1 SCOTCH PLAINS-FANWOOD BOARD OF EDUCATION Open Agenda Meeting November 17, :00 p.m. Public Session (7:30 p.m. Executive Session) CALL TO ORDER AND ROLL CALL: p.m MEMBERS PRESENT: Ms. Deb Brody Dr. Cynthia Clancy Dr. Karen Kulikowski Mr. Evan Murray Ms. Charlotte Schirmer Ms. Tonya Williams Ms. Amy Winkler Jeanne Cleary, Vice President Nancy Bauer, President MOTION FOR EXECUTIVE SESSION: WHEREAS, the Board of Education must discuss subjects concerning personnel, litigation and negotiations; and, WHEREAS, the aforesaid subjects are not appropriate subjects to be discussed in a public meeting; and, WHEREAS, the aforesaid subjects to be discussed are within the exemptions which are permitted to be discussed and acted upon in private session pursuant to P.L. 1975, Chapter 231, IT IS THEREFORE RESOLVED that the aforesaid subjects shall be discussed in private recess by this Board and administrative staff, and information pertaining thereto will be made available to the public as soon thereafter as possible and once the reasons for non-disclosure no longer exist. 2 November 17, 2016 Page 2 PLEDGE OF ALLEGIANCE BOARD PRESIDENT S ANNOUNCEMENT: The New Jersey Open Public Meeting Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of this Act, the Scotch Plains- Fanwood Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Board of Education offices located at Cedar Street and Evergreen Avenue, Scotch Plains, New Jersey. Such notice was also provided in written notice forwarded to the The Times, the Township Clerk of Scotch Plains and the Borough Clerk of Fanwood in the Annual Notice of Regularly Scheduled Meetings as adopted March 24, ADDITIONS TO THE AGENDA: IN ACCORDANCE WITH SCOTCH PLAINS-FANWOOD PUBLIC SCHOOLS BYLAWS #0164 and 0165, THE MEETING WILL BE OPENED FOR 15 MINUTES FOR PUBLIC COMMENTS. COMMITTEE REPORTS: Strategic Planning Curriculum Finance Facilities Shared Services Negotiations Update Policy INSTRUCTIONAL UPDATE: November 29 Update on the Building Teacher Leadership Capacity Grant, a collaborative initiative among Kean University, the Scotch Plains-Fanwood Public Schools, and the Plainfield Public Schools. LETTER TO THE BOARD: 1-LET Receipt of an November 4, 2016 from Mary Monahan requesting a copy of the plans for the parking lot at Park Middle School. Mrs. Saridaki provided a copy.

4 November 17, 2016 Page 4 2-S Harassment, Intimidation, and Bullying Report Move that the Board of Education affirms the Superintendent s decisions in the five October Harassment, Intimidation and Bullying cases reported in Executive Session on October 13 and October 20, *3-S Field Trip Approvals Move that the Board of Education approves of the following field trips: High School Students in the Raider News class (approx. 40) will take the Tour at NBC Studios in New York City in December The students will have behind-thescenes access to the studios. Students will learn about the entire TV production process, from the writing process and producing to the ways TV content gets to the home. Terrill Middle School students in eighth grade (201 students and 25 Chaperones) to travel to Frogbridge Day Camp in Millstone Township, NJ on June 14, 2017 for the annual eighth grade end of year field trip. Terrill Middle School students who are members of Holloway s Homework Club (6 th - 8 th grade), the Terrill Middle School Agents for Change Student Leadership Group (7 th - 8 th grade), Student Council Executive Board/Homeroom Reps (8 th grade), and HEROS and DIVAS (8 th grade) leadership programs plan to visit Washington, D.C. on Thursday, June 15, The purpose of the trip is to celebrate student achievement and to foster leadership and decision-making skills. The students will visit the Holocaust Museum, African History Museum, U.S. Capital Tour, Monuments and the Supreme Court café. High School Students in the Effective School Solutions class will take part in the following field trips: Glassworks Studio in Morristown, NJ on November 30, 2016, Kidoolo Play Club in Springfield, NJ on January 26 and Turtle Back Zoo in West Orange, NJ on March 23, High School Marching Band to travel to Medieval Times, Lyndhurst, NJ on December 2, 2016 to experience aspects of the Medieval Era in relation to the Marching Band s 2016 show theme: The Code: Of Kingdoms and Glory. 4-S Curriculum Approvals (Roll Call Vote) The Curriculum Committee will meet with Dr. Mast on November 14, PERSONNEL AGENDA: * 1-PERS Approval of Superintendent s Personnel Report (Roll Call Vote) Move that the Board of Education approve the Superintendent s recommendations for personnel on the Personnel Report dated

