3 The Certified Municipal Clerk program is designed to enhance the job performance of the Clerk in small and large municipalities. To earn the CMC designation, a Municipal Clerk must attend extensive education programs. The CMC designation also requires pertinent experience in a municipality. The CMC program prepares the applicants to meet the challenges of the complex role of the Municipal Clerk by providing them with quality education in partnership with institutions of higher learning, as well as State / Provincial / National Associations. The CMC program has been assisting clerks to excel since All points shall be earned according to the provisions of the IIMC Education Guidelines.

4 Designation Requirements The following are the requirements for obtaining the CMC designation: Be a clerk or a deputy clerk or perform the duties as defined by IIMC Be an active member of IIMC for two years Affirm and practice the IIMC Code of Ethics Submit the Application for Admission(see next slide) along with the $50 non-refundable application fee (applicable towards the total $100 certificate only or $135 certificate and plaque fee)

The purpose of this application is to register the Applicant in the IIMC system, monitor his/her progress, and keep him/her informed of educational opportunities that IIMC institutes may offer. Upon the attainment of all necessary requirements for a designation, the Applicant completes an Application for designation with IIMC. There is a non-refundable application fee of $50.00; however, it will be deducted from the fee for Application for the CMC or MMC Designation. 6 Perform the core duties of a municipal clerk by serving a Legislative Government Body (LGB) in an administrative capacity with management responsibilities, which would include four of the following: General Management Records Management Elections Meeting Administration Management of by-laws, Articles of Incorporation, ordinances or other legal instruments Human Resources Management Financial Management Custody of the official seal and execution of official documents Deputy clerks also must perform at least four of the eight core duties

10 You must be an IIMC member. You may take courses during the two-year IIMC membership period, however, the CMC certification will only be granted after the two-year IIMC membership period and the Education and Experience requirements have been fulfilled. To become a member, please contact Tammy Schultz (tammys@iimc.com)

11 If you are a member in good standing, fill out the Application for Admission form and be sure to mark the CMC box and include the $50 fee. The Application for Admission lets IIMC know you are enrolling in the CMC program, and gets you placed in our system as a CMC candidate. This will also assist the Education Department in monitoring your progress, and keeping you informed of any educational opportunities that IIMC Institutes may be offering.

12 Send in the CMC Application for Designation, along with all supporting documentation. IIMC is unable to review any CMC Application that lacks supporting documentation, or supporting documentation that lacks an Application for Designation. Once received (processing time is approx. 2-3 weeks), the Education Department will review your information and you a status report. At that time, you may want to contact us with questions. Please feel free to do so!

13 If you have completed the point requirements for your CMC Designation and paid the fees, IIMC will send you a notification of your accomplishments and your certificate and pin will be mailed to you (yea!). If your application is incomplete you will receive a status report which details how many points you have earned. At that time, you are welcome to submit additional information, complete with the CMC Application for Designation and supporting documentation.

14 The Application for Admission is $50, and must be paid at the time of entrance into the CMC program. The Application for the CMC Designation is $50, and must be paid before completion of the CMC designation. If desired, IIMC offers a plaque for an additional $35. 17 The MMC program is one of the two professional designations granted by IIMC. The MMC program is an advanced continuing education program that prepares participants to perform complex municipal duties. The program has an extensive and rigorous educational component and a professional and social contribution component. The MMC applicant must demonstrate that they have actively pursued education and professional activities.

20 Complete and submit an IIMC Application for the MMC designation with required supporting documentation and appropriate fees Attain 60 points in the Advanced Education category Attain 40 points in Professional and Social Contributions category. Excess Advanced Education will be applied by IIMC to Professional and Social. All points earned towards the MMC designation must be dated after any prior designation (i.e. CMC, CMC Recertification, or, if applicable, any prior Levels). For example, if the applicant s CMC designation was obtained in March of 2008, no materials dated prior to March of 2008 will be accepted towards the MMC designation.

23 If you have your Certified Municipal Clerk (CMC) designation, and are a member in good standing fill out the Application for Admission form, make be sure to mark the MMC box and include the $50 fee. The Application for Admission lets IIMC know you are enrolling in the MMC program, and gets you placed in our system as an MMC candidate. This will also assist the Education Department in monitoring your progress, and keeping you informed of any educational opportunities that IIMC Institutes/Academies may be offering.

24 Review the MMC section of the Education Guidelines. To obtain the MMC you will require 60 points of Advanced Education, as well as 40 points of Professional and Social points, for a grand total of 100 points.

25 Send in the MMC Application for Designation along with any and all pertinent supporting documentation on your Advanced Education efforts and any applicable Professional and Social Contributions you may have. IIMC is unable to review MMC Applications that lack supporting documentation, or supporting documentation that lacks an MMC Application for Designation. Your requirements do not need to be totally complete to be reviewed.

26 You may submit supporting documents as often as you like. However, IIMC does recommend that you submit once or twice yearly in order to get a status report, and to keep yourself updated on how many points you have, and how many more points you may require. You must submit your materials with an MMC Application for Designation each time, as well as proper supporting documentation. Your application need not have all 100 MMC points on it to submit, however it will require the MMC Application for Designation and proper backup.

27 Once your Application for Designation has been received (processing time is approximately 4 weeks), the Education Department will review your information and you a Status Report. At that time, you can contact us with your questions. Call Emily at (909) if you have questions regarding your status report- we are always happy to assist!

28 If you have finished all point requirements, you will be sent a notification letter (yea!) and your Certificate and Pin will follow shortly. If you have more points to go, feel free to submit supporting documents and the MMC Application for Designation again when ready.

29 In order to receive your MMC designation, you are required to have paid the full fee of $400. You may send the $ fee in payment increments, if desired. IIMC recommends the payment plan of $100 with the first Application (minus the $50 Application for Admission fee), $75 for the second, $75 for the third, and $150 for the fourth, however, this payment plan aside from the initial $50 is up to the applicant and their municipality.

31 Always use the Application Forms (CMC or MMC)- they will keep your submissions organized, are necessary for IIMC records retention, and are a good point of reference when calling IIMC with questions. Keep copies of all submissions. Your local IIMC-approved Institute/ Academy is the most efficient way to attain points. Find these opportunities on the IIMC website under the Education tab- Institute.

32 Take advantage of the local State/ Provincial/ National Associations. Not only do they have great networking opportunities, but when their courses are IIMCapproved, they can earn up to 1 point per 4 in class hours Let IIMC promote you! There is an area on both applications for press releases/ notifications to be sent out via upon the attainment of certification. Don t leave it blank! Let IIMC celebrate your achievement!
