3 Place-based Leadership What do we know? Regional or place based leadership: Appears to be important Can deliver positive outcomes Has characteristics we can describe Most usually understood through case studies But they have limitations.
4 Place-Based Leadership: Why Leadership Matters Regional or place-based leadership is deficient in many developed economies Hildreth and Bailey (2013) noted that UK cities and regions have lagged behind their European comparators because of leadership gaps The Centre for Cities (2006) argues cities and regions have their hands tied with respect to economic development because of reliance on central government funding OECD (2010) considered inadequate leadership a cause of poor regional performance in some territories Beer and Baker (2013) noted the absence of leaders in parts of rural Australia Halkier (2013) observed lock in and leadership failure in two of his three case studies in the tourism industry in Jutland Sotarauta and Kosonen (2004) reported that South-Ostrobothian in Finland had to import leadership to address its economic challenges
5 Place-Based Leadership: Why Leadership Matters Strong consensus amongst researchers and policy makers that place based leadership matters. Improved: Capacity to set a vision for the future Increases the likelihood of achieving that vision and securing an economic future Positions the community within global markets Flexibility and resilience when confronted by change Reduces exposure to path dependence Social and institutional capital Strengthened through practice and use Vertical relations with government, and horizontal relations with partners and other stakeholders
6 Place-Based Leadership: Why Leadership Matters The leadership of cities and regions is more complex than in linear organisations such as corporations or governments It s a property of groups not individuals Based on mutual trust and collaboration Good leadership is: Agenda setting and task oriented Pays attention to the socio-emotional side of internal group dynamics and engagement with external stakeholders A coalition of stakeholders (Lions not leopards) more likely to both deliver change and stability in leadership
7 What Do we Know About Leadership in Cities and Regions? Good Leadership is (continued) Multi-faceted No one style of effective leadership quiet leaders, charismatic leaders, socially embedded leaders, subversive leaders Built on on-going interactions with other stakeholders Adequately resourced The importance of slack resources Found in all parts of the community Volunteer business leaders, elected leaders & amongst professional staff
8 The Literature If our understanding of leadership can be made more systematic we should be able to generate ideas that can be tested Selected ideas: The leadership of areas with smaller populations and economies is at risk of being inadequately resourced Access to slack resources The system of national government matters Centralised systems of government generate weaker local leadership Central government policies are more likely to be challenged in more distant communities The governmentality/governing-at-a-distance literature
9 Complexity Complexity theorists have been prominent in debates around leadership But not in debates around the leadership of places Complexity leadership theory (CLT) critiques past studies because Leadership theory has largely focused on leaders the actions of individuals. It has not examined the dynamic, complex systems and processes that comprise leadership Emphasise that complexity is not chaos If a system can be described in terms of its individual constituents it is merely complicated, if the interactions between the system and its environment, are of such a nature that the system as a whole cannot be understood simply by analysing its components, it is complex. (Uhl- Bien et al., Case studies of leadership at the edge Inter firm networks for innovation etc
10 Complexity CLT argues prior scholarship has focused on the content of leadership without addressing its fundamental dynamic as a process. CLT highlights the role of context in shaping leadership CLT highlights that leadership is emergent arising out of interactions between individual actors with adaptive leaders generating ideas and information that assist the process of change Transformation is often driven by attractors ideas or processes that resonate with the broader group and either start or add to a momentum for transformation. As change commences, agents can become bonded together as each becomes linked by need or commitment to a common purpose.
11 Complexity CLT identifies three types of leadership: administrative, adaptive and enabling. Administrative leaders are those occupying formal management roles; adaptive leadership is a complex dynamic rather than a person But maybe CLT is too complex to be applied to the leadership of places?
12 Institutions Institutions are important for regions, setting the opportunity horizon for development Institutional structures vary by location, and their effectiveness is determined by their arrangements (Rodriguez-Pose 2013) rather than their institutional thickness (Amin and Thrift 1995)

Why Finland and South Australia? Peripheral economies where there is a risk of insufficient slack resources Stimson et al 2009 note the centralised nature of Australian Federalism, vs the more community-inclusive Finnish system of government Centre/periphery dynamics in both nations The edge of the ecumene

20 What Might We Find? Nothing If so, intellectual curiosity satisfied But perhaps more likely There will be significant differences in leadership ratings between Finland and SA But there will be similarities across nations depending on population size and economic structure Governing-at-a-distance will be more prominent in Australia than Finland Access to slack resources is pivotal for the quality and effectiveness of leadership A priori leadership will be better in Finland» With some of that difference attributable to the presence of professional staff Leadership will be different in the metropolitan region than in the more distant communities More leading by talking than by doing» Ie more bridging social capital than bonding social capital Leadership g roups will be constituted differently across metropolitan and non metropolitan regions There will be unexplained variation due to cultural differences
21 Conclusions It is important that the study of place or regional leadership moves beyond case studies Case studies will always be important, but they cannot be the only tool we employ in this field To make this advance, the place leadership literature needs to make some important intellectual advances, and this study attempts to do that This study may, or may not, generate significant findings, but the need to become more systematic in our approach will remain
