Minutes of the Executive Committee Meetings held on 14 th & 15 th June, 2005, 30 th June, 2005 and 11 th July, 2005 Confirmation of. the Executive Committee of the Council confirmed the minutes of the meetings of the Executive Committee held on 14 th & 15 th June, 2005, 30 th June, 2005 and 11 th July, Minutes of the last meetings of the Executive Committee Action taken thereon. the Executive Committee of the Council noted the action taken by the office on the various items included in the agenda of the Executive Committee meetings held on 14 th & 15 th June, 2005, 30 th June, 2005 & 11 th July, Pending items arising out of the decisions taken by the Executive Committee. the Executive Committee of the Council noted the list of pending items arising out of the decisions of the Executive Committee. 4. Approval of Smt. N.H.L. Municipal Medical College, Ahmedabad for the award of MBBS degree granted by Gujarat University for increased number of seats i.e Read: The Inspection report (2 nd & 3 rd August, 2005) carried out to assess the undergraduate teaching & training facilities available at Smt. N.H.L. Municipal Medical College, Ahmedabad alongwith standard of examination held under Gujarat University for the increased number of seats from 100 to 150. the Executive Committee of the Council considered the Council Inspectors report (2 nd & 3 rd August, 2005) and decided to recommend that Smt. N.H.L. Municipal Medical College, Ahmedabad be approved for the award of MBBS degree granted by Gujarat University for the increased number of seats i.e. 100 to Indian students seeking admission in MBBS course in China and the likely arrangement with medical colleges in Nepal for the award of degree by these recognized institutions in Nepal. Read: The letter dated from the Counsellor, (I & C) Embassy of India, Beijing received through the Govt. of India, Ministry of Human Resource Development with regard to Indian students seeking admission in MBBS course in China and the likely arrangement with medical colleges in Nepal for the award of degree by these recognized institutions in Nepal. the Executive Committee of the Council considered the letter dated from the Counsellor, (I & C) Embassy of India, Beijing received through the Govt. of India, Ministry of Human Resource Development and decided that the students admitted in the colleges recognised under Section 12(2) of the Indian Medical Council Act, 1956 have to complete their full course of study in that college itself. The students admitted in the medical institutions in China cannot be permitted to do part of their study in Nepal in a college recognised U/s. 12(2) of the Indian Medical Council Act, 1956 and the degree awarded by the college in Nepal which is recognised as per Section 12(2) of the IMC Act cannot be accepted a recognised degree if the students has done part of the training in China and part in Nepal. the Executive Committee of the Council further decided that this may be given wide publicity by publishing it on the website of the Council and a copy of this decision may also be 2
3 communicated to Ministry of External Affairs, Govt. of India as well as other concerned authorities. 6. Draft Central Legislation to govern admission and fee structure in private professional institutions being circulated for seeking views of the stakeholdersregarding. Read: The Draft Central Legislation to govern admission and fee structure in private professional institutions being circulated for seeking views of the stakeholders. the Executive Committee of the Council decided to constitute a SubCommittee with the following members to give the comments/views/suggestions on the Draft Central Legislation to govern admission and fee structure in private professional institutions: 1. Dr. Ved Prakash Mishra 2. Dr. K.P. Mathur 3. Dr. S.K. Agarwal the Executive Committee of the Council requested the SubCommittee to submit its report within 15 days. 7. All India Medical & Engineering College Association Chennai Memorandum containing the grievances and suggestion from the members of the private unaided minority, nonminority and self financing professional colleges. Read: The report of the SubCommittee constituted by the Executive Committee at its meeting held on in the above matter. the Executive Committee of the Council perused the report of the SubCommittee and noted that the replies to question 5,7,8,9 and 14 need further elaboration. In view of above, the members of the Adhoc Committee appointed by the Hon ble Supreme Court and of the Executive Committee of the Council decided to refer the report back to the SubCommittee with a request to resubmit the report. 8. Approval of Minutes of the meeting of the Teachers Eligibility Qualification Subcommittee held on the Executive Committee of the Council considered the minutes of the TEQ SubCommittee held on and decided to request the TEQ SubCommittee to elaborate/modify the item nos. 6,10, 15 and 16. the Executive Committee of the Council further decided that after modification of the minutes, the same be placed before the President (Acting) for approval. 9. Request for resignation as Advocate on Retainership by Sh. Kiritiman Singh and appointment of Advocate of Retainership. Read: The request for resignation as Advocate on Retainership by Sh. Kiritiman Singh and of Mr. J.S. Bhasin for appointment as Advocate on Retainership. the Executive Committee of the Council noted the letter dated from Shri Kirtiman Singh informing the Council that he would not be able to continue any longer as Retainer Advocate for the Council. 3
