COLLEGES Important instruction/guidelines pertaining to Decentralised Counselling of WBJEEM-2016 Engineering merit listed candidates for spot admission to vacant seats in various disciplines in eight Govt. Engg&Tech. Colleges of West Bengal for the academic session Date of Counselling Schedule of Counselling Venue of Counselling 29 th July, 2016 (Friday) from 10:00 am onwards. The detail program schedule (rank-wise time slot) of decentralised counselling will be uploaded in website: on 27/07/2016. Govt. About 3.5 k.m. from Sealdah Railway Station Application: a) The eligible candidates are required to fill up the application form through Board s website : b) The period of application 22/07/2016 to 26/07/2016. Important Documents are to be brought positively by the candidates during counselling session: a) Downloaded application form after registration. b) Downloaded Rank Card of WBJEEM c) 2 (Two) recent passport size photographs. d) Original Admit Card / Certificate of Madhyamik (10 th Standard) or equivalent examinations or Birth Certificate from competent authority for verification of age. e) Original Mark Sheet of Higher Secondary Examination (10+2 Standard) or equivalent examinations. f) Original domicile certificate as uploaded during online application form fill up of WBJEEM g) In case of SC/ST/OBC-A/OBC-B/PWD candidates of the state of West Bengal, Original Caste Certificate issued by the competent authority for verification. h) Rs. 6000/- (Rupees Six Thousand only) cash for deposition as spot admission fee for the allotted college. i) A set of self attested photocopies of all testimonials for the purpose of spot admission. 2 Seat Matrix: ( 2 ) The seat matrix is given in a separate sheet which is based on the current vacancies existing in different disciplines in eight Govt. Engg &Tech. Colleges. During the counselling process the vacancy position will change dynamically according to spot admission and resultant vacancies created. Eligibility Criteria: a) Merit Rank candidates having Engineering General Merit Rank (GMR) in WBLEEM b) Domicile - Domicile criteria as mentioned in Information Brochure of WBJEEM is required to be satisfied. Candidates belonging to States other than West Bengal shall not be considered for admission to Govt. Engineering Colleges. c) Age Candidate must be 17 years of age or above as on d) Educational Qualification - Candidates must pass Higher Secondary (10+2) Examination of West Bengal Council of Higher Secondary Education or equivalent examination from a recognized Council/Board in regular class mode with:- I. Individual pass marks in Physics, Chemistry and Mathematics as compulsory subjects and II. Minimum of 45% marks in the above subjects taken together (40% for SC/ST/ PwD/OBC-A/OBC-B candidates) as well as pass in English with a minimum of 30% marks (for all categories of candidates) in the said qualifying examination. Note: Pass marks in any subject shall imply pass marks in theory and practical individually, as applicable, as specified by the concerned Council/Board. Spot Admission: The arrangement have been made for spot admission instantly to eight Govt. Engg/Tech. Colleges by deposition of Rs. 6000/- in cash, subject to fulfilling the eligibility criteria and allotment of a seat on the basis of merit during counselling. Contd.p/3

3 ( 3 ) Important points to be noted: The candidates who have applied through filling up application form during the period 22/07/2016 to 26/07/2016 in our website : are only eligible to participate in the decentralised counselling The counselling will be conducted on the basis of Engineering General Merit Rank (GMR) in WBJEEM As soon as the candidate takes allotment of a seat in decentralised counselling, his/her earlier seat if taken through e-counselling of WBJEEM-2016 will be automatically cancelled. He/She will not be able to claim earlier seat at any circumstances. A Candidate called for counselling must report at the venue of counselling on the date and time as per the scheduled to be uploaded in the website on 27/07/2016. The candidate ear-marked under any slot of the counselling program should report at least half an hour before the time stipulated for that slot. The counselling will not be stopped for any particular candidate being absent at the time of reporting. A candidate failing to appear before the official of the seat allotment counter on the scheduled date and time in order of his/her position in the merit list due to delay on his/her part may be allowed to appear himself/herself before the counselling officers on completion of all verification regarding eligibility criteria for consideration of allotment of seat available at that point of time only irrespective of his /her rank. The claim of such candidate to exercise option shall be limited to the vacancies available at that instant when his/her turn comes for appearing before the counselling at the allotment counter. In this regard an undertaking to this effect is to be given by the candidate at the time of counselling. Declaration of rank in the counselling schedule does not guarantee a seat in a Govt. Engg. &Tech. College. Counselling as per the declared schedule shall continue till availability of seats. The counselling of a particular branch of Engg/Tech. will be stopped instantly as soon as all seats in that branch Engg/Tech. are filled up. No further queries will be entertained. Contd.p/4

4 ( 4 ) The option for choice of seat will have to be exercised at the time of counselling. Once the allotment of a seat is done with due consent of the candidate, no further change in either the branch or the college will be entertained. If any candidate is unable to appear in the counselling in person owing to valid reasons under exceptional circumstances such as indisposed on medical ground, his/her parents/guardian may be permitted to appear in the counselling on his/her behalf with the following documents. a) A proper medical certificate is to be produced. In such case the authorized person is advised to bring Doctor s prescription which may be shown to the counselling officers, if they desired. b) Authorisation letter from the candidate and also declaring in the said authorization letter that he/she would not claim any seat other than the one allotted to him/her parents/guardian through authorization. c) All original testimonials as mentioned under heading Important Documents are to be brought positively by the candidates during counselling session. Any candidate appearing at the counselling with counterfeit documents/testimonials will be immediately handed over to the police.
