4 NEET UG 2017 INFORMATION BROCHURE: HEALTH SCIENCE COURSES 1. INTRODUCTION The Medical Council of India published Gazette dated 10/03/2017. Clause 5A regarding Common Counseling is added. The Added clause 5A is as under:- Common Counseling 1. There shall be a common counseling for admission to MBBS course in all Medical Education Institutions on the basis of merit list of the National Eligibility Entrance Test. 2. The Designated Authority for counseling for the 15% All India Quota seats of the contributing States shall be the Directorate General of Health Services (DGHS). 3. The Counseling for all admission to MBBS Course in all Medical Educational Institutions in a State/Union territory, including Medical Educational Institutions established by the Central Government, State Government, University,Deemed University, Trust, Society/Minority Institutions/Corporations or a Company shall be conducted by the State/Union Territory Government. Such common counseling shall be under the over-all superintendence, direction and control of the State/Union Territory Government. a. There shall be a single eligibility cum entrance examination namely National Eligibility-cum-Entrance Test for admission to all Health Science courses from academic year onward. b. In order to be eligible for admission to Health Science Courses for a particular academic year, it shall be necessary for a candidate to obtain minimum marks in National Eligibility-cum-Entrance Test held for the said academic year besides obtaining minimum prescribed marks at the qualifying examination as prescribed by respective central council. c. The reservation of seats in medical/dental colleges for respective categories shall be as per applicable laws prevailing in States/Union Territories. An All India merit list as well as State-wise merit list of the eligible candidates shall be prepared on the basis of the marks obtained in National Eligibility-cum-Entrance Test and candidates shall be admitted to Health Science courses from the said lists only. d. No candidate who has failed to obtain the minimum eligibility marks as prescribed by the Medical Council of India/Dental Council of India shall be admitted to MBBS/BDS Course in the said academic year. e. All admissions to Health Science courses within the respective categories shall be based solely on marks obtained in the National Eligibility-cum-Entrance Test. 5 f. The Central Board of Secondary Education shall be the organization to conduct National Eligibility-cum-Entrance Test for admission to MBBS/BDS courses. Accordingly, the Central Board of Secondary Education, Delhi conducted the National Eligibility Cum Entrance Test for admission to MBBS/BDS Courses for the session on Sunday, the 07 th May, The responsibility of the CBSE is limited to the conduct of the entrance examination, declaration of result and providing merit list to the Counselling Authorities. Besides MBBS / BDS the admission to other health Sciences courses i.e BAMS/BHMS /BPTh/BOTh/BASLP/BP&O & BSc (Nursing) will be filled on the basis of merit list of NEET UG The notice in this context was published on 6 th December The Medical / Dental seats at Deemed universities of Maharashtra will be filled by Directorate General of Health Services, New Delhi (DGHS) on the basis of All India NEET Rank as per direction of Hon ble Supreme Court in Write Petition No.267 of 2017, order dated 09/05/ Merit list for seats under State quota of Maharashtra: The Commissioner, State CET CELL, Mumbai will conduct the admission process for all the Health Science courses in the State of Maharashtra. Online applications will be invited from eligible candidate(s) for admission to all Government/Corporation, Private & Minority Colleges. Online application form will be made available on websites and The provisional State merit list for seats under State quota in Government / Corporation, and all the quota seats in Private/ Minority colleges will be published on the website of DMER/ State CET CELL as per constitutional and / Or specified reservation claimed by candidate(s). The Provisional State Merit List will be prepared on the basis of information submitted by candidate(s) through online process made available on websites and from 28 th June 2017 to 10 th July However, the eligibility and final assigned category &region of the candidate(s) will be subject to document verification at the time of document verification process. 2.2 Admission processing Fee: The candidate desirous of admission through NEET UG 2017 in the State of Maharashtra will have to pay fee Rs 1,000/- as administrative charge. The Candidate shall Pay by Challan atsate Bank of India of Rs 1,000/- + Rs. 60/- Bank Charges (One Thousand SixtyOnly). This amount is not refundable.. Information Brochure ( 2 ) NEET UG-2017

6 3.DEFINITIONS a. Act means the Maharashtra Unaided Private Professional Educational Institutions (Regulation of Admissions and Fees) Act, 2015 (Mah. XXVIII of 2015); b. Admission Reporting Institution means an institution where the Candidate shall report for confirmation for admission by submission of documents and payment of fees; c. Application Form means the prescribed form to be filled up online or offline by the candidate for admission to the Courses as defined in clause (e); d. CAP Seats means the seats filled in through the Centralized process of admission carried out by the Competent Authority/Commissioner State CET CELL; e. Courses means the Undergraduate Medical Courses or Undergraduate Dental Courses, as the case may be, conducted in the State as per the approval of the MCI and DCI and affiliated to MUHS; f. Document Verification Centre means the city or town declared by the competent authority where the document verification is to be conducted; g. DCI means the Dental Council of India constituted under the Dentists Act, 1948 (16 of 1948); h. Eligible Candidates means the candidates who are eligible for different professional courses as notified by the Government, from time to time, under sub-section (1) of section 3 of the Act; i. HSC means the Higher Secondary School Certificate (Standard XII) examination conducted by Maharashtra State Board of Secondary and Higher Secondary Education as per the provisions of the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah XLI of 1965) or its equivalent certificate awarded by a recognised Board; j. Institutional Quota means seats available for admission to eligible Candidates at Institution level as declared by the Government or appropriate authority from time to time; k. inter-se-merit means the order of merit in respect of various classes or category of Candidates; l. Minority Quota means seats earmarked for the Minority Community students from within the State of Maharashtra, belonging to the Minority Community to which the institution belongs; m. MUHS means the Maharashtra University of Health Sciences established under subsection (1) of section 3 of the Maharashtra University of Health Sciences Act, 1998 (Mah. X of 1999); n. MCI means the Medical Council of India constituted under the Indian Medical Council Act, 1956 (102 of 1956); Information Brochure ( 3 ) NEET UG-2017

