Mishra, Chairman, Education Committee (Ayurved) Agenda Item No.1 Confirmation of 121 st meeting of Executive Committee held on at New Delhi. It was noted that the minutes of 121 st meeting of Executive Committee held on were circulated to all the members of the Council for ratification in the meeting of Central Council of Indian Medicine held on The same were ratified by the Council, therefore, the Executive Committee confirmed the minutes of 121 st meeting of the Committee. 1122ec

2 Agenda Item No.2 Ratification of the minutes of Sub Committee held on It was noted that the meeting of Sub-Committee (constituted by the CCIM in its meeting held on to consider the representations/compliance report received from the colleges) was held on The minutes of the Sub-Committee are as under:- i) Consideration of visitation report of Dharma Ayurved College, Perumbudur, Tamilnadu It was noted that the Sub-Committee considered the verification report of the visitors held on The Sub-Committee was of the opinion that though there has been improvement in respect of appointment of new teachers, hospital beds and establishment of Laboratories etc. but it is not as per Minimum Standards and Requirements of CCIM. Considering the recommendations of visitors and also existence of only few colleges in Tamilnadu State, it was decided that admission of forty students for the year be permitted with strict warning that if shortcomings are not fulfilled by the college within six months it will not be possible for the Council to permit admission for next year. The college be asked to report quarterly improvement made by the college in various aspects of Minimum Standards and Requirements. The Executive Committee ratified the decision of Sub Committee. ii) Consideration of visitation report of Ayurved Mahavidyalaya, Coimbatore It was noted that the Sub-Committee considered the verification report of the visitors held on The Sub-Committee was of the opinion that though there has been improvement in respect of appointment of new teachers, hospital, beds and establishment of Laboratories etc. but it is not as per Minimum Standards and Requirements of CCIM. Considering the recommendations of visitors and also existence of only a few colleges in Tamilnadu State it was decided that admission of forty students for the year be permitted as per previous year with strict warning that if shortcomings are not fulfilled by the college within 6 months it will not be possible for the Council to permit admission for next year. 3 iii) Consideration of visitation report of Shri Kalabhairaveshwara Swami Ayurved Medical College, Bangalore It was noted that the Sub-Committee considered the verification report submitted by the visitors held on Verification was conducted based on Government of India letter No.R.13011/09/2003-EP dated The verification report shows that there are only 50 beded functional hospital attached to the college. It was also pointed out that though a large number of persons have been named as teachers of the college, but there are only 21 teachers in the college. The Sub-Committee decided that a photocopy of the visitation report should be sent to Government of India with the request of that recommendations for addition of 10 more admission capacity in this college may not be considered now in view of the verification report. The Executive Committee ratified the decision of Sub Committee. It was also decided that 2-3 programmers be appointed on contract basis for computerization of information of the institutions of ISM. Agenda Item No.3 Ratification of the minutes of Sub Committee held on It was noted that Vasant Dada Patil Ayurved College, Sangli was visited by the visitors of the Council on The visitation report was considered by Education Committee (Ayurveda) and Executive Committee in their meetings held on 28 th & respectively. The Executive Committee did not agree to grant permission to admit students for the session and till the shortcomings fulfilled by the college. The shortcomings were intimated to the college for fulfillments. The compliance submitted by the college was considered by President, Vice-President(Ay.) and Chairman, Education Committee(Ay.) decided as under:- It is evident from the Maharashtra Govt. letter dated 6 th July,2004 that 8 more teaching posts have been sanctioned to this college. There is also improvement in other aspects. Therefore, we may permit admission of 40 students for graduate course during The Executive Committee ratified the decision of Sub Committee. 3122ec

