2 2 1. Minutes of the Executive Committee Meeting held on 30 th August, 2017 Confirmation of. The Executive Committee of the Council confirmed the minutes of the Executive Committee meeting held on 30 th August, :ADDENDUM: The Executive Committee of the Council noted that in the matter of Rohilkhand Medical College, Bareilly and Ulhas Patil Medical College, Jalgaon, a decision has been taken by circulation for processing the applications for postgraduate courses. The Executive Committee further noted that the application of clause 8(3)(1)(c) of Establishment of Medical College Regulation (Amendment),2010(Part II), dated 16 th April, 2010 and amended on 18 th March, 2016 in respect of the said two institutes stands revoked. The minutes of the above item were read out, approved and confirmed in the meeting itself. 2. Minutes of the last meeting of the Executive Committee Action taken thereon. The Executive Committee of the Councilnoted the action taken on the minutes of the Executive Committee meetings held on 8 th August,2017&30 th August, 2017 (on the items that were read and confirmed ). The Executive Committee further noted that rest of the minutes were pending approval of the Oversight Committee. 3. Pending Items arising out of the decisions taken by the Executive Committee. The Executive Committee of the Councilnoted the pending items arising out of the decisions taken by the Executive Committee. 4. Minutes of the Academic Committee meeting held on 17 th August, Read: the matter with regard to minutes of the Academic Committee meeting held on 17 th August, The Executive Committee of the Council perused the minutes of the Academic Committee meeting held on 17 th August, 2017and noted &approved the following items as under:- Item No.4. 3 3 Proposal to deploy Cloud Based Skill Upgradation / Training and Capacity Building Platform for Health Care Professionals. Item No.17 Letter from Sh.Amit Biswas regarding notification of Undergraduate Competency Based Curricula. The Executive Committee of the Council further perused the minutes of the Academic Committee and observed the following:- Item No.7. Note from UG Section regarding internship allowances for the MBBS students are not paid by private medical colleges in Karnataka. The Executive Committee did not approve the recommendations of the Academic Committee asgme Regulations do not provide for payment of stipend to Interns. As such the issue is beyond the purview of MCI. Item No.9 Guidelines and MSR for DM in Neuroradiology Comments of PG Committee and Action Taken. The Executive Committee decided that the matter be placed before the PG Committee. With regard to the comments of the Expert Group on the issues raised earlier by PG Committee, the observations of Executive Committee are as under: (1) No Journal can be prescribed by name. There cannot be more than 2 International & 1 National Journal as requirement. (2) Marking at final examination will be as per Regulations in vogue. (3) 20 beds are for the department as indoor beds. Beds in ICU, recovery, etc. cannot be considered towards indoor beds. (4) Requirement of Senior Resident shall be 1/Unit. Qualification & Experience shall be as per TEQ Regulations. Item No.10 Guidelines, MSR and TEQ for DM in Organ Transplant Anesthesia & Critical Care. The Executive Committee decided that the matter be placed before the PG Committee / TEQ Sub-committee. Item No.12 Draft Guidelines, MSR & TEQ for (a) DM in Aviation Human Engineering (b) DM in Environmental & Space Physiology. The Executive Committee decided that the matter be placed before the PG Committee. Item No.13 Report of Expert Group on Forensic Medicine & Toxicology on RTI application dated from Dr. Indrajit Khandekar on (a) Forensic Medicine (FMT) teaching to be taken to later part of clinical years, (b) posting in FMT to be a part of Internship Programme, (c) steps to increase PG admission in FMT. The Executive Committee approved as under: (1) Teaching in Forensic Medicine can be a component of overall Integrated Teaching Programme during III M.B;B.S. Phase I & Phase II. (2) Electives on Forensic Medicine as recommended in Choice Based Elective System in the undergraduate medical education programme are approved.