7 o. National Eligibility-cum-Entrance Test or NEET means the examination conducted by Central Board of Secondary Education, Delhi for admission to under graduate Medical and Dental Courses. p. Non-Resident Indian (NRI) means a person who is not ordinarily resident under subsection (6) of section 6 of the Income Tax Act, 1961, and includes a person resident outside India under clause (w) of section 2 of the Foreign Exchange Management Act, 1999, and also includes his child or ward; q. Overseas Citizen of India (OCI) means a candidate or a person registered as an Overseas Citizen of India as declared by the Central Government under section 7A of the Citizenship Act 1955, and includes Persons of Indian Origin (PIO). Explanation. For the purposes of this clause, all the existing Persons of Indian Origin (PIO) card-holders registered under Notification of the Government of India, Ministry of Home Affairs No. F.No /04/98- F. I, dated 19th August 2002 and shall now be deemed to be Overseas Citizens of India, (OCI) cardholders by virtue of Notification of Government of India, Ministry of Home Affairs, No /9/2014-F.I, dated 9th January r. Qualifying Examination means the Higher Secondary Certificate (12th Standard) or equivalent examination, from an institution situated in the State of Maharashtra with English, Physics, Chemistry and Biology (Botany and Zoology) at the time of admission; s. Region means the area in respective Statutory Development Board for Vidarbha, Marathwada and Rest of Maharashta; t. SSC means the Secondary School Certificate (Standard X) examination conducted by Maharashtra State Board of Secondary and Higher Secondary Education as per the provisions of the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah. XLI of 1965) or its equivalent certificate awarded by a recognised Board; 4. ELIGIBILITY FOR ADMISSION TO HEALTH SCIENCE DEGREE COURSES 4.1 The candidate must be an Indian National. However Non Resident Indian (NRI) will be eligible only under institutional quota seats(including NRI Quota) Indian Citizen NRI candidate will be eligible for institutional quota seat only, NRI Candidate will not be eligible for other seat OCI / PIO eligible 4.2 Domicile of Candidate: - The Candidates must be Domicile of Maharashtra (Except candidates underclause4.1.3, 4.7, 4.8, Annexure C and E). 4.3 The candidate must be born on or before 31st December 2000 to be eligible for all the courses except Ayurved, Homeopathy and Unani courses. 8 admission to Ayurved, Homeopathy and Unani courses, candidate must be born on or before 1st October The Birth certificate indicating name of the candidate, Secondary School Certificate i.e. SSC or equivalent examination certificate or School Leaving Certificate endorsing the date of birth will constitute a valid proof. 4.4 The candidate must be medically fit and must submit a certificate of medical fitness at the time of Document Verification as per proforma. (Annexure- H ) 4.5 The candidate must have passed the SSC or equivalent examination from an Institution situated in the state of Maharashtra. (Please refer 4.7, 4.8, Annexure "C" & Annexure "E" for exception) 4.6 The candidate must have passed the qualifying examination i.e. Higher Secondary Certificate (HSC/12th Standard) or equivalent examination, from an Institution situated in the State of Maharashtra (Please refer 4.7, 4.8, Annexure"C" & Annexure "E" for exception) with English, Physics, Chemistry and Biology (Botany & Zoology) at the time of admission Eligibility criteria of Qualifying Examination for various courses For MBBS/BDS/BAMS : A candidate belonging to Open Category must have obtained not less than 50% (i.e. 150 out of 300) marks in Physics, Chemistry and Biology taken together at the HSC (or equivalent) Examination. A candidate belonging to constitutional reservation (Annex. B);and constitutional reservation with Person with disability claim must have obtained not less than 40% (i.e. 120 out of 300) marks in Physics, Chemistry and Biology taken together at the HSC (or equivalent) Examination. Person with disability candidate in General category must secure not less than 45% marks in Physics, Chemistry & Biology (PCB) taken together at the HSC (or equivalent) Examination For BSc. Nursing - A candidate should have passed in the subjects of PCB and English individually and must have obtained a minimum of 45% marks taken together in PCB at the qualified examination i.e (10+2). Furthermore, the candidates belonging to constitution reservation, the marks obtained in PCB taken together in qualifying examination be 40% instead of 45% as stated above. English is a compulsory subject in for being eligible for admission to B.Sc (N) OR as prescribed by the Indian Nursing Council from time to time. Information Brochure ( 5 ) NEET UG-2017