4 Agenda Item No.4. Approval of Annual Report and Audited Accounts of the Central Council of Indian Medicine for the year It was noted that draft Annual Report of the Central Council of Indian Medicine for the year to be laid down on the Table of both Houses of Parliament as usual has been prepared. The Audit of the Accounts of the Council for the year was conducted by the Auditors of DGACR from to The Audit report is still awaited. The same will be placed before the Committee as and when received. The earlier report for the year was placed before the Parliament on The Executive Committee went through the draft Annual Report and suggested amendment on page No.10 to exhibit the member of Executive Committee as office bearer as was suggested earlier and approved the same. Agenda Item No.5 Quarterly Progress Report of Central Council of Indian Medicine Court Cases and Counter Affidavits dealt with during the months of April, May and June,2004. It was noted that the 120 th meeting of Executive Committee at its meeting held on while approving the decision taken by the President for appointment of Shri Sunil Kumar Sharma, Advocate as Retainer of the office of the Central Council of Indian Medicine has decided that Progress Report of Court cases should be placed before the Executive Committee in its meeting from time to time. Shri Sunil Kumar Sharma, Advocate Retainer of the Council vide his letter dated submitted the quarterly report of court cases/ Counter Affidavits dealt by him during April,2004 to June,2004. The Executive Committee discussed the matter and decided that Members desired following more informations:- 1. Brief note of Writ (content of writ) 2. 5 Agenda Item No.6 Ratification of recommendations of meeting of Departmental Promotion Committee to be held on at New Delhi. It was noted that the meeting of Departmental Promotion Committee to consider the cases of the employees of the Council under Assured Career Progression Scheme could not held due to lack of time. Agenda Item No.7 Consideration of Inspection Report received from Director General of Audit, Central Revenues on the accounts of Central Council of Indian Medicine New Delhi for the year It was noted that the Director, A&G II Office of the Director General of Audit, Central Revenues, New Delhi vide their letter No.AMGI/IR/CC.of Indian Med./04-05/399 dated Nil forwarded local Inspection Audit Report on the accounts of Central Council of Indian Medicine for the year In this connection, it was further noted that Audit of the Accounts of the CCIM for the year was conducted by the Auditor of DGACR from to Executive Committee decided to constitute a Sub Committee consisting of following members to prepare proper reply to furnish the DGACR within stipulated period:- 1. Dr. Abdul Mobin Khan 2. Dr. Madan Sarup Gupta 3. Vaidya Raghunandan Sharma 4. Dr. MA Kumar It was also decided that both side boarding pass with original ticket must be submitted by the members otherwise no payment should be made. Addl. Agenda Item No. 1. Allocation of Grant allocated by the Ministry to Central Council under Plan for the year It was noted that Budget Estimate amounting to Rs lakh for the year was submitted to the Ministry for sanction for 12 schemes. 6 Welfare, Deptt. of Ayush allocated only Rs lakh against Rs lakh proposed by the Council for the year The Executive Committee discussed the matter and decided to refer the matter to Sub Committee constituted under Agenda Item No.7. Addl. Agenda Item No.2. Ratification of Action taken by Vice President (Ay.) It was noted that a Delegation of practitioners of ISM of Haryana State whose qualifications are included in the Second Schedule to the IMCC Act, 1970 met the Vice President (Ay.) & Vice-President (Siddha) and explained the problems facing in Haryana state regarding practice in Gynecology and Obstetrics. The Vice-President (Ay.) and Vice President (Siddha) observed that the theory and practical training of the following is included in the syllabus of graduate course of ISM prescribed by CCIM and they are competent for treating such patients. Prescribed treatment of excessive bleeding per vaginum with presence of non-viable product of conception, haemorhage in early pregnancy. Dilatation and curette procedure for various Gynecological condition like Dysmenorhhea, Dysfunctional uterine bleeding infertility, uterine polyps, Hydatiform mole (Vascular Mole) Cervical deformities etc. It may also be stated that Notification No. 8-5/96-AY. (MM) dated issued by this Council is self explanatory in this regard. Vice-President (Ay.) directed that a letter on above, addressed to the Secretary, Govt. of Haryana be issued. Accordingly, a letter No. 8-5/2004-MM dated was issued to Finance Commissioner-cum-Health-Secretary, Haryana, Chandigarh abtracts reads as under:- That the theory and practical training of the following is included in the syllabus of graduate course of ISM prescribed by CCIM and they are competent for treating such patients. 