5 FOREWORD The Annual Technical Manpower Review (ATMR) 2007 is published by the National Technical Manpower Information System (NTMIS) Nodal Centre for Kerala State, located at Cochin University of Science and Technology (CUSAT), Kochi. This report consists of descriptive and analytical statistics related to technical manpower of Kerala State. This report has been compiled based on the primary data collected from graduates, post-graduates and diploma holders in engineering passed during the year The report also contains of information from various Engineering Colleges and Polytechnics located within the State during the year These two information relate to the supply of technical manpower. Information regarding the demand is done by the Board of Apprenticeship Training (BOAT), Chennai from various industrial establishments. This report is intended to serve the information needs of end users such as policy makers, education providers, employers, education regulatory agencies, students, parents and other stakeholders. I hope the data provided in this report will cater to the needs of the researchers and planners in technical education. December 2007 Dr. N.D. 7 PREFACE National Technical Manpower Information Systems (NTMIS) has been set up by the Ministry of Human Resource Development, Govt. of India in 1983 to provide uptodate and meaningful manpower information on a continuing basis to enable the concerned authorities to anticipate areas of growth in the field of science and technology and consequently plan for technical manpower development on a scientific basis. The NTMIS comprises of a Lead Centre in the Institute of Applied Manpower Research, New Delhi and 21 Nodal Centres located at different parts of the country. The Kerala Centre is functioning in Cochin University of Science and Technology from 1984 and is attached to School of Engineering. This scheme is funded by the All India Council for Technical Education(A I C T E). The A I C T E is strengthening NTMIS with adequate infrastructure making it an uptodate and dynamic national data base. The NTMIS is becoming a unique, reliable and comprehensive information system. The main objectives of the NTMIS is to estimate the long term and short term requirement of technical manpower in the country and their supply on the basis of the intake and outturn figures; and to provide forecasts about the adequacy and shortage of manpower requirements in future years. The Annual Technical Manpower Review 2007 is the eighteenth in the series for the State of Kerala and is based on the Graduate Follow-up Survey 2003 passed out batch, Institutional Survey and Establishment Survey The technical education in Kerala State has shown a steady progress from Today there are 87 Engineering Colleges and 55 polytechnics. Among Engineering Colleges, there are 34 Government Colleges, 3 Private Aided Colleges and 50 Private Self financing Colleges. Among the Polytechnics there are 48 Government Colleges and 6 Private Aided Colleges and 1 Private Self financing College. The intake during at diploma level was while at degree level was 16,837. The intake at PG level was only The outturn at diploma level was 6171 while at degree level was 6554 and at the PG level was 973 during
8 The teacher student ratio is 1:31 for diploma and 1:14.4 for degree. Shortage of faculty is observed at emerging areas of engineering and technology. 172 students have migrated from other states to Kerala, while 1564 students from Kerala migrated to other states for degree courses. For diploma courses only 1 student migrated to Kerala from other states while 378 students from Kerala migrated to other states. For P.G Courses 433 students have migrated to other states. Area-wise, 41.7% of the degree holders, 77% of the diploma holders and 50.4% of the post graduates were employed within the state. 75.9% of the degree holders, 86.4% of P.G degree holders and 36% of diploma holders were employed. The percentage of unemployment for degree, P.G degree and diploma was 7.1, 4.5 and 27.1 respectively. The Average Salary of degree was Rs 13,819/-, while for P.G degree was Rs 14,237/-, and for diploma was Rs 3,293/-. A good number of students were able to get employment within one year for degree and PG. We acknowledge the guidance and suggestions extended by the officials of Lead Centre at IAMR, New Delhi in finalising this report. 