ESTA / A / 644 / 17 Dt.16/10/'17 * RECRUITMENT AND QUALIFICATIONS Professor, Associate Professor, Assistant Professor (Sr. No. 1 to 17, 19 to 31) The direct recruitment to the posts of Assistant Professors, Associate Professors and Professors in the Universities and Colleges shall be on the basis of merit through all India advertisement and selections by the duly constituted Selection Committees as per the provisions made under this Ordinance The minimum qualifications required for the post of Assistant Professors, Associate Professors, Professors, Principals, Assistant Directors of Physical Education and Sports, Deputy Directors of Physical Education and Sports, Directors of Physical Education and Sports, Assistant Librarians, Deputy Librarians, Librarians will be those as prescribed in this Ordinance The minimum requirements of a good academic record, 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the master s level and qualifying in the National Eligibility Test (NET), or an accredited test (State Level Eligibility Test - SLET/SET), shall remain for the appointment of Assistant Professors. 1 General Information

2 NET/SLET/SET shall remain the minimum eligibility condition for recruitment and appointment of Assistant Professors in Universities/Colleges/ Institutions : Provided however, that candidates, who are or have been awarded a Ph. D. Degree in accordance with the University Grants Commission (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009 or the subsequent Regulations if notified by the UGC, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities / Colleges / Institutions. Further, the award of degrees to candidates registered for the M.Phil/Ph.D programme prior to July 11, 2009, shall be governed by the provisions of the then existing Ordinances/ By laws/ Regulations of the Institution awarding the degrees and the Ph.D candidates shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities / Colleges / Institutions subject to the fulfillment of the following conditions: - (a) (b) (c) (d) (e) Ph.D. degree of the candidate awarded in regular mode only; Evaluation of the Ph.D. thesis by at least two external examiners; Candidate had published two research papers out of which at least one in a refereed journal from out of his/her Ph.D. work; The candidate had presented two papers in seminars/conferences from out of his/her Ph.D. work; Open Ph.D. viva-voce of the candidate had been conducted. (a) to (e) as above are to be certified by the Vice Chancellor/ Pro-Vice- Chancellor/ Dean (Academic Affairs)/Dean (University Instructions) NET/SLET/SET shall not be required for such Masters Degree Programmes in disciplines for which NET/SLET/SET accredited test is not conducted. A minimum of 55% marks (or an equivalent grade in a point scale wherever grading system is followed) will be required at the Master s level for those recruited as teachers at any level from industries and research institutions and at the entry level of Assistant Professors, Assistant Librarians, Assistant Directors of Physical Education and Sports. 2 General Information

3 A relaxation of 5% may be provided at the graduate and master s level for the Scheduled Caste/Scheduled Tribe/Differently-abled (Physically and visually differently-abled) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions. The eligibility marks of 55% marks (or an equivalent grade in a point scale wherever grading system is followed) and the relaxation of 5% to the categories mentioned above are permissible, based on only the qualifying marks without including any grace mark procedures. A relaxation of 5% may be provided, from 55% to 50% of the marks to the Ph.D. Degree holders, who have obtained their Master s Degree prior to 19 September, Relevant grade which is regarded as equivalent of 55% wherever the grading system is followed by a recognized university shall also be considered eligible. The Ph.D. Degree shall be a mandatory qualification for the appointment of Professors and for promotion as Professors. The Ph.D. Degree shall be a mandatory qualification for all candidates to be appointed as Associate Professor through direct recruitment. The period of time taken by candidates to acquire M.Phil. and/or Ph.D. Degree shall not be considered as teaching/ research experience to be claimed for appointment to the teaching positions. 3 General Information