7 It may also be stated that Notification No.8-5/96-Ay. (MM) dated issued by the Council is self-explanatory in this regard. submitted for ratification please. The Executive Committee ratified the same. Addl. Agenda Item NO.3. Restoration of Intake capacity of previous year s of Dada Sarup Singh Naik Ayurved Mahavidyalaya, Dhule. It was noted that Dada Saheb Surupsingh Naik Ayurved Mahavidyalay, Dhule asking to restore the intake capacity i.e. sixty students of year which was reduced in upto 50 and thereafter students. In view of amendment of IMCC Act, 1970 the clarification regarding restoration of intake capacity was asked from the Govt. of India. The Govt. of India vide letter No /01/2003-EP(Part) dated asked to furnish the details of all such proposal whose admission in Under-graduate/Post-graduate course has been decreased/ceased by CCIM instead of seeking general exemption/approval for restoration to this department at the earliest. A copy of the visitation report in pursuance of seats were decreased and the last visitation report with the comparative statement of the facilities with reference to minimum standards may also be sent along with the recommendation. Accordingly matter was submitted to Government of India. Now Government of India is asked for recommendation of the Central Council in this regard. The Executive Committee discussed the matter and decided that relevant Visitation Report be circulated to all members of Executive Committee and by circulation decision be called for as per provision of Clause 8 of Central Council of Indian Medicine (General) Regulations, Addl. Agenda Item No.4. Restoration of Post and scale of pay of Asstt. Registrar (Ayurved) It was noted that Vaidya P.R. Sharma, Secretary CCIM has submitted a representation reads as under requesting stop/not to make the recovery since the matter is sub-judice. With reference to memorandum No.1-26/2001-Estt. Dated on the subject mentioned above, I am to submit that I was appointed as Asstt. Registrar (Ayurved) in the initial pay scale of Rs and not in upgraded pay scale as in the case of other persons. Therefore, the office memorandum issued for me is not maintainable. 7122ec

8 Moreover, Shri VK Mishra, Asstt. Registrar (Regn.) and Hakim GS Reena, Technical Officer (Unani) have filed writ petition No.6451 of 2004 and 6674 of 2004 respectively which were heard by the Delhi High Court on and respectively and the Court has stayed the operation of office memorandum No.1-26/2001-Estt. dated of the Council whereby no recoveries can be made till the cases are pending or till the stay is not vacated by the Court. In view of the above, it was noted that since the Central Councils OM No.1-26/2001-Estt. dated has itself been stayed by the High Court, no consequent action for recovery etc. may be taken against any person to whom the above OM dated has been issued, since the matter is now sub-judice. The Executive Committee discussed the matter and decided that as the matter of fact there are three persons, two went to the Court and they have got stayed and applicability of judgement for third person be asked from the Government of India. Addl. Agenda Item No.6. Approval of Regulation in pursuance of Section 13 (c) of Indian Medicine Central Council (Amendment) Act, It was noted that as per decision of the Central Council in its meeting held on under agenda Item No.6 the meeting of following members was convened on to finalise the draft Regulation to submit the Govt. of India for approval:- 1. Dr. MA Kumar The Executive Committee discussed the matter and decided that Vice- Presidents and Chairmen of respective systems Education Committees will look into matter before sending to Government of India. 8122ec

9 Addl. Agenda Item No.7. Ayurved & Unani Tibbia College, New Delhi It was noted that a letter received from Principal, A& U Tibbia College, Karol bagh, New Delhi regarding re-starting the Post-graduate course in Moalijat (MD) Unani. In this context following facts were placed below for information and necessary orders:- 1. Central Council of Indian Medicine permitted first admission of three students in MD,Moalejat for vide this office letter No.11-34/2002-Unani (2) dated CCIM did not permit admission in MD (Moalejat) for considering the lack of available facilities of teaching and practical training as well as teaching staff for the said course of studies of the college. The Registrar, Delhi University, Principal, A&U Tibbia college and other competent authorities were informed accordingly vide this Council letter No.11-34/2003-Unani (2) dated 18-19/ But despite that the college admitted three students in MD (Moalejat) for the session many days after The Council referred the case for legal opinion which is reproduced below:- Ayurvedic and Unani Tibbia College, Karol bagh, New Delhi was not permitted by CCIM to admit students in Moelijat in Post Graduate course during session as was decided by the Executive Committee of CCIM which was also communicated to the Registrar (Uninversity of Delhi) vide letter date 18/ It has been informed to CCIM that the said college admitted 3 students in MD (Unani) Moelijat inspite of the above directives of the Central Council of Indian Medicine after being permitted by the University. In view of the above, I am of the considered opinion that the act of University in allowing admission in the said college is absolutely unjustified and contrary to the provisions of IMCC Act. The Registrar of the University may be asked as tol how admissions were allowed in Ayurvedic & Unani Tibbia college when specific instructions were given not to allow admissions in the said course and a copy of the said letter may marked to Vice Chancellor of the University. The Secretary, Deptt. of ISM & H, Ministry of Health and Family Welfare, Government of Delhi may be asked as to how they allowed admission in the said course in Ayurvedic & Unani Tibbia College and copy may be marked to the Director of Ministry of Health and Family Welfare, Government of Delhi. In this context Section 13 (B) (2) of IMCC (AMENDMENT) Act,1970 which is self explanatory is given below:- 9122ec

