3 Executive Summary The Office of Superintendent of Public Instruction is required annually to report on the status of all education budget provisos. The requirement started with Third Engrossed Substitute Senate Bill 5034, the biennial budget bill. Section 501(1)(iii) reads: By September of each year, the office of the superintendent of public instruction shall produce an annual status report of the budget provisos in sections 501 and 513 of this act. The status report of each proviso shall include, but not be limited to, the following information: Purpose and objective, number of staff, number of contractors, status of proviso implementation, number of beneficiaries by year, list of beneficiaries, and proviso outcomes and achievements. OSPI has identified 60 education provisos. A few have been combined for efficiency sake. The list that follows includes the proviso name and the appropriation code. The reports can be viewed and downloaded from the OSPI Web site at 3