9 For BHMS, BUMS, BPTh, BOTh, BASLP & BP&O courses: Clause is not applicable. Passing grade at HSC/12 th Standard or equivalent examination is however necessary For admission to BP&O candidates who have passed 12 th standard examination with Physics, Chemistry, Biology and / or Mathematics are eligible For admission to BASLP, candidates who have passed 12 th standard examination with Physics, Biology, Chemistry and/or Mathematics and/or Computer Science are eligible. 4.7 Exception for SSC (10 th ) and HSC (12 th ) or equivalent examinations: Children of employees of the Government of Maharashtra or its Undertaking:- Children of employees of the Government of Maharashtra or its Undertaking posted on deputation or transfer to a place outside the State of Maharashtra; or transferred from outside to a place situated within the State ofmaharashtra: The children of such employees of Government of Maharashtra or its undertaking who have joined service since beginning at a place situated outside the State of Maharashtra but who have been transferred to a place situated within the State of Maharashtra shall be eligible for admission even though such children might have passed the S.S.C.(Std. X) and/or H.S.C. (Std.XII) or equivalent exam from the recognized Institutions situated outside the State of Maharashtra, provided that such an employee of Government of Maharashtra or its Undertaking must have been transferred/ deputed at a place of work located in the State of Maharashtra and also must have reported-for-duty i.e. joined the duty before the last date of document verification The candidates belonging to the aforesaid category at (1) shall be required to produce the requisite Certificate from the Office at which such an employee of Government of Maharashtra or its Undertaking has reported for duty as a proof that such employee has joined the office and/or reported for duty before the cutoff date for eligibility i.e. the last date of submission of Preference Form. The certificate should contain full name of the employee, designation, transfer order number and date, date of joining and present status of posting. 10 4.7.3 The children of such employees of Government of Maharashtra or its Undertaking who have been transferred or deputed to a place situated outside the State of Maharashtra or who have returned to the State of Maharashtra after initial transfer/deputation shall be eligible for admission even though such children might have passed the S.S.C. (Std. X) and/or H.S.C. (Std. XII) or equivalent examinations from the recognized Institutions situated outside the State of Maharashtra The candidates belonging to the aforesaid category at (3) above shall be required to produce the requisite Certificate from the Office at which such an employee of Government of Maharashtra or its Undertaking has reported for duty. The certificate should contain full name of the employee, designation, transfer order number and date, date of joining and present status of posting. A copy of transfer order should also be produced at the time of document verification. 4.8 Exception for SSC (10 th ) and HSC (12 th ) or equivalent examinations: Children of employees of Government of India or its Undertaking: The children of the employees of Government of India or its Undertaking shall be eligible for admission even though they might have passed the S.S.C. (Std.X) and/or H.S.C. (Std. XII) or equivalent exam from the recognized Institutions situated outside the State of Maharashtra, provided that such an employee of Government of India or its Undertaking must have been transferred from outside State of Maharashtra at a place of work, located in the State of Maharashtra and also must have reported for duty and must be working as on the last date of Document verification at a place located in State of Maharashtra The candidates belonging to the aforesaid category (1) shall be required to produce the requisite Certificate from the Office at which such an employee of Government of India or its Undertaking has reported for duty as a proof of the fact that such employee has joined the office and/or reported for duty before the cutoff date for eligibility i.e., the last date of submission of document verification. The certificate should contain full name of the employee, designation, transfer order number and date, date of joining and present status of posting. 11 4.9 NEET UG 2017 Eligibility for Admission to MBBS & BDS Courses: A candidate belonging to open category must secure not less than 50 percentile marks in Physics, Chemistry & Biology (PCB) taken together at NEET UG A candidate belonging to constitutional reservation (Annexure B); and constitutional reservation with Person with disability claimmust secure not less than 40 percentile marks in Physics, Chemistry & Biology (PCB) taken together in the NEET UG Person with disability candidate in General category must secure not less than 45 percentile marks in Physics, Chemistry & Biology (PCB) taken together in the NEET UG NEET UG-2017 Marks for Admission to BAMS/BHMS/BUMS/BPTh/BOTh /BASLP /BP&O and B.Sc. Nursing: A candidate will be selected on the basis of merit in NEET UG to above stated courses Additional Eligibility for BUMS: Candidate should have passed SSC (or equivalent) examination from the recognized board with Urdu or Arabic or Persian Language as one of the subject Cut-off date for the eligibility: The eligibility of the candidate shall be determined and/or decided for all purposes including for applicability of all these Rules and Regulations by considering the last date of document verification as the cut off date. It is made abundantly clear that if a candidate is found ineligible as on the last date of submission of document verification, in terms of these Rules and Regulations, and if such an ineligible candidate acquires the requisite eligibility after the aforesaid cutoff date (i.e. the last date of Document Verification), such subsequent acquisition of eligibility will not make an ineligible candidate eligible for any purpose whatsoever, much less for the purpose of admission For Eligibility to Health Science Courses under Defence (specified) reservation in Government / Corporation / Government Aided Colleges Only:Refer Annexure - C For Eligibility to Health Science Courses under Person with disability (specified) reservation in Government / Corporation / Government Aided Colleges only - Refer Annexure - D For Eligibility to Health Science Courses under Maharashtra Karnataka Border (MKB) area (specified) reservation in Government / Corporation / Government Aided Colleges Only - Refer Annexure - E Hilly Area seat claim in Government / Corporation, MBBS Colleges Only - Refer to conditions/criteria under Annexure-F All those candidates who have passed the S.S.C. (Std. X) and/or H.S.C. (Std. XII) or equivalent examination/s from an Institution/s situated outside the State of Maharashtra and not Domicile of Maharashtra are not ELIGIBLE for admission to Health Science courses except, those exempted under Rule4.7, 4.8, Defence & MKB and NRI quota (41.2)in private unaided college. 