10 Where any medical college opens a new or higher course of study or training including a post-graduate course of study or training without the previous permission of the Central Government in accordance with the provisions of section 13 A, medical qualification granted to any student of such medical college on the basis of such study or training shall not be deemed to be a recognized medical qualification for the purposes of this Act. 4. Shortcomings were conveyed to the competent authorities in respect of visitation of the college made on 13-14,August,2003. But no compliance report has been received. 5.Visitors visited the college on on the basis of their report considering available facilities of teaching and practical training in the college the Central Council did not agree to grant permission for conducting P.G course in Moalijat for session The Registrar, Delhi University, and other competent authorities were informed shortcomings vide this office letter No.11-34/2004/Unani(2) dated Principal A& U Tibbia college informed vide his letter No.F.5 (64)/81-Co/891 dated that Dr.F.R.Misbahi,Reader Moalijat has been retired on The picture of teaching staff for UG and well P.G.classes of Moalejat wan not clearly specified. So the Council sent this letter No.11-11/2004-Unani (2) dated text is given below:- 1. Regarding Department of Moalijat (A) Infrastructure including equipment in detail in department of Moalijat for (a) Under graduate course (b) Post-graduate course (B) Beds allotted for department of Moalijat in the Hospital (C) Diagnostic facilities with details of equipment Further it was noted that no information has been received so far. Report of Dr. Madan Sarup Gupta, Chairman, Education Committee (Unani) in the matter of re-start of M.D. Moalijat for is reproduced below:- On Prof. Abdul Mobin Khan, Vice President, (Unani) phoned me from Mumbai that he is unable to come and I asked to go CCIM on since he had given an appointment to the Principal, A& U Tibbia college for to see him and me. Accordingly, I came to CCIM office. Hakim G.S.Reena, Asstt. Registrar (Unani) told me that some students of the said college want to see me. I permitted one students. He came and on his request I allowed 2 students more. The following students came:- 1. Irshad Shaik (Final Year Student) 2. Mohd.Farooq (Interne) 3. Rohit Choudhary (law Student) President,Delhi University, Soon after, Dr. B.N.Sinha, Principal, of the said college also arrived. Students said they are on strike, I told them CCIM is not aware of it, you are here without any prior information or appointment. But since you have come you can have your say. Students gave me a photocopy of a letter dated addressed to the Principal of the said college, copy to Registrar, CCIM and others from General Secretary Tibbia Medicos Association, A&U Tibbia (Medical) college, Delhi. The Principal & Students wanted CCIM to rscind its decision not permit admission of students to Post-Graduate course in Moalejat for session and permit admission in Post-graduate course in Moalejat for academic year I told them that: ec

12 1.CCIM did not permit admission in Post-graduate course in Moalijat for academic year but despite that the college admitted the students. 2. Shortcomings were conveyed to Delhi University, the college and other authorities vide letter No.11-34/2004-Unani dated According to visitation report of the college dated Leaving aside other shortcomings, the college does not have minimum teaching staff as prescribed by CCIM even for Under graduate course. For Post-Graduate course in Moalijat also, it is lacking Principal said he had given a letter dated to the Secretary, CCIM it may considered. I went through the said letter (Letter F.5 (64)/81-CO)/Part file ) 80 dated office receipt No.3278 daed and enquired from the Principal if Dr.F.R.Misbahi who retired on was approved as Reader by Delhi University and If Dr.Ahmad yasin, Reader who has been shifted from department of Hifzan e-sehat to department of Moalejat in Delhi University is approved Reader in Moalijat. He replied there is no University approved Reader in the college including myself. College has lecturers in the grade of Reader. I said requirement of Central council of Indian Medicine is University approved teachers (Professor/Reader/Lecturer. New College has informed as under:- 1. We are pursuing to engage one retired teacher (in Reader capacity) in the department of Moalijat for PG Classes, as already approved by the screening committee constituted by Govt. of NCT of Delhi. 