4 the Executive Committee of the Council further noted that Shri J.S. Bhasin, Advocate has requested the Council to appoint him as Retainer Advocate and it was decided to appoint Shri J.S. Bhasin, Advocate as Retainer Advocate for the Council. 10. Notification regarding use to modern medicine by practioners of Indian Systems of Medicine under Section 2 (1) of INC Act, Read: The notification regarding use to modern medicine by practionors of Indian Systems of Medicine under Section 2(1) of INC Act, 1970 alongwith the recommendations of the Ethics Committee. the Executive Committee of the Council considered the decision of the Ethics Committee taken at its meeting held on 23 rd and 24 th June, 2005 and decided to obtain legal opinion for further consideration of the matter. 11. Clarification as requested by Dr. H. S. Kalra. Read: The clarification as requested by Dr. H.S. Kalra alongwith the recommendations of the Ethics Committee. the Executive Committee of the Council considered the decision of the Ethics Committee taken at its meeting held on 11 th and 12 th July, 2005 and decided to refer back the matter to the Ethics Committee to rewrite the decision. 12. Dr. S. Nijalingappa Medical College, Bagalkot Renewal of permission for admission of 4 th batch of MBBS students for the academic session Read: The compliance verification inspection report (4th August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of 4 th batch of MBBS students for the academic session at Dr. S. Nijalingappa Medical College, Bagalkot The members of the Executive Committee and the ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection report of the inspection carried out by Council inspectors on and observed as under: 1. Shortage of staff: 4 (a) (i) (ii) (iii) (iv) (b) (i) (ii) The shortage of teaching faculty is 8.54% as under: Professor: 1 (Orthopaedics) Associate Professor: 2 (1Anatomy, 1Biochemistry) Assistant Professor: 6 (3Anatomy,1Pharmacology,1Psychiatry, 1Obste. & Gynaec.) Tutor: 1 (Forensic Medicine) The shortage of Residents is 7.89% as under: Sr. Resident 4(1Tb & Chest, 1Psychiatry,1Surgery,1O.G.) Jr. Resident 2 (1Tb & Chest, 1Surgery) Dr. S.S. Shetty, Asstt. Prof. of Anatomy and Dr. M.M. Ghanghad, Asstt. Prof. of Pharmacology are not eligible to be considered as teaching faculty as they will not possess M.Sc. from medical faculty as required under the regulations. 2. The clinical material is still inadequate in terms of number of deliveries and radiological & laboratory investigations as under:

Histopatholgy and cytopathology investigations are too low. 4. The deficiency of RHTC building is partially rectified as the college has taken on rental basis one more house to be utilized for hostel for lady interns. 5. Only 28 quarters are available for teaching staff inside the campus which is inadequate. The additional residential quarters for the teaching staff of the medical college are still under construction. 6. Other observations/remarks as in the report. Accordingly, the members of the Executive Committee and of the ad hoc Committee appointed by the Hon'ble Supreme Court, having regard to the persisting deficiencies as pointed out above decided to reiterate its earlier decision to recommend to the Central Govt. not to grant the Renewal of Permission for admission of 4 th batch of students for the academic session at Dr. S. Nijalingappa Medical College, Bagalkot under Section 10A of the Indian Medical Council Act, M.V.J. Medical College & Research Hospital, Bangalore Renewal of permission for admission of fresh batch of MBBS students for the academic session Read: The compliance verification inspection report (2nd August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of fresh batch of MBBS students for the academic session at M.V.J. Medical College & Research Hospital, Bangalore. The members of the Executive Committee and the ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection report of the inspection carried out by Council inspectors on and the representation dt received from the college through Central Govt. vide letter dt and observed that the first batch at this college was admitted in which has entered into IX semester. Hence the college is required to create infrastructure, teaching, hospital and other facilities as per IV renewal. In view of the matter, the members of the Executive Committee and of Adhoc Committee decided as under: 1. Shortage of teaching staff: a) The following staff members cannot be considered as teaching staff members due to reasons shown against each: Sl.No. Name Designation Department Remarks 1. Not eligible for Associate Professor as he does not possess the requisite teaching experience of 5 years as Assistant Professor as required under the Norms. i) Professor 2 (Biochemistry1, Pathology1) ii) Asso. Professor 4 (Tb & Chest1, Psychiatry1, Anaesthesia.2) iii) Asst. Professor 1 (Forensic Medicine1) iv) Tutor 1 (Pathology 1) 2. The total land area of college and hospital is 26.5 acres divided into 3 separate parts viz and 6.5 acres respectively. The 12 acres sub plot of land in which college is located is behind another 8 acre sub plot where hospital is located. These two sub plots are separated by a village road. The 3 rd plot of land of 6.5 acre is across NH4 Highway where presently there is no construction. The medical college occupies a 3 storied building in the sub plot of 12 acres. The hospital is located in a 5 storied building in another sub plot of 8 acres. 3. Composition of clinical units is not as per Council requirement. Clinical units are yet to be constituted in TB & Chest and Psychiatry. 5. Clinical material is inadequate in terms of OPD attendance, surgical operations, deliveries and xray investigations as under: Daily Average On OPD attendance

