BACKGROUND The Flemish Association for Development Cooperation and Technical Assistance (VVOB) is a non-profit organization that by order of the Flemish and the Belgian government contributes to the improvement of the quality of education in developing countries. The Multi Year Plan and the Programme Operational Plan in Vietnam are built on the foundations laid in the past, i.e. teacher training especially through Environmental Education (EE) and Information and Communication Technologies (ICT), and Educational Management. The current education programme aims to improve the quality of lower secondary education in 5 provinces of North and Central Vietnam (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through an integrated support to the Active Teaching and Learning (ATL). Building on and in coordination with the education programme, the career guidance programme took its initial steps in The programme targets career guidance in secondary education and the appreciation of the value of vocational education by communities. By doing so, the programme seeks to contribute to the improvement of the quality and relevance of vocational education which is delivered by secondary schools. Initially two provinces which are also covered by the education programme, Quang Nam and Nghe An, will participate. The operational partners are the Departments of Education and Training (DOETs) and Women s Union (WU) in both provinces. Also the Provincial People s Committees (PPC) and Departments of Labor, War Invalids and Social Affairs (DOLISAs) are closely involved to ensure relevance of the intervention, and coordination and integration with other initiatives. Career guidance in secondary education in Vietnam follows two tracks: (1) Education of career guidance, where career orientation is provided through specifically dedicated periods and extra-curricular activities; and (2) vocational taster courses which are provided as part of the technology subject and as education of general professional (EGP) periods which are delivered at schools and Centres for General Techniques-Career Orientation (CCOs). Individual career counselling provided by teachers can complement and strengthen the support in career exploration and choice offered through the dedicated periods. Different Page 1 of 8

2 actors in the school currently take up this role, formally or informally: Youth Union representatives, head teachers, principals, vice-principals and teachers. 2. OBJECTIVE AND SCOPE OF THE CONSULTANCY The consultancy aims to prepare and deliver a 3-day training in individual career counselling skills for core trainers in Nghe An and Quang Nam provinces. The training, which needs to be replicable by the core trainers, seeks to provide key actors at school level with a number of basic skills to provide individual career counselling in addition to and strengthening career guidance provided by career orientation and EGP activities. The consultancy also includes the compilation of a training package consisting of existing and, if needed, new training materials, to support the training activities. 3. METHODOLOGY The selected national expert will collaborate with the VVOB coordinator and adviser in preparing the agenda and content for two provincial training workshops (one in Vinh and one in Tam Ky) which will be organized in June-July The training plan will consist of a number of well defined and aligned activities, including but not restricted to the following elements: Timeframe Needed materials Objective Procedure Evaluation Learning outcomes Note for facilitators Reference to resource materials In line with the objective of VVOB s education programme the training will apply an active teaching and learning approach. 3 4. RESPONSIBILITIES AND TIMEFRAME The specific tasks for the expert are as follows: TASK May Jun Jul- Aug 1. Preparation of training outline The expert will prepare a rough outline of how she/he would approach to training, what objectives to use, which and which type of activities to conduct and which materials to use. The training outline will be discussed with VVOB and the expert will incorporate comments and feedback. 