2. We have already sent a proposal to the competent authority for publishing of the adbvertisement in the newspapers for the appointment to the post of Reader in the Department of Moalijat along with post of Readers in the Department of Kayachikitsa & Kriya Sharir in the pay scale of Rs The proposal for creation of 22 posts of different categories (6 Professors, 3 Readers and 1 Lecturer in Ayurved and 6 Professors, 3 Readers and 3 Lecturer in Unani) has already been approved by the department of Administrative Reform Planning and & Finance. At present this proposal is under consideration of Hon ble Lt. Governor. 4. We are going to start a newly constructed 60 beded Maternity Centre within 15 days to enhance the bed capacity of the Hospital from 150 to 210. Separate 105 beds for Ayurveda Medicine and 105 beds for Unani Medicine ec

We has sent a proposal to the Forest Department Government of NCT of Delhi for development/maintenance of Plantation of Medicinal Plants in the Herbal Garden/Herbarium of the A&U Tibbia College. 6. We have already placed the order for purchase/supply of Journals to the Publishers/ Distributors to strengthen the library for UG & PG students. We have also engaged Urdu-knowing person in the library to assist the Asstt. Librarian. 7. For appointment of Group A posts, UPSC is the competent authority and to fill up the 34 posts of lectures (Ayurved/Unani) are lying pending with. The Executive Committee discussed the matter and did not agree to grant permission for conducting PG Course in Moalijat. Addl. After receipt of NOC from Maharashtra University of Health Sciences, Nasik and Government of Maharashtra, the college was visited on by the visitors of CCIM to assess the available facilities for teaching and practical training for conducting Ayurvedacharya Course. 2. After assessing the available facilities of teaching and practical training, Central Council permitted the college to make admission forty (40) students for the session subject to the affiliation of the University and permission of the State Government. 3. Later on, University did not grant affiliation to this college reason best known to the University. 4. College filed a writ petition No.3679/2004 in the Judicature of Hon ble High Court of Mumbai. Hon ble High Court has directed to the University to grant the affiliation to the college. Abstract of the Judgement is as under:- The respondent University is directed to consider the application made by the Petitioner for the first time affiliation expeditiously after getting permission from the CCIM and the State Government and after removing the deficiencies. It is need less to say that the University shall not reject the application made by the Petitioner on the ground of perspective plan. 5. Mahrashtra University of Health Sciences, Nasik has granted affiliation to the college subject to permission of the Central Council of Indian Medicine and State Government (copy enclosed). As per instruction of the President, CCIM the proposal has been forwarded to Government of India for taking necessary action at their end. 18 It was noted that a letter of University of Kerala dated and subsequent reminder dated asking to give appropriate directions to University and assuring that Preliminary Examination will be conducted by Universities only in future. In this regard following facts were placed below:- (1) It was noted that it was came to the notice of the Central Council that Preliminary examination (after completion one year) of Post Graduate Course of Ayurved are being conducted by college not by the University. The letter were issued by the Council regarding to preliminary examination should be conducted by University only not by college. The University of Kerala was informed that the examination were conducted by the college under following confusion:- Regulation prescribe by CCIM say that the preliminary exams at the end of one academic year after admission will be conducted by Institution. In this regard IMCC Act, states as under:- (f) medical institution means any institution within or without India which grants degrees, diplomas or licences in Indian medicine; However, it was informed by the University that the examination was conducted one time. But after receipt of the letter of Council no examination will be conducted by college. In view of the letter of Council University has not declared the result of students examined by the college. If agreed it may be informed to the University as under:- Since the University is the degree awarding authority, it has to conduct examinations and should not leave it to the college concerned. Therefore, in the above case, the preliminary examination should be conducted by the University only. However, if the University is satisfied with the examination conducted by the institution, it may declare 18122ec