Scan (OP+IP) Nil 30 (OP+IP) 20 Nil In Radiodiagnosis Department, the deficiency of four mobile units is still persisting. TLD badges are yet to be issued matter is under correspondence. 7. OPD and indoor registration are only manual. 8. Only 8 operation theatres having total 8 tables against the requirement of 10 at this stage. There is no CCTV available. 9. ICCU and Medical ICU have got 18 beds and 2 patients. All available equipments are shared. NICU and PICU have got 4 beds each and equipped but there were no patients. SICU has got 7 beds and equipped but there are no patients. Burns ward has 4 beds and is not equipped and there are no patients. 10. Eclampsia room does not have any resuscitation equipments. 11. Glove inspection machine and instrument washing machine are not available in CSSD. 12. EPABX is not installed. 13. Accommodation for residents is inadequate as it is available only for 61 against for 114 required at this stage. 14. Total accommodation for 104 Nursing staff is available, which is inadequate. 15. No postmortems are conducted in the mortuary. 16. Number of books in the departmental library of TB & Chest, Skin & VD, Psychiatry, OtoRhinoLaryngology and Radio Diagnosis are inadequate. 17. Blood Bank is presently not functional. 18. Other observations/remarks as in the report. Accordingly, the members of the Executive Committee and of the ad hoc Committee appointed by the Hon'ble Supreme Court, having regard to the persisting deficiencies as pointed out above decided to reiterate its earlier decision to recommend to the Central Govt. not to grant the Renewal of Permission for admission of fresh batch of students for the academic session at MVJ Medical College, Bangalore under Section 10A of the Indian Medical Council Act, Mediciti Institute of Medical Sciences, A.P. Renewal of permission for admission of 3 rd batch of MBBS students for the academic session Read: The compliance verification inspection report (2nd August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of 3 rd batch of MBBS students for the academic session at Mediciti Institute of Medical Sciences, A.P. The members of the Executive Committee and the Ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection report and additional documents supplied by the college regarding teaching experience of the faculty present at the
8 time of inspection and verified by the inspectors and came to conclusion that the deficiency of teaching faculty was less than 5%. In view of the above, the members of the Executive Committee and Adhoc Committee decided to recommend to the Central Govt. to grant renewal of permission of admission of 3 rd batch of students with 100 intake to this college for the academic year Swami Vivekanand Institute of Medical Sciences, Valia Renewal of permission for admission of fresh batch of MBBS students for the academic session Read: The compliance verification inspection report (2nd August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of fresh batch of MBBS students for the academic session at Swami Vivekanand Institute of Medical Sciences, Valia. The members of the Executive Committee and the ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection report of the inspection carried out by Council inspectors on and observed as under: 1. Staff shortage is as under: a) Faculty shortage is 16.10% i) Professor 1 (1Paediatrics) ii) Associate Prof. 3 (1Physiology, 1Biochemistry, 1 FMT) iii) Asstt.Prof.5 (1Anatomy,2PSM, 1Psychiatry,1Genl.Surg.) iv) Tutors 10 (2Anatomy,2Biochemistry,2Pathology,2Pharmacology, 2PSM) b) Shortage of residents 23.94% i) Sr. Resident 9 (Med.1, Skin1, Psy.1, Paed.2, Genl.Surg.4) ii) Jr. Resident 7 (Paed.4, OBG 3) 2. The clinical material is inadequate in terms of bed occupancy, OPD attendance, operative work and xray investigations as under : Day of Inspection OPD Attendance 750 Bed Occupancy 70% Major Surgeries 4 Minor Surgeries 7 XRay Investigations The number of radiological investigations is not commensurate with the number of patients claimed to have been attending the hospital as outdoor and indoor patients. 4. The PHCs. are under the financial and administrative control of Govt. of Gujarat and the college is allowed to use the facilities for teaching purposes. Deficiency remains as it is. 5. UHC is under the financial and administrative control of the private trust. There are no LecturercumMedical Officer having M.D. (PSM) is posted. Deficiency remains as it is. 6. Accommodation for nurses within the campus is inadequate. Nursing facilities are not available. 7. Total accommodation available for boys, girls and residents is 448 in 4 blocks of 112 each. This is inadequate against the total requirement of 525 i.e. 400 students and 125 residents. 8. Some of the roads in the hospital and college are still not pucca roads. 8
