1 3 rd National Advisory Group Meeting, Kiev, Ukraine Date: May 30, 2014 Venue: Opera Hotel Kiev On May 30, 2014 within the framework of the EU funded programme for the Prevention, Preparedness and Response to natural and man-made disasters in the ENPI East Region (PPRD East) the third National Advisory Group meeting (NAG) was held at the Opera Hotel, Kiev. Its mail function is to vigorously support the PPRD East Programme and to summarize the results of the Programme against country s priorities. The meeting was organised by the team of Eptisa Kiev Office with support of the State Emergency Service of Ukraine. Participants at the meeting were employees of the State Emergency Service of Ukraine, National Institute of Strategic Researches under the President of Ukraine, Ministry of Ecology and Natural resources of Ukraine, Ministry of Foreign Affairs of Ukraine, National Academy of Science of Ukraine, State Agency of Water recourses of Ukraine, State Service of Mining supervision and industrial security of Ukraine, National Technical University of Ukraine Kiev Polytechnic Institute, Institute of problems of Mathematic Machines and Systems of National Academy of science of Ukraine, Institute of Geography of Ukraine. The representative of the EU Delegation in Ukraine and the PPRD East Programme Team Leader and Key Experts also participated at the meeting. The aim of the meeting was: To familiarize country stakeholders active in civil protection and disaster management with the current status of the Programme; To discuss the PPRD East Programme progress since the previous NAG meeting; To make recommendations for the PPRD East Programme Phase II. The meeting was opened by the First Deputy Chairman of the State Emergency Service of Ukraine and the PPRD East Programme Steering Committee member Mr. Anatoliy Boiko. He welcomed the participants and introduced the PPRD East Programme Expert Team. Mr. Boiko emphasized the importance of the Programme in relation to: 1 safety and secure development of the Eastern Partnership countries; 2 protection of the environmental resources, infrastructure, population and cultural legacies of all Partner Countries; 3 empowerment of the civil protection and natural and industrial disaster management capacities within the Partner Countries; 4. approximation to the EU Civil Protection Mechanism and strengthening of the collaboration among Partner Countries.
2 At the meeting the PPRD East Programme Team Leader and Key Experts presented the results of the PPRD East Programme as well as the Programe main management and implementation challenges. In addition, the PPRD East Programme Team Leader informed participants that the PPRD East Phase II is under development with an aim to be launched immediately after the conclusion of this Programe Phase. Participants have been invited to provide proposals, ideas and suggestions on issues that could/should be addressed within the Phase II framework. The Team Leader and Key Experts presented all 5 Programme Activity Areas. Participants concluded that the huge amount of work has been done at the high level. In regard to ERRA participants were interested to find out how it is planned to implement or transfer this portal to the State Emergency Service, as part of some other software or separately. The Team Leader explained that when the Programme was contracted, the contractual obligation was to develop and establish only the regional server. However, based on the request received from the Partner Countries, PPRD East Programme have developed the national ERRA in every Partner Country. National ERRA is the ownership and the responsibility of the national authorities. In the case of Ukraine, that is the State Emergency Service. They're the ones who are the owner of the server, of the database in their country, and of the data in the database. It is their responsibility to maintain and update all the data and information regularly, so the information in the database is up to date. And then from the national service data are extracted to the regional level. In some of the countries at least half of the data that we have collected are considered to be security sensitive. They are not to be shared, but nevertheless they will be used at the country level for their own strategic decision-making. Nevertheless, the expectations is that the server in Ukraine and all in other Partner Countries will be available for the wide public and that at least some of the data will be free to be seen and used by the general public. Of course, some of the data which are data of the national security will be restricted, and will be used only by selected institutions, so in that sense the responsibility is on the Partner Countries. The system is an open ITC system, so you can include any other monitoring system you have in the country, and easily connect it to this database. Depending on what you want to get at the end, you can play with the layers and with the maps. The GIS Key Expert commented that the system installation takes just one hour and a half. If you have a server to install it on, in one hour and a half the system will be functioning and communicating with the system of the State Emergency Service and systems of other countries and you can add monitoring sources. Naturally, the system will work, if it permanently receives specific data, including the data related to the situation in Ukraine. Since the system is based on international standards, it can be very easily integrated with the Fires and Man-Made Disasters Monitoring System installed at the State Emergency Service. The Team Leader mentioned that potentially some additional technical assistance will be needed in order to train additional people to be able to not only use the system to produce the risk assessment maps, but also to utilize those maps in the strategic decision-making. The responsibility is on the State Emergency Service to really use ERRA to its full capability and capacity. ERRA is the state-of-the-art database. It does not exist anywhere in the world, not even in the European Union. Neither the State Emergency Service nor the European Union or the Commission would like to witness that after three and a half years of hard work and all the money and efforts invested, ERRA is not used to its full potential or at all. Based on the