12 4.18 Admission to Health Science Courses is subject to the grant of eligibility by Maharashtra University of Health Science, Nashik. 5. CERTIFICATES The following certificates in original and their attested photocopies must be Produced/ submitted for scrutiny at the time of document verification, as well as at the time of admission. 5.1 Admit Card and Mark sheet of NEET UG 2017 Examination. 5.2 Nationality Certificate issued by District Magistrate/Addl. District Magistrate or Metropolitan Magistrate (Competent Authority for issue of such certificate)/valid Indian Passport or School Leaving Certificate of HSC/12 th Std. indicating the nationality of the candidate as Indian. 5.3 Domicile Certificate issued by District Magistrate/Metropolitan Magistrate/ Addl. District Magistrate or Competent Authority for issue of such certificate. 5.4 SSC i.e. 10 th Standard or equivalent examination certificate, school leaving certificate or Birth certificate indicating name of the candidate (for DOB). 5.5 HSC i.e. 12 th Standard or equivalent examination Statement of Marks 5.6 Medical fitness certificate (Annexure-H) 5.7 Online Submission Form (Latest) 5.8 Aadhar Card If applicable following certificates. 5.9 Constitutional reservation claim. 13 6 REVALUATION OF HSC OR EQUIVALENT EXAMINATION MARKS If the marks of a candidate at HSC (or equivalent) examination have been revised on revaluation, the eligibility of the candidate may be altered. The candidate will be permitted to avail the benefit of revised marks upto the last date of document verification, subject to his/her representation to that effect to the Competent Authority and production of necessary proof to the satisfaction of the latter. 7. DOCUMENT VERIFICATION:- The Candidate will have to select any one centre for document verification, out of four centres in online registration. The four centres according to his/her online registration, where the candidate should report for document verification are given in tableno.1 bellow. The candidate should report personally (proxy not allowed) to the respective centre, as per All India NEET UG Rank., mentioned as in Schedule given in Table No.2, for the Document Verification. ONLINE PREFERENCE (CHOICE) FILLING PROCESS Admission to First Year Health Science Courses for the academic year , will be done online by way of filling of the "Preference Form" on & (Refer Annexure - P). The online preferences filled by the candidates will be centrally processed and list of selected candidates will be declared. Aided/ Private unaided/ Minority Colleges: Selection to various health science courses at these colleges shall be subject to permission/approval/affiliation from, the (1) Govt. of India; (2) Respective Central Council (MCI/DCI/CCIM/CCH/INC etc.); (3) Govt. of Maharashtra and (4) Maharashtra University of Health Sciences, Nashik The intake capacity at a particular college shall be the minimum number of seats permitted by the above said authorities. 15 9.1.2 NOMINEES OF GOVERNMENT OF INDIA: In Government / Corporation / Government aided colleges. A specified number of seats i.e. at the Government Medical Colleges (15 seats), Dental Colleges (3 seats) and Ayurved Colleges (5 seats) in the Maharashtra State have been kept at the disposal of the Government of India. Seats for nominees of Government of India will be filled up by The Ministry of Health & Family Welfare, Government of India, Nirman Bhavan, New Delhi All India quota In Government / Corporation Medical & Dental colleges - 15% seats of the intake capacity for MBBS & BDS courses at Government & Corporation Medical and Dental Colleges will be filled through all India NEET UG These seats will be filled up by the ministry of Health & Family welfare, Govt. of India. The seats surrendered from all India quota will be filled by the Commissioner, State CET CELL as per direction of Central Government / State Government / Hon ble Supreme Court from time to time. Similarly as per the Supreme Court order in Write Petition (s) (Civil) No. (s) 267/2017 dated 09/05/2017, Medical & Dental seats surrendered by DGHS at Deemed universities will be filled by Commissioner State CET CELL DISTRIBUTION OF SEATS TO BE ALLOTTED BY THE COMPETENT AUTHORITY: for In Government / Corporation / Government Aided / Private Unaided / Minority colleges, after excluding the seats as provided in Para and 9.1.3; the remaining seats will be at the disposal of the Competent Authority & available for candidates of the State for Selection in the following manner Out of the seats at the disposal of the Competent Authority, 3% seats for Person with disability candidates will be carved out. From the remaining seats, 30% of such seats will be made available for candidates from the State (State 30% quota) and these seats will be filled on the basis of State Merit List. 16 Distribution of Seats in Regional 70% Quota. After the exclusion of State 30% quota seats mentioned at Para the remaining 70% seats from the colleges situated in the respective Developmental Boards will be filled from amongst the Candidates who have passed HSC (or equivalent examination) from the Schools/Colleges situated in the region of the concerned Development Boards i.e. Rest of Maharashtra, Vidarbha and Marathwada. There will be constitutional, specified (except MKB quota seats) and female reservations for these seats as per rules CRITERIA FOR 70% REGIONAL QUOTA:- A) For candidates who have passed qualifying examination form Maharashtra State : Region of the candidates for selection under 70% regional quota will be the region form where he/she has passed 12th/HSC or equivalent examination. 