1 DEFINITION The Vice President of Student Services and Enrollment Management (VPSSEM) at Cape Fear Community College (CFCC) reports directly to the President and provides leadership, management and administrative oversight for Student Services and Enrollment Management. Primary responsibilities include management, supervision, policy development, setting strategic priorities and direction in enhancing student development, student leadership, student services, enrollment management, recruitment, retention, and student success, aligned with strategic initiatives at CFCC, which is the sixth largest community college in the state and is a major economic development partner in southeastern North Carolina. The VPSSEM is CFCC s chief student services and enrollment management officer and is responsible for the day-to-day operations and for exercising supervisory authority over Admissions & Recruitment, Financial Aid, Records and Registration, Counseling and Advising Services, Career Planning and Placement, Disability Services, Student Judicial Conduct, Student Support Services, Athletics, Student Activities and Intramural Sports. The Vice President must be student-centered, focused on high quality customer service, operational efficiency, and championing a student development model that addresses the social, cultural, emotional and psychological needs of all students. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the President. Exercises direct supervision over Admissions & Recruitment, Retention Services, Financial Aid, Records and Registration, Counseling and Advising Services, Career Planning and Placement, Disability Services, Student Judicial Conduct, Student Support Services, Athletics, Student Activities and Intramural Sports. ESSENTIAL AND OTHER IMPORTANT FUNCTION STATEMENTS--Essential and other important responsibilities and duties include, but are not limited to, the following: Essential Functions: Student Services and Enrollment Management Leadership: Serve as a member of the President's senior level administrator team. Provide vision and lead the strategic development, operation, and enhancement of all student services areas and enrollment management. Research, develop, recommend, administer, and evaluate relevant policies, procedures, best practices and technology applications to insure efficiencies in the offices/departments facilitating the College's goals as they relate to enrollment, retention, completion, as well as other College priorities.

2 Essential Functions: (continued) Research, develop, recommend, administer, and evaluate policies, procedures and data support systems to ensure comprehensive and effective student services programs, which are compliant with federal and state regulations. Implement, update, and monitor technology systems and implement college policies to ensure automated processes are compliant with all federal and state rules/regulations and institutional policies, and that appropriate online services are developed to provide effective services to students. Facilitate effective communication with current and prospective students and College personnel and ensure all constituents are kept accurately informed and up-to-date regarding student services and student success. Lead policy development, strategic planning and budgeting for the Division. Administer the College s policies for Code of Conduct, Data Privacy, Satisfactory Academic Progress, Student Complaints and Grievances and other appeals and exceptions as established within the College, and state and federal government. Promote and maintain an atmosphere that properly deters and responds to discrimination and sexual harassment in the work place; actively discourage and discipline behavior that is discriminatory or harassing. Identify critical issues, develop background information, collect and analyze data, prepare position statements, and report on special projects as needed. Provide direct supervision, facilitate performance management and evaluation, training and development, and employee relations to the staff of Student Services and Enrollment Management Prepare Student Services and Enrollment Management semi-annual reports, annual reports, board reports, etc. Strategic Enrollment Management: Oversee the creation, implementation, and assessment/tracking of progress for a Collegewide Strategic Enrollment Management Plan. Provide leadership in the College's Strategic Enrollment Management initiatives, and ensure that the goals of the plan are achieved. o Achieve predictable enrollments through planning and active management. o Track and assess student recruitment, retention, and engagement initiatives. o Develop a culture of clean, reliable data available at predictable intervals. o Construct key performance indicators and use of metrics for decision-making. o Utilize technology to collect and analyze data. o Use enrollment and student success to drive other planning at the College. Work collaboratively with senior level administrators and other College constituencies to develop and implement the planning functions of the College, which respond and align with the College's strategic goals, system goals, as well as divisional and departmental goals.

3 Essential Functions: (continued) Analyze student needs, evaluate effectiveness of services, and identify emerging trends in higher education as inputs for institutional planning. Plan and implement systematic evaluation of all personnel, programs, and projects assigned. Actively participate in system audits, accreditation processes and other College-wide evaluation processes. Student Development and Leadership: Build and maintain a strong working relationship with the Student Government Promote developmental model of providing multiple opportunities for students to participate in broad-based programming. Respond to individual student's grievances and complaints. Represent the College at student events, which includes evening and weekend hours. Serves as a mentor for student leaders and as an advocate for all students. Budget Management: Develop and administer budgets for Student Services and Enrollment Management. Establish processes for staff to identify, prioritize, and recommend budget needs for all student services units of the College based on research, federal and state mandates and college student needs. Monitor expenditures of the approved allocations for each Student Services/Enrollment Management area. Review the budget allocation process and prioritize to ensure equity and prudent use of resources needed to meet student needs. Other Important Functions: Participate in providing mentoring and counseling services to students and staff. Provide staff support on a variety of committees; research and develop recommendations related to student services activities of the college. Assist with the provision of various clerical and secretarial support activities; engagement and participation in the student registration process. Provide staff assistance to the Board of Trustees; prepare and present staff reports and other necessary correspondence. Represent the college to the community and outside organizations. Perform other related duties, responsibilities and projects as requested and required.

4 QUALIFICATIONS: Knowledge, Skills and Abilities: Commitment to quality, process monitoring and continuous process improvement in systems and services. Understanding and experience with the role of student services in the academic environment of a college or university. Knowledge of applicable federal and state laws, statutes, campus processes, and awareness of law and policy proposals affecting student service areas. Knowledge of enrollment management concepts, strategies, and best practices including marketing, recruiting, admissions, financial aid, retention and information systems used in support of these functions as well as an awareness of current recruitment challenges like affordability. Knowledge of regulatory and professional, ethical guidelines in higher education. Ability to innovate and incorporate best practices in programs and services. Proven ability to develop cooperative working relationships. Ability to use sound judgment in decision making. Ability to travel, as well as work some evenings and weekends. Ability to work very independently while establishing and maintaining a high degree of personal and departmental integrity and openness with students, faculty, and staff. Exceptional management and problem solving skills with the ability to work collaboratively with a team. Excellent prioritization skills with the intuitive ability to adapt and shift priorities as needed. Strong personnel management skills including strategic planning, the ability to manage multiple functions, and organize institution resources to meet goals and objectives. Effective presentation and public speaking skills. Highest level of ethics and integrity. Training and Experience Training: Master's degree in College Student Personnel, Student Development, Higher Education Administration, Educational Leadership, Counseling, Public Administration, or a closely related field from a regionally accredited College or university. (Doctorate in one of the fields listed is preferred) Experience: Five years of progressively responsible experience in the areas of student services, student success, enrollment management, or other related areas. Two years of supervisory experience in post-secondary institutional administration.

5 Experience: (continued) Vision for developing, enhancing, and expanding student programs. Excellent written, verbal and interpersonal communication skills. Experience planning and directing programs. A record of accomplishment of achieving goals, experience with quality assessment and implementation of standards. Currency in the field and an understanding of trends and issues facing today's community college students. Appropriate experience in facilitation and conflict resolution to lead student and employee groups in discussion and timely decision-making. Experience in policy and procedure processes, including development, feedback collection, implementation, and communication. Demonstrated commitment to diversity, equity and inclusion. Experience developing, organizing, and administering budgets. Experienced technology user including enterprise level and desktop tools deployed to improve student services. Experience with best practice approaches to strategic enrollment management including the recruitment and retention of diverse populations, online, and non-traditional and underrepresented students. Experience coaching, motivating, empowering and building effective teams. Experience in a student services leadership position in an institution of higher learning preferred. Experience in Student Services in the NC Community College System preferred.
