1 DUAL AND JOINT FACULTY APPOINTMENT POLICY PURPOSE The purpose of this policy is to define appointment of Faculty members to Dual Faculty Appointments and/or Joint Faculty Appointments, as appropriate. POLICY STATEMENT It is the policy of The University of Texas MD Anderson Cancer Center (MD Anderson) to support Dual Faculty Appointments between MD Anderson and other University of Texas (UT) institutions, and Joint Faculty Appointments between two departments within MD Anderson. SCOPE Compliance with this policy is the responsibility of all faculty, trainees/students, and other members of MD Anderson s workforce. TARGET AUDIENCE The target audience for this policy includes, but is not limited to, all Faculty members. DEFINITIONS Dual Faculty Appointment: Compensated academic appointment between MD Anderson and one other UT institution. Joint Faculty Appointments: Interdepartmental appointments within MD Anderson intended for academic purposes, e.g., teaching or research Parent Institution: The institution where the Faculty member has an appointment of 51 percent time or more PROCEDURE 1.0 Dual Faculty Appointments 1.1 Guidelines Page 1 of 7

2 A. Faculty members must meet qualifications for their title(s) at each institution. B. In general, Faculty members retain equivalent ranks at both institutions, although exceptions may be negotiated on an individual basis. C. Faculty holding a Dual Faculty Appointment may also hold one Joint Faculty Appointment with MD Anderson. 1.2 Restrictions A. Dual Faculty Appointments for clinical services, teaching, or research may be negotiated only when there are fiscal considerations. B. The total percentage of time between the two institutions cannot exceed 100 per cent (100%). C. A Faculty member may not hold more than one Dual Faculty Appointment at a given time. 1.3 Initiating Dual Faculty Appointment The Parent Institution initiates the Dual Faculty Appointment (DFA) Form, which documents a Dual Faculty Appointment with another UT institution. 1.4 Approvals A. At MD Anderson the DFA Form is signed by: Appropriate department chair, and division head, where applicable; Provost and Executive Vice President (PRO/EVP); Executive Vice President and Physician-in-Chief (EVP/PIC); and President, or designee. B. At the other UT institution, the DFA Form is signed by: Appropriate department chair; Appropriate dean; and President, or designee. 1.5 Parent Institution Responsibilities A. Academic Responsibilities The Parent Institution sets rank and tenure appointments, where applicable, taking into consideration recommendations of the other UT institution. The Parent Institution manages actions for promotions, notifying the other academic institution, which may choose to review a parallel action. Page 2 of 7

3 At MD Anderson, Academic & Visa Administration-Faculty Academic Affairs (AVA- Faculty) issues an annual Memorandum of Appointment, which is signed and returned to AVA-Faculty by the Faculty member holding the Dual Faculty Appointment. B. Financial Responsibilities The Parent Institution sets salary, where applicable, taking into consideration recommendations of the other UT institution. Compensation will be provided by both institutions. 1.6 UT Institution Responsibilities A. The other UT institution returns the signed form to the administrative branch of the Parent Institution. At MD Anderson, the form would be returned to AVA-Faculty. B. The UT institution will reimburse the Parent Institution for compensation and benefits based on the percentage of time negotiated between the institutions. 1.7 Billing It is preferable and more practical to negotiate arrangements for services through consultative agreements rather than by percentage of time between UT institutions. For clinical faculty Dual Faculty Appointments, professional fees will be billed and retained by the group practice office of the institution where the service is performed. At MD Anderson, this office would be the Physicians Referral Service (PRS). 1.8 Annual Budgets Fiscal data is incorporated into the annual budgets of both institutions. 1.9 Termination of Dual Faculty Appointments A. The appropriate department chair, division head, or dean of the parent or other UT institution may choose to not recommend renewal of appointment; or B. The department chair of either institution or the dual appointee requests termination of the appointment. C. The PRO/EVP approves the action, and AVA-Faculty implements the termination. 2.0 Joint Faculty Appointments 2.1 Guidelines A. To qualify for a Joint Faculty Appointment, a Faculty member must have or plan to have a working relationship with and collaborative activities in the department in which the joint appointment is requested. B. Joint Faculty Appointments may be at disparate ranks. Page 3 of 7

4 C. Any Faculty member who has been awarded a Joint Faculty Appointment carries both titles, listing primary appointment first. D. Clinical Faculty must have privileges in their primary department. E. Clinical Faculty may hold privileges in more than one department without having a Joint Faculty Appointment. 2.2 Restrictions A. No salary is associated with this appointment type. B. Unless justified by specific circumstances and approved by the PRO/EVP, no Faculty member may hold more than one primary appointment and one Joint Faculty Appointment at a given time. C. Joint Faculty Appointments indicate academic titles and do not carry tenure designation. 2.3 Initiating a Joint Faculty Appointment A. Submission of a Written Request The Faculty member and the chair of the department in which the joint appointment is sought initiate a request for a Joint Faculty Appointment. B. Approvals The chair of the Faculty member's primary department and, where appropriate, the division heads of both primary and secondary departments must provide appropriate justification and approvals. The chair of the Faculty member's primary department forwards the request to the PRO/EVP, who approves the request, and AVA-Faculty implements the appointment. 2.4 Periodic Review of Joint Faculty Appointments A. Review Cycle For Joint Faculty Appointments Joint Faculty Appointments are reviewed every three years. B. Continuation of Joint Faculty Appointments AVA-Faculty first contacts the joint Faculty appointee to determine intention to continue or discontinue the Faculty Joint Appointment. C. Conferring with Joint Faculty Appointees If the joint appointee opts to discontinue the Joint Faculty Appointment, AVA- Faculty terminates the Faculty Joint Appointment and notifies the joint appointment department chair. 5 If the joint appointee opts to continue the joint appointment, AVA-Faculty contacts the joint appointment department chair for consideration of joint appointee s request for reappointment. 2.5 Conferring with Joint Appointment Department Chairs A. If the joint appointment department chair opts to continue the appointment, AVA-Faculty will issue an annual Memorandum of Appointment with continued documentation of the Joint Faculty Appointment. The Memorandum of Appointment is signed and returned to AVA-Faculty by the Faculty member holding the Joint Faculty Appointment. B. If the joint appointment department chair opts to discontinue the joint appointment, the chair must notify the joint appointee and provide AVA-Faculty with justification. AVA-Faculty will issue an annual Memorandum of Appointment without the Joint Faculty Appointment. The Memorandum of Appointment is signed and returned to AVA-Faculty by the Faculty member. 2.6 Termination of a Joint Faculty Appointment A. Initiating Termination of a Joint Faculty Appointment Annual renewal of appointment is not recommended by the joint appointment department chair; or The joint appointee initiates a request for termination of a joint appointment. B. Approval of Termination of a Joint Faculty Appointment The joint appointee, the joint appointment department chair, the primary appointment department chair, and, where applicable, the division heads sign the recommendation. The PRO/EVP approves the request and AVA-Faculty implements the termination. Page 5 of 7