11 INTRODUCTION Technical Educational Planning is vital for any country. The rapid changes taking place in the industry demands a coordinated system for the development and control of educational Institutions. It is with this view in mind that the National Technical Manpower Information Systems (NTMIS) has been set up by the Ministry of Human Resources Development, Government of India in The scheme is implemented by the All India Council for Technical Education from The NTMIS consists of a Lead Centre at the Institute of Applied Manpower Research (IAMR), Delhi and 21 Nodal Centres at different parts of the country. The Nodal Centres prepare year-wise analysis of technical education and labour market of the respective States. The Nodal Centre for Kerala is situated in the Cochin University of Science & Technology. The Annual Technical Manpower Review (Engineering) 2007, prepared by the Nodal Centre for Kerala, highlights the facilities for technical education in the state and analyses the Engineering labour market of the State. 15 CHAPTER 1 EVOLUTION OF FACILITIES FOR ENGINEERING EDUCATION 1.1 Growth Profile of Engineering Institutions During Independence there was only one technical institution at degree level in the State and that was the College of Engineering, Trivandrum, established in the year It was only during the 60 s that 2 more engineering colleges were established. During 1995 there were 16 engineering colleges. By 2000 there was a remarkable increase in the number of Institutions due to the change in the policies of the Government. At present there are 87 engineering colleges in the State imparting technical education. Regarding Diploma Institutions, the first polytechnic of the State was started in the year 1946 at Calicut. Upto the year 1955 there were only 3 polytechnics. But during the period from 1955 to 1965, 12 more polytechnics started functioning. The growth was stagnant till 1980 and after that we find a gradual increase in the number of institutions. At present there are 55 polytechnics imparting courses in 27 disciplines Technical Institutions of the State The distribution of technical institutions of the State by type of management and location are given in Tables 1.2 and 1.3. Out of the 87 degree institutions 34 are Government institutions, 3 are aided institutions and 50 private unaided. In polytechnics 48 are Government Institutions, 6 are aided and only 1 is private unaided. These institutions are spread in almost all districts of the State. Distribution of technical institutions among various districts of the State during the year 2004 is shown in Table Intake Year wise sanctioned intake into engineering degree, diploma and post graduate courses by different type of institutions are shown in Tables 1.4A to 1.4C respectively. The sanctioned intake of 2810 in 1991 for degree courses has increased up to in In diploma the increase is from 4488 to during the period. For P.G degree courses the sanctioned intake has increased from 403 to 1443 during the same period. The gender wise and category wise distribution of actual intake by discipline for the year 2004 are given in Tables 1.8A to 1.8C and 1.9A to 1.9 C respectively. During 2004, the actual intake for degree course was of which were male and 5670 were bvbvbv
16 female. The ratio of male to female was 1: 0.51 for degree courses. For diploma courses, the ratio was 1: 0.36 and for PG it was 1: Outturn The outturn of technical courses for the years are furnished in Tables 1.10A to 1.10C. From the table it is observed that the outturn of degree courses during 1991 was 2280 and this has increased to 6554 in The split up of male to female was 4001 and 2553 (Table 1.11A) in The outturn of diploma courses during 2004 was 6171 and the ratio of male to female candidate was 1:0.48. For P.G degree course the outturn in 2004 was 973 out of which 571 were male and 402 were female. 69 CHAPTER 2 CURRENT ARRANGEMENT OF TEACHING IN TECHNICAL INSTITUTIONS The institutional survey conducted by the Nodal Centre collects information about the educational facilities in engineering colleges and polytechnics for the year The discipline wise sanctioned strength and actual strength of teachers in engineering colleges and polytechnics for the year 2004 and the teacher student ratio are presented in tables 2.1A and 2.1B. The total sanctioned strength of teachers in engineering colleges during 2004 was 4638 of which 93.2% of posts were filled. The teacher student ratio of degree courses was 1:14.4. For diploma courses the ratio was 1:31. The sanctioned strength of teachers was 1544 and out of which 918 posts were filled (59.5%). Out of the 4322 teachers of degree institutions, 2324were male and 1998 were female (Table 2.2A). Among all the teachers at degree level, 9.2% were doctorate degree holders, 45.1% were post graduates and 45.7% were graduates (Figure 2A). In diploma institutions, out of the 918 teachers 572 were male and 346 were female. 21% of teachers were post graduates, 59.6% were graduates and 19.2% were diploma holders (Figure 2B). 