3 cooperation Programme has established with the State Emergency Service, there is full confidence that this will not be the case. In regard to the civil protection/disaster risk management capacity buidling activities implemented within the Programme, it was noted that there is a special subject called civil protection mandatory for all Universities in Ukraine. Unfortunately, the aproaches that are now in use in the European Union such as early warning and the first response training principles are not always covered by curriculum. As this is a very important topic, it is suggested that during the Phase II to explore possibilities to adjust curricula of Universities to include the civil protection/disaster risk management subject in line with general principles of the European Union. It will be very beneficial, because every graduate will therefore have knowledge that the Programme has shared with just five or six experts in the country. Team Leader explained that this is one of the issues Programme have tried to scratch a little bit with raising awareness and with information sharing campaign that have been organized in all Partner Countries. One of the ways forward, again, either within the Phase II or bilaterally, would be to try to introduce topics of disaster risk management or disaster risk reduction into the overall national educational curriculum preferably not as a separate standardized subject, but as topics from disaster risk management, adjusted to appropriate age levels to the different subjects such as Physics, History, Chemistry, etc. Thus the children will start learning about hazards and risks, about prevention and mitigation, what is causing disasters, what are natural processes that are provoking disasters. I m highly opposed of the claim that disasters are natural. They are not. Hazards are natural floods, rain, earthquakes are natural events, but because we humans put settlements in risk areas, we are causing the disasters. So if we start teaching children in their early ages or throughout their education, one day we can have educated people who understand the mechanics and how the disasters can be prevented or mitigated before they become catastrophes. The Team Leader advised that the recommendations for the Phase II have to be stated. Neither of us expert team - might be invovled in the next Phase. Thus during the inception phase of the Programme Phase II it will be up to the State Emergency Service, Ministry of Foreign Affairs, together with the EU Delegation, to voice out what are the priorities in disaster risk management in Ukraine. As the next Phase will also be the regional Programme, and the money available is even less ( 5.5 million for four years) than for the current Programme, not everything can be implemented. Four areas have been already decided to be addressed, but there is enough flexibility to decide what are the key priorities to be addressed at the national level. Nevertheless, what has to be kept in mind is that if the Phase II is not in position to address all issues recognised as priority for Ukraine, there are other financing mechanism available, especially within the bilateral cooperation between Ukraine, EU and its Member States. In regard to the SEVESO Directive and the capacity building activities implemented within the Programme, participants confirmed the understanding that the point is to test the external emergency plan, and to test the emergency inspectorate, emergency agency, commissariat of national guards, how they are working together in the case of industrial accident. During the SEVESO Exchange of Experts two types of plans were tested: internal emergency plan and external emergency plan. Participants then discussed the issue of application of SEVESO Directive in Ukraine. Ukraine has a similar approach, a plan for accident localization and mitigation containing Levels A, B,
4 and C. Regarding the SEVESO Directive, such country as Georgia has only four facilities that are covered by this Directive, or Armenia might have none of such facilities at all, so it's not crucial for these countries, but for Ukraine, that has so many facilities of increased risk level, this Directive is of big importance. Poland has 360 SEVESO facilities, Romania - as we were told - about 300, estimation is that Ukraine has about 500. This is why the implementation of the SEVESO Directive is very important for Ukraine and the value of the SEVESO Directive related activities couldn t be overestimated. Phase II should cover this topic as well as an early warning systems. All these facilities with man-caused hazards and significant natural risks cannot function without control ensured by automated detectors and automated systems, and Ukraine and other countries of Eastern Partnership could share the European experience.. Under the Law of Ukraine on High-Risk Facilities of 2001, all companies were obliged to prepare plans of emergency localization and liquidation. Later this binding requirement was cancelled by the resolution of the Cabinet of Ministers, and now many companies do not revise their old plans, not to mention preparation of the new ones. It cannot be left for authorities to decide, there should be a binding regulation, and this regulation was cancelled in Ukraine. In regard to volunteerism, it was noted that Ukraine will need to do work from scratch both at the legislative level and in practice. In European countries a person who wants to get certain skills can select one of one hundred areas of study (even more at some schools), and then he or she is enrolled into a study group, and undergoes a 5-day or 2-week training (at the country's cost) at a civil protection school which is a specialized institution. Methodology is important, and special training courses should be prepared and approved by professionals. Having passed such training course, the person does not just get a certificate, but becomes a volunteer eligible to a number of special benefits (such as exemption from a number of taxes in case of Germany). It is important that all these volunteers should be part of the system, properly trained, properly equipped, and properly recorded. National Programme Coordinator Mr. Pinsky expressed his satisfaction with the results of the PPRD East Programme and made his recommendations regarding the PPRD East Programme Phase II. At the end of the meeting Mr. Anagnosti and Mr. Pinsky thanked the participants of the meeting for productive working day.
