The EOI Document containing the details of qualification criteria, submission requirement, brief objective etc. can be downloaded from the website Further details, if any, may be obtained from State Project Director, State Project Monitoring and New Initiatives Unit, Cottage No.14, Brock Hurst, Kasumpti, Shimla during working hours. Last date for submission of EOI is 24 th January 2019 upto 1400 hrs. BACKGROUND 1.1 The scheme aims to empower meritorious students of the state, by assisting them as well as those institutions working for them, towards enhancing their skills and capabilities to make them competitive for admissions in prestigious institutions. This will not only make them employable in industries, services and business sectors as well as to the government sector. It has the built-in resilience to adapt itself to the market dynamics on a continuous basis so that the target groups are not deprived of the professional acumen demanded by the changing/emerging market needs and opportunities for employment at domestic as well as international levels. 1.2 The scheme has been made more comprehensive keeping in view the emerging trends of employment in the era of economic reforms, liberalization and globalization. 2. AIMS & OBJECTIVES The objectives of the scheme are to assist meritorious students of Himachal Pradesh by way of special coaching for the following: - (a) Coaching for CLAT/NEET/IIT-JEE/AIIMS/AFMC/NDA etc. for qualifying examinations for admission in prestigious technical/professional institutes for course such as engineering, law, medical, management, information technology etc. and language/aptitude examinations for seeking admission to foreign universities. (b) Coaching for competitive examinations conducted by UPSC/SSC/Banking and Insurance, Railways and other PSUs. (c) Under this scheme the financial assistance to 350 students of 10+2 (Science-200, Commerce-75 & Arts 75) passed/appeared in the relevant year and 150 graduates will be given on the basis of merit. 3. EOI PROCESSING FEES A non-refundable processing fee for Rs. 1,000/- (One Thousand Rupees only) in the form of a Demand draft in favour of Director of Higher Education, Himachal Pradesh, payable at Shimla may be submitted mentioning EOI for empanelment of coaching centre/institute has to be submitted along with the EOI response. EOI received without or with inadequate EOI processing fees shall be liable to get rejected. 4. VENUE & DEADLINE FOR SUBMISSION OF PROPOSAL Proposal, in its complete form in all respects as specified in the EOI, must be submitted to Department of Higher Education, Himachal Pradesh at the address specified herein earlier. In exceptional circumstances and at its discretion, Department of Higher Education, Himachal Pradesh may extend the deadline for submission of proposals by issuing an amendment to be made available on the Department of Higher Education, Himachal Pradesh website, in which case all rights and obligations of Department of Higher Education, Himachal Pradesh and the bidders previously subject to the original deadline will thereafter be subject to the deadline as extended. 5

VALIDITY OF OFFER: The offer for EOI as per this document shall be valid for a period of three (3) months initially which may be extended further if required by Department of Higher Education, Himachal Pradesh. 6. TERMS OF REFERENCE The detailed terms of reference are enclosed at Annexure-I. 7. INSTRUCTIONS TO INTERESTED INSTITUTIONS/PRIVATE PARTIES/ ORGANIZATIONS/ SOCIETIES/ COMPANIES/TRUSTS The eligibility criteria has been well defined in the Government of Himachal Pradesh, Department of Higher Education Notification No.EDN-A-C(5)-04/2010-Loose dated 20 th Dec and attached as Annexure-I. 8. THE EXPRESSION OF INTEREST IS TO BE SUBMITTED IN THE MANNER PRESCRIBED BELOW:- All information as detailed below is to be submitted in two hard copies in separately sealed envelope:- a) Applicant s Expression of Interest as per Format-1. b) Application Form as per Format-2. c) Experience in the field as per Format-3. d) List of required number of qualified faculty members either on its pay roll or on part-time basis on payroll as per Format-4. e) Financial strength of the Organisation as per Format-5. f) Declaration as per Format-6. g) Power of Attorney in favour of Authorized Signatory with long and short signatures of Authorized person. h) Interested institutions/private parties/ organizations / societies/ companies/trusts must have its office. EOI Documents have been hosted on the website and may be downloaded from the website. The bidders are expected to examine all instructions, forms, terms and other details in the EOI document carefully. Failure to furnish complete information as mentioned in the EOI document or submission of a proposal not substantially responsive to the EOI documents in every respect will be at the Bidder s risk and may result in rejection of the proposal. 6

7 9. QUALIFICATION CRITERIA: Following will be the minimum pre-qualification criteria. Each eligible interested Institutions/private parties/organizations/ societies/ companies/trusts should possess all the following pre-qualification criteria. Responses not meeting the minimum pre-qualification criteria will be rejected and will not be evaluated. S.No. Pre-qualification Criteria Supporting document 1. The firm should not be blacklisted by any Central Govt. / Certificate signed by the State Govt. / PSU/Govt. Bodies Authorized signatory 5. PAN No. / Service Tax Registration Certificate Copy of Certificate to be enclosed. 10. EVALUATION CRITERIA AND METHOD OF EVALUATION: a. Screening of EOIs shall be carried out as per eligibility conditions mentioned in this document and based on verification of testimonials submitted. b. EOI will be evaluated for short listing inter alia based on their past experience of handling similar type of project, strength of their man power, financial strength of firm and presentation / proposal to the selection committee whose decision will be final. c. The agencies may be required to make a presentation, if required, to a selection committee showcasing their proposals. d. The Department of Higher Education, Government of Himachal Pradesh will take up references and reserves the right to pay due heed to the Bidder s performance elsewhere and any past experience. e. The proposal of only short listed parties will be evaluated. 11. RESPONSE: Application in sealed cover super scribed, as EOI for Empanelment of coaching institutes/centre. 12. CONDITION UNDER WHICH EOI IS ISSUED: The EOI is not an offer and is issued with no commitment. The Department of Higher Education, Government of Himachal Pradesh reserves the right to withdraw EOI and or vary any part thereof at any stage. The Department of Higher Education, Government of Himachal Pradesh further reserves the right to disqualify any party, should it be so necessary at any stage. 12.