4 4 Item No.14 Revised Graduate Medical Regulations, 2017 and Competency based UG curricula. The Executive Committee observed that there is no comparative chart of original Regulation, proposed change & reasons for the change in the proposed draft Regulations. The Executive Committee decided that the draft Regulations be resubmitted with a comparative chart showing original Regulation, proposed change and reasons/justification for the change to be placed before the Executive Committee at its next meeting. Item No.15 Guidelines, MSR and TEQ for DM in Clinical Immunology & Rheumatology The Executive Committee decided that the matter be placed before the PG Committee / TEQ Sub-committee. Item No.18. With the permission of the Chair following items were discussed: 1. Whether people with non-medical qualification in the subjects where teachers with non-medical qualification up to the prescribed percentage are permitted, would be appointed as Tutors in the said subjects. The Executive Committee approved the recommendations of the Academic Committee with the modification that they can be appointed as Tutors subject to overall ceiling for non-medical teachers as prescribed in TEQ Regulations; their qualifications should have been obtained from Faculty of Medicine / Medical College. If the teacher meets eligibility criteria for appointment as Assistant Professor upwards in the terms of qualification, experience, publications, then he can be promoted as permissible. 2. Whether teachers with non-medical qualifications in the subjects where they are permitted up to a permissible extent statutorily provided for would be appointed as Internal Examiners at the University examination. The Executive Committee approved the recommendations of the Academic Committee with the modification that such a teacher can be appointed as examiner for M.B;B.S. examinations only. They cannot be appointed as examiners for PG examinations. Office Note: Office is directed to place the items related with PG courses straightaway to PG Committee for its consideration without waiting for approval of Minutes of meeting of Academic Committee by Executive Committee. Further, in case Academic Committee has recommended that an item be placed before a Sub-Committee (E.g. TEQ Sub-committee), the same should be placed before respective Sub-committee without waiting for approval of Minutes of meeting of Academic Committee by Executive Committee and the item should be placed before Executive Committee for its consideration along with the recommendation of the respective Sub-committee. 5. Annual Report of Medical Council of India for the academic year The Executive Committee of the Council approved the annual report of Medical Council of India for the academic year

5 5 6. Approval of the proceedings of the Ethics Committee meeting held on 10 th & 11 Th August, 2017 reg. Read: the matter with regard to approval of the proceedings of the Ethics Committee meeting held on 10 th & 11 Th August, The Executive Committee of the Council perused the proceedings of the Ethics Committee meeting held on10 th & 11 Th August, 2017 and approved the following proceedings as under:- 2 Complaint dated filed by Mrs. Jharna Ghosh against Dr. Harsh V. Agarwal of All Asia Medical Institute, Kolkata, West Bengal 10 th & 11 Th August, Appeal dated filed by Sh. Pramod Sahu against the order dated passed by Odisha Council of Medical Registration 10 th & 11 Th August, Appeal dated filed by Sh. Puneet Ladanwa against Dr. Mohan Lal Sharma and Dr. Anirudh Sharma of Rajat Hospital, Nagaur, Rajasthan 10 th & 11 Th August, Appeal dated filed by Dr. Kunal Saha against Dr. Nirmal Maji, Dr. Pradit Kumar Mitra and Dr. Rajendra Pandey, West Bengal 10 th & 11 Th August, 2017 The Executive Committee further perused the proceedings of the Ethics Committee meeting held on10 th & 11 Th August, 2017 and observed as under:- 1 The matter with regard to faculty members of Pacific Institute of Medical Sciences, Udaipur, Rajasthan 10 th & 11 Th August, 2017 The Executive Committee decided to refer back the matter to the Ethics Committee since there is discrepancy in the punishment awarded to Dr. Anant Marathe, Asso. Prof. of Microbiology and Dr. Kanu Verma, Asst. Prof. of Skin & VD and that which has been approved by Executive Committee at its meeting held on in similar matters. Further, no punishment has been recommended for the Dean of the Institute. 3 Various s received from Dr. H. Bharath, regarding MCI recognition for PGDCC Diploma 10 th & 11 Th August, 2017 The Executive Committee while approving the above with regard to Section 8(5) directed that with regard to treat the file as closed, the file cannot be closed till the complaint filed by MCI is brought to its logical conclusion. 6 6 The Executive Committee approved the proceedings of the Ethics Committee with the modification that the A.P. Medical Council be directed to conclude the proceedings within 03 months. 7 Appeal dated filed by Sh. Radhey Shyam against Order dated passed by Delhi Medical Council reg. 10 th & 11 Th August, 2017 The Executive Committee approved the proceedings of the Ethics Committee and directed the office to request Delhi Medical Council to file a complaint before police authorities in this regard. 