9 9 9. Permission for conducting postmortems is not yet available. 10. Other observations/remarks as in the report. Accordingly, the members of the Executive Committee and of the ad hoc Committee appointed by the Hon'ble Supreme Court, having regard to the persisting deficiencies as pointed out above decided to reiterate its earlier decision to recommend to the Central Govt. not to grant the Renewal of Permission for admission of 4 th batch of students for the academic session at Swami Vivekananda Institute of Medical Sciences & Research Valia, Gujarat under Section 10A of the Indian Medical Council Act, Kesar Sal Medical College & Research Institute, Ahmedabad Renewal of permission for admission of 2 nd batch of MBBS students for the academic session Read: The compliance verification inspection report (4 th August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of 2 nd batch of MBBS student for the academic session at Kesar Sal Medical College & Research Institute, Ahmedabad. The members of the Executive Committee and the Ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection report and decided to recommend to the Central Govt. to grant renewal of permission of admission of 2 nd batch of students with 100 intake to this college for the academic year Aarupadai Veedu Medical College, Pondicherry Renewal of permission for admission of 6th batch of MBBS students for the academic session Read: The compliance verification inspection report (6 th August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of 6 th batch of MBBS student for the academic session at Aarupadai Veedu Medical College, Pondicherry. The members of the Executive Committee and the Ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection report alongwith the letter from Ministry of Human Resources Development dt forwarded by the Ministry of Health & Family Welfare vide its letter dt and decided to recommend to the Central Govt. to grant renewal of permission of admission of 6 th batch of students with 100 intake to this college for the academic year M.E.S. Medical College, Malapuramba, Calicut Renewal of permission for admission of 2 nd batch of MBBS students for the academic session Read: The compliance verification inspection report (6 th August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of 2 nd batch of MBBS student for the academic session at M.E.S. Medical College, Malapuramba, Calicut. The members of the Executive Committee and the Ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection report and decided to recommend to the Central Govt. to grant renewal of permission of admission of 2 nd batch of students with 100 intake to this college for the academic year Kempegowda Instt. of Medical Sciences, Bangalore Restoration of MBBS seats. Read: The compliance verification inspection report (9 th August, 2005) of Kempegowda Instt. of Medical Sciences, Bangalore for restoration of MBBS seats. the Executive Committee of the Council considered the inspection report (10 th August, 2005) and noted the following :

The staff deficiency is more than 5 % as under: Professor 2 (Anatomy1, TB & Chest 1) Reader 2 (Anatomy1, Orthopaedics 1) Lecturer 4 (Medicine2, Anaesthesia 2) Tutors 2 (Pharmacology 1, FM1) 2. Buildings (a) Pre clinical block: is located at a distance of 4 ½ kms. from the Hospital. At present it is occupying Preclinical departments & Pharmacology department. The central library is located at the ground floor of this building. Civil construction work is complete upto the roof of the first floor. Still it is nonfunctional and cannot be occupied. (b) New college building : Work is in progress for the construction of new college building behind the nonclinical teaching block Banashankari. It is nonfunctional at present. Deficiency remains as it is. Para clinical and Auditorium: There is a combined Engineering, Pharmacy and para clinical departments building in the KIMS campus occupying the various departments and colleges as follows: Basement Engineering College Ground Floor KIMS Principal s college office & Management First Floor Microbiology department Second Floor Pharmacy college Third Floor Community Medicine Fourth Floor Pathology Fifth Floor Forensic Medicine Sixth Floor Examination hall Construction activity remains incomplete and hence the deficiency remains the same. 3. Main OPD s are crowded. Dental college continues to exist at the KIMS hospital. Hence, the deficiency exists. 4. Separate hostel accommodation for residents and interns are not provided. Hence, deficiency exists. 5. There is no nurses hostel for the medical college. Hence the deficiency exists. 6. Staff quarters construction is not yet complete. Hence, deficiency exists. 7. In the central library reading room for staff & P.Gs. continues to remain in the passage only. 8. RHTC has no mess facility. 9. Skeleton facilities only are provided in the PHC at Kengeri. 10. Labour room is under equipped and the deficiency remains same. 11. UHTC continues to function from the rented building located just outside the hospital complex with only 2 room facility. 12. For sports and recreation facilities ground is available but not leveled and being used. 13. Other observations/remarks as in the inspection report. In view of the above, the members of the Adhoc Committee appointed by the Hon ble Supreme Court and of the Executive Committee of the Council decided to recommend to the Central Government not to permit restoration of 120 MBBS seats for the academic session in respect of Kempegowda Institute of Medical College, Bangalore.
