3 THE ORGANIZATION COLUMBIA COLLEGE Since 1936 Columbia College has offered quality educational programs designed to prepare students for university admission. These programs include a University Transfer Program that is fully integrated into the BC Transfer System, a Secondary Program that is Certified by the Province of British Columbia, and a full-time Academic Preparatory English Program that is accredited by Languages Canada. Thousands of students, both Canadian and international, have progressed through Columbia s programs to successful Canadian universities notably as the University of British Columbia, Simon Fraser University, and University of Victoria. Since April 2013, Columbia College has offered its programs in a new five-story building on Terminal Avenue, just east of Vancouver s city centre. This Main Campus offers excellent state-of-the-art facilities to students, including science and computer labs, lounges, a bookstore and a library. In September 2017, Columbia College expanded into a newly-renovated facility a short walk away at 333 Terminal Avenue. This new North Campus is home to Columbia s accredited English as a Second Language Program and the expanded Secondary Programs. Columbia College operates as a not-for-profit society, where every staff member is eligible for society membership after a prescribed waiting period and participates democratically in the institution s decision-making. 4 THE OPPORTUNITY PRINCIPAL Reporting to the Board of Governors, the Principal provides vision, inspirational leadership, and administrative oversight in harmony with Columbia College s mission, vision, and values. In conjunction with the Board, the Principal will ensure both the quality of administration of the College as well as the academic integrity of the College s programs. With overall responsibility for all aspects of the College s operations, including academic and financial matters, the Principal also serves as an educational leader, responsible for managing the policies, regulations, and procedures of the College to ensure that all students are learning in a safe environment that meets the approved curricula and mission of the College. In addition to providing leadership, direction, and coordination within the College around student enrolment, tuition refunds, and student loans applications, the Principal will have oversight over, and be accountable for, student performance, research and advanced scholarly activity, and will coordinate the development of quality control around teaching, learning, and educational development, making a significant contribution to the overall academic planning of the College and supporting educational programming that leads to student success. Working closely with the Board of Governors, the Columbia College Society, and academic staff, the Principal will, with their support and collaboration, participate in the design and development of programs and student initiatives, demonstrating a commitment to diversity, innovation, and integrity throughout Columbia College. 5 Key Accountabilities The Principal has the following key accountabilities: Delivery of Strategic Objectives Propose and advise on the continuing development of the College mission in the context of a changing external environment; Develop, together with the Board of Governors and the Columbia College Society, comprehensive strategic plans to position the College successfully in a changing environment; Implement, manage, and assess the results of the strategic plan and actions; Promote the mission and strategy, and lead in their implementation; and Establish appropriate and effective relationships and networks within the sector and wider community to ensure linkage of College activity to stakeholders. Leadership Provide purposeful, effective leadership for the College, its Academic Board, Staff, and Students; Ensure that the Board of Governors and the Columbia College Society are fully engaged in all strategic decisions that affect the mission and character of the College; Lead the implementation of the decisions made by the Board of Governors and the Columbia College Society; In conjunction with the Academic Board, develop and oversee academic policies, ensuring that they meet the College s mission and vision, school and departmental/divisional goals; Maintain an atmosphere of trust and engage students and staff in developing a strong Learning Community; 3 Page
6 Maintaining the high reputation of the College and celebrate its achievements; Maintain a clear understanding of the external environment in order to advise to governors and staff in the best interests of the students and the Society, particularly in the light of regulatory changes; Inspire outstanding teaching and learning in the College, and the capacity to innovate; Consult widely and communicate effectively with staff, students, and stakeholders; Establish and develop appropriate management structures and processes; Introduce best practices to the College, as well as implement practices which are aligned with the College s culture; and Liaise with and support the BC Transfer System (as overseen by the British Columbia Council on Admissions and Transfer BCCAT) and work with the Degree Quality Assessment Board (DQAB). Partnerships Maintain and develop strong relationships with the Columbia College Society members; Maintain and develop strong relationships with other educational institutions such as BCCAT and regulatory agencies, particularly the Degree Quality Assessment Board; Develop and strengthen links with the local community; and Maintain and build links with local and international partners. Continuous Improvement Lead in pursuit of the College s mission; Maintain and further develop quality assurance processes to support improvement at all levels within the College; Commit to personal and professional selfdevelopment; and Encourage personal and professional development in all staff. 4 Page
7 Management of Resources Ensure the College is financially sound on an ongoing basis, in consultation with the Board; Facilitate the preparation of the annual operating budget for approval by the Board of Governors; Monitor applications to the College in order to manage enrollment at the College, including setting targets and deciding how many applications Columbia will accept in any given semester; Ensure that a risk management strategy is transparent, effective, well-understood, and responsive to the students needs; Ensure appropriate development of the College premises, facilities, and infrastructure; Ensure that there is proper, effective operation of financial, planning, and management controls; Plan and prepare annually and by semester, with the collaboration of the Academic Board and other members, the following: Staffing Plan Academic Schedule Timetable Examination process and timetables Operations and Communication Manage College operations according to plans and policies approved by the Society and within the limits of the Principal s delegated authority, in the best interests of the students; Ensure that College activities are carried out within the law and provisions of external regulators; Ensure that College processes and procedures keep abreast of new regulatory requirements; Chair weekly Academic Board meetings; Organize and chair Occupational Health and Safety Committee meetings; Seek out development opportunities for the College, including business and community partnerships; Ensure that the College is effectively represented and promoted in local and international forums, and that information from external sources is disseminated widely throughout the College; and Contribute to the development and maintenance of effective communication within and beyond the College, and act as an ambassador for the College and an advocate of its interests. 5 Page
8 THE PERSON The ideal Principal can effectively manage at the strategic and operational levels, knows the complexities of the post-secondary landscape, and knows how to improve institutional and departmental student programming and success. The Principal possesses a transparent and collaborative leadership style, and is able to make decisions and drive initiatives to completion in a fast-paced, dynamic environment. S/he should maintain a collegial attitude and approach to the optimization of student learning throughout the College. An experienced team builder who can inspire, grow, mentor, and recognize staff, the Principal will build engagement across the College, leveraging the considerable expertise and strength that exists within the institution. Required Qualifications, Experience, Skills, and Attributes Graduate degree in a relevant field, ideally the terminal credential; Minimum of eight to ten years experience as a post-secondary administrator and educator, with demonstrated leadership and senior-level administrative experience and extensive curriculum development experience; Deep knowledge of finance, systems, technology, and general administrative acumen is required; Hands on experience working with an ERP/Student Management Software system would be an asset; Knowledge of and experience with the BC Transfer System; Outstanding leadership, communication, relationship management, and interpersonal skills; Experience with Risk Management policies, procedures, and implementation; Previous experience with budget planning and accountability; Demonstrated ability to articulate, communicate, and lead the collaborative implementation and ongoing revision of the College's mission and vision; Ability to align and base all decisions, practices, policies, and resources (e.g., human capital, time, budget, facilities) on the College's mission and vision; Proven ability to deal effectively with external regulatory agencies such as DQAB and the Ministry of Education; Demonstrated ability to fairly address disciplinary matters with students and staff. 6 Page