7. Prathima Institute of Medical Sciences, Karimnagar Renewal of Permission for admission of 4 th Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard toprathima Institute of Medical Sciences, Karimnagar Renewal of Permission for admission of 4 th Batch of MBBS students against the increased intake i.e. from for the academic session (10/ ) and decided to recommend to the Central Govt. to renew the permission for admission of 4 th batch of MBBS students against the increased intake i.e. from in respect ofprathima Institute of Medical Sciences, Karimnagar under Dr. NTR University of Health Sciences, Vijayawada, u/s 10 A of the IMC Act, 1956 for the academic session Narayana Medical College, Nellore Renewal of Permission for admission of 5 th Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard to Narayana Medical College, Nellore Renewal of Permission for admission of 5 th Batch of MBBS students against the increased intake i.e. from for the academic session (10/ ) and noted the following:- 1. In Medicine ward many of the patients appeared quite comfortable and admitted for trivial diseases like anemia, acid peptic disease, hypothyroidism without any complications, Neck pain & myalgia. (Evidence sheet given). None of the patients were receiving IV fluids suggesting unnecessary hospitalization. No separate register for treatment/dose schedule book is maintained by nursing staff. No daily ward census was available. 2. On enquiry with one of the patient named Sandip Kumar admitted under Medicine Unit-V, OP/ID No , it was learnt that he was actually admitted on 09/08/2017. However, the case sheet records show the admission date as 4 th August, Similar cases were noted in other wards also where discrepancy between available record & patients own version. 3. In TB & Chest ward all patients were looking healthy & comfortable without any patient receiving oxygen therapy. 4. In Dermatology ward patients were admitted for simple conditions like Eczema, deformities with Leprosy without need for active hospitalization. 5. In Orthopedics ward many patients admitted with minor ailments without any indication for hospitalization.

7 7 6. In Pediatrics ward Diet register is not updated after Duty staff report register was not also updated. 7. There were only 2 Normal Deliveries & 1 Caesarean Section on day of assessment. 8. OPD: Plaster room & Plaster cutting room are common. In O.G. OPD, separate rooms for Antenatal clinic & Sterility clinic are not available which are required as routine OPD timings are upto 5 p.m. (P. 28) 9. Interns Hostel: Available accommodation is for 154 against 250 required. 10. Students Hostels: In Boys Hostel, Visitors room, A.C. Study room are not available. In Study room of Girls Hostel, there is no Study room or computer. 11. Other deficiencies as pointed out in the assessment report. In view of above, the Executive Committee of the Council decided to recommend to the Central Govt. not to renew the permission for admission of 5 th batch of MBBS students against the increased intake i.e. from in respect ofnarayana Medical College, Nellore under Dr. NTR University of Health Sciences, Vijayawada, u/s 10 A of the IMC Act, 1956 for the academic session Smt. NHL Municipal Medical College, Ahmedabad Renewal of Permission for admission of 3 rd Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard tosmt. NHL Municipal Medical College, Ahmedabad Renewal of Permission for admission of 3 rd Batch of MBBS students against the increased intake i.e. from for the academic session (10/ ) and decided to recommend to the Central Govt. to renew the permission for admission of 3 rd batch of MBBS students against the increased intake i.e. from in respect ofsmt. NHL Municipal Medical College, Ahmedabad under Gujarat University, Ahmedabad, u/s 10 A of the IMC Act, 1956 for the academic session Kamineni Institute of Medical Sciences, Narketpally, Renewal of Permission for admission of 4 th Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard to Kamineni Institute of Medical Sciences, Narketpally Renewal of Permission for admission of 4 th Batch of MBBS students against the increased intake i.e. from for the academic session (10/ ) alongwith a representation/letter dated Nil received from the Principal of the college and decided to recommend to the Central Govt. to renew the permission for admission of 4 th batch of MBBS students against the increased intake i.e. from in respect ofkamineni Institute of Medical Sciences,Narketpally under Kaloji Narayana Rao University of Health Sciences, Warangal u/s 10 A of the IMC Act, 1956 for the academic session Sree Balaji Medical College and Hospital, Chennai Renewal of Permission for admission of 4 th Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard tosree Balaji Medical College and Hospital, Chennai Renewal of Permission for admission of 4 th Batch of MBBS students against the increased intake i.e. from for the academic session