17 The distribution of seats at the disposal of Competent Authority will be made, by taking into consideration the constitutional reservations and the specified reservations Constitutional Reservations: The candidate should have claimed the constitutional reservation in the original Online application form for the State of Maharashtra. The Caste Certificate and the Caste/ Tribe Validity Certificate:- No document is required to claim the reservation in online application form. Document is required only at the time of document verification process. If a candidate claiming reservation in online application form does not produce document, then he/she will be automatically considered in open category if otherwise eligible. The applicant request for change in category from Open to reserve once provisional merit list is declared, will be straight way rejected. The candidates belonging to the backward class categories will be required to submit the Caste Certificate / validity at the time of document verification failing, which the category claimed, will not be granted and the candidate will be treated as a general candidate. While applying online all the category candidates must mention their category as SC, ST, VJ/DT(A), NT-B, NT-C, NT-D, OBC. The Caste Validity Certificate: The candidates belonging to the following Backward Class categories i.e. SC, ST, VJ/DT(A), NT- B, NT-C, NT-D, OBC will be required to submit the Caste Validity Certificate at the time of Document Verification, failing which the category claimed, will not be granted and the candidates will be treated as a general candidate. However, various Government resolution issued in this regard by Social Justice Department and Special Assistance / Tribal Development Department from time to time will be applicable. Non-Creamy Layer Certificate: A candidate belonging to VJ, NT1, NT2, NT3 & OBC (including SBC) will be required to produce non-creamy layer certificate valid up to 31/3/2018, at the time of document verification and at the time of admission also, failing which claim will not be granted. It is mandatory to produce Non-Creamy Layer Certificate (NCL) at the time document verification, candidates producing NCL after the document verification will be treated as open candidates. In all the Government, Municipal Corporation and Government aided medical Institutions constitutional reservation will be as per NEET UG 2017 Information Brochure Annexure B. A candidate belonging to backward class from Maharashtra State only, is eligible for claiming seat under reserved category. The seats remaining vacant from the categories SC, ST, VJ, NT1, NT2, NT3 & OBC will be filled in, a) From among the candidates of the same category by inter-se State merit. If the seats still remain vacant, then the seats will be filled, b) From among the candidates of their respective group of that particular Regional area where the vacancies exist, by inter-se Regional Area merit. The groups are as follows : c) i) Scheduled Castes and Scheduled Caste converts to Buddhism (S.C) ii) Scheduled Tribes (S.T) d) i) Vimukta Jati - DT-A (V.J) ii) Nomadic Tribes - NT-B (N.T-1) e) i) Nomadic Tribes - NT-C (N.T-2) ii) Nomadic Tribes - NT-D (N.T-3) iii) Other Backward Classes (including SBC) (O.B.C) If the seats still remain vacant then the seats will be filled, f) From among the candidates of allcategories mentioned above of that particular Regional Area where the vacancies exist, by inter -se Regional Area merit. If the seats still remain vacant then the seats will be filled, g) From among the candidates of the common merit list of the concerned Regional Area. If the seats still remain vacant then the seats will be filled, h) From among the candidates of the common merit list of the inter-se state merit Children of Defence personnel (DEF): (Refer Annx.-C) The seats reserved for Defence category candidates will be filled regionwise. In the event of non-availability of candidate in any of the defence category, the vacancies that have remained unfilled will be filled by inter-se merit of the candidates from remaining two defence categories of the same region. Even after this, if the seats remain vacant, then they will be filled in from 70% open category as these defence seats have been carved out from 70% open category. Minimum eligibility criteria shall be as per open merit candidate for selection Person with Disability (PWD) Quota: As per Government letter No. MED-1006/CR- 72/06/Edu-2, dated 07/03/2006, Three (3%) percent of the total available seats in Health Science Courses at Government, Corporation and Govt. Aided colleges are reserved for Person with disability candidates. 1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI-34(41)/2008-Med./54469 Dated 25 th March 2009, and MCI guidelines letter No.MCI-34(1)/2003-Med/11773, dated 14/07/2003 following is the criteria for reservation under PWD Category 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%. 19 Provided that in case any seat in this 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to 70% then any such unfilled seat in this 3% quota shall be filled up by persons with locomotory disability of lower limbs between 40% to 50% - before they are included in the annual sanctioned seats of State Quota. Provided further that this entire exercise shall be completed by each Medical institution as per the statutory time schedule for admissions and in no case any admission will be made in the Medical course after 31 st of August 2) The Candidate with a disability more than 70% will not be eligible for admission to Health Sciences Courses. No other disability shall be allowed as per the MCI regulations. However, such a candidate will be required to undergo medical examination at any one of the under mentioned Disability Assessment Board, constituted at i) All India Institute of Physical Medicine and Rehabilitation, Hazi Ali, Park, K. Khadya Marge, Mahalakshmi, Mumbai OR ii) Vardhaman Mahavir Medical College & Safadarjang Hospital, Ansari Nagar, New Delhi OR iii) Institute of Post Graduate Medical & Research, 244, Acharya J.C.Bose Marge, Kolkata OR iv) Madras Medical College, Park Town, Chennai. The Medical Board after ascertaining his/her disability must be satisfied that the candidate is physically fit to undergo the course despite his/her disability. 3) Candidate is required to submit the proof of his/her disability by way of a certificate (issued in year 2017) in prescribed proforma (Annexure "D") from the authorities stated in (2) above at the time of verification of documents during Preference form filling process. These PWD quota seats will be distributed under 30% State quota. Any seat remaining vacant will be reverted back to State 30% Quota.(Refer Annexure-D of NEET UG-2017 Information Brochure). The person with Disability candidate will have to submit Disability certificate issued by Competent Authority as mentioned above. The candidate must satisfy other conditions of eligibility as prescribed in NEET UG 2017 brochure for selection to MBBS/BDS/BAMS etc. Courses as prescribed for respective course. As per notification DMER/Notification No3PH/1A dated 25/03/2012 visually handicapped candidate is eligible for admission to Bachelor of Physiotherapy (BPTh) Course. 