79 CHAPTER 3 MIGRATION ASSOCIATED WITH ENGINEERING EDUCATION AND EMPLOYMENT Migration for education and employment is important in the planning of technical education. Taking this aspect into consideration, the state to which the candidates belong and the place of their first employment are also collected through the Graduate Follow up Survey. The information on students who had gone to other States for engineering education was collected from other Nodal Centres. These informations are consolidated in this chapter as migration for education and migration for employment. 3.1 Migration for Education The migration of students for engineering courses at various levels are presented in Table 3.1A to 3.1C. The total outturn of degree courses during 2003 was students from other States had migrated to Kerala for education while 1564 students from Kerala sought admission in other States for degree courses. Migration to other States was mainly for Computer, Electronics and Communication, Information Technology, Mechanical and Electrical & Electronics Engineering. The net outturn of the State is increased by 1389 making the total to students had migrated to other States for diploma courses while only 1 student came to Kerala making a net outturn of The in-migration and out migration of students for P.G courses were 149 and 433 respectively. 305 students had migrated to other states for MCA course Migration for Employment Migration for employment is compiled in Table 3.2A to 3.2C. This analysis is based on the graduate follow up survey 2003 passed out students. As per Table 3.2A 54.6% of the degree holders migrated to other States for employment while 41.7% of the degree holders were employed within the State and 3.7% were employed abroad % of the employed graduates of Naval Architecture & Ship Building had migrated to other States and abroad for employment. As far as diploma holders are concerned, the case is different. 77% of the diploma holders were absorbed in the employment market within the State. 21.8% were employed in other States and only 1.2% were employed abroad. More than 50% of the diploma holders in Instrumentation Tech, Telecommunication Tech and Tool & Die sought employment outside the State. 50.4% of the post graduates were employed within the State while 47.6% of them were employed outside the State and only 2.1% were in employed outside the country.
80 3.3 Area of Residence The engineering graduates were also classified according to the area of their residence and these details are given in Table 3.3A to 3.3C. 47.6% of the degree holders were from urban area and 52.4% from rural area. 80% of the diploma holders hailed from rural area while 20% from urban area. Among the postgraduates 68.5% belonged to rural area and 31.5% belonged to urban area with respect to the location of their residence. 70

95 CHAPTER 4 ANALYSIS OF ENGINEERING LABOUR MARKET 4.1 Introduction The engineering labour market has been considered in two ways viz. (a) Flow Dimension and (b) Stock Dimension. The flow dimension consists of the number of fresh graduates and diploma holders entering the labour market every year. The stock dimensions relate to the number of different kinds of engineers already employed into various establishments located in Kerala state. The stock dimension was covered by the Nodal Centre at Board of Apprenticeship Training, Chennai. Establishment questionnaires were sent by the Board of Apprenticeship Training (Southern Region), Chennai to all the establishments located within the State and the data was analysed to get information on the Stock Dimension. The information for flow dimension was computed using the data given by students in the graduate follow up questionnaire and technical institutions in the Institute Questionnaire. 4.2 Flow Dimension Under the Flow Dimension the activity status of the Diploma, Degree and P.G Degree holders after 2 years of passing out and if employed their occupation, nature of activity, main function, salary, source of getting employment etc, are analysed. Self employment also forms a part of this analysis Activity Status The activity status of engineering degree, diploma and PG degree holders, 2 years after passing out is consolidated in Tables 4.1A to 4.1C. Out of the 4855 degree holders passed in 2003, 75.9% were employed and only 7.1% unemployed and looking for job. 14.5% were studying and 1.8% were doing apprenticeship. No unemployment is reported in Architecture, Industrial Engineering, Naval Architecture & Ship Building, Polymer Science & Rubber Technology, Production Engineering and Safety & Fire Engineering. The total outturn of diploma courses during 2003 was 6389 of which, only 36% were employed after 2 years. 23.1% of the diploma holders were undergoing higher education, 11.8% were