11 11 It was further decided to recommend to the Central Government for issuance of appropriate instructions by the Central Govt. to the college authorities not to proceed with any fresh admissions in the academic session , since they failed to fulfill the commitment made on behalf of the college to provide all the facilities as per MCI Regulations within the stipulated time. 20. Chhatisgarh Institute of Medical Sciences, Bilaspur Renewal of permission for admission of 5 th batch of MBBS students for the academic session Read: The compliance verification inspection report (9 th August, 2005) of Chhatisgarh Institute of Medical Sciences, Bilaspur for renewal of permission for admission of 5 th batch of MBBS students for the academic session the Executive Committee of the Council considered the inspection report (9 th August, 2005) and noted the following: 1. The conditions imposed by the Govt. of India vide its letter dated had made it obligatory for the college authorities for compliance of all the requirements under the MCI regulations and to provide all the facilities. Each medical college/institution, as per Regulation 7(6) of 1997 Regulations of the MCI, is obliged to commence the teaching and training in the MBBS course from 1 st of August of each academic year. The members of the Executive Committee and of the Adhoc Committee appointed by the Hon'ble Supreme Court also considered a similar situation which had arisen in the year 2003 when in AugustSept. 2003, the Govt. of India had granted renewal of permissions to certain colleges without the recommendations of the MCI. With reference to the provisions of Section 10A of the Act, the Hon'ble Supreme Court had passed a judgement on observing that the Govt. of India will pass orders u/s 10A on the recommendations of the MCI. After the judgement of the Hon'ble Supreme Court dated , Govt. of India had issued show cause notices to those colleges on the issue why the permission for renewal granted in their favour for admissions for the academic year should not be recalled. Subsequently, the Hon'ble Supreme Court passed an order dated in CA Nos /2002 P.C. Kesvan Kuttynayar Vs. Harish Bhalla & Ors: 'Mr. K.N. Rawal, learned Solicitor General states that the Union of India shall forward the responses received by the medical colleges to show cause notice to the Medical Council of India within two weeks. The Medical Council of India will consider them and make appropriate recommendations within two weeks thereafter ' In accordance with the said order dated passed by the Hon'ble Supreme Court, the replies on behalf of those colleges had been considered by the Executive Committee of the Council in its meeting held on and it was decided to recommend to the Central Govt. to recall the renewal permission granted in favour of those colleges. Letters dated were sent by the Council to the Govt. of India in respect of those 11 colleges. These letters of had been filed before the Hon'ble Supreme Court. In view of the above deficiencies continuing to exist at this college, the members of the Adhoc Committee appointed by the Hon ble Supreme Court and of the Executive Committee of the Council decided to recommend to the Central Govt. to recall the permission granted to this college by the Govt. of India vide its letter dated regarding renewal of permission for admission of 5 th batch of students for the academic session in respect of Chhattisgarh Institute of Medical Sciences, Bilaspur. It was decided to further recommend to the Central Govt. for issuance of appropriate instructions by the Central Govt. to the college authorities not to proceed with any fresh admissions in the academic session , since they failed to fulfill the commitment made on behalf of the State Govt. to provide all the facilities as per MCI Regulations within the stipulated time. 21. Govt. Medical College, Toothukudi Renewal of permission for admission of 6 th batch of MBBS students for the academic session Read: The compliance verification inspection report (10 th August, 2005) of Govt. Medical College, Toothukudi for renewal of permission for admission of 6 th batch of MBBS students for the academic session the Executive Committee of the Council considered the inspection report (10 th August, 2005) and noted the following : 1. Accommodation available for students is only 216 against the requirement of 500 at this stage. Deficiency remains as it is. 2. No hostel is available for interns, PGs or residents. Deficiency remains as it is. 3. Nurses hostel has capacity of 45 only which is grossly inadequate. Deficiency remains as it is. 4. No quarters are available for