8 8 (10/ ) and noted the following:- 1. OPD attendance at 2 p.m. on day of assessment was 2,022 against requirement of 3, Bed Occupancy at 10 a.m. on day of assessment was 52 %. 3. Exact OPD attendance (New+Old cases) collected personally by inspecting all OPD attendance registers at 2 p.m. is (i) General Medicine 333( ) (ii) Pediatrics 223( ) (iii) Dermatology -195(123+72) (iv) Psychiatry-64(29+35) (v) Pulmonary Medicine-88(46+42) (vi) General Surgery 302( ) (vii) Orthopedics 278( ) (viii) ENT 184 (97+87) (ix) Eye 185 (89+96) (x) Obst/Gynae-170(83+87) There were NIL patients in OPD complex at that time with OPD chambers being occupied by hospital staff. 4. Healthy individuals and patients with simple OPD like problems viz.cough,cold, mild anaemia, short duration viral fever (but no documentation), malaise, knee pain (osteo arthritis many cases) back pain, ankle sprain, cervical spondylosis, boils, rhinitis, urticaria, normal pregnant females, gastritis, pain abdomen with no findings, pulmonary cases with no chest findings or x-rays done, urinary tract infections etc. and patients who were fit for discharge but being unnecessarily hospitalized have not been considered. Huge amount of fabrications, manipulations and falsification wrt patients, case files and data was observed. 5. Many case files appeared prepared totally unrelated to patient s complaints. Then with some another handwriting in between the original comments Injections, and/or I/V fluids are written which the patient never gets or/is required. Certain printed investigation reports were attached with case files but name/age/sex were handwritten. Such patients denied having any investigations being done. Patients admitted with fever had no recording of elevated temperature in their TPR charts. In some of the TPR charts verified the pattern was unnatural and overwritten on a normal graph. 6. Many health looking patients especially in Paediatrics and General Medicine wards had prescription of Intravenous Antibiotics/fluids but the I/V cannula was just placed on the dorsum of hand covered with white leucoplast. On getting suspicious, we the assessors opened the plaster and found no piercing of vein. Videography of this exposure in randomly picked up couple of cases (Krishna,8 years old, IP No and Vignesh, 13 years old, ) was made and is enclosed for the perusal of Council. 7. In Respiratory medicine ward 46 patients were shown to be suffering from COPD/Bronchial Asthma. However more than 90% of them did not have an X-Ray done or any bronchodilator being prescribed in case records. On Auscultation of the patient s chest by Clinical Assessor, Chest was totally clear with no abnormal finding in those patients. 8. Asymptomatic patients with Allergic Rhinitis were admitted in Respiratory medicine ward. 9. Psychiatry ward had majority of mild depression cases admitted. 10. On verification of Ward Side Lab of Department of General Medicine meant for 120 beds the number of investigations done were 2 on 10 th August and 3 on 9 th August.

9 9 11. In Orthopedics Departments, on verification of patients only 10 to 15% of the admitted patients had Fractures, of which less than 5 patients were fresh cases. On physical verification or Orthopedics IPD Register for month of June and July 2017, peculiar monotonous uniform pattern was observed with respect to daily IPD figure or all days the number of transferred in TRIN and transferred out TROT were exactly same on all the days signifying manipulation of data. 12. Obstetric workload is less for training of 250 students. 13. OPD: Immunization workload is very low. It reflects poorer Paediatric OPD attendance. 14. Students Hostels: In H Block, no student is staying. Some construction labourers are staying. Corridors and Stairs are full of garbage and filthy. 15. Other deficiencies as pointed out in the assessment report. In view of above, the Executive Committee of the Council decided to recommend to the Central Govt. not to renew the permission for admission of 4 th batch of MBBS students against the increased intake i.e. from in respect of Sree Balaji Medical College and Hospital, Chennai, under Bharath University, Chennai, u/s 10 A of the IMC Act, 1956 for the academic session The Executive Committee of the Council further decided to apply clause 8(3)(1)(c) of Establishment of Medical College Regulation (Amendment),2010(Part II), dated 16 th April, 2010 and amended on 18th March, 2016, which reads as under:- 8(3)(1).. (c) Colleges which are already recognized for award of MBBS degree and/or running postgraduate courses If it is observed during any inspection/assessment of the institute that the deficiency of teaching faculty and/or Residents is more than 10% and/or bed occupancy is <70%, compliance of rectification of deficiency from such an institute will not be considered for issue of renewal of permission in that Academic year and further such an institute will not be considered for processing applications for postgraduate courses in that Academic year and will be issued show cause notices as to why the recommendation for withdrawal of recognition of the courses run by that institute should not be made for undergraduate and postgraduate courses which are recognized u/s 11(2) of the IMC Act,1956 along with direction of stoppage of admissions in permitted postgraduate courses. In view of above, it was decided not to consider the Institute for processing applications for postgraduate courses in the current Academic year ( ) and to issue show cause notice as to why the recommendation for withdrawal of recognition of the courses run by that institute should not be made for undergraduate and postgraduate courses which are recognized u/s 11(2) of the IMC Act,1956 alongwith direction of stoppage of admissions in permitted postgraduate courses. The Executive Committee of the Council further decided to intimate the Postgraduate Section of application of clause 8(3)(1)(c) for this Institute for information and further necessary action.