20 Maharashtra-Karnataka disputed border area residents (MKB) Quota: (Refer Annexure.-E) Minimum eligibility criteria shall be as per open merit candidate for selection. If the seat(s) from MKB quota remains vacant, they will be filled in from 30% Open category as they are carved out from the same category Hilly Area (HA) Residents as per G.R. No.MED-1003/CR 641/03/Edu-2, dated 16/3/2004, 3% seats at Govt. / Corporation Medical colleges (MBBS course only) are reserved for the candidates from Hilly area. These seats will be distributed under 30% State quota, 70% Regional quota. There will be constitutional reservation and female reservation. (Refer Annexure.-E of NEET UG-2017 Information Brochure) RESERVATION FOR FEMALE CANDIDATES: 30% seats at the disposal of the Competent Authority shall be reserved for female candidates in all the courses. This reservation shall be for all the categories like SC, ST, VJ, NT-1, NT-2, NT-3, OBC, Common, HA, MKB & DEF. 30% female reservation shall be provided in 30% State seats & 70% regional seats of that category. If requisite numbers of female candidates are not available, then these seats shall be offered to male candidates of that category CRITERIA FOR DISTRIBUTION OF SEATS FOR MINORITY INSTITUTIONS: Government Aided / Private: All the seats at Minority College will be filled by the respective minority candidate and if particular Minority candidate is not available then the remaining seats will be filled by general candidates The Private Institutions have 15% of total intake capacity under Institution Quota including NRI There will be 25% seats of the total intake capacity of Unaided Private Professional Educational Institutions allotted to constitutional reservation category candidates In all private unaided institution, there will be 30% State and 70% Regional Quota (exception as per ) from the seats available at the disposal of Competent Authority. There shall be 30% female reservation. There shall not be any other specified reservation Intake capacity of all health science institutions / courses and their seat distribution shall be made available on website and at later date. 21 10. SELECTION PROCESS: 10.1 The selection of the candidates will be made on the basis of preferences given by the candidates. Preferences (Choice) will be allowed to fill online to those candidate who appeared for document verification and found to be eligible. Seat allocation shall be made centrally at a later date on the basis of NEET UG 2017 merit in the State of Maharashtra, and preferences exercised by the candidates Selection Process shall be as follows: The candidate can fill online preference form multiple time before clicking submit button. Once submit button is clicked, then there is no provision to change the preference(s).these preference(s) will be used for 1 st round and subsequent round(s)of selection / upgradation(if any).upgradation in subsequent round is compulsory There shall be two or more rounds of selection of candidates depending on the availability of vacant seats. The selection will be on the basis of merit and the preferences submitted by the candidates. For second or subsequent round no separate online preferences will be filled by the candidate. The choices of courses and colleges, once entered online, shall be final and irrevocable. This final data shall be used in entire selection process for the admission to first year Health Science Courses for the academic year The candidates may kindly note while filling the preference form, that NEET UG 2017 merit list will be operated from NEET UG 2017 Rank number 1 onwards in each round of selection. The candidate getting selected in previous round will be considered for betterment in the subsequent round. The betterment herein means the higher preference exercised by the candidate. The Shift in such betterment shall be compulsory and mandatory except for those who have filled Status Retention Form. Such a candidate who has filled Status Retention form will not be considered for any subsequent rounds of selection process for the year The last date for filling Status Retention Form will be notified along with the selection list. After concluding the first round, for the further round(s) candidates who have been allotted seat(s) in the earlier round(s) and joined the course, as also the candidate(s) who have not been allotted any seat, will be eligible. In the subsequent round(s), betterment chance(s) will be given to the candidate(s) who have already been allotted seat(s). After selection in any round if a candidate failto join the college, he/she will be ineligible for the subsequent entireadmission process. Information Brochure ( 18 ) NEET UG-2017

22 It is hereby made abundantly clear that shifting on account of a better choice given by a candidate in any round, will be effected only and only if such a candidate in the subsequent round(s) is found entitled for 'change of course' or a 'change of college'. Mere possibility of a 'change in category' on account of availability of seat in the same college and/or same course in the further round(s) will not amount to "betterment" as such and therefore, no shifting will be effected in such an eventuality. Such a 'change in category' will include inter-alia change from reserved category to open category or viceversa. The shift in such betterment shall be compulsory and mandatory, except those who have filled Status Retention Form. Once a status retention is submitted then there is no provision to withdraw or cancel the status retention Based on preferences given, the seat will be allotted on merit and the allotment will be displayed on website of State CET CELL "mahacet.org"& DMER i.e Candidates as per allotment should report alongwith all original certificates and a set of attested photocopies of each document as per NEET UG 2017 brochure, at allotted college as per the schedule. The Dean/Principal should verify all the original documents before finalizing the admission A candidate who is selected in first or subsequent round of selection process but does not join the college or cancels the admission after jointing, is not