4 Project Background Since 2003 PSU and ITA have been involved in a collaborative program of work funded by the U.S State, Bureau of Educational and Cultural Affairs to promote quality education in Pakistan through professional development summer institute held at the Plymouth State University for the Pakistani educators to promote mutual goodwill and understanding between the people of United States and Pakistan. Other than the Educational component of the program, the broader objective of the PSU Summer Institute is to promote a cultural exchange between the two countries and its people. Like previous years, the pre-departure phase this year is an intensive one covering participants nominations, selection, tests, interviews and visa processing. Focus of 2009 PELI Active and Responsible Citizenship through Education in Cultural Heritage Preservation and Environmental Stewardship Project goals: Goal 1: Foster respect amongst the diverse cultures of Pakistan and the United States through the examination of educational leadership as a keystone of civil society, with a focus on ethical decision-making and advocacy for change. Goal 2: Transform institutional and individual understanding of best practices and innovations in science education, incorporating environmental models. Goal 3: Share strategies for the effective delivery of environmental literacy in English with a focus on clarity and appropriate technical terminology. Goal 4: Engage educators in the development and implementation of Master Action Plans that assist them in translating Institute content into culturally appropriate, best pedagogical practices within Pakistan s curricular and societal frameworks and in affecting change in the educational sector. Goal 5: Develop strategic planning initiatives to expand alumni outreach and engagement. Submitted by ITA 4
5 The project entails three key components: (1) The design and implementation of a four-week Institute for Pakistani educational leaders hosted by Plymouth State University (2) Follow-on activities in Pakistan (3) A formative and summative evaluation of all program components throughout the grant Project Methodology A Memorandum of Understanding (MoU) between PSU and ITA provides the framework and outlines the basis for an ongoing program of work between the two partners until 31 st March The formal MoU was signed in January 2009 but the scope of work and respective roles and responsibilities of ITA and PSU were broadly outlined and defined by the Chairperson ITA- Baela Jamil, Program Incharge ITA - Beena Raza, and Blake Allen - Project Director at PSU. Having gone through this initial phase, prior to signing of the MoU, this phase focused on the specific tasks and activities highlighted as per the work plan until the pre-departure phase of the selected participants for this program. The purpose of the report: The purpose of this interim report is to outline the key activities and their progress designed and executed by ITA from the period Jan st March Through the submission of this report ITA also seeks a further transfer of funds from PSU as per signed in MOU to support the continued work on the agreed upon key program activities currently underway, and proceed further with the key tasks and activities that need to be carried out prior to the departure of the 20 selected participants for the 4 week training in the US in early July. ITA s Responsibilities The formal MOU was signed in Jan 2009 as mentioned above, the scope of the work and respective roles and responsibilities of ITA and PSU were mutually outlined and discussed by both the partner organizations. 1. ITA shall include all pre-institute and post-institute services in Pakistan for the selected participants. ITA shall be responsible for all costs associated with these services which shall include but not be limited to. 2. Undertake the recruitment process using criteria agreed upon by PSU and in consultation with the Governments of the United States and Pakistan. ITA shall make every effort to provide the list of final candidates to PSU and the State Department as per the time line in the work plan Submitted by ITA 5
6 3. Provide a day-long Pre-departure Orientation Session in Pakistan for all participants including in-country travel, meals and lodging. It is understood that the Education Minister and the United States Ambassador will be invited in the Orientation. 4. Airline Travel Requirements: a) ITA will price round-trip flight arrangements for participants from Pakistan to Boston, Massachusetts, using the most direct flights possible, as the budget will allow, and notify the PSU contact of the best price available. b) Subject to approval by PSU, ITA will procure a block booking of 20 round trip tickets. c) ITA will, to the best of its ability, reserve airline tickets with one of the following U.S. flag carriers: American, orthwest, United, US Air, Continental & Delta (or a designated partner) for travel from, at the very least, the United Kingdom to the United States and return travel. 5. Provide interim programmatic and financial reports to PSU by March 31, The above terms and conditions outline the broad tasks and responsibilities of ITA for the first reporting phase. However, according to the specific programmatic activities and sub activities, tasks and accomplishments in this phase are outlined below: Descriptions of activities and timeline Work Plan and Timeframe Alignment ITA accomplished the critical tasks and activities laid out in the phase one of the work plan. Signing of MOU MoU was signed between ITA and Plymouth State University in Jan Setting timelines and activities Activities and Timelines for the period 1 st Jan March 31 st 2009 were prepared and shared with PSU. (Annex-1) Sending solicitation letters The letters of solicitation were dispatched to the institutional partners (both Govt. and non Govt.) to seek nominations from the heads of these institutions as per the selection criteria laid by the Program. The nominations and acceptance forms were filled by the nominees at the same dates they appeared for interviews. Interview and Test sessions conducted According to the selection procedure of nominees, the interviews and tests were conducted. In annex 3, grid shows the detail about interview session. Data base and preparation of the list of participants After receiving the filled nominations forms, database was prepared by ITA and was shared with PSU, State Department and US Embassy. Firstly, the data was sent to PSU for final review and then it was shared with the State Department and US Embassy. (Annex 4) Visa Interview preparation With the exception of 2 nominees the remaining had never been through the experience of visa interviews for international travel before and US in particular. Keeping this in mind ITA reps in its Islamabad office briefed all those who appeared for the interviews on some of the key aspects of such an interview session so as to better prepare these potential participants for a successful interview. (Annex 5) Travel arrangements ITA is in process of getting quotations from the travel agents Process of filling visa forms It is now mandatory to fill out the US visa forms online, therefore, to ensure error free filling of these forms, ITA conducted sessions for this purpose and for providing the necessary technical support. ITA has been facilitating the Institute since 2004 for secondary educators from Pakistan. Due to the positive outcomes of this program, the U.S. State, Bureau of Educational & Cultural Affairs, has provided PSU with a new grant focused on Active and responsible citizenship through education in cultural heritage preservation and environmental stewardship. A group of 20 educators will participate for a four week program in July 2009 at the Pakistani Educational Leadership Institute (PELI) on the campus of Plymouth State University, USA. The program entails both, out of country training and in-country application in schools and training sites. The program is funded by the United States State, Bureau of Educational and Cultural Affairs, Office of Citizen Exchanges. This institute will build upon the previous ones with specific follow-on activities in Pakistan and active linkages to Plymouth State University s educational resources. We are requesting you to nominate 1 preferred and 1 alternate candidate from your institution working as Science Teachers/ Trainers at Elementary and Secondary level in Southern Punjab Districts. 16 Program Brief 2009 Pakistani Educational Leadership Institute Plymouth State University will design, implement and monitor an eighteen month citizens exchange project that explores best practices and innovations in science education, within a framework of the role of educational leadership in civil society and the development of an educated citizenry. Twenty program participants will be selected from the field of secondary education in Pakistan.