19 the results but the Regulations/instructions of the Central Council should be followed in letter and spirit and this practice should not be followed in future. The Indian Medicine Central Council (Post-graduate education) (Amendment) Regulations, 1994 are mandatory and they should be followed in toto without any deviation. Further a Writ Petition No /2004 has been also filed by the Students and Hon ble Court has given one month time to file the view. Similar request has been received of University of Calicut. The Executive Committee discussed the matter and decided that Central Council has no objection if University satisfy with the examination conducted by the College. Further, it was decided that University should be asked to follow the regulations prescribed by CCIM in toto and examination should be conducted by University only in future. Addl. Agenda Item No.11. Permission to three Ayurved Colleges of Rajasthan It was noted that visitation report of three colleges i.e. MMM Government Ayurved College, Udaipur, Bhanwar Lal Dugar Ayurved Vishwabharti Sardar Shahar and Parasurampuriya Ayurved College, Sikar were considered by Central Council and decided not to grant permission to these colleges. Accordingly, the letters were issued alongwith shortcomings. Secretary to Government of Rajasthan, Medical Health and Ayurveda Department vide letter No.25(6) Ay./2000-Pt. Dated has given assurance that all the shortcomings informed by Central Council of Indian Medicine will be fulfilled very shortly by the concerned colleges. Government of Rajasthan has assured to convert the designation of Demonstrator to Lecturer. Request to extend the permission granted of the year for the year It was noted that a visitation report of Bapuji Ayurved Medical College & Hospital, Shimoga was considered by 121 st Executive Committee at its meeting held on and did not agree to grant permission for the session Accordingly letter was issued to the college in response to the same Bapuji Ayurved Medical College & Hospital, Shimoga requested vide their letter No.1490/BAMS/04 dated which is as follows:- 1. The Bapuji Ayurved Medical College & Hospital, Shimoga was established during the year The Central Council after assessing the available facilities of teaching and practical training was permitted to the college for taking admission 40 students since its inception. 3. The Society has and had full trust in the instruction of CCIM. 4. On the basis of some misunderstandings college was made admission of Sixty admission for the session without the permission of CCIM but admission of 60 students were made with the permission of State Government and affiliation of the Rajiv Gandhi University of Health Sciences, Bangalore. 5. Later admission of 60 students made for the year were regularized by the CCIM, but college wrongly made admission 60 students for the session and in anticipation of permission of the CCIM. 6. However, I accept it college should not made admission beyond the intake capacity sanctioned by the CCIM. 7. Now I request to you that college shall never made admission beyond the intake capacity sanctioned by CCIM. The matter of unauthorized admission made during the above said sessions may be regularized and college may be allowed to take admission In this regard the State Government and University were also agreed to regularized admission made by the college. 9. About 110 colleges have not been proposed for visitation for this year and permission has been extended as per previous year. But only this college has been left ec

22 In this regard it was also noted that a letter No.ISM 10 DEV (3)/ dated received from the Director of ISM & H, Government of Karnataka, Bangalore furnish the clarifications regarding admission for the academic year as follows:- 1) The Government of Karnataka in their Government Order No. Akuka/295/PIM/2001 dated increased seat capacity from 40 to 60 from academic year. Rajiv Gandhi University of Health Sciences, Bangalore in their Syndicate Meeting proceedings held on increased seat capacity from the existing 40 seats to 60 seats. 2) This Directorate had allotted 09 students under Government quota to the concerned college during ) As per the directions given by the State Government and Rajiv Gandhi University of Health Sciences the concerned college had admitted 60 students for 1 st year BAMS during ) Hence permission may kindly be granted to allow the concerned college for taking 60 students during academic year and onwards. The Executive Committee discussed the matter and after great deliberation decided that permission of admission of 40 students granted for the year be extended for the year Addl. Agenda Item No.13. Shri SBS Ayurvedic Medical College, Mundargi It was noted that a visitation report of SBS Ayurvedic Medical College, Mundargi was considered by 121 st Executive Committee at its meeting held on and did not agree to grant permission for the session Accordingly letter was issued to the college in response to the same Shri SBS Ayurvedic Medical College, Mundargi submitted its compliance report as under:- Teaching Staff We have appointed another 4 PG qualified teacher. Now there are 24 teachers working in our institution ijn which there are 7 PG qualified, 4 teachers are completed their graduation before 1989 and 2 teachers are deputed to MD so, presently we have sufficient teaching staff and hardly trying to fulfill the rest of vacant posts by giving advertisement in daily newspaper. (List of teaching start is enclosed along with their certificate of newly appointed teachers ec

