1 MINISTRY OF EDUCATION AND SPORTS PRESS RELEASE THE 21 ST ANNUAL EDUCATION & SPORTS SECTOR REVIEW 24 th 26 th SEPTEMBER Introduction This is the 21 st Education and Sports Sector Review (ESSR) aimed at reviewing the performance of the sector in FY 2013/14 and identifying strategic operational areas to guide the budgetary process for next FY 2015/16. The national workshop will take place from 24 th - 26 th September 2014 at Imperial Royale Hotel, Kampala. There will be exhibitions on practical and entrepreneurial skills by selected education institutions to showcase their acquired knowledge, skills and competencies and how these will directly link learners/trainees to the world of work. Through exhibitions, the Review will be able to assess the relevancy of acquired knowledge and skills and how these have empowered/will empower the learners (school children and the youth) to become more active, productive and gainfully engaged in the national development process. The workshop will be preceded by field visits that are aimed at providing first-hand feedback on the reality on the ground to guide and enrich the discussions during the national workshop and subsequently inform the planning and budgeting process for FY 2015/16. There will also be a Sports Gala organized by the Department of Physical Education and Sports (PES) on Monday 22 nd September 2014 starting at 8.00 a.m. at Kyambogo University. The theme for this year s Review is Skilling Uganda for Enhanced Productivity and Development. Emphasis will be put on how the Ministry has progressed in skilling Uganda s youth right from pre-primary education to higher education. 2.0 Objective of the Review The main objective of the 21 st Review is to appraise the performance of the Education and Sports Sector for the period 1 st July 2013 to 30 th June 2014 and plan for the FY 2015/16. The specific objectives of the Review are to: (i) assess progress in achieving the agreed sector level performance benchmarks including budgetary performance for FY 2013/14; (ii)
2 confirm the performance of the sector in achieving the agreed critical and process undertakings for FY 2013/14; (iii) assess the extent to which the current skills development process in Uganda is relevant to the world of work; (iv) review progress in enhancing learning achievements at primary and secondary education levels; and (v) generate credible recommendations for implementation in the FY 2015/16 and medium term towards improved delivery of education, training and sports at all levels in the country. 3.0 Invitation Letters Invitation letters accompanied with documents for the Review have been dispatched to all invited participants. The attached documents include: (i) Terms of Reference for Review; (ii) the Education Sector Annual Performance Review Report (ESSAPR) for FY 2013/14; (iii) the Joint Position Paper (JPP) on Critical and Process Undertakings for October 2013 ESSR; (iv) the current skills development process in Uganda and its relevance to the world of work; (v) school based strategies for improving and sustaining learning achievements in the desired competences in literacy and numeracy; (vi) progress made towards producing secondary education graduates with the skills and knowledge required to enter Uganda s workforce or tertiary/higher education; (vii) private sector contribution to provision of relevant skills development in Uganda; and (viii) enhancing the quality of teaching and learning process and school management in education institutions: good practices, challenges and interventions. 4.0 Invited Participants The invited participants are drawn from the following key stakeholder categories: (i) political leaders of Ministry of Education and Sports; (ii) the Education Sector Consultative Committee (ESCC); (iii) the Education Sector Budget Working Group (ESWG); (iv) Monitoring and Evaluation Working Group (M&E WG); (v) Sector Policy and Management Working Group (SPM WG); (vi) Departmental Working Groups; (vii) line Ministries; (viii) local governments; (ix) education institutions at all levels; (x) youth groups/organizations; (xi) the private sector; (xii) civil society organizations; and (xiii) the media. A total 420 persons are expected to participate in the Review activities. A detailed list is given below in Section The National Workshop The national workshop will be conducted through an exhibition, presentations and discussion of papers and reports by technical resource persons drawn from different backgrounds. All deliberations will be conducted in plenary. The following papers will be presented: (a) (b) Opening and closing remarks by Honorable Minister of Education and Sports (by Hon. Minister of Education and Sports and the Coordinator Education Development Partners - EDPs); The Education and Sports Annual Performance Report (ESSAPR) to inform the Review on the achievements of the sector during the FY 2013/14 as well as constraints and challenges encountered (by Permanent Secretary, Ministry of Education and Sports);