4 Minimum Educational Qualification for the post of Professor :- (Pay Scale AGP) (Sr. No. 01, 03 to 10) Professor :- (A) (I) An eminent scholar with Ph.D. qualification(s) in the concerned / allied / relevant discipline and published work of high quality actively engaged in research with evidence of published work with a minimum of 10 publications as books and / or research / policy papers. (II) (III) A minimum of ten years of teaching experience in University / College, and / or experience in research at the University / National level Institutions / Industries, including experience of guiding candidates for research at doctoral level. Contribution to Educational Innovation, Design of new curricula and courses, and technology mediated teaching learning process. (IV) A minimum score as stipulated in the Academic Performance Indicator (API) given in Performance Based Appraisal System (PBAS), CATEGORY - III : Research and Academic Contribution, in Ordinance OR (B) An outstanding professional with established reputation in the relevant field, who has made significant contributions to the knowledge in the concerned / allied / relevant discipline to be substantiated by credentials. 5 Minimum Educational Qualification for the post of Professor :- (M.Ed) (Pay Scale AGP) (Sr. No. 02) Professor :- (I) (II) (III) (IV) Postgraduate degree with minimum 55% marks in the discipline relevant to the area of specialization. Postgraduate degree in Education (M.Ed./ M.A Education) with minimum 55 % marks. Ph.D. degree in Education or in the discipline relevant to the area of specialization. 6 Minimum Educational Qualification for the post of Associate Professor :- (Pay Scale AGP) (Sr. No.11 to 17, 19 to 21) Associate Professor :- I II III IV V Good Academic record with a Ph.D. Degree in the concerned / allied / relevant disciplines. A Master s Degree with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed). A minimum of eight years of experience of Teaching and / or Research in an Academic / Research position equivalent to that of Assistant Professor in a University, College or Accredited Research Institution / Industry excluding the period of Ph.D. research with evidence of published work and a minimum of 5 publications as books and / or research / policy papers. Contribution to Educational Innovation, design of new curricula and courses, and technology mediated teaching learning process with evidence of having guided doctoral candidates and research students. 7 Minimum Educational Qualification for the post of Associate Professor (MCA) :- (Pay Scale AGP) (Sr. No.18) Associate Professor :- (A) BE / B. Tech. and ME / M. Tech. in relevant subject with First Class or Equivalent either in BE / B. Tech. or ME / M. Tech. OR BE / B. Tech. and MCA with First Class or Equivalent in either BE / B. Tech. or MCA OR MCA with First Class or equivalent with two years relevant experiences. (B) Ph.D. or equivalent in appropriate Discipline. Post Ph.D. publications and guiding Ph.D. students is highly desirable. (C) Minimum of 5 Years experience in Teaching and / or Research and / or Industry of which at least 2 years shall be post Ph.D. is desirable. In case of Architecture, Professional Practice of 5 Years as certified by the Council of Architecture shall also be considered valid. 9 Minimum Educational Qualification for the post of Assistant Professor :- (Pay Scale AGP) (Sr. No.23 to 29) * Assistant Professor I Good academic record as defined by the concerned university with at least 55% marks (or an equivalent grade in a point scale wherever grading system is followed) at the Master s Degree level in a relevant subject from an Indian University, or an equivalent degree from an accredited foreign university. II III Besides fulfilling the above qualifications, the candidate must have cleared the National Eligibility Test (NET) conducted by the UGC, CSIR or similar test accredited by the UGC like SLET / SET. 16 GENERAL INSTRUCTIONS 1. Application form, duly filled in Five Copies along with necessary testimonials and a process fees of DD of ` 1000/- (non refundable) drawn in favor of "Registrar, Saurashtra University, Rajkot", payable at Rajkot should be attached with the application for each post - In case of SC/ST/SEBC/PH candidate and Saurashtra University Employee need not to pay Fees. 2. Duly filled application form along with all testimonials should reach by personally / Courier / RPAD to the "Registrar, Establishment Section-A, Saurashtra University, Rajkot" on or before dt upto hrs. 3. Separate application is required for each post otherwise application will be rejected. 4. Persons already employed must send their application through proper channel. Applicant can send advance copy of the application with the necessary fees directly to this University before the last date. 5. The envelope containing application should be marked with "Application for the post of (Name of the post / subject Applied for)". 6. The initial appointment will be on the minimum of pay Band and AGP. The allowances like D.A., H.R.A., etc. will be admissible as per University / State Government norms. 7. For the Post of Serial No. 10,31 and 32 Appointment will be continue after every financial year subject to approval of the Director, Social Justice and Welfare Department of Government of Gujarat. 7. Benefit of newly defined pension scheme is applicable as per the State Government norms. 8. A Candidate shall initially be appointed on one year probation in the First Instance. The period of probation may however be extended for a period of two years in special circumstances. At the end of probation period. The University employee shall be either confirmed or relieved. 9. For the Post of serial No. 1 to 31 maximum age limit is 55 years as on last date of submission of application. 10.
