SITUATION REPORT: SITUATION REPORT VI: FLOOD SITUATION IN ASSAM As per the information received from the Government sources as on 26 th July 2016, around 15,70,571 people have been affected by flood in 19 districts of Assam due to incessant monsoon rain. The most affected districts are; Barpeta, Dhubri (2,52,200), Jorhat (1,88,645), Dhemaji (1,85,550), Golaghat (1,19,401), Bongaigaon (1,15,061), Lakhimpur(1,05,811), Goalpara (88,708), Biswanath (78,817), Dibrugarh (75,048), Darang (73,850) and Morigaon (71,647). District authorities have opened 322 Relief Camps and 60 Relief Distribution Centre that house total 1,27,786 inmates. NDRF, SDRF and Indian Army are helping the district administration in evacuating the affected population to safe places. 2 people have lost their life in Morigaon and Golapara district. Ref: ASDMA, 26 th July 2016 Our partner SATRA has reported 73 villages are under flood in Darrang District under Mangaldai, Dalgaon and Sipajhar revenue circle and around 1,01,359 population are affected, 250 people are taking shelter in the relief camps. There are 5 villages (Khasibari, west banglajora, Guwabari Nepali Basti, Banlajora, New Banglajora) affected in Phatgaon area in Kokrajhar district. Approximately 1100 people are affected. DDMA Jorhat has reported that there has been breach or embankment in Bongaon and Jengraimukh in Majuli which has affected 13 new villages with a population of more than 40,000 people of 8,000 families. Approximately 3/4 nos houses washed away by the flash flood. The names of the villages are - Mudoigaon, Ghorpholia, Kumar Chapori, Phukonkhuti, Besamora Mishing, Terabhari, Potiori, Phensua, Dekachangsua and Guwalbari. A total numbers of 149 nos. of villages are being affected across the Majuli Island. At present, there are 11 relief distribution centres and 7 relief camps installed by the subdivisional authority. Huge numbers of domestic animals have also died in Morigaon district. The whole of Pobitora Wlidlife Sanctuary was completely under water. The flood situation in Lakhimpur district continues to be grim as incessant rains. The overflowing water of Singra River in Nowboicha revenue circle has flooded a wide area in Borchola and Pandhowa areas damaging roads and submerging paddy fields. Singra s flood water has inundated a huge area in Borchola in Nowboicha destroying newly-planted rice seedlings in a wide area. More than 50 villages were flooded in Kokrajhar following the rising water level of Sankosh, Champa, Saralbhanga Rivers flowing through Kokrajhar district. The NDRF had rescued 195 people from different areas of Kokrajhar. The Army, SSB and other paramilitary forces have also evacuated a good number of flood-affected people in Kokrajhar. RESPONSE FROM THE GOVERNMENT AND HUNMANITARIAN AGENCY: F&ES, NDRF, SDRF and Army have deployed 22 boats and rescued 362 marooned people in Bongaigaon district, while NDRF has deployed 2 boats and rescued 146 marooned people in Kokrajhar district, SDRF and NDRF have deployed 46 boats and rescued 2,300 people in Barpeta district, SDRF has deployed 2 boats and rescued 80 people in Dibrugarh district, SDRF and NDRF have deployed 4 boats and rescued 34 people in Tinsukia district, and SDRF has deployed 7 boats and rescued 600 people in Biswanath district. Two hundred people were saved in Chirang district while in Bongaigaon 150 people were saved from drowning by the Army. The Army also conducted a medical camp in Kokrajhar helping 100 patients. Inter-Agency Collaboration, Coordination, Cluster Leadership and Key Partnerships IAG Assam is in touch with its partners in the districts and with ASDMA and is closely monitoring the situation. Joint Rapid Needs Assessment (JRNA) is being carried out by IAG Assam in collaboration with its partners in the 30 villages of 10 most flood affected districts. D. EMERGING NEED Water purification/aqua tab, disinfectant (bleaching powder) chlorination of HP is need for the affected community. Sanitation facilities for the affected community Female hygiene/personal hygiene is need for the affected community. Tarpaulin support for the temporary shelter. Emergency food aid support for adult and children to ensure food and nutrition security of the people living in the temporary shelter and relief camps. Medical camp is also an immediate need to be planned for the health care of the people. Food of the cattle is also needed in the affected community. Insect disinfection and provision of mosquito net.