any staff within the college campus. Only 28 staff quarters are available in the hospital campus for paramedical and administrative staff. Deficiency remains as it is. 5. ETO sterilizer and glove inspection machine are not yet available in CSSD. 6. Other observations/remarks as in the inspection report. Coimbatore Medical College, Coimbatore Renewal of permission for admission of 2 nd batch of MBBS students against the increased intake i.e. from 110 to 150 for the academic session Read: The compliance verification inspection report (10 th August, 2005) of Coimbatore Medical College, Coimbatore for renewal of permission for admission of 2 nd batch of MBBS students against the increased intake i.e. from 110 to 150 for the academic session the Executive Committee of the Council considered the inspection report (10 th August, 2005) and found as under: (1) The following deficiencies have been rectified: (i) CSSD: Two horizontal sterilizers are available and functional. Two windows have been made in the same room for receiving and distribution. (2) The following deficiencies have been partially rectified: 16

(ii) Toilet facilities for both male and female wards in medicine as well as in O.G. departments are far from satisfactory. 24. Tirunelveli Medical College, Tirunelveli Renewal of permission for admission of 3 rd batch of MBBS students against the increased intake i.e. from 100 to 150 for the academic session Read: The compliance verification inspection report (10 th August, 2005) of Tirunelveli Medical College, Tirunelveli for renewal of permission for admission of 3 rd batch of MBBS students against the increased intake i.e. from 100 to 150 for the academic session the Executive Committee of the Council considered the inspection report (10 th August, 2005) and noted the following : 1. No LecturercumMedical Officer with M.D.(PSM) is available at RHTC, Pathamadai. 5. Accommodation is available only for 64 interns against requirement of 100 as per norms. 6. At present hostel accommodation for resident doctors is not available. 7. The data of the OPD cases are entered in the computer. It is not interconnected with the indoor registration and with the Medical Records Department. There is a separate registration counter in the casualty for indoor cases. There are four clerks. It is not computerized. Records are maintained manually. 8. Other observations/remarks as in the inspection report. In view of the above, the members of the Adhoc Committee appointed by the Hon ble Supreme Court and of the Executive Committee of the Council decided to recommend to the Central Government to recall the above mentioned letter dated issued by the Govt. of India regarding renewal of permission for admission of 3 rd batch of students against the 17

Medical College, Tirunelveli since the preconditions imposed by it vide its letter dated making it obligatory for the college authorities for compliance of all the requirements under the MCI regulations and to provide all the facilities within the stipulated time so that the college is in a position to make admission within the stipulated time, have not been fulfilled. It was further decided to recommend to the Central Government for issuance of appropriate instructions by the Central; Govt. to the college authorities not to proceed with any fresh admissions in the academic session , since they failed to fulfill the commitment made on behalf of the State Government to provide all the facilities as per MCI Regulations within the stipulated time. 25. Subharati Medical College, Meerut Renewal of permission for admission of 6th batch of MBBS students for the academic session Read: The compliance verification inspection report (11 th August, 2005) carried out in pursuance of the Hon ble Supreme Court order dated 1 st August, 2005 for renewal of permission for admission of 6 th batch of MBBS student for the academic session at Subharati Medical College, Meerut. Dr. D.K. Sharma, member of the Executive Committee left the meeting when this item was taken up. The members of the Executive Committee and the ad hoc Committee appointed by the Hon'ble Supreme Court perused the compliance verification inspection reports of the inspection carried out by Council inspectors on and alongwith the representation made by the institute to the team of inspectors dt , documents submitted at the personal hearing before the Secretary of the Council and the permission for affiliation dt submitted by the institute on and observed that Dr. Vijay Bahadur, Professor of Surgery, has completed 65 years on and hence, he cannot be considered on the strength of teaching faculty.