96 doing apprenticeship and 27.1% were unemployed and looking for job. Discipline-wise, more than 35% of the diploma holders in Commercial Practice, Electronics, Electronics and Avionics and Textile Tech. were unemployed. There is no employment is reported in Quantity Survey and Construction Management. The distribution of Post-graduates on the basis of activity shows that 86.4% were employed and only 4.5% were unemployed Occupation The occupation of the employed engineers, whether they are in the engineering field itself or in Civil Service or Business Administration is consolidated in Tables 4.2A, B and C. 97.2% of the degree holders were engaged in engineering occupation. Likewise, 89.8% of the diploma holders and 99.1% of the postgraduates were also engaged in engineering occupation itself Average Monthly Emoluments The average monthly emoluments of engineers who have passed in 2003 and employed in India are tabulated in Tables 4.3A, B and C. The average salary of a degree holder was Rs 13819/-. The highest salary was drawn by graduates in Naval Architecture & Ship Building (Rs 18,858/-) followed by Biomedical (Rs 18,267/-). The average salary of a diploma holders of 2003 was Rs 3293/-. Discipline-wise, the average salary ranged from Rs 2333/- for Printing Tech. to Rs 5600/- for Electronics and Avionics. Average emolument of post graduates was 14,237/- per month. Discipline wise, highest average salary was in Computer Application (17,988), Agriculture (15,000), Chemical (14,500), Computer (14,148) and Electronics is (14,009). 4.3 Stock Dimension The Board of Apprenticeship Training (Southern Region), Chennai has been collecting the information of the technical manpower employed in the industries located in Southern Region of India comprising of the State of Tamil Nadu, Pondicherry, Kerala, Lakshadweep, Karnataka and Andra Pradesh. The data on technical manpower employed in establishments were collected by the Board of Apprenticeship Training, Chennai, for the year In all 9,879 employed engineers have been covered through establishments survey under reference. The 86
97 characteristics of these employed engineers in surveyed establishments have been analysed in the terms of main activity, sector of employment, nature of employment, etc and tabulated in the form of tables and figures. In this section, analysis of the engineering manpower employed in establishments in the Kerala State have been discussed Main activity covers the following areas:- 1. Mining / Quarrying 2. Manufacturing or Processing 3. Construction 4. Transportation 5. Storage and Communication 6. Electricity, Gas & Water Sanitary Services 7. Services i) Health ii) Education iii) Administration iv) IT / Software Development v) Research & Development vi) Marketing vii) Other Services In respect of Sector of Employment the following areas have been taken into account: (a) Central Government (b) State Government (c) Public Sector Undertaking (i) Centre (ii) State (iii) Local Body (d) Co-operative Society (e) Privately Managed Establishment (i) Public Limited Company (ii) Private Limited Company (iii) Partnership Firms (iv) Sole Proprietorship (f) Any other form of organization 87
98 4.3.2 Distribution of Establishments by Main Activity and Sector of Employment (a) Sector of Employment The total no. of Establishments, responded to our Establishment Questionnaires were 168 Nos. Out of this, State Public Sector companies were responded very positively and they are accounting 32.14% establishments. Next comes Private Limited Establishments and State Govt. Establishments accounting each % and third Public Sector Central 13.1% (Table 4.4). (b) Main Activity All most all main activity accounts for certain no. of establishments from where we have received reply, of which, Manufacturing or Processing Industries responded with high numbers above 52.97% followed by Other Services 14.28%. (Table 4.4) Distribution of Employed Engineers by Main Activity / Sector of Employment and Level of Education (a) Under Main Activity: (i) Post Graduate Engineering The higher number of Post Graduate Engineers are employed in Research & Development (57.13%) followed by Manufacturing or Processing (18.01%) and third comes IT / Software Development 13.49%. Totally 1549 Post Graduate Engineers are employed. (Table 4.5) 88
