Some letters submitted to Dr. Partha Chatterjee, Higher Education Minister, Govt. of West Bengal, Principal Secretary HE, Mrs. Smri Irani, Minister of Human Resource Development, Govt. of India, and all Vice- Chancellors of all State Universities, are attached herewith for your kind information. (All Universities) State Universities of West Bengal Sub: Continuation of Career Advancement Scheme (CAS) as per existing order until issuance of new order Respected Sir, We take this opportunity to draw your kind attention to a long pending issue of Career Advancement Scheme (CAS) for university officers. Following the pay revision order G.O. No. 113(8) Edn(U) dated for university officers, the Higher Education Department issued a matching order G.O. no. 228 Edn (U) dated for revision of Career Advancement Scheme(CAS) for university officers. Later, following the pay revision in the year 2006, the Higher Education Department issued an order G.O. No. 78 Edn(U) dated for revision of Pay of all officers of the University. But till date no order has been issued for career benefit to the university officers like last pay revision. Most of the young officers of your University are eligible for CAS but they are not getting their service benefit during last five year or more. Smriti Zubin Irani Minister-in-charge, Human Resource Development Govt. of India Madam, It is matter of great pleasure that the present Central Government is trying to rationalize every nook and corner of the nation with enthusiasm. We are sure that under the leadership of able personalities our country will move forward with flying colours. We the Officers of the Universities, needless to mention, form one of the four basic pillars of Higher Education in the country. The Officers, in one hand, take part in various policy making processes in universities and on the other hand, administer the adopted policies. And so, the officers of the universities are called Academic Administrators and not simply Officer of any office. Keeping this background in mind, a large number of university officers are selected from the teaching community. Moreover, the entry point qualification of the university Officers and the Teachers are same as per the UGC guidelines and the Officers are recruited as per the said guidelines with same entry point qualification like the Teachers. This is the background, based on which in 1996, Prof. M.M. Joshi, the then Minister-in-charge, MHRD, Govt. of India, directed the 5 th UGC Pay Review Committee under the Chairmanship of Prof. R.P. Rastogi to consider the Officers of the universities at par with the teachers and as per the recommendation of the Rastogi Committee we enjoyed pay scales and other benefits at par with the teachers for long ten years, i.e. up to 2006 (Dept. of Education, MHRD, GOI letters No. F.1-22/97- U.I. dated and ). Unfortunately, the UPA Govt. kept us aside and did not consider us at par with the teachers in 6 th UGC Pay Review Committee under the Chairmanship of Prof. G.K.Chaddha; we have been deprived. Madam, we request you to kindly restore the system so that we are considered at par with the teachers in the next UGC Pay Review Committee in 2016 which we were enjoying till 2006.

6 We are sure that we shall be getting justice from the present Central Government again. We are confident that we shall not be deprived this time. Further, we would request you to give us an appointment so that 4 to 5 representatives of our Association may meet you. We shall be happy, if you kindly permit us to meet you for a representation on this issue for ten minutes on a date and time as per your convenience.
