2 Minnesota State invites applications and nominations for the position of Vice Chancellor for Finance and Facilities Minnesota State seeks an accomplished financial management executive who can provide a compelling vision for the future and can successfully develop and execute strategy into action-oriented goals. The Vice Chancellor for Finance and Facilities provides overall strategic fiscal and administrative leadership and serves as the chief financial officer for the system. The vice chancellor serves in the chancellor s cabinet and leads the strategic finance, facilities, and other auxiliary administrative operations in support of the Minnesota State mission. In consultation with college and university constituencies, the vice chancellor is responsible for establishing, monitoring, and evaluating policy regarding finance and facilities at the 37 colleges and universities and system office in St. Paul. In addition, the vice chancellor is charged with partnering with system and campus leaders on strategic initiatives that provides improvements and innovations to enhance performance. In addition to financial acumen, the vice chancellor must demonstrate administrative leadership talent that can build a cohesive and unified vision and action-oriented goals around systemwide approaches to programmatic and financial sustainability. The vice chancellor will demonstrate the agility to transition from high-level strategic priorities to detailed implementation in order to translate the system s aspirations into budget and financial management systems. Knowledge of Minnesota, its regional economies and broader trends impacting not only the state but also our colleges and universities is essential. Further, an understanding of Minnesota s political landscape and its public financing framework is a must to effectively advocate on behalf of our colleges and universities and our students. The Finance and Facilities division provides strategic and tactical leadership for the system s finance and facilities initiatives. The division provides expert resources to the colleges and universities in the areas of revenue planning, budget administration, contracting and procurement, financial and tax reporting, capital planning and construction administration, real estate management, public safety and security, emergency planning, and environmental compliance.
3 About Minnesota State Minnesota State is the largest single provider of higher education in the state. With 30 community and technical colleges and seven state universities, Minnesota State serves 58 percent of the state s undergraduate student population. Students and employers alike count on Minnesota State to provide extraordinary education. Our colleges and universities are accredited by the Higher Learning Commission, and many of the academic programs offered have received specialized accreditations. Diversity and Inclusion Minnesota State has made tremendous progress in the diversification of its workforce and student body. Women comprise fully one-half of those in senior leadership positions. One-third of the system s 30 presidents are people of color or American Indian, as are on quarter of recently hired professional, managers, and administrators. One quarter of the students served across the state are students of color or American Indian students - a 61% increase over the past decade. The system employs more than 16,000 people, many of whom are represented by one of the several bargaining units and personnel plans. The bargaining units include: Inter Faculty Organization Minnesota State College Faculty Minnesota State University Association of Administrative and Service Faculty American Federation of State, County and Municipal Employees Minnesota Association of Professional Employees Minnesota Government Engineers Council Middle Management Association Minnesota Nurses Association On March 2, 2018, the Board of Trustees of Minnesota State Colleges and Universities named Devinder Malhotra as chancellor of Minnesota State. Malhotra had been serving as interim chancellor since August MinnState.edu/system/chancellor Under the direction of the Board of Trustees, the chancellor is the chief executive officer of Minnesota State and is responsible for providing academic leadership to the 37 state colleges and universities, ensuring effective and efficient management and operations so that Minnesota State can meet the current and long-term educational needs of all Minnesotans. The Minnesota State 15-member Board of Trustees is appointed by the Governor and has policy responsibility for system planning, academic programs, fiscal management, personnel, admissions requirements, tuition and fees, and rules and regulations. MinnState.edu/board
4 Duties and Responsibilities Responsible for the Minnesota State $2 billion annual operating budget and 28 million square feet of property. Effectively manage the system s fiscal and physical environment, and ensure overall fiscal and operational excellence. Establish effective alignment, collaboration and communication between the colleges, universities, and Minnesota State to achieve the highest degree of efficiency, impact, and excellence. Provide managerial oversight of finance functions, capital planning and project management, facilities management, public safety, and health and safety. Oversee the preparation and presentation of the biennial operating budgets, supplemental budgets, student tuition and fees, and the allocation of all operating funds. Oversee the preparation and presentation of the biennial capital budget request, higher education asset preservation and renewal strategy, facilities planning, revenue fund administration, real estate transactions, risk management, insurance and environmental practices. Oversee the preparation and presentation of the audited financial statements and single audits, consultant contract administration, and fixed assets management. Collaborate with Government Relations and provide legislative advice and policy recommendations to the chancellor. Monitor college and university operating budgets and reserve funds to assure compliance with Board policies and Minnesota State procedures; report variances to the chancellor and Board on an exception basis. Serves as administrative liaison and staff to the Board of Trustees Finance Committee and Facilities Committee. In addition to the duties and responsibilities above, the Vice Chancellor for Finance and Facilities works closely with other senior system leaders, divisions, and presidents and campus leaders to support large scale efforts in the following areas: College and university and systemwide financial sustainability Facility and academic planning coordination to create and support an integrated multi-year, multi-funds academic and financial plan that is embedded in the system s priorities and supports local campus academic planning. Collaborate with senior leadership to provide leadership and management of the enterprise information technology and records system conversion. Implementation of new governance process for identification and launch of systemwide shared administrative services Enhancement of system contracting practices to include the development and expansion of a supplier diversity program Establishment of college and university facilities operations standards and benchmarks Short and long-term capital investment planning
5 Qualifications Bachelor s degree in finance, accounting, business administration, or related area is required; advanced degree, CPA, or equivalent is preferred. A minimum of 10 years of successful and progressive leadership experience in a large, diverse, complex, and technologically sophisticated organizational setting. Demonstrated senior level management experience in financial management, including all aspects of financial planning, analysis, budgetary control, financial reporting, auditor relationship management and fiscal policy development. Demonstrated senior level management experience in facilities management, including capital program administration, master planning, capital project planning, capital financing and construction administration. Experience preferred in public safety, environmental compliance and related facilities administration areas. Government experience preferred with a thorough knowledge of state and federal laws, rules, and procedures in order to adequately carry out the responsibilities for financial and facilities management and reporting. Familiarity with Minnesota State or comparable higher education institution/system. Demonstrated experience advancing diversity and the creation of inclusive work environments. Experience successfully leading, communicating, and executing large scale organizational change. Significant project management experience, particularly involving business process improvements, information technology and change management efforts. Evidence of excellent critical thinking, writing, speaking, and interpersonal and intercultural communication skills. Demonstrated experience in strategic planning. Demonstrated leadership as a strategic, innovative, nimble, creative thinker who is comfortable with ambiguity.