10 Mahatma Gandhi Medical College & Research Institute, Pondicherry Renewal of Permission for admission of 5 th Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard tomahatma Gandhi Medical College & Research Institute, Pondicherry Renewal of Permission for admission of 5 th Batch of MBBS students against the increased intake i.e. from for the academic session (10/ ) and noted the following:- 1. In respect of Dr. Prasanna Venkatesh, Senior Resident in Ophthalmology, his D.F. is modified with a white marker & his Designation/Experience in the inside page is shown as Junior Resident only. 2. OPD: In General Surgery OPD, there is no signage board of Major Specialty or Super Specialty. 3. In General Surgery & Orthopaedics OPD, number of patients registered at 12 noon on day of assessment does not tally with number of patients seen in individual consultation chambers. 4. Wards: Female General Surgery ward does not have Demonstration room. Female Orthopaedics & ENT patients are admitted in a single ward with only one Nursing station. 5. MRD: It is partially computerized. Records are not kept properly. 50 % of the records are dumped. 6. Blood Bank: Stocks are not maintaining refreshments to be served to Blood Donors. 7. Lecture Theaters: Capacity of Hospital Lecture theater is 200 against requirement of Interns Hostel: There is no separate hostel for Interns. It is combined with PG Hostel; however total accommodation available in PG Hostel is 239 against requirement of 378 (i.e. 250 Interns Residents). 9. RHTC: Infrastructural facilities are inadequate as detailed in the report. 10. Other deficiencies as pointed out in the assessment report. In view of above, the Executive Committee of the Council decided to recommend to the Central Govt. not to renew the permission for admission of 5 th batch of MBBS students against the increased intake i.e. from in respect ofmahatma Gandhi Medical College & Research Institute, Pondicherry, under Sri Balaji Vidyappeth (Deemed University), Puducherry, u/s 10 A of the IMC Act, 1956for the academic session Rural Medical College, Loni Renewal of Permission for admission of 3 rd Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard to Rural Medical College, Loni Renewal of Permission for admission of 3 rd Batch of MBBS students against the increased intake i.e. from for the academic session (04/ ) and decided to recommend to the Central Govt. to renew the permission for admission of 3 rd batch of MBBS students against the increased intake i.e. from in respect ofrural Medical College, Loni, under Pravara Institute of Medical Sciences (Deemed University), Loni, u/s 10 A of the IMC Act, 1956 for the academic session

11 Calcutta National Medical College, Kolkata Renewal of Permission for admission of 3 rd Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard to Calcutta National Medical College, Kolkata Renewal of Permission for admission of 3 rd Batch of MBBS students against the increased intake i.e. from for the academic session (04/ ) and noted the following:- 1. Deficiency of faculty is % as detailed in the report. 2. Raiodiagnosis department: AERB approval is not available for 3 Static X- ray machines. 3. ETO Sterilizer is not available. 4. Other deficiencies as pointed out in the assessment report. In view of the above, the Executive Committee of the Council decided to recommend to the Central Govt. not to renew the permission for admission of 3 rd Batch of MBBS students against the increased intake i.e. from atcalcutta National Medical College, Kolkata under West Bengal University of Health Sciences, Kolkata, u/s 10 A of the IMC Act, 1956 for the academic session GSL Medical College, Rajamundry Renewal of Permission for admission of 5 th Batch of MBBS students against the increased intake i.e. from for the academic session Read: the matter with regard to GSL Medical College, Rajamundry Renewal of Permission for admission of 5 th Batch of MBBS students against the increased intake i.e. from for the academic session (03/ ) and noted the following:- 1.