23 Area and Land Building We have already acres of land in which Sq.ft. is constructed for college building now our college is shifted in a new building and we have 5600 Sq.ft. rented building and we have 5600 Sq.ft. rented building for hospital. Now we have Sq.ft. building for our college and hospital and 2 nd phase of building construction of work is in progresses as per plan. We have already provided the required space in each and every department in our own college building. And we have provided the required space for 100 beded full pledge hospital OPD Laboratory and Panchkarma facility is also provided in a rented building (in 5600 Sq.ft. covered area). Library After inspecting, we have placed an order for 1500 more books. Out of which, we have received 500 books remaining 1000 books will be received very soon (Copy of books receipt is enclosed herewith). Dissection Hall We have provided 1400 Sq.ft. area for the dissection hall in our own new building and now one cadaver is available for teaching and practical training to the students. Hospital At the time of inspection, we have 75 beds in our hospital. Now we have added 25 more beds so our hospital is 100 beded and sufficient space (5600 Sq.ft.) is provided and 7 more OPDs including Shalya Shalakya Panchkarma have been also set up and bed occupancy has been increased. Laboratory The laboratory has been set up by providing sufficient space. We have appointed a qualified Lab technician for our laboratory. Pharmacy The sufficient space has been provided for Pharmacy in our new building. Herbal Garden We have provided 5 acres of land for herbal garden and more plants have been planted during this year. Operation Theater space in our hospital. Minor operation theater has been set up by providing sufficient Panchkarma Panchkarma has been set up by providing sufficient space in our hospital. 24 Addl. Agenda Item No.14. Resolution of the Vice-Presidents It was noted that following resolution was placed before the Executive Committee. As per CCIM Regulations and IMCC Act, 1970 every Vice-President shall look into the matter related with their system first and thereafter it will go to the President for ratification. Similarly any policy matter first be present to the respective Vice-Chairman, thereafter it should go to President for ratification by this way so many problems comes day to day will be sorted out. The Executive Committee decided that Ayurveda, Unani and Siddha Committees and their Chairmen shall act as per IMCC Act, 1970 and Regulation made thereunder. Addl. Agenda Item No.15. Taj Tibbia College & Rasheedia General Hospital, Nagpur It was noted that Taj Tibbia college & Rasheedia General Hospital, Nagpur vide letter No.TTC/RGH/ /55 dated stated that:- It is pointed that after the Council refused permission to admit the students, the health University had withdrawn its affiliation. However, if the Council grants a fresh permission the affiliation of the University could be restored. You are, therefore, requested to kindly accord your permission to admit students for the year onwards immediately otherwise the desirous students will take admission in other colleges. It was noted that a letter No.2004/Adm/186 dated was received from Saifia Hamidia Unani Tibbia College, Burhanpur regarding Restoration of intake of 50 seats for and onwards stated as under:- That there was an intake of 50 seats in Saifia Hamidia Unani Tibbia College, Burhanpur for admitting the students to BUMS course for the last so many years. That for the academic year as our intake of 50 has been reduced to 40, it will cause a perpetual loss of the fees of 10 students for entire course that is four and a halfyear to the institution. Sir, in view of the perpetual financial loss caused to the institution due to reduction in an intake of 50 to 40, I request your goodself to kindly look in our case sympathetically and restore our intake of 50 for and further and oblige. Executive Committee noted that intake capacity of this college wrongly mentioned in the minutes of Education Committee (Unani) and Executive Committee i.e. 40 instead of intake capacity for the session should be fifty (50). In OPD Unani Medicines are used and for emergency some modern medicines are also available in the hospital because our hospital and college is situated on national high way. Dissection Hall It was made in 1993 and now we are going to enlarge preservation tank is available now. Para Medical Staff is there in as per requirements staff nurse is available at this time.
