2 SQA and Curriculum for Excellence The information in this handbook gives you the latest updates on the development of the new National Qualifications. Over the past year, the Scottish Qualifications Authority (SQA) has published draft documents detailing our plans. This handbook highlights the work that is being undertaken and illustrates our current position within the development process. We are on schedule to publish the final specifications for our new qualifications at SCQF levels 1-6 (Access 1 Higher) in April Final specifications for Advanced Higher (SCQF level 7) will be published in April Assessment support materials for Access 1-3, National 4 and National 5 will be available in April 2013, with materials for Higher following in April 2014 and those for Advanced Higher published in April SQA25087 teachers leaflet 28pp.indd 2 28/9/11 09:11:46

3 Resources available to you and opportunities to have your say Along with this handbook, we have produced a number of other documents and resources which will help you understand the development process. Our website, provides the most comprehensive source of information including copies of all of the draft development documents published to date. Our Curriculum for Excellence Liaison Team operates across Scotland, working with schools, colleges and local authorities to help them prepare for the new National Qualifications. Information on how to get in touch with the CfE Liaison Team is detailed in this handbook. We have also produced a booklet especially aimed at pupils and their families, outlining our plans. Copies are available from your school or can be downloaded from SQA s website. We still require feedback from teachers and lecturers on each of the development stages. 5 New awards and other qualifications As well as developing new National Qualifications, SQA is also developing a number of new Awards. These new Awards will offer young people another way of recognising their achievements in school or college. Some of the new Awards cover work from across different subjects areas, are shorter than traditional Courses and recognise success across different levels of difficulty, meaning they re suitable for young people of all abilities. The new Awards, which will be available in 2012, will be marked and assessed by schools and colleges and quality assured by SQA. These do not have any external assessment or exams. For more details on which Awards are being developed and how they will complement the new qualifications, see the Suites of Courses section at the end of this handbook. We are also developing: Skills for Work Courses which encourage learners to become familiar with the world of work or help them continue with their studies. National Progression Awards which are flexible qualifications aimed at assessing a defined set of skills and knowledge in specialist vocational areas. National Certificates which prepare learners for employment, career development or progression to more advanced study. These new Awards, qualifications and Courses will complement our products which already support the values, purpose and principles of Curriculum for Excellence. 6 How are the new qualifications being developed? Throughout the development process, we are working with over 1,000 education professionals, subject specialists and nominees from partners and stakeholders. These individuals are working with us in project teams, known as Curriculum Area Review Groups, Qualifications Design Teams and Subject Working Groups which are developing the guidelines, specifications, content and assessment support materials for each of the new qualifications. Together with our Qualifications Development Managers, these teams are responsible for producing the draft documents we re publishing on our website. 8 How will the new qualifications be introduced? SQA will support two years of dual running (2013/14 and 2014/15) when the new qualifications system will run at the same time as elements of the existing system. Final certification of Standard Grade will take place in August In 2013/14, the current Intermediate 1 and Intermediate 2 will be run in centres alongside the new Access 3, National 4 and National 5 qualifications. New qualifications at Access 1-3, National 4 and National 5 will be available for those in S4 while S5 and S6 pupils will complete their education with the current qualifications. In 2014/15, Intermediate 1, Intermediate 2 and the current Higher will be dual run in centres alongside the new National 4, National 5 and new Higher qualifications. New qualifications at Access 1-3, National 4, National 5 and Higher will be available for those in S4 and S5 while S6 pupils will complete their education with the current qualifications. In 2015/16, the new qualifications at Access 1-3, National 4, National 5, Higher and Advanced Higher will be available. The new Advanced Higher qualification will not be dual run. Our CfE Liaison Team is working with local authorities and individual centres to support them with their preparations for implementing the new qualifications system in time for the 2013/14 session. 