Sir, The reply for the above mentioned Lok Sabha Question approved by Competent Authority is as follows:- S.No. Question Answer a) Whether the Government has any programems for improving the skills and capacities of SC/ST students and also unemployed youth to facilitate their MHRD may reply. AICTE do not have any such scheme for SC/ST students. However, AICTE has taken the entry into the areas of higher research following initiatives for the skill the and institutions of national importance; development of youth in the country including SC/ST students and also for unemployed youth: 1. MHRD, GOI, has issued notification regarding implementation of National Vocational Educational Qualification Framework (NVEQF) on Accordingly, AICTE has notified All India Council for Technical Education (Grant of Approval for conducting Vocational Education Program, Community College courses and Skill Knowledge Provider under National Vocational Education Qualification Framework) Regulations, MHRD, GOI, has issued notification regarding implementation of National Vocational Educational Qualification Framework (NVEQF) on Under this a Society registered under the Societies Registration Act, 1860, a Trust registered under the Charitable Trusts Act, 1950 or any other relevant Act. a company incorporated under Section 25 of the Companies Act, 1956 or Partnership Firm

2 duly registered with Registrar of firms under relevant law of the State or UT Administration may Conduct a Community college /Vocational Education Courses in Existing AICTE approved Polytechnics or Conduct a Community college / Vocational Education Courses in college recognized by the Central Statutory Body and/or affiliated by the University or the State Board of Technical Education. AICTE also requested all the State Government to institutionalize NVEQF. Further, in order to sensitize the stakeholders. AICTE has conducted several workshops at National and State Government to sensitize the stakeholder regarding NVEQF. The above scheme has now been redefined as National Skill Qualification Framework (NSQF) vide Govt. resolution No. 8/6/2013-Invt. Dated issued by the Ministry of Finance (Department of Economic affairs. As on date approval has been granted to 79 SKP s and 381 Technical Institute. 2. AICTE with the objective of enhancing the employability of engineering graduates and to make more manpower available with the increased soft skills conducts the following: Under the Scheme AICTE is running a programme of EETP (Employability Enhancement Training Programme with BSNL to in trained students of Electronics & Communication in the state of arts training centers of BSNL. Presently the training is being imparted in 26 centres and trained 915 number of persons. 3. AICTE has also notified a regulation under National Employability Enhancement Mission (NEEM) to offer on the job practical training to enhance employability of a person either pursuing his or her

3 graduation / diploma in any technical or non-technical stream or have discontinued studies of degree or diploma course to increase their employability. 4. Keeping in view the requirement of the industry and to enhance the employability of graduates, AICTE has also developed the model curriculum of management, pharmacy, architecture and town planning courses at degree level and engineering courses at diploma level. Model curriculums for other courses are in advanced stage of finalization. Model curriculum are available on AICTE website i.e. AICTE has also mandated its 8000 approved institutions to conduct one division of Vocational Education in a sector that is local to the area in which the institutions exists vide item no dated AICTE also grant scholarship to GATE/GPAT qualified students and pursuing M.Tech /M.Pharma programmes in AICTE approved institutions. There is no separate quota for minority students under scholarship schemes of AICTE and all qualified students are studying in AICTE approved institutions are eligible to receive scholarships. b) If so, the details thereof along with their outcome; State-wise; c) Whether any programmes are being undertaken by the Ministry to improve the representation of SC/ST candidates in the institutions where there is no representation or minimal representation; The list of State-wise Technical Institutions and SKP s approved to run NVEQF/NSQF programme is placed at Annexure-I MHRD may reply. However, in order to improve the enrolment of SC/ST students, AICTE has instituted a scheme with the aims to support Government/ Government-aided engineering colleges for construction of girls/ boys hostels for providing residential accommodation for students/ researchers belonging to SC/ST category. 4 d) Whether students belonging to all the categories are admitted in Institutes/Research Laboratories each year as per the reservation policy of the Central Government; and e) If so, the detail thereof and if not, the reasons therefor, Institutes/Research Laboratory-wise? d)&e) Admission to AICTE approved institutions are made through the centralized admission process of State Govt. Further, Reservation of seats to Admission in AICTE approved institutions is decided by centralized admission authority in the State Govt. depending up on the State reservation policy. 15 HOSTELS FOR SC/ST STUDENTS Annexure -II 5.1 Objectives: The Scheme aims to support Government/ Government-aided engineering colleges for construction of girls/ boys hostels for providing residential accommodation for students/ researchers belonging to SC/ST category. 5.2 Eligibility: Government / Government-aided engineering colleges/ University Departments are entitled for the grant. The Institute must be in existence for last five years. The Institute must have more than 150 SC/ST students on roll during last 3 years. 5.3 Limit of Funding: Rs. 200 Lakh 5.4 Beneficiary: In the last five years numbers of Institutes benefited are tabulated in Table 5.