2. Preparation of training plan and training materials The expert will prepare a detailed training plan based on the agreed training outline. This step also includes the preparation of the learning materials to be used to support the training (including powerpoint slides, if applicable). A draft plan will be discussed with VVOB and the expert will incorporate comments and feedback. 3. Facilitation of 2 training workshops The expert facilitates the two training workshop according to the agreed training plan. 4. Preparation of reports The expert will prepare two short reports of both training workshops, typically addressing the following elements: short intro setting the context, objectives, description of the type of participants, agenda and how the training actually took place, observations and evaluation, conclusion and points of attention. The expert will include comments of feedback of VVOB on the draft report, if needed. 1 day 6 days 6 days 1 day OUTPUT 1.1. Follow-up support for multiplication The expert will provide feedback to the agenda s and training plans that the core group members prepared for their multiplication training, within a few weeks after the training workshops have been organized. All outputs will be submitted to VVOB in Vietnamese, in writing. 2 days 5.1. Written comments to agenda s and training plans of core group members 4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES Post graduate degree in education or a related field complemented with relevant experience in the education sector Strong analytical skills Proven track record of the provision of and/or teaching about career counselling Substantive and demonstrated knowledge of issues related to career guidance in Vietnam Good understanding of the Vietnamese education system Previous experience in working with international organizations and/or NGOs Able to work independently Excellent spoken and written Vietnamese Good communication skills in English are an asset 5. GIỚI THIỆU Tổ chức Hợp tác Phát triển và Hỗ trợ Kỹ thuật vùng Fla-măng, Vương quốc Bỉ (VVOB) là một tổ chức phi lợi nhuận, hoạt động theo yêu cầu của Chính phủ Vương quốc Bỉ và vùng Flamăng với mục tiêu nâng cao chất lượng giáo dục tại những nước đang phát triển. Bản Kế hoạch Hoạt động và Kế hoạch Thực hiện Chương trình được xây dựng dựa trên những kết quả mà VVOB đã đạt được trong thời gian trước đây, bao gồm chương trình bồi dưỡng giáo viên thông qua Giáo dục Môi trường (GDMT), Công nghệ Thông Tin (CNTT) và Quản lý Giáo dục. Chương trình giáo dục hiện nay của VVOB hướng tới việc nâng cao chất lượng giáo dục cấp trung học cơ sở tại 5 tỉnh miền Bắc và miền Trung Việt Nam (Thái Nguyên, Quảng Ninh, Nghệ An, Quảng Nam, Quảng Ngãi) thông qua hỗ trợ cho quá trình đổi mới Dạy học Tích cực (DHTC). Chương trình Hướng nghiệp ( ) được xây dựng dựa trên chương trình giáo dục và được khởi động vào năm Chương trình tập trung vào công tác hướng nghiệp trong giáo dục trung học và sự đánh giá đúng của cộng đồng về giá trị của giáo dục nghề. Qua đó, Chương trình sẽ góp phần nâng cao chất lượng và sự phù hợp của công tác giáo dục nghề phổ thông tại các trường trung học. Ban đầu có hai tỉnh Quảng Nam và Nghệ An sẽ tham gia Chương trình. Các đối tác thực hiện là các Sở Giáo dục và Đào tạo và Hội Liên hiệp Phụ nữ ở cả hai tỉnh. Ngoài ra, Uỷ ban nhân dân tỉnh và Sở Lao động Thương binh và Xã hội tỉnh cũng sẽ tham gia vào chương trình để đảm bảo sự phù hợp của các hoạt động can thiệp, và sự phối hợp và lồng nghép với các hoạt động khác có liên quan. Công tác hướng nghiệp trong chương trình giáo dục trung học tại Việt Nam được thực hiện qua 2 con đường: (1) Giáo dục hướng nghiệp: tập trung vào công tác hướng nghiệp qua một số tiết học và hoạt động ngoài giờ lên lớp; và (2) các khóa học thử nghiệm nghề được thực hiện thông qua một phần của môn Công nghệ và các tiết giáo dục nghề phổ thông được dạy tại các trường học và các Trung tâm Kỹ thuật tổng hợp -Hướng nghiệp. Tư vấn cá nhân về lựa chọn nghề do các giáo viên thực hiện có thể bổ sung và tăng cường hỗ trợ trong việc khám phá và lựa chọn nghề trong khoảng thời gian tư vấn. Hiện tại, những tác nhân khác nhau trong trường học đảm nhận vai trò tư vấn nghề, chính thức hoặc không chính thức: các cán bộ đoàn đội, các giáo viên chủ nhiệm, hiệu trưởng, hiệu phó và các giáo viên bộ môn. MỤC ĐÍCH VÀ PHẠM VI HỢP ĐỒNG TƯ VẤN Mục đích của dịch vụ tư vấn là chuẩn bị và tiến hành 2 khóa tập huấn 3 ngày về "các kỹ năng tư vấn cá nhân