The proposal was approved by the Department of Information and Decision Sciences on February 6, 2015 and the College of Business Administration faculty on February 27, In addition, the proposal was approved by the Graduate College Executive Committee on November 20, ATTACHMENT

2 Title: Sponsor: Executive Summary: Description & Justification: Proposal to Revise the Master of Public Administration (MPA); Revise the Concentrations in Financial Management, Nonprofit Management, Public Management; Revise and Rename the Concentration in Local Government Administration; Establish the Concentrations in Public Policy and a Self Directed Option; and Eliminate the Concentrations in Information and Performance Management and Survey Methods Department of Public Administration, College of Urban Planning and Public Affairs The Department of Public Administration proposes to revise the Master of Public Administration. The proposed changes to the curriculum can be broadly summarized as follows: (1) a revision of the content and credit hours of core courses; and (2) a reorganization and revision of the concentrations offered by the program. The overall degree requirements will be increased from 52 to 54 hours to accommodate a one credit hour career planning course and a one credit hour portfolio course. These changes are the result of numerous factors, trends and forces and are comprehensive rather than piecemeal. Some of the factors include: changes in and evolution of the field of public administration, changes in the workplace and skills needed by program graduates, the need to better link theory and practice, realign the curriculum with the missions of the program and institution, and comply with professional accrediting requirements. The MPA is a professional program fully accredited by the National Association of Schools of Public Affairs and Administration (NASPAA). Its broad goal is to train both preservice and working professional for productive careers in public services. Currently the MPA requires a minimum of 52 hours. No thesis or project option is available. Students must complete 8 required core courses (32 hours) in theory, data analysis, economics, law, personnel management, budgeting, policy development and analysis, and a capstone. Students must complete an area of concentration (comprised of at least 12 hours). Six concentrations are available: (1) Financial Management; (2) Local Government Administration; (3) Information and Performance Management; (4) Nonprofit Management; (5) Public Management; and (6) Survey Methods. Two additional elective courses (8 hours) of the student s choosing are selected in consultation with their advisor, and a field experience can be used to substitute for one of these two elective courses. The proposed changes to the MPA curriculum described below are the result of numerous factors, trends and forces and are comprehensive rather than piecemeal. Some of the factors facilitating the proposed changes are: Changes in and evolution of the field over the past 25 years as public administration has moved beyond its traditional inward focus on administrative processes to a much broader perspective which was reflected in the emergence and evolution of public policy as an integral and non separable part of public administration. 1

3 Changes in the workplace and the skills needed by program graduates, especially with changes in technology, the need for new and more complex and comprehensive forms of analysis and evaluation, the expanded emphasis on inclusion and the resulting need to address conflicting views in both organizations and society, and the need for cross sector collaboration in approaching problems and issues. A need to better link theory and practice and to reduce repetition and duplication in the program, and to provide more in depth courses in concentrations reflecting contemporary and evolving approaches and skills required in today s work place, as indicated in student portfolios, exit surveys of graduating students, and alumni and employer feedback. A need to bring the curriculum more in line with the program s mission to provide a professional education which bridges theory and practice. This is an aspect of the program which distinguishes it from other programs in the Chicago area and is seen as an important factor in marketing the program and recruiting students. A need to bring the curriculum more in line with UIC s mission of serving the Chicago area and its residents. A need to comply with NASPAA requirements for comprehensive student assessment. A need to better direct students in career planning and tailoring the MPA program to their professional and career goals. The current shortcomings of the curriculum arise because of several problems with the current structure of the curriculum. There needs to be a more defined role for the core. Similarly the relationship of the concentrations to the core needs to be made clearer. The curriculum is somewhat fragmented and needs better integration. Many of the courses, especially in the current core, focus on specific skill areas and many important areas of public administration which have emerged in recent years are not covered. This has led to silos and lack of integration both between principles and practice and across different aspects of public management, administration and policy. Another problem is lack of sequencing of courses which has resulted in the lack of appropriate preparation for some courses. Still another problem is duplications and repetition in the program where the same basic concepts are developed in several different courses as needed. This has also limited space in the program to offer advanced topics. The solution to these shortcomings is to reorient the core to develop basic foundations and introduce students to issues and practices which are required for basic literacy and competency in the field. The concentrations are then used to develop more in depth knowledge in a particular area, applying, building upon and expanding on concepts, principles and practices in the core. The core is also being redesigned to give a more integrative approach to the field. The proposed changes to the degree are summarized below. Please note that many existing core, concentration and electives courses will be renumbered, renamed and/or revised. These course changes are noted in the proposal addendum. 1. The proposed changes to the curriculum reduce the core by one course (from 8 to 7) by making the law course (currently PA 502 The Legal Context of Public 2