eligible for further selection process All India surrender seat / Deemed University surrender seat / newly created seat : If these seats are available and are to be filled through State CET Cell, fresh preference(s)will be called from the eligible candidates at appropriate time After conducting two or more rounds of seats for Government / private colleges, if seats remain vacant those seats will be filled in Mop-Up round. The details of Mop-Up round will be declares on the website in due course Government of India (DGHS) will conduct two rounds for Medical/ Dental Seats from Deemed University in the State of Maharashtra. After that remaining seats will be surrender to the State. The state Government will conduct one round to fill these seats. After this the remaining Deemed University seats will be filled by respective institution as per NEET UG 2017 wait list. For all these seats surrender to State, candidate having non selection/ Non admitted status in Central Government / State Government process will be held eligible While filling the seats for any college/institution state quota seats (30%) shall be filled first, followed by regional quota seats (70%). Within 30% state quota and 70% regional quota seats; specified reservation seats will be allotted first to the eligible Information Brochure ( 19 ) NEET UG-2017

23 candidates of respective specified reservation category. The seats for the MKB shall be available as per state merit list only. The seats for Defence category shall be allotted region wise Vacancies under GOI Quota shall be filled in by 30% OPEN category Reserved Category Candidates - "Ear-Marking": Reserve category candidate entitled to admission on the basis of merit in an open category seat will have the option of taking admission either against his / her respective category seat or on an open category seat. If he / she opts for the reserved category he / she will be deemed to have been admitted as an open category candidate and not as reserve category candidate. One seat in the college where he / she was eligible for admission against open seat shall be earmarked for a candidate belonging to the respective reserved category. Such earmarked seat will be made available immediately to the successive reserve category candidate from the same category merit during the counselling." 10.5 A candidate who is selected but does not join the college within prescribe time limit or cancels the admission after joining, is not eligible for further selection process Seats that have arisen or fallen vacant after the first round shall be made available at the second round of selection on the basis of preference form already submitted. No new preference form will be required to be filled in for any subsequent round(s) The inter-se round will be conducted for remaining vacant seats from the category as per rule of this Brochure, if necessary at the end of each round The Cut-Off-date for all courses, will be as declared by the respective councils Selection shown on the official website will only be considered as valid, selection letter given to candidate by unknown person/agency or available on unauthentic website will not be treated as valid. Candidates should not believe in such false/fake selection letter DISQUALIFICATION FOR ADMISSION The candidate who was allotted a seat in any course under MUHS Nashik in previous year(s) and who vacates / abandons it after availing the said seat, has completed such a period of course which would result into lapse of the said seat, will not be eligible for admission for the next two years under state quota Maharashtra University of Health Sciences, Nashik shall take the decision regarding eligibility and granting of the term of selected candidates. PAYMENT OF FEES: 11.1 The fee for the course should be paid at the respective college by Demand Draft from any Nationalised / Scheduled commercial Bank in favour of Dean/Principal of College, as applicable REFUND OF FEES BY THE COLLEGE AFTER CHANGE OF COLLEGE / COURSE OR CANCELLATION OF ADMISSION: The candidate who has been admitted and desire to cancel admission he/she should submit an application. The refund of fees to candidate admitted in the college shall be made after deduction as under: 1. Before cutoff date as declared by the respective council - Rs.1500/- (Rs. One thousand five hundred only) to be deducted and rest of the fees to be refunded (Exception for MBBS/BDS as per clause 12). 2. On or after cutoff date as declared by the respective council-no refund of fees. The Dean/Principal of the college shall be responsible for making refund of the fees, on the basis of cancellation letter from the candidate. If the candidate expires or becomes invalid within 90 days from the date of admission, no deduction shall be made. 12. CANCELLATION: The selected candidate must join the college at which he/she is selected, on or before the date prescribed by the Competent Authority, failing which his/her admission stands cancelled. The selected candidate who has joined the college and desire to cancel the admission should cancel it, at the respective college. The college should accept the cancellation and inform the Competent Authority alongwith copy of the cancellation letter immediately. Last date to cancel the admission of Medical / Dental course on or before the prescribed date to be declared in due course. If a candidate cancels his / her admission after this date, he/she has to pay penalty as per rule FINAL SELECTION: 13.1 The selection made by the Competent Authority as per this procedure is final, and will be binding on the candidate Request for mutual transfer is not permissible. 