10 How will the new qualifications be assessed? Assessment of the new qualifications will be appropriate to the subject and level. Assessments may include a combination of practical work, case studies, examinations and projects. This gives practitioners the flexibility to use their professional judgement when developing their Unit assessments. Schools and colleges will continue to assess Access 1, Access 2 and Access 3 as well as the new National 4. Courses at National 5, Higher and Advanced Higher levels will still include Units assessed by schools and colleges, but for these qualifications, students will also have to pass an additional Course assessment which will be marked externally by SQA. Assessments will align with learning and teaching approaches and may be carried out by one or two methods, for example a question paper and/or an assignment. We have approved seven assessment methods which are detailed below: Assignments Case studies Practical activities Performances Portfolios Projects Question papers/tests All assessments will be appropriate for the level of study and consistent with the SCQF level descriptor. For example, a case study at National 4 (SCQF level 4) will have different demands from an Advanced Higher case study (SCQF level 7). We are also introducing controlled assessment to ensure rigour in assessment methods. This will mean consistent approaches to setting, conducting and marking assessments. Controlled assessment will make sure that assessment methods are secure, valid and reliable. Assessments will be manageable, fair and consistently applied for all learners. 11 How is added value assessed? Added Value will be internally assessed within a Unit at National 4 and through externally marked Course assessment at National 5, Higher and Advanced Higher. The Added Value Unit within National 4 qualifications describes how the breadth, challenge and application of the skills, knowledge and understanding developed by the learner throughout the Course is to be assessed. This will ensure that exemplars and live assessments are consistent and can be quality assured and verified. These measures will maintain national standards. It s also worth noting the National 4 Added Value Unit is worthy of recognition in its own right and like all National 4 Units, is internally assessed pass or fail within schools and colleges and subject to external quality assurance by SQA. The Added Value Unit descriptors also specify the assessment methods that should be used using one of the seven approved assessment methods and detail the evidence requirements, time constraints, conditions for assessment and reassessment arrangements. The Added Value Unit descriptors will detail mandatory information on skills, knowledge and understanding and permissible contexts for assessment for the other Units in the Course at National 4. This will provide the basis for assessment of all Units at National 4 and for added value assessment, ensuring consistent support through exemplification that national standards are maintained. The Added Value Unit may also be used by schools and colleges to provide a useful benchmark for fourth level experiences and outcomes in appropriate curriculum areas. 12 How will we ensure national standards are applied and maintained? We will implement stringent quality assurance and validation processes to ensure the new National Qualifications are fit for purpose. We have conducted extensive engagement activities with head teachers, college quality assurance managers, quality managers and quality improvement officers from local authorities, subject specialists and other stakeholders who have examined our proposal for the new quality assurance system. Our process takes into account the feedback we have received from all our engagement sources and is designed to ensure that: Robust and transparent quality assurance processes are in place which continue to maintain the credibility of Scotland s National Qualification system. These processes are manageable for all involved at a local, regional and national level. Subject specialists have opportunities to develop their understanding of national standards and can apply these with confidence when assessing their own learners. There is consistency and compatibility between quality assurance practices in the broad, general education stage (3-15) and in the senior phase. 13 Assuring standards using the National Assessment Resource (NAR) Once the final Course and Unit Specifications for all the new National Qualifications have been published, we will provide quality assured assessment materials and exemplars on the National Assessment Resource (NAR) to support the implementation of the new National Qualifications. Schools, colleges and local authorities will be encouraged to use these and to develop and share additional materials on NAR which they can quality assure locally or have them quality assured by SQA to assist in understanding and implementing standards within Curriculum for Excellence. Unit assessment All Unit assessment will be assessed on a pass/fail basis in centres. We will provide rigorous external quality assurance, including external verification processes, to ensure assessment judgements are consistent and meet national standards. Where appropriate for the subject area, we will develop examples of how to combine assessments, reducing the number of separate assessments required. 14 How will the new qualifications be graded? Courses will continue to contain work which is assessed and marked throughout the year by teachers and lecturers, as it is at present. For example, teachers will continue to mark assessments such as PE or drama performances and English listening and talking assessments. These Units are assessed as pass or fail in all National Qualifications. Schools and colleges will continue to assess Access 1, Access 2 and Access 3 as well as the new National 4. Subjects at National 5, Higher and Advanced Higher will be graded A to D. If a learner fails an end of year assessment/exam, they will receive credit for what they have achieved at that level. 17 Understanding qualifications within the suites of courses tables We have created Suites of Courses tables outlining which subjects, levels and types of qualifications will be developed. To determine which Courses to develop, we undertook extensive research and engagement with a wide range of stakeholders. The tables summarise the subjects, levels and types of qualifications. These have been updated to take account of some changes in Course titles. As part of the development process we are seeking feedback on Course titles from stakeholders and there may be further changes as the development continues.