4 Administration) an elective and broadening the focus of three core courses making them more integrative and expanding the concepts and practices that are introduced in the core. a. The data analysis course (currently PA 407 Data Analysis for Public Administration) will be renumbered and expanded to include an introduction to research and experimental design and surveys. b. The human resource course (currently PA 503 Public Personnel Management) will be broadened/replaced by a course that focuses not just on human resource management and practices but all aspects of public management and practice (PA 505 Public Management Practices). c. Similarly, the budgeting course (currently PA 504 Budgeting for Public Administration) will be broadened to cover all aspects of fiscal administration and not just budgeting. The objective is to provide students foundations, theory and principles in these areas, as well as an integrated introduction to all basic practices required for literacy. 2. The total hours of required core courses will be reduced from 32 to 28. However, the new curriculum will require students complete a one credit hour career planning course and a one credit hour portfolio course. The career planning course will help students define their career goals and how the program can help in achieving those goals. The portfolio course is being added to address the student outcome assessment requirements of NASPAA and would require students to assess what they have learnt from the program. 3. Students will continue to take two elective courses (8 hours). 4. Students will also continue to be required to earn a concentration. However, the hours required to earn a concentration will be increased from 12 hours to 16 hours (3 to 4 courses). 5. As a result of these changes, the total hours required to earn the MPA will increase from 52 to 54. In the revised curriculum, concentrations will focus on developing specialized knowledge and skills beyond what are presented in the core. The concentrations will also build on the principles and theory developed in the core which would provide the required context needed for evaluating and analyzing advanced practices. As noted above, the concentrations will be expanded from three to four courses (12 to 16 hours). There will be more focus on applications and more sequencing of courses than in the current concentrations and more advanced topics will be covered. Currently there are six concentrations. The following changes to concentrations will be implemented in addition to the increase in hours from 12 to 16: 1. The new structure would include six concentrations in total: Public Management, Nonprofit Management, Financial Management, Urban Governance and 3

5 Management, Public Policy, and a Self Directed option. The attempt is to keep the number of concentrations at a reasonable number and focus on key areas of faculty expertise and interest which are consistent with the program s and university s missions and make use of the rich Chicago environment. 2. The program would continue to offer the Nonprofit Management and Financial Management concentrations with slight modifications to the courses that can be used to fulfill the requirements of the concentrations. See proposal addendum. 3. There would be two new concentrations in Public Policy and a Self Directed option. a. A core course in public policy was added to the curriculum in 2006 in response to NASPAA s accreditation review and their recommendations. Because of changes in the field and in the job market since then, the faculty feels the need to go further and add a concentration so that students can compete with students coming out of MPP programs. b. The Self Directed option would be designed in consultation between the student and department faculty. This will allow students with specialized interests to craft a unique concentration which will appear on a student s transcript as Concentration: Self Directed. 4. The current concentration in Local Government Management will be renamed and expanded as the concentration in Urban Governance and Management. The concentration will include broader issues in urban governance and leadership, and include two tracks a General Track and a specialized Local Government Management Track. Please note: only the concentration will be noted on student transcripts, not the track selected. 5. The Public Management concentration would be expanded to include not just the topics in the current concentration which form one track in the concentration, but new specialized tracks which cover the current concentrations in Information and Performance Management and Survey Methods. As a result, the current concentrations in Information and Performance Management and Survey Methods will be eliminated and subsequently exists as tracks within the concentration in Public Management. New tracks in Emergency Management and Continuity Planning will be added in cooperation with the School of Public Health making use of their certificate program. Please note: only the concentration will be noted on student transcripts, not the track selected. The addition of tracks in the Urban Governance and Management and Public Management concentrations will allow for flexibility, expansion and change as the field evolves in the future and to accommodate certificate programs within the degree structure. 4

Catalog Statement: See proposal addendum Minority Impact Statement: The proposed changes to the MPA should have no negative impact on minority students. The admissions requirements are not changing, and the changes to the curriculum are anticipated to strengthen the educational preparation of all students. Budgetary & Staff Implications: Library Resource Implications: Space Implications: The changes to the curriculum will not change the teaching or administrative demands on faculty and staff in the department. While new courses have been developed, existing courses have been eliminated. No additional financial resources will be required to offer the new curriculum. The expanded scope of the Urban Governance and Management concentration and the new Public Management concentration are the only changes that may have an implication for library resources. However, faculty who teach and do research in this area report that they are very satisfied with their access to the necessary materials through and within our library system. These changes to the curriculum will have no impact in space needs. 7 Proposal Addendum: BASIC PROGRAM REQUIREMENTS 54 credit hours (13 full courses (or equivalent) plus a one credit hour career development course and a one credit hour portfolio course) Requirements: (An increase of two credit hours to accommodate the career development and portfolio courses) 7 full core courses + the career development and portfolio courses (30 credit hours) 4 full concentration courses or equivalent (16 credit hours) 2 full elective courses or equivalent (8 credit hours) (A reduction of one full course in the core and the addition of one full course in the concentration.) 13 Public Policy concentration: All students must take: PA 526: Public Policy Analysis (new name) (modified content) PA 541: Advanced Data Analysis I Students must also take two courses (8 credit hours) in one substantive policy area such as public health, education, criminal justice, environmental policy, science and technology policy, economic development, housing, transportation, community development and social policy. These course must be selected with the approval of the student s advisor and may be in the department or other departments and schools within the university. (The two required courses are basic requirements for all MPP degrees and for policy specializations in MPA programs. The expectation is a year of economics and a year of quantitative methods/statistics. The policy analysis course would be the second economics based course and would cover such topics as cost benefit analysis, risk analysis, multi objective programming and regulation. The data analysis course would cover multi variate statistics the required standard in statistics. The second aspect of policy degrees or concentrations is a substantive area of expertise. For this, the offerings can be within the departments depending on current faculty interests and course offerings or in other departments and school in the university which specialize in specific policy areas. Self Directed concentration: Students with a unique specialized interest can create an individualized concentration consisting of 16 credit hours of course work. The course work must be coordinated and focused on a specific area of interest. The concentration courses must be approved by the Director of Graduate Studies and may be in the Department of Public Administration as well other departments and schools within the University. 12