về lựa chọn nghề" cho các tập huấn viên nòng cốt của hai tỉnh Nghệ An và Quảng Nam. Sau khóa tập huấn, các tập huấn viên nòng cốt sẽ tiến hành tập huấn nhân rộng cho giáo viên trong tỉnh. Do vậy, yêu cầu khóa tập huấn là đưa ra một số kỹ năng cơ bản đối với tư vấn cá nhân về lựa chọn nghề để bổ sung và tăng cường công tác hướng nghiệp cho các hoạt động giáo dục hướng nghiệp và giáo dục nghề phổ thông. Nhiệm vụ tư vấn cũng bao gồm việc soạn thảo bộ tài liệu tập huấn bao gồm các tài liệu hiện có, và nếu cần bổ sung các tài liệu mới để hỗ trợ cho các hoạt động tập huấn. 3. PHƯƠNG THỨC LÀM VIỆC Chuyên gia tư vấn trong nước được tuyển chọn sẽ phối hợp với Điều phối viên và Cố vấn của VVOB trong việc xây dựng chương trình và nội dung cho hai cuộc hội thảo tập huấn cấp tỉnh (một ở thành phố Vinh và một ở thành phố Tam Kỳ) sẽ được tổ chức vào tháng 6-7 năm Kế hoạch tập huấn bao gồm một số các hoạt động được xác định rõ và phù hợp với chủ đề, bao gồm nhưng không giới hạn các yếu tố sau: Khung thời gian Các tài liệu cần thiết Mục tiêu Phương pháp/ Trình tự thực hiện Đánh giá Các kết quả học tập Lưu ý cho các tập huấn viên nòng cốt Các tài liệu tham khảo Trong khuôn khổ mục tiêu chương trình giáo dục của VVOB, khóa tập huấn cũng sẽ sử dụng các phương pháp dạy và học tích cực. Tất cả các tài liệu tập huấn sẽ được soạn thảo bằng tiếng Việt. Page 6 of 8

7 4. TRÁCH NHIỆM VÀ KHUNG THỜI GIAN Các nhiệm vụ cụ thể cho tư vấn bao gồm: NHIỆM VỤ 1. Chuẩn bị đề cương tập huấn Tư vấn sẽ chuẩn bị bản thảo đề cương tập huấn, có đưa ra phương pháp tiếp cận khóa tập huấn, các mục tiêu sử dụng, các hoạt động và loại hoạt động sẽ được tiến hành và các tài liệu sẽ sử dụng. Đề cương tập huấn sẽ được thảo luận với VVOB và tư vấn sẽ điều chỉnh lại đề cương căn cứ vào các ý kiến đóng góp và phản hồi. 2. Chuẩn bị kế hoạch tập huấn và tài liệu tập huấn Tư vấn sẽ chuẩn bị một bản kế hoạch tập huấn chi tiết dựa vào đề cương tập huấn đã được thống nhất ở trên. Bước này cũng bao gồm việc soạn thảo các tài liệu cho người học sẽ được sử dụng để hỗ trợ tập huấn (bao gồm cả bài trình bày, nếu có) Bản thảo kế hoạch sẽ được thảo luận với VVOB và tư vấn sẽ bổ sung vào bản kế hoạch các ý kiến đóng góp và phản hồi. 3. Điều hành hai hội thảo tập huấn Tư vấn sẽ điều hành hai hội thảo tập huấn theo kế hoạch tập huấn đã được thống nhất. T5 T6 T7-8 1 ngày 6 ngày 6 ngày KẾT QUẢ ĐẠT ĐƯỢC 1.1. Bản thảo đề cương tập huấn bao gồm đề xuất phương pháp tiếp cận, các mục tiêu, các hoạt động và tài liệu tập huấn Bản đề cương tập huấn hoàn chỉnh trong đó đã bao gồm các ý kiến đóng góp và phản hồi của VVOB Bản thảo kế hoạch tập huấn 2.2. Bản hoàn chỉnh kế hoạch tập huấn 2.3. Bộ tài liệu hỗ trợ tập huấn 3.1. Hội thảo tập huấn được tiến hành. 4. Viết báo cáo Tư vấn sẽ viết hai báo cáo ngắn về hai hội thảo tập huấn, đặc biệt đề cập tới các yếu tố sau: giới thiệu ngắn gọn về bối cảnh, các mục tiêu, mô tả thành phần học viên, chương trình tập huấn và khóa tập huấn đã được diễn ra như thế nào, các quan sát và đánh giá, kết luận và các điểm lưu ý. Tư vấn sẽ bổ sung các ý kiến đóng góp và phản hồi của của VVOB vào bản thảo báo cáo nếu cần. 1 ngày 4.1. Hai bản thảo báo cáo tập huấn 4.2. Hai bản hoàn chỉnh báo cáo tập huấn Page 7 of 8

Theo dõi và hỗ trợ tập huấn nhân rộng Tư vấn sẽ đưa ý kiến phản hồi về kế hoạch và chương trình tập huấn mà các tập huấn viên nòng cốt chuẩn bị cho tâp huấn nhân rộng trong một vài tuần sau khi hội thảo tập huấn được tổ chức. 2 ngày 5.1. Nhận xét bằng văn bản về chương trình và kế hoạch tập huấn do tập huấn viên nòng cốt chuẩn bị cho tập huấn nhân rộng. Toàn bộ kết quả nộp cho VVOB sẽ bằng văn bản tiếng Việt 5. TRÌNH ĐỘ CHUYÊN MÔN, KINH NGHIỆM VÀ NĂNG LỰC Bằng sau đại học về giáo dục hay lĩnh vực liên quan được bổ sung bằng kinh nghiệm phù hợp trong lĩnh vực giáo dục; Kỹ năng phân tích tốt; Kinh nghiệm trong việc tư vấn nghề và hoặc tập huấn/dạy về tư vấn nghề Kiến thức sâu và chắc về các vấn đề liên quan đến hướng nghiệp tại Việt Nam Hiểu biết tốt về hệ thống giáo dục Việt Nam Kinh nghiệm làm việc với các tổ chức quốc tế và/hoặc phi chính phủ; Khả năng làm việc độc lập Kỹ năng nói và viết tiếng Việt tốt; Kỹ năng giao tiếp tiếng Anh tốt là một lợi thế. 6. Tổ chức VVOB giữ quyền sở hữu tất cả các dữ liệu do chuyên gia tư vấn thu thập và xây dựng trong quá trình thực hiện hợp đồng tư vấn.
