KSG.EXAMS/1/2016/116 Date: 19 April, 2016 The Attorney General All Principal Secretaries (With sufficient copies to Heads of Departments) The Auditor General The Controller of Budget The Chief Registrar, Judiciary The Clerk of the National Assembly All County Commissioners (with sufficient copies for Deputy County Commissioners) All County Secretaries PROFICIENCY EXAMINATION F CLERICAL OFFICERS AUGUST, 2016 The Public Service Commission transferred the management of the under listed Civil Service Promotional Examinations to Kenya School of Government with effect from 2 nd January, a) Administrative Officers Examination b) Proficiency Examination for Clerical Officers c) Occupational Examination for Telephone Operators It is notified for general information, that the Proficiency Examination for Clerical Officers 2016 will be held from Monday 15 th to Thursday 18 th August, 2016 at the following examination centres; 1. Nairobi 2. KSG -Mombasa 3. Nyeri 4. Kisumu 5. KSG -Embu 6. Kakamega 7. Nakuru 8. Eldoret The actual venues for each centre will be notified to the candidates after registration. 1

2 1. STRUCTURE OF THE EXAMINATION The Examination consists of ten (10) subjects; six (6) of which are compulsory, the remaining four subjects are electives. Candidates attempting the examination for the first time will be expected to register for the 6 compulsory subjects and one elective. PAPER II - GANIZATION AND FUNCTIONS OF GOVERNMENT (2 HOURS) DAY 4 THURSDAY 18 TH AUGUST, 2016 (9.00 A.M A.M.) PAPER V - OFFICE PRACTICE (2 HOURS) (2.00 P.M P.M.) PAPER VII - ELECTIVES Candidates are expected to choose any one (1) subject: (A) Accounts (2 Hours) (B) Supply Services (2 Hours) (C) Human Resource Services (2 Hours) (D) Records Management (2 Hours) 3. ELIGIBILITY TO ENTER To register for the proficiency examination an officer must: a. Have been appointed as a Clerical Officer in the Public Service b. Have served as a Clerical Officer in the Public Service for a minimum period of two (2) years. 4. CONDITIONS F OBTAINING A PASS a. A candidate will be awarded a full pass when he/she passes all the Seven (7) subjects of the Examination. b. Clerical officers who do not pass a paper will be referred in that same paper. c. Clerical officers are expected to PASS proficiency examination within a period of 10 years from the date of first appointment. 3

4 5. REGISTRATION FMS Candidates are required to complete the registration forms as set out in the Appendix to this Circular Letter. Candidates attempting the examination for the first time should complete FM A while candidates who have been referred should complete FM B. The duly completed registration forms, accompanied by the correct registration fee, should be submitted to; Director Academic Affairs Kenya School of Government P.O Box , Lower Kabete psc.exams@ksg.ac.ke Enquires: so as to reach the School not later than 7 th June, Authority letters will be ed to candidates. ALL candidates should provide a valid address during registration. 6. REGISTRATION FEES Each candidate will be required to pay the registration fees as per the revised rates (Circular REF. PSC. LATE REGISTRATION A late registration fee of Ksh will be charged on all candidates who submit their forms after 7 th June, The deadline for late registration is 21 st June, REVISED PROFICIENCY EXAMINATION F CLERICAL OFFICERS SYLLABUS AND PAST EXAMINATION QUESTION PAPERS Following the promulgation of the new constitution on 27 th August, 2010, the content of; i) Paper II code 201 (Organization and Functions of Government) and ii) Paper IV code 401 (Governance and Civil Service Regulations) have been reviewed to conform to the constitution of Kenya, The revised syllabus and past examination question papers can be downloaded from the Kenya School of Government website or Public Service Commission website 4

5 9. EXAMINATION STATIONERY Examination question papers and answer booklets are supplied to the candidates by this office through the KSG appointed Coordinators, who are in charge of the Examination Centres. However, candidates will be required to have their own pens, rulers, pencils and calculators. No other stationery such as books, magazines, files e.t.c. shall be permitted in the examination room. Mobile phones shall also not be allowed in the examination room. 10. KENYA SCHOOL OF GOVERNMENT EXAMINATION RULES Every candidate shall be expected to comply with the Kenya School of Government Examination rules with specific reference to instructions to candidates and candidate s conduct in the examination room which can be downloaded from the Kenya School of Government website They should also familiarize themselves with the penalties for examination irregularity. Kindly ensure that Human Resource Officers in your Department avail this information to all eligible candidates. 11. TRAINING F CLERICAL OFFICERS Government Ministries, Departments and Agencies are requested to sponsor training for Clerical Officers eligible for the examination at Kenya School of Government campuses in Mombasa, Matuga, Embu and Baringo.