25 14. SERVICE BOND & PENALTY: 14.1 As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th Feb 2008 and any G.R issued in this regard from time to time), candidates joined against the seats of Government/Municipal Corporation colleges for admission to MBBS/BDS Courses either through GOI nominee, All India quota or through NEET UG 2017 will be required to sign a bond to serve the Government of Maharashtra or local self government or Defence services for a period of one year, after the completion of internship, failing which he/she will be required to pay Rs.10,00,000/- (Rupees ten lacs only) for the default as penalty Additionally, he/she will be required to sign an undertaking to the effect that he/she will not leave India within a period of five years from the date of obtaining the degree, otherwise he/she will have to pay Rs. 10,00,000/- (Rs.Ten lacs only) as penalty. PENLTY FOR LAPSE OF SEAT (MBBS/BDS COURSE): As per Government Resolution No. CET 3516/CR 169/Edu-2 dated 13/04/2017Any candidate responsible for lapse of MBBS/BDS seat will have to pay a penalty of Rs.10,00,000/- (Rupee Ten Lacs Only). This penalty is applicable to all those candidates who do not join during last round or cancel a seat after last round of admission. This penalty is also applicable to any candidate resigning a seat after cut off date for MBBS/BDS course or also fails to complete the course, irrespective of admission quota of the candidate. 15. INSURANCE SCHEME: In accordance with GR No.MED-100/880/CR-129 /EDU-1, dated 23/10/2003 Amartya Shiksha Yojana, an insurance scheme has been introduced by Govt. of Maharashtra. The details about this scheme shall be known to the candidate at the time of admission. 16.CONDUCT AND DISCIPLINE: 16.1 Failure of the candidate in making full and correct statements in the application form and/or suppression of any information would lead to disqualification of the candidate, even at later date. Such a candidate will be debarred from the entire selection process It is responsibility of every candidate to submit proper documents. Any attempt to submit documents which are not genuine will lead to cancellation of the admission of the candidate, forfeiture of the fees, deposits and expulsion of the candidate Information Brochure ( 22 ) NEET UG-2017

26 from the college by the Competent Authority or by his authorised official. The name of such candidate/s shall be deleted from the State Merit List and he/she will not be eligible for further rounds of the selection process and will be debarred from the selection process. If deemed fit even criminal proceeding may be initiated by the Competent Authority against such candidates / their parents. If any candidate / authorised representative or person accompanying is found obstructing the counseling and / or admission process, or trying to influence in unlawful manner/ creating nuisance, the candidate shall be liable for disqualification from the process of selection and appropriate legal action will be taken. The decision taken by the Competent Authority in this respect shall be final and binding The student while studying in the Health Sciences Courses, if found indulging in antinational activities, unlawful activities or ragging in any form, contrary to the provisions of relevant Acts and Law enforced by Government, will be liable to be expelled from the college by the Dean/Principal of the College Pursuant to orders in W.P. (Civil) No. 656 of 1999, Hon ble Supreme Court of India, has directed the Department of Human resources Development and Education, Govt. of India, to take all necessary steps to curb the menace of ragging and take severe action against the students involved in such activities As per the provisions of Maharashtra Act XXXIII known as Maharashtra Prohibition of ragging Act of 1999, students indulging in ragging can be punished under the Act resulting in suspension, expulsion from the college and imprisonment Any issue not dealt here in above will be dealt with when arising, fully and finally by the competent Authority. 45 ANNEXURE-A General Instructions for filling Online Application Form & Specimen Copy of Online Application form NEET-UG Applicants should have a valid Id Before filling Online Application Form download Information Boucher of NEET-UG 2017 and read the same carefully. The Applicants must possess the required criteria and education qualification as mentioned in the Information Brochure of NEET-UG There is provision to make changes in the Application Form, before Click on Submit Button. Candidate should verify the correctness of entries made in Application Form. There is no provision to make changes in the Application Form onces submit button clicked. After submitting Online Application Form, you should take Bank Challan printout which is in two parts. Required fee is printed on your SBI Bank Challan. With this Challan pay the fee in any Branch of State Bank of India on Second Working Day onward, from the day of Printing Challan and obtain your copy of Challan indicating Journal ID/Transation ID. Applicants need not send copy of Application Form or any Document to this office. However he can download printout of Application Form for subsequent use. Please note that if you commit any mistake in filling the online Application Form, it can not be corrected by this office. The Office will take no responsibility of any kind for such forms. Hence candidate should submit the form carefully. After reading above instructions to fill Online Application Form, the Applicants has to click Next button to display Online Application Form. Once challan is generated the candidate has liberty for not to pay the Challan, and reapply in the system. If candidate pays the challan amount then there is no provision to reapply. If a candidate submit application twice and pay challan amount twice his/her both application will be cancelled and money will not be refunded. Such a candidates will be held ineligible for admission. This rule is applicable to all candidate sapling multiple times. If a candidates does not submit the prescribed amount in the bank then he/she will be held ineligible for entire admission process. There is no provision to extent the time limit to either submit the online application or pay the prescribed fee in the bank. All such applications demanding time extension will be straight way rejected. 14 No documents are required to be uploaded while registering online but it will be subsequently verified at the time of document verification. Candidate with out document can claim any reservation/ exemption. 52 ANNEXURE - D PERSONS WITH DISABILITY (PWD) RESERVATION 1) As per Graduate Medical Education Regulation 1997 and Amendment Notification No. MCI- 34(41)/2008-Med./ Dated 25 th March 2009, and MCI guidelines letter No.MCI-34(1)/2003- Med/11773, dated 14/7/2003 following is the criteria for reservation under Physically Handicapped Category. 3% seats of the annual sanctioned intake capacity shall be filled up by candidates with locomotory disability of lower limbs between 50% to 70%.
