1 REGULAR SCHOOL BOARD MEETING Wynne, Arkansas March 16, 2015 Roll Call The regular meeting of the school board was held on Monday, March 16, 2015, and called to order at 6:00 pm. The following were present: Mrs. Stacie Schlenker, Mr. Spencer Parker, Mr. Shannon Hobbs, Dr. Neall Jackson, Mr. Jackie Clark and Mr. Carl Easley, Superintendent. The following individuals were also present: Mr. Blake Jones, Ms. Mallory Hurt, Community Guest; Mrs. Holly Campbell, Mrs. Denise Neal, Ms. Adrianna Brown, Mr. Henry Thompson, Mr. Bob Morris, District Personnel; Mrs. Sandra Hollaway, Intermediate School Principal; Mr. David Stepp, Junior High Principal; Mr. Keith Watson, Senior High Principal; Mrs. Sandra Smith, Senior High Assistant Principal; Mrs. Kathy Lee, Asst. Superintendent; Mr. Jerry Lee, Director of Facilities and Transportation; Mrs. Glenda Vance, Special Services Director; Mrs. Stephanie Lyons, Federal Programs; Mrs. Frankie Sullivan, Business Manager; Mr. Corey Throckmorton; Athletic Director; Mrs. Susan Brown, Food Services Director; Mrs. Sherry Breckenridge, Parent Coordinator; and Mr. Bryan Heater, News Leader/Wynne Progress. Consent Agenda Minutes Recognitions The minutes of the preceding meeting were presented to the board members for approval. HIGH SCHOOL Great big round of applause for the cast and crew of Joseph and the Amazing Technicolor Dream Coat!!! Special thanks to Sherry and Dan Phillians, Hillmon Davis, Chris Davis, Shirley Hale, and Russell Williams! Congratulations to our ACTM Regional Math Contest Winners! They will be competing at the State Math Contest in Conway on April 25th. 1 st Place Calculus - Ruth Crawford 1 st Place Pre-Calculus/ Trigonometry - Kristian Jumper 1 st Place Algebra 2 - Matt Vines 1 st Place Algebra 1 - Elizabeth Moon 2 nd Place Algebra 1 - Ni Van Quiz Bowl won second in district and will go to State in April. Zane Colvin was placed on the All-Tournament team!! The team included: Laura Ward, Finn Ladd, Amanda Davis, Matt Vines, Daniel Woodard, Zane Colvin, and Austin Carper. JUNIOR HIGH These students won awards at the Cross County Library Arts Show. The winners were: 6 th Place - Halle Lewis 7 th Place - (tied) - Lindsey Imboden and Devonte Cannon 8 th Place - Anna Claire Dallas

2 WJHS had 27 Accelerated Reading Million+ Word Readers to read a combined total of 187,951,192 words!! We are very proud of our students! PRIMARY Some of our students won art awards at the Cross County Arts Council Art Show that was held at the Cross County Library on Mar. 2nd. Wynne Primary School staff and students are proud of these young artists! A report was given on student enrollment as of March 16, The report indicated an enrollment of 2,758 students. 3 Stephanie Emerson - English / Sr. High Parent Facilitator Yearbook/Newspaper Tax Assessment Collections TESS and Bloomboard Errors and Omissions Insurance School Choice Lawsuit Report Consent Agenda Approval Business Manager, Mrs. Frankie Sullivan, reported on the assessed valuation as of December 31, Total valuation is $ 181,835,265. This represents an increase in collections from last year of $174, Junior High teachers Holly Campbell and Denise Neal presented information on Bloomboard artifacts that have been collected for their TESS evaluations. A renewal proposal was submitted for the Errors and Omissions/School Leader s Liability Insurance coverage for A recommendation was made by the superintendent to continue with the coverage provided by Bancorp South Insurance Services, Inc. / Ramsey, Krug, Farrell & Lensing, representing the ACE American Insurance Company. The premium for 2015 will be $9, The superintendent reported on the lawsuit filed by the Forrest City School District over students that were accepted under Opportunity School Choice. Discovery information has been requested by attorneys for Forrest City on school choice students accepted since After discovery information has been submitted, the Wynne School District attorney will file for a dismissal of the case. A motion was made by Mrs. Schlenker, seconded by Dr. Jackson, and passed 4-1 to approve all items as presented under the Consent Agenda. Mr. Clark voted against approval. Regular Agenda Student Legal Transfer Request Petitions were submitted for the legal transfer of students from the Wynne School District to the Cross County School District as follows: STUDENT GRADE AGE PARENT Tyler Harris Kimberly Dawn Dildine Noah Goodwin Susan Goodwin A motion was made by Dr. Jackson, seconded by Mr. Clark, and passed unanimously to approve the requests for legal transfer. Bonus Proposal The superintendent presented a bonus proposal to the board for all employees who are employed on March 16, 2015 board meeting date. The proposal is for Licensed staff to receive $500 and Classified staff to receive $300 on April 30 th. Bonus payment is per employee, not per contract. A vote by district personnel resulted in 355 FOR and one AGAINST. A motion was made by Dr. Jackson, seconded by Mr. Clark, and passed unanimously to approve an April 30, 2015 bonus of $500 for Licensed personnel and $300 for Classified personnel.

4 Policy 3.22 Dress of Licensed Personnel Revised School Calendar A proposed policy for dress for licensed personnel was presented for discussion. Suggestions for changes were made by the board. Revisions will be presented at the April board meeting. The superintendent shared with the board opinion poll results from staff on options to make-up 7 snow days. Option #1 April 3, May 28, May 29, June 1, 2, 3, 4, Teacher Closeout June 5 Option #2 April 3, May 28, May 29, Add 1 hour to the school day April 6 - May 7 Teacher Closeout June 1 (24 hours = 4 school days) School would start at 7:45 am, end at 4:00 pm OPINION POLL RESULTS: OPTION #1 = 92; OPTION #2 = 153 A motion was made by Mr. Hobbs, seconded by Dr. Jackson, and passed unanimously to approve Option #1 to make-up the seven snow days. A copy of the revised school calendar is attached as Addendum Number One to these minutes. High School Wallto-Wall Academies The superintendent recommended the board approve the High School going to Wall-To-Wall Career Academies for the school year. A motion was made by Dr. Jackson to approve with a second by Mr. Parker. The motion passed 5-0. Summer Projects Executive Session Regular Session Employment Recommendations The superintendent discussed upcoming summer projects with the board. The projects include: Parking lot repairs, stadium fencing, locker repair and repainting at the Junior High, a High School greenhouse, awning and gutter repair at all buildings and bus shop renovations. The board went into executive session for the purpose of discussing employment of personnel. After the executive session, the board reconvened in regular session. The following individuals were recommended to the board for employment, additional responsibility, or transfer and change in contract. CERTIFIED Lauren Powell - Long Term Sub, 5th Grade Until end of current school year CLASSIFIED Susan Arnold - Literacy Tutor / Primary Retroactive to 3/2/14

5 The above individuals are recommended for provisional employment pending receipt of the results of the nationwide criminal records and Child Maltreatment Central registry checks as required by state law. Upon receipt of clear results from both checks, employment becomes permanent. A motion was made by Mr. Hobbs, seconded by Mr. Parker, and passed unanimously to approve the recommendations for employment or extra duty as recommended by the superintendent. Certified Staff Contracts The contracts of all certified staff will be presented for consideration in the April board meeting.
