2 Our Collective Work The Purpose of Our Session Today Is To Discuss The CONVERGENCE A Plan for Addressing Students with Just in Time vs. Just in Case Information The Myth of Transfer The Rebranding of CTE

3 Who s Up Next Millennials account for 37 percent of California s workforce. Each year, California loses $219 million from high young-adult unemployment mainly due to lost tax revenue. To the extent that Millennials struggle economically, the whole state suffers (2015). Young Californians are unemployed at a much higher rate than the national average (17.6% compared to 4.9%) and the situation is especially difficult for young Latino and African American Californians. Although we re seven years out of the Great Recession, this generation is struggling more than any other age group to get back on its feet. They have a negative savings rate of 2% and at the same time the cost of college has exploded. Many in their generation are earning wages that are lower than their parents and often walking out school with debt. The average person leaves college with $33,000 in debt, starting at a disadvantage.

7 Convergence Precepts 1. Organizing Principle 2. College and Career Readiness Approach *Emphasis added by L. Wiggins in 4.1 and Student Success Task Force Recommendations 4.1 Highest priority for course offerings shall be given to credit and noncredit courses that advance students academic progress in the areas of basic skills, ESL, CTE, degree and certificate attainment, and transfer, in the context of labor market and economic development needs of the community. 3.4 Community colleges will require students to begin addressing basic skills needs in their first year and will provide resources and options for them to attain the competencies needed to succeed in college-level work as part of their education plan.

Wiggins in 2.4 and 3.1 3A 3B Student Success Task Force Rec. 2.4 Require students whose diagnostic assessments show a lack of readiness for college to participate in a support resource, such as a student success course, learning community, or other sustained intervention, provided by the college for new students. 3.1 The Community Colleges will adopt system-wide enrollment priorities that: (1) reflect the core mission of transfer, career technical education and basic skills development; (2) encourage students to identify their educational objective and follow a prescribed path most likely to lead to success; (3) ensure access and the opportunity for success for new students; and (4) incentivize students to make progress toward their educational goal.

10 Education Code Delineates the Legislature s intent for the Student Success Act of 2012: Refocuses and updates Matriculation language to align with the recommendations from the SSTF regarding services needed to support students in developing an informed ed goal, developing ed plans and declaration of a course of study. Targets funding on core matriculation services, such as counseling and advising, through a broad array of service delivery mechanisms. Shared responsibility between instruction and student services, based on evidenced-based practices of what works.

12 What We Learned From The Field? Skills gap and little understanding for how to navigate careers In many cases, we heard higher education isn t enough to prepare our generation for today s landscape. More jobtraining programs are needed for our generation to move past that entry-level job. There was a shared fear that college costs will prevent them from pursuing post-secondary degrees they consider critical.

Leverage external partnerships for service delivery on campus. Empower low-income students to use available resources. Review your internal processes. Implement effective practices to strengthen the academic progression of all students.

Lack of support among parents, high school staff, students and influencers Competition with four-year transfer programs (ADT and UC Pathways) Perception that other programs get more ink, money and praise Lack of coordination between/among competing training programs in the same area and statewide Third-class relegation of technical career training programs Tremendous support among faculty, administrators and staff on community college campuses

37 What Did We Learn? Overall awareness of CTE programs in general is high. Familiarity and specific understanding is low. Most students/prospective students would consider a class or program but need more information. Students agree that a CTE class or program could help them financially and lead to a job that interests them. Knowledge surrounding CTE programs is the biggest barrier to enrollment. Students are most likely to seek out more information online.

40 Overview CCCMyPath is a statewide student services portal built with the intent to: Give pre-matriculation students access to a one-stop shop with pathways to all of the state-provided research tools and information necessary to make informed decisions. Provide CCC institutions the opportunity to leverage institution-specific accounts within the statewide portal infrastructure to aid students in all phases of their academic lifecycle, in either a supplemental or replacement portal model.