99 (ii) Graduate Engineers The Manufacturing or Processing Industries employs highest nos. of Graduate Engineers (48.45%) followed by Research & Development (32.72%). Out of 4530 Graduate Engineers, the lowest numbers employed by Electricity, Gas, Water and Sanitary Services accounts for 0.38%. (Table 4.5) (iii) Diploma Holders Again Manufacturing and Processing Industries employs highest no. of Diploma Engineers (52.55%) followed by Research & Development (21.87%). The total no. of Diploma Engineers is The lowest no. of Diploma Engineers employed in Transportation 0.05%. (Table 4.5) (b) Under Sector of Employment: (i) Post Graduate Engineers The Central Govt. Department employs highest no. of PG Engineers (53.20%) followed by Public Sector - Central (16.07%) and Private Limited Company 14.27%. (Table 4.6) (ii) Graduate Engineers The Public Sector Central employs highest no. of Graduates (33.07%) followed by Central Govt. Department (30.24%) and third Public Sector State (14.97%). By and large Manufacturing and Processing Industry absorbs all kind of disciplines except very few like Agriculture Engineering, Aeronautical Engineering and Applied Electronics and Instrumentation, etc., (ii) Diploma Engineering:- It can be observed from Table 4.7B that main activity wise, first comes manufacturing and Processing (52.55%) and second comes Research & Development (21.87%), and third comes Construction (10.61%). Absorption of all disciplines are only in the Manufacturing and Processing industry. Total no. of engineers employed in this activity is 1,997. Civil, Electrical and Mechanical Diploma Holders are absorbed almost in all the major Industries. (iii) Post-Graduate Engineering:- It can be observed from Table 4.7C that main activity wise first comes Research & Development (57.13%) and second comes Manufacturing and Processing(18.01%) and third comes IT / Software Development (13.49%). Research & Development and Manufacturing / Processing Industry absorbs majority of the disciplines. Civil, Electrical, Master of Computer Applications and Mechanical Engineering Post Graduates are absorbed almost in all the major Industries Distribution of Employed Engineers by Sector of Employment and Discipline (b) Under Sector of Employment (i) Graduate Engineering: It can be observed from Table 4.8A that highest no. of Graduate engineers are employed in Public Sector Central (33.07%) followed by Central Govt. The highest number of Diploma Engineers absorbed in Public Sector Central(28.42%) followed by Central Govt. Department(23.68%) and third Public Sector State (17.97%). (iii) Post-Graduate Engineers: It can be observed from Table 4.8C that highest no. of Post Graduate Engineers are absorbed in Central Govt. Departments (53.20%) followed by Public Sector - Central (16.07%) and third comes Private Limited Companies (14.27%). Civil, Chemical, Electrical, MBA, MCA and Mechanical Engineering disciplines are absorbed in almost all of the major Organisations ESTIMATION OF TOTAL ENGINEERS AMONG TOTAL EMPLOYED IN EMPLOYMENT AND MAIN ACTIVITY:- (i) Main Activity As per Table 4.9, the employed total manpower is 64,554 and the total engineers employed are 9,879. Manufacturing / Processing Main Activity alone accounts for 43,665. Workers followed by Other Services 7,086 Workers and third comes Research & Development Workers 6,391. Out of the 9,879 Engineers, Manufacturing or Processing industry alone (4471 Nos.) followed by Research & Development (3198 Nos.) and third comes IT / Software Development (672 Nos). 91

151 CHAPTER 5 FURTHER ANALYSIS OF ENGINEERING LABOUR MARKET In this chapter analysis of Engineering labour market is done on the basis of the sector of employment, size of establishment, source of getting employment, main function performed etc. The waiting period for getting an employment is an important factor in the analysis of demand of technical personnel and hence the date of joining for first paid employment is collected through students questionnaire. Based on this data the percentage of absorption and the unemployment rate are calculated. 5.1 Sector of Employment The Sector of employment of diploma, degree and P.G degree holders are given in Tables 5.1A, B and C. Out of the 3685 employed degree holders, 80.5% were employed in Private Sector, 5.5% in Public Sector, 6.4% in State Government and 2.3% in Central Government. In the case of diploma holders, 71.1% were employed in private sector, 4.2% in Public Sector Undertakings, 6.6% in State Government Department and 5.0% in Central Government. For Post graduates, 75.6% were employed in Private Sector. 5.2 Size of Establishment The number of employees in an establishment determines its size and the distribution of the employed graduates according to the size of their establishments is given in Tables 5.2A, B and C. 22.6% of the degree holders were employed in establishments employing 100 to % of the diploma holders were employed in industries with less than 50 employees and 33.3% of the PG holders were employed in establishments employing 100 to 500 persons. 5.3 Source of Obtaining Employment The source through which the candidates got employment is tabulated in Tables 5.3A, B and C. More than 68% of the diploma, degree and PG degree holders got employment through direct application. All degree holders of Agriculture Engineering got employment through direct application. The number of candidates who got job through Employment Exchange and PSC were very small for diploma, degree and P.G degree.