14 Proposal Addendum: COURSES PA 400: Public Administration Theory (moved to PA 401) PA 401: Public Administration Theory. 3 or 4 Hours. Development of public administration as a professional and scholarly area of knowledge and practice, focusing on administrative reform the theoretical and its intellectual roots of the field. Politics versus administration, efficiency, effectiveness, representative bureaucracy, and market versus bureaucratic alternatives. The theories and concepts presented cover topics relating to ethics, bureaucratic discretion and accountability, administrative power, and organizational decision making and communication. 3 undergraduate hours. 4 graduate hours. Prerequisite: Admission to the MPA program or consent of the instructor. Must be taken within first 2 semesters in the program. (old PA 400) PA 402: Principles of Data Analysis. 3 or 4 Hours. Topics and methods of analyzing information relevant to the administration and management of public and non profit programs and organizations. Includes causation, univariate statistics, significance testing, correlation, and regression, and an introduction to research and experimental design, and surveys. 3 undergraduate hours. 4 graduate hours. Prerequisite: Appropriate score on the department placement test; and graduate standing; Admission to the MPA program or consent of the instructor. Must be taken within first 2 semesters in the program. (old PA 407) PA 403: Economics for Public Administration Management and Policy. 3 or 4 Hours. Basic economic tools and methods relevant to public administration and current policy: opportunity cost, supply and demand, rational choice, production costs, competition versus monopoly, and economic efficiency versus equity, market failure, public goods, and externalities. 3 undergraduate hours. 4 graduate hours. Prerequisite: Appropriate score on the department placement test; and graduate standing Admission to the MPA program or consent of the instructor. Must be taken within first 3 semesters in the program. (old PA 410) PA 407: Data Analysis for Public Administration (moved to PA 402) PA 410: Economics for Public Administration and Policy Decisions (moved to PA 403) PA 421: Public Management (to be dropped) PA 422: Project Management, 4 Hours. A comprehensive review of project management practices and techniques necessary to successfully manage projects in government and non profit organizations. Rooted largely in Project Management Institute (PMI) standards and practices, this course will include an overview of the various tools that are used in project management as well as the latest trends and innovations. Prerequisite: Admission to the MPA Program or consent of the instructor. (old PA 462) (Slightly modified) PA 431: Civic Technology, 2 Hours. An overview of the application and use of technology in order to enhance and improve operations and service delivery in government and nonprofit organizations as well as to strengthen civic engagement, collaboration, and participation. Topics include the latest trends in technology and data use; the innovation process; the latest communications tools and practices; the concepts of open government and open data; and the use of data to make better decisions. Prerequisite: Admission to the MPA Program or consent of the instructor. (old PA 463) (modified) 13

15 PA 432: Management of Information Technology. 2 Hours. The management of technology in government and nonprofit organizations, including typical organizational models; technology roles, skills, and leadership; integration of technology with business operations; and common technology challenges and as well as opportunities in government and nonprofit organizations. Prerequisite: PA 431; and Admission to the MPA Program or consent of the instructor. (old 461) (modified) PA 433: Data Management. 2 Hours. An overview of the use and leveraging of data in order to allow government and nonprofit organizations to make better decisions and improve operations. Topics to be covered will include the concepts of data management and governance; the latest trends in terms of data related technologies, tools, and practices; current challenges such as privacy and security; and developing data capacity and awareness. Prerequisite: Admission to the MPA Program or consent of the instructor. (first half of old PA 460) (slightly modified) NEW PA 434: Data Analytics. 2 Hours. An introduction to data analytics concepts, including the latest practices for gaining better value from data. An emphasis will be placed upon hands on use and application of data analytics techniques. Prerequisite: PA 433; and Admission to the MPA Program or consent of the instructor. (second half of old PA 460) (slightly modified) PA 435: Geographic Information Systems (GIS) for Public Managers. 4 Hours. Students completing this course will have an understanding of some Fundamental GIS tools and applications as well as the challenges in implementing and sustaining a GIS function in the public setting. Prerequisite: Graduate Standing Required and Admission to the MPA Program or consent of the instructor.
