1 RYERSON UNIVERSITY POLICY OF SENATE Policy Name : Policy on Research Centres Ref. No. : 144 Senate Approval Date : May 9, 2000 Status : Current Scholarly Research and Creative activities (SRC) involving more than one person may be undertaken by teams, networks, or groups. Most groups begin with a specific project and eventually develop a more comprehensive program involving a range of activities and projects. For a number of reasons some groups may find it advantageous to form a Centre. Although most SRC at Ryerson may not be aligned with a specific Centre, it is nevertheless essential that guidelines be developed to clarify the definition and expectations of Centres at Ryerson. A. Characteristics of Centres at Ryerson All Centres should enable strategic alliances between the University and other sectors, including both the extended public sector and private enterprise. Centres must demonstrate: - administrative and academic accountability, - academic integrity, - sector responsiveness, and - fiscal responsibility. They should build upon and reflect the existing and potential educational and SRC strengths and priority areas within a Faculty or the University. Centres rely on a number of experts (faculty, staff, students and contractors) with the capacity to develop and deliver a set of interrelated projects within a specific theme area of Scholarly, Research and Creative activities. The mandate for each Centre includes a responsibility to seek external funding to undertake the following: 1. research and scholarship including: a) the publication of results in peer-reviewed journals, monographs or other reports (including proprietary research and documents for public use); b) creative work including design, presentation or publication; 2. educational products including conferences, seminars, specialized courses (on site and distance) and program development; and
2 3. service to the University or a sector, field or profession including education, research, scholarship, policy development, and advocacy. B. Home Bases for Centres Depending on the nature, area of specialization and priorities of the Centres, they may have one of two designations as outlined below. 1) Faculty-based Centre A Faculty-based Centre focuses on an area that is a priority of the Faculty (or one of its Departments/Schools) and brings together students, faculty and staff from one or more Departments within the Faculty or may involve faculty and students from Departments in other Faculties. The Centre will be responsible to the Dean of the Faculty in which the Centre is based (e.g. Centre for Voluntary Sector Studies). A Faculty-based Centre will: a) establish terms of reference; i) require a sustainable infrastructure, partially supported by the Dean, under the leadership of a Director. The Director will typically be a full-time faculty member and will report to the Dean; ii) establish an Advisory Committee with a membership reflective of the internal and external sectors' needs to provide guidance to the Centre. The Dean should be included as a member of the Advisory Committee. The committee should meet at least once per year. Its membership should be reviewed and approved by the Dean at the same time that the Centre is being created or reviewed; iii) secure external funding for SRC and engage in outreach activities for the benefit of the Faculty or Department/School; iv) provide annual reports to the Dean by June 30 of each year. The annual report will provide statements on: - the SRC activities (current and anticipated), - the degree to which the Centre has met the stated annual objectives and milestones, - how the Centre is contributing to the SRC objectives established for the Faculty, - its financial position indicating internal and external support, and - the next year's plans with milestones
3 c) adhere to all University policies and procedures related to SRC including contractual, financial, intellectual property, and human resources; and d) obtain from the Dean authorization for any contracts exceeding $20,000. In consultation with the Dean, this threshold level may be reduced to an appropriate lower level. All SRC contracts and awards must be reported to ORS. 2) University-based Centre A University-based Centre focuses on an area that is of broad-based interest and priority within the University. Faculty, staff and students will be drawn from a range of Faculties, Departments and Schools to participate in the Centre's activities (e.g. Rogers Communication Centre). A University-based Centre will: a) establish terms of reference; b) require a sustainable infrastructure, partially supported by the University, under the leadership of a Director. The Director will typically be a full time faculty member and will report to the Vice President, Research and Innovation; c) establish an Advisory Committee with a membership reflective of the internal and external sectors' needs to provide guidance to the Centre. The Vice President, Research and Innovation should be included as a member of the Advisory Committee. The committee should meet at least once per year. Its membership should be reviewed and approved by the Vice President, Research and Innovation at the same time that the Centre is being created or reviewed; d) secure external funding for SRC and engage in outreach activities for the benefit of the University; e) provide annual reports to the Vice President, Research and Innovation by June 30 of each year. 4 g) obtain authorization from the Vice President, Research and Innovation for all contracts exceeding $20,000. In consultation with the Vice President, Research and Innovation, this threshold level may be reduced to an appropriate lower level. C. Creation and Review of Centres 1) Participants in a prospective University-based Centre will prepare an application for submission to the Vice President, Research and Innovation; for Faculty-based Centres to the appropriate Dean(s). All proposals will address the way in which the Centre will undertake sector responsiveness, fiscal responsibility, accountability, and academic integrity using the following outline: a) The Academic Mission Plan that addresses how the Centre proposes to meet its academic goals. As a minimum, this section will describe the goals and/or other SRC activities, background of the project, proposed methods, anticipated outputs, the expertise of the team and their commitment to the Centre and a schedule of activities. Also to be addressed are the anticipated impacts on the Faculty or the University including Administrative Units, Academic Departments and Schools and Instructional Programmes. The proposal should also include: - stated objectives and measurable milestones for the stated funding period; - planned activities for the funding period; and - a statement of how the Centre will fulfil the SRC objectives. b) The Management Proposal will contain: - a proposed budget for the first five years for University-based Centres and three years for Faculty-based Centres, including expenditures and sources of income, both internal and external; - a proposed management structure, including the process by which the Director will be selected and retained; - physical requirements, including any specialized equipment, office and/or laboratory space; and - Curricula Vitarum of the faculty and staff (preferably to be supplied in OCGS format). 2) New University -based Centre submissions will be evaluated by an internal review committee that is comprised of the Vice President, Research and Innovation (chair); representatives from current Centre Directors; representatives from the Ryerson community; and members from the appropriate areas of the external community. Applications will be brought forward, with a recommendation, by the Vice President, Research and Innovation to the Vice President, Academic and the Academic Planning Group for approval and then to Senate for approval. Faculty-based Centres will be approved by a committee comprised of the Dean and others in parallel to the aforementioned method.
5 3) At the end of the first year of operation, each new Centre will be evaluated with respect to the attainment of the milestones described in its plan for creation. The annual report will form the basis for the evaluation. At that time, the Centre will be (1.) granted appropriate status (e.g. University-based, or Faculty-based), with the next full evaluation due in three years for Faculty-based and five years for University-based; (2.) given a year's extension with the expectation of meeting a set of well-defined deliverables; or (3.) dissolved. 4) All Centres will be subject to a periodic review. For University-based Centres, the review will be held every five years; for Faculty-based Centres, every three years. The procedure will be similar to that described above, with the annual report forming the basis for the review. At the discretion of the internal review committee, external reviewers who are experts in the domain of Centre may be asked to provide opinions on the Centre's operation. This may or may not require a site visit. Costs associated with an external review will be borne by the Centre. The costs will be estimated and mutually agreed upon before the site visit takes place. The internal review committee will provide a written report describing their findings to the Director of the Centre being reviewed. The Centre Director will be given an opportunity to meet with the internal review committee to discuss the findings. The internal review committee will decide to (1) approve the Centre's operations for another three years for Faculty-Based and five years for University-based; (2) extend the Centre on a probationary basis subject to satisfactory resolution of concerns expressed by the internal review committee; or (3) dissolve the Centre.