152 5.4 Nature of Activities The employed candidates were further classified according to the nature of activity of the establishments in which they were absorbed. These details are given in Tables 5.4A, B and C. Since software firms are not taken into consideration separately in the Table, these firms are included in others category. 57.1% of the degree holders came under others % were employed in educational institutions and 8% in manufacturing units. Regarding diploma candidates, 20.2% were engaged in repairing and services, 18.8% in manufacturing units, 13.9% in education and 15.8% in construction. 43.8% of the post graduates were employed in education field. 5.5 Main Functions The main functions performed by diploma, degree and PG degree holders are given in Tables 5.5A, B and C. It can be observed that 44.7% of the degree holders were engaged in software development and 13.5% involved in teaching. 19.5% of the diploma holders were performing technical supervision, 20.1% in maintenance and repairs and 12.3% were in teaching. As far as Post graduates are concerned, 42.3% were in teaching profession and 38% were engaged in software development. 5.6 Nature of Employment The nature of job, whether permanent or temporary is analysed in Tables 5.6A, B and C. It can be observed that out of the 3685 degree holders 77.2% were permanently employed. All graduates of Biomedical and Industrial were permanent employees. In the case of diploma holders, 63% were engaged in temporary employments and only 37% were permanently employed. For Post graduates, the percentages are 84.4 and 15.6 for permanent and temporary employment respectively. 5.7 Employment Type The anlaysis of employed engineers according to their type of employment is given in Tables 5.7A, B and C. More than 95% of the employed diploma, degree and PG degree holders were engaged in full-time jobs. 5.8 Time Taken The waiting period for getting absorbed in the employment market is an important factor in the analysis of engineering labour market and as such, the date of joining for the first employment is collected through questionnaire. The data collected are compiled 142
153 in Tables 5.8A, B and C. 49% of the total 3685 employed degree holders got job within 3 months of passing out and 83% were absorbed within one year of passing. Discipline-wise; all graduates of Naval Architecture and Ship Building were employed within 3 months and that of Polymer Science and Rubber Technology within 9 months of passing out. Out of the 2303 employed diploma holders, 41% were absorbed within 3 months and 71.4% got job within one year. All Post graduates of Agriculture, Architecture, Civil, Computer Aided Structural Analysis and Design, Computer Engineering, Electrical, Electronics (M.Tech) and Software Engineering (M.Tech) were employed within one year. The percentage of absorption of Post graduates during the first year of passing out was Absorption Rate Based on the time taken for getting first employment, the year wise percentage of absorption of each discipline is arrived at and these details are given in Tables 5.9A, B and C. It took only one year for complete absorption of Naval Architecture & Ship Building and Polymer Science and Rubber Technology graduates. Graduates in most of branches were absorbed in the employment market within 2 years while the rest took 3 to 4 years. In the case of diploma holders it took 3 to 5 years for most of the branches while others took more than 5 years. For Post graduation, Agriculture, Architecture and Computer Science took only one year for complete absorption while other branches took 2 to 3 years Absorption and Unemployment The year wise absorption rates were applied to the outturn available for employment during 2003, 2004, 2005 and 2006 and the estimated absorption during 2007 and size of unemployment at the end of 2007 are worked out and presented in Tables 5.10A, B and C. The size of unemployment of degree holders at the end of 2007 shows that there will be only 2799 unemployed graduates against the absorption rate of 7505 during the year. There will not be any unemployment for Naval Architecture and Ship Building and Polymer Science and Rubber Technology and the unemployment rate will be marginal for Architecture, Industrial Engineering, Production Engineering and Safety Engineering. In the case of diploma, the rate of absorption is 3671 whereas the size of unemployment is For Post graduates estimated absorption rate is 1205 against the unemployment of