6 November 17, 2016 Page 6 WHEREAS, the Scotch Plains-Fanwood Board of Education is desirous of partnering with the Borough of Fanwood and the Township of Scotch Plains in submitting an application to Union County for its 2016 Union County Kids Recreation Grant for field improvements at Terrill Middle School as a shared service, and WHEREAS, a proposal was received by the Scotch Plains-Fanwood Board of Education for surveying and civil engineering design services, for Phase I, was previously approved in the amount of $22,362, with the Board of Education 40% share amounting to $8,945. The amount has changed to $24,725, with the Board of Education 40% share amounting to $9,890, an increase of $945. This change is due to the Kids Recreation Trust Fund Grant originally anticipated to be $22,362 (50% of total) was approved for $20,000. NOW, THEREFORE, BE IT RESOLVED, the Scotch Plains-Fanwood Board of Education authorizes the District s participation in this project, since playing fields are at a premium and this project will allow a field to be added to the list that will enhance the sports programs of the three entities. 6-BUS Approval of Architect to Oversee Roof Replacement and Masonry Restoration at the High School and Brunner Elementary Summer 2017 Project Recommend that the Board of Education accepts the proposal submitted by Potter Architects, LLC to take the following actions in overseeing roofing and masonry projects at the High School and Brunner Elementary School: Prepare plans and specifications related to the roofing projects and masonry restoration at the High School and Brunner Elementary as required for bidding, permits and construction, and, Submit plans and specifications to the State Department of Education, and Modify the long Range Facilities Plan (LRFP) for these projects, and Provide construction oversight, and All other services covered in proposal submitted, and BE IT RESOLVED that the cost for the above referenced professional services will not exceed $169, for the roofing and masonry projects at the High School and Brunner Elementary School, and that these funds of $169, will be withdrawn from Capital Reserve. BE IT FURTHER RESOLVED that the Scotch Plains-Fanwood Board of Education approves: amending the Long Range Facilities Plan to include the roofing and masonry restoration projects for the High School and Brunner Elementary School, and the submission of these projects and the Long Range Facilities Plan amendments to the Department of Education, and that these projects are Other Capital and the Board of Education is not seeking

7 November 17, 2016 Page 7 state funding. 7-BUS Facilities Agreement with Behavior Therapy Associates (BTA) Move that the Board of Education enters into a Facilities Use Agreement with Behavior Therapy Associates (BTA) to run is HI-STEP Summer Program at J. Ackerman Coles Elementary School during the summer BUS *9-BUS 10-BUS Maintenance and Support of District Printers Move that the Board of Education approves a maintenance/support contract renewal with Stewart Business Systems to manage district printers and includes unlimited toner, all parts, service, labor and free software to track usage at a cost of $ xxxx per month through October 31, Nonpublic School Technology Initiative Program Agreement Move the Board of Education approves the Nonpublic School Technology Initiative Program Agreements for the participating schools located within this district. Acknowledgement of Bus Evacuation Drills (Fall/Winter) Pursuant to NJAC 6A: , Board acknowledgement is requested for Fall/Winter evacuation drills that were held between September and November for all district routes and students, supervised by district bus drivers at the receiving school locations. Signed documentation of each drill is on file in the Transportation Office. 11-BUS Business Reports Move that the Board of Education acknowledges receipt of Board Secretary s Reports, Treasurer of School Fund Reports, and Budget Adjustments: Pursuant to N.J.A.C. 6A:23A-16.10(c), the Board Secretary certifies that as of October 31, 2016, no line item account has encumbrances and expenditures which in total exceed the line item appropriation in violation of N.J.A.C. 6A:23A-16.10(a); and that pursuant to N.J.A.C. 6A:23A-16.10(c), the Scotch Plains-Fanwood Board of Education, after review of the Board Secretary's and Treasurer's monthly financial reports, certifies that no major account or fund has been over expended in violation of N.J.A.C. 6A:23A-16.10(b). Therefore, Be It Resolved that the Board of Education approves receipt of Budget Adjustments, the Board Secretary s Report and the Treasurer of School Monies Report for the month ending October 31, 2016.
