1 Activity 10 & 16: Strengthening the Capacities of Local Stakeholders for BP Replication Country: Vietnam City: Tra Vinh Training Period: September 2011-February 2012 Reported by: Nguyen Thi Thu Cuc, National Coach for Tra Vinh Title of Training 1: E-government as breakthrough for better local governance Date: September 2011 Venue: Meeting Hall, City Party Building, Tra Vinh Number of Participants: 30 city leaders and managers Brief description of training aim and content (half-page): - Aims: The training aims to equip participants with knowledge of DELGOSEA project in general; E Government system; role of people participation in local governance and the implementation of E-Government; Tra Vinh Transfer Concept and responsibilities of each functional units in the project implementation; provide a forum to share national and international experience in developing E-government; and improve participants skills in planning and development of strategy for community participation. - Content: Introduction of DELGOSEA project; Introduction of Tra Vinh Transfer Concept; Theory of G Government and Application in Vietnam; Introduction of Yogjakarta experience on E Government ; Experience, Opportunities and Challenges of Nam Dinh in applying information technology for land management and taxation; Management skills and strategy development for community participation Outcomes: Participants have gained knowledge of e-government, community participation and local governance; been exposed to both national and international experience of e-government; and improved their skills in planning and development of strategy for e-government and community participation. According to the evaluation by participants, lectures were of good quality, the training is very useful for their work. 2 Venue: Meeting Hall, City Party Building, Tra Vinh Number of Participants: 30 Brief description of training aim and content (half-page): - Aims: The training aims to equip participants with knowledge of DELGOSEA project in general; E Government system; role of people participation in local governance and the implementation of E-Government; Tra Vinh Transfer Concept and responsibilities of each functional units in the project implementation; provide a forum to share national and international experience in developing E-government; and improve participants skills in mobilizing people s participation in E Government project and developing an action plan for assigned tasks in implementing the Transfer Concept - Content: Introduction of DELGOSEA project; Introduction of Tra Vinh Transfer Concept; Theory of G Government and Application in Vietnam; Introduction of Yogjakarta experience on E Government ; Experience, Opportunities and Challenges of Nam Dinh in applying information technology for land management and taxation; Skills to mobilize the local community in local governance; Skills in planning, implementing and coordinating in local governance; Skills in making Action Plans to carry out the tasks assigned in Tra Vinh Transfer Concept Outcomes: Participants have gained knowledge of e-government, community participation and local governance; been exposed to both national and international experience of e-government; and improved their skills in planning, implementing and coordinating in local governance; skills in making Action Plans to carry out the tasks assigned in Tra Vinh Transfer Concept. According to the evaluation by participants, lectures were of good quality, the training is very useful for their work. City officials developed real action plans for their department involvement in the transfer concept, which will ease the implementation and monitoring their involvement. Upon the training, in the reflection notes, city officials showed improvements in their awareness of local democratic governance and expressed their expectation and willingness to make changes in the current system for more public participation in local decision making and for better e-government implementation. Outcomes: Participants have gained knowledge of e-government, community participation and local governance; been exposed to both national and international experience of e-government; and improved their skills in mobilizing people s participation in E Government project. According to the evaluation by participants, lectures were of good quality, the training is useful for their work. Upon the training, in the reflection notes, participants showed their suggestions for change in their wards/ commune for more public participation and e-government at grassroots as well as showed their willingness for e-government implementation. Title of Training 4: E-government implementation Date: Group 1: 21 December 2011 Group 2: 22 December 2011 Group 3: 23 December 2011 Venue: Meeting Hall, City Party Building, Tra Vinh Number of Participants for 3 groups: 150 Brief description of training aim and content: The workshop aims to communicate the e-government project to the city officials as general and to members of the city associations of women in particular. The content of the workshop is to introduce the framework of the public administrative reform (PAR) and the on-going reform in the city; equip the participants with basic IT skills, including searching internet, using internet tools for work. Outcomes: Upon the workshop, participants have aquired knowledge of the PAR and the e-government project and basic IT skills to serve their work, including browsing the city website, downloading forms and applications, tracking online applications.
