4 1 FOREWORD This review provides details of the University's research income and externally funded research activity (in this context, research grant applications submitted and research grants and contracts accepted) at divisional level, as well as by sponsor category and individual sponsor for FY 2012/13, compared to previous years. Its publication was timed to enable us to include sector/inter-institutional comparisons (see Section 7) drawing on data recently published by the Higher Education Statistics Agency (HESA). report builds on the quarterly reports to Senior Officers and the Research Committee, and complements the increasing suite of on-line reports and access to data through the University Business Intelligence program. 1 That on-line information enables reporting at University, Divisional and Departmental levels. Dr Glenn Swafford Director, Research Services March 2014 Comments re FY 2012/13 data In conjunction with the notes below, please also see the section Financial Awards Over 5M (pages 30 & 31) as this can be helpful in interpreting certain large swings in the year on year comparisons. 1. In FY 2012/13, the total level of research grant funding sought was 1,502m, compared with 1,393m in FY 20011/12 (an increase of 8%). 2. In FY 2012/13, there was continued strong growth in the value of applications overall and in several of the Divisions under the EU Government category. This relates to increased interest and success in securing funding from the European Commission s FP7 programmes, notably the Cooperation Programme, the Marie Curie Initial Training Network scheme and the European Research Council (ERC). 3. In FY 2012/13, the total value of financial research awards (grants and contracts) accepted (across the lifetime of the award) was 501m, compared with 537m in FY 2011/12 (a decrease of 7%) 4. In FY 2012/13, total research income was 436.8m, up 7% on FY 2011/ In FY 2012/13, the Kennedy Trust for Rheumatology Research appears as the 4th largest UK charity from which the university has won awards (page 15). Trust was formerly known as the Kennedy Institute of Rheumatology Trust, and it was under this name that it appeared in the 2011/12 annual report as the 3rd largest UK charity from which the university won awards. total awards won from the Trust over the last three financial years are 19.4m. 6. value of Wellcome Trust awards won in FY 2012/13 has fallen sharply by 56% when compared to the previous year (page 15). volume of awards made to the university by the Trust has fallen by 35%. This is despite a 31% increase in the volume of applications made, and an increase of 31% in the value of the applications made. In 2012/13 there were four applications with values greater than 5m which were unsuccessful, compared to only one in 2011/12. It should also be noted that in 2011/12 two very large 1 Page 1

5 grants were received: 32.2m for the KEMRI project, and the 9.7m core grant for the major Overseas Project in Thailand. In 2012/13 the largest single award made by the Wellcome Trust was 5.3m (page 30). 7. value of financial awards from EU Other sources (page 22) has risen in FY 2012/13 by 234%, from 1.4m to 4.7m. This is due to a single large award of 3m to the Oxford Institute for Ageing. 8. In FY 2010/11, the FEC recovery and Overhead figures for UK & Overseas Industry (page 11) are skewed by two very large awards ( 95.9m and 13.2m) where the allocation of costs between direct and indirect costs is unusual. If these awards are excluded then the FEC recovery and Overhead rates for UK & Overseas Industry would be 88% and 30% respectively (instead of 97% and 12%). 9. To help streamline the process for applicants and Departments, the 2010 round of British Academy Post Doctoral Outline Applications was managed in a different way at Oxford compared to the 2009 round. Consequently these outline applications were not recorded by Research Services and so, unlike in 2009/10, are not included in the 2010/11, 2011/12 or 2012/13 figures. This change is relevant when comparing the volume of applications submitted to the Research Councils (British Academy is classified by HESA under the Research Councils category) both at University level and, most particularly, for the Humanities and Social Sciences Divisions. re is no impact on the comparison of values of applications between years since budgets were not associated with the 2009/10 applications at outline stage. 6 2 ACTIVITY DATA SUMMARY 2.1 Technical Notes and Definitions Research Grant Applications Submitted Research Grant Application data includes both outline and full applications where there is a twostage application process, but not amendments to applications already submitted. From August 2009, applications under 20K in value that do not include staff costs are not included, as these are no longer reviewed or recorded by Research Services (this threshold was previously 10K). Research Grant Application values relate to the total value of the application across the lifetime of the proposed grant, not just to any amount associated with activity in the particular financial year. Research Grant Applications to the European Commission s Marie Curie Calls do not require costs to be submitted at the application stage (Award values are calculated by the European Commission based on the experience and circumstances of the fellow). Due to this, during periods where there is a Marie Curie Call, it is possible that the application data can display a large volume of applications with a disproportionately low value of applications. Industrial sponsors do not tend to have an application process as such rather, individual contracts are negotiated and then awards are set-up. refore, the small numbers of grant applications to Industrial Sponsors have been included in the Other UK & Overseas Sources category for the analysis of Research Grant Applications by Sponsor Types. y do appear separately (as UK and overseas industry) in the Financial Awards data Financial Awards (Grants & Contracts) Set-up Source data includes financial amendments to awards, such as supplements, but does not include non-financial amendments to awards, such as no cost extensions. value of Financial Awards (Grants & Contracts) set-up relates to the total value of the award over its lifetime, not just to any amount associated with activity in the particular financial year. One off very large financial awards can easily distort any statistical analysis of the data. Please see section 5.4 Financial Awards (Grants and Contracts) Over 5M so that these very large awards can be taken into consideration before drawing any conclusions from the data. Overhead value is calculated by subtracting the Directly Incurred Costs from the Price (where Price is the value of the award). FEC and Overhead Recovery Analysis are based on Financial Awards (Grants and Contracts) activity data; we have not analysed grant application data at this stage. Page 3

7 2.1.3 Sponsor Type Research Councils: includes the 7 Research Councils as well as the British Academy and the Royal Society. UK Charity: includes funding that is both eligible and not eligible for future Charities Support funding under HEFCE QR. UK Government: includes funding from UK central government bodies, local authorities, and health and hospital authorities. EU Government: includes the European Commission as well as national governments within the EU (excluding the UK). UK & Overseas Industry: includes funding from industrial and commercial companies and Public Corporations. Includes EU industry. Other UK & Overseas Sources: includes EU and non-eu charities and foundations and non-eu government sources (primarily US government), as well as funders that do not fit into the other categories.
