Authrity: The cllective bargaining agreement between the Califrnia State University and the Califrnia Faculty Assciatin. Scpe: Faculty unit emplyees within the Cllege f Business Administratin. Respnsible Divisin: Academic Affairs Apprval Date: 09/18/2008 Implementatin Date: 08/19/2008 Originally Implemented: 01/15/1992 Signature Page/PDF: View Signatures fr Retentin, Tenure and Prmtin (RTP) Standards - CBA Plicy Prcedure I. ADHERENCE TO THE UNIVERSITY RTP POLICIES AND PROCEDURES A. The Cllege f Business Administratin (CBA) uses the same definitins, terms, and abbreviatins as defined in the University RTP dcument. B. Prvisins f this dcument are t be implemented in cnfrmity with University RTP plicies and prcedures; the CSU Cllective Bargaining Agreement (CBA), Articles 13, 14, 15; and the University Plicy n Ethical Cnduct. The candidate shuld nte, particularly, University prcedures that prvide guidance n the wrking persnnel actin file (WPAF) and describe the respnsibilities f the candidate in the review prcess. C. The CSUSM RTP dcument specifies a rle f departments and chairs in the retentin, tenure, and prmtin plicy in accrdance with the CBA. In its present frm, CBA is rganized int departments with designated department chairs wh have administrative and prgram respnsibilities. Thus, the Cllege f Business Faculty have agreed that the standards set frth in this CBA Retentin, Tenure and Prmtin Dcument prvide the fllwing: 1. The academic unit reviewing the candidate's file will be a department specific Peer Review Cmmittee. 2. Whereas the CSUSM RTP dcument states that departments may specify standards fr retentin, tenure and prmtin, CBA Faculty designate the standards set frth in this dcument
2 as the standard fr all departments within CBA until such time as departments wish t create separate standards. 3. Department chairs may make separate recmmendatins. Such recmmendatins shall be frwarded t subsequent levels f review. If the chair makes a separate recmmendatin, he/she shall nt participate as a member f the peer review cmmittee (see University RTP plicy; CBA Article 15.). D. The Cllege is guided als by the standards f American Assciatin f Clleges and Schls f Business (AACSB), the internatinal accrediting agency fr schls f business II. GUIDING PRINCIPLES A. The perfrmance areas that shall be evaluated include teaching, schlarship, and service. While there will be diversity in the cntributins f faculty members t the University, CBA recgnizes that teaching, schlarship and service are all central t the institutin; therefre, faculty members must submit a curriculum vita and narrative statements describing the summary f teaching, research and service fr the review perid. The faculty member must meet the minimum standards in each f the three areas. B. Retentin, tenure, and prmtin decisins are made n the basis f the evaluatin f individual perfrmance. Candidates are respnsible fr 1) becming familiar with the standards; 2) understanding the standards; 3) engaging in activities that meet the standards and 4) effectively cmmunicating hw they have met the standards. C. Activities cunted and assessed in ne area f perfrmance shall nt be duplicated in any ther area f perfrmance evaluatin. D. Candidates fr retentin will shw effectiveness in each area f perfrmance and demnstrate prgress tward meeting the tenure requirements in the areas f teaching, schlarship and service. E. Candidates fr the rank f assciate prfessr require an established recrd f effectiveness in teaching, schlarship and service t the University. F. Candidates fr the rank f prfessr require, in additin t cntinued effectiveness, an established recrd f initiative and leadership in teaching, schlarship, and service t the University, the prfessin and the cmmunity. Prmtin t the rank f prfessr will be based n the recrd f the individual since he/she was prmted t the rank f assciate prfessr. G. The granting f tenure at any rank recgnizes accmplishments and services perfrmed by the faculty member during his/her career. The recrd must shw sustained and cntinuus activities and accmplishments. The granting f tenure is an expressin f cnfidence that the faculty member has bth the cmmitment t and the ptential fr cntinued develpment and accmplishment thrughut his/her career. Tenure will be granted nly t individuals whse
3 recrd meets the standards required t earn prmtin t the rank at which the tenure will be granted. H. The recmmending f early tenure (prir t the 6th year in rank) fr assistant prfessrs is cnsidered an exceptin. An individual shuld have a minimum f three years f service at CSUSM. A psitive recmmendatin requires that the candidate's recrd clearly exceeds the articulated standards fr the granting f a tenure/prmtin decisin and that the recrd demnstrates a sustained level f accmplishment at CSUSM in all areas. I. Faculty wh are hired at an advanced rank withut tenure may apply fr tenure after tw years f service at CSUSM (i.e., in Fall f their third year at CSUSM). A psitive recmmendatin requires that the candidate's recrd at CSUSM clearly demnstrates a cntinued level f accmplishment in all areas and, tgether with the candidate's previus recrd, is cnsistent with the articulated standards fr the granting f tenure at the Faculty member's rank. III. STANDARDS AND CRITERIA FOR TEACHING A. Fr retentin, tenure, and prmtin, Cllege faculty members are expected t demnstrate sustained effective teaching. The fllwing dcumentatin is ptinal: 3. Occasinally, candidates may cnclude that their Student Evaluatin f Teaching ratings are nt an accurate reflectin f their teaching effectiveness.
