter in detail and observed as (i) VT conducted on (ii) Mean while the Director, Research & Training Department of Education has submitted the faculty list of the institution and committed to comply all requirement as per the new Regulation Formal permission for one additional unit in existing D.El.Ed. (Govt.) (SCERT, Assam) (Code No.ERCAPP2070) Regulations and guidelines issued by NCTE Hqrs., VTR, the Committee discussed the matter in detail and decided as Letter of intent u/c 7(13) of the NCTE Regulation 2014 be issued for one unit in D.El.Ed. Course. The institution also be asked to submit the faculty position in accordance to the NCTE Regulation 2014 for the D.El.Ed. Institution is requested to submit the above required documents along with faculty list duly countersigned by the Registrar of the concerned affiliating university within 21 days. The meeting ended with vote of thanks to the Chair. 6
