3 723 CHAPTER I -- STATUTES FOR THE INSTITUTION OF EMERITUS PROFESSORSHIP (a) The [Syndicate] 2 may appoint a University Professor, on his retirement from the University, as a Professor Emeritus in recognition of his established scholarship and services to the University Education. [(b) The (Syndicate) 3 may also appoint a Professor of an affiliated college with at least 15 years 'experience of teaching postgraduate classes, on his retirement from the College, as a Professor Emeritus in recognition of his established scholarship and services to the University Education.] 4 2. This honour shall carry no formal duties with it but a professor so designated may be expected to contribute to the academic life of his University by actual residence in or within easy reach of the University in such manner as he may find most rewarding agreeable. This may take the form of guidance of research, lectures, seminar or colloquia. 3. Such facilities and services as exist in the University for its Staff to carry on their intellectual pursuits shall be open to the professor. 4. Where residential accommodation is available on a University Campus, it may be offered free to the professor during the term of his residence. 5. Where such accommodation does not exist or the professor does not choose to make use of it, free transport may be offered to him for visiting the University. 6. The professor may be offered an honorarium commensurate with his eminence and usefulness to the University [Rs.5,000/- p.m] 5 1. 4 724 CHAPTER II -- REGULATIONS RELATING TO THE [QUAID-I-AZAM MUHAMMAD ALI JINNAH] 1 MAULVI ABDUL HAQUE AND [QUAID-I-MILLAT LIAQAT ALI KHAN] 2 GOOD WILL DECLAMATION CONTESTS. (A) [Quaid-i-Azam Muhammad Ali Jinnah] 3 Declamation Contest [1. [The Quaid-i-Azam Muhammad Ali Jinnah] 4 Declamation Contest shall be open to students of affiliated colleges as well as University Teaching Departments. 2. Students studying only in Degree or Post-Graduate classes in Colleges/ University Teaching Departments shall be eligible to compete. 3. Each College/University Teaching Department shall have the right of nominating one of its students (not a casual student) to participate in the Contest] 5 4. Each student should be given 8 to 10 minutes in the contest at the discretion of the Judges to declaim. 5. Speakers shall be present at the time announced for the Declamation Contest. If a speaker is absent when his name is called out, the Judges may, or may not, allow him to declaim at a later stage. 6. Speakers may agree or disagree with the subject proposed. 7. While declaiming a speaker may look at his notes but not actually read his speech. (B) Maulvi Abdul Haque Urdu Declamation Contest [1. The Declamation Contest for this medal shall be open to students of affiliated Colleges as well as University Teaching Departments. 2. 5 The contest shall ordinarily be held in the month of November. 6. The Syndicate shall appoint each year three judges for the contest. [7. The judges for the Contest shall suggest at least six subjects for declamation which will be announced to the Colleges/University Teaching Departments not less than two weeks before the date of the Contest.] 1 8. A photograph of Maulvi Abdul Haque, after whom the medal is named, shall be hung up in the Hall at the time of the Declamation Contest. 9. Speakers shall be present at the time announced for the Declamation Contest. If a speaker is absent when his name is called out, the Judges may, or may not, allow him to declaim at a later stage. 10. (C) [Quaid-i-Millat Liaquat Ali Khan] 2 Declamation Contest 1. The Declamation to be known [Quaid-i-Millat Liaquat Ali Khan] 3 Declamation'. 2. There will be two prizes of Rs. 25/- each (in cash). [3. Each College/University Teaching Department shall be entitled to send not more than two competitors for the Declamation (excluding casual students), provided that no two competitors from a College/University Teaching Department shall belong to the same community. If from the rolls of a College/University Teaching Department two persons belonging to different communities are not available only one competitor shall speak for more than seven minutes. A competitor shall speak on a subject not concerning the religion which he professes. 4. A Committee of three persons appointed by the Vice-Chancellor shall draw up annually a list of about 6 or 7 subjects concerning various Religions in vogue in the Province for the declamatory contest, and notify them to Colleges/University teaching departments and the public generally at least two weeks before the date fixed for the contest.] 4 5. The prizes shall be awarded on the judgment of three persons appointed by the Vice-Chancellor, and their decision shall be final. 6. No competitor shall be allowed to indulge in vituperation or criticism. It is expected that comparison and contrast of religions shall be avoided and an honest attempt will be made to bring out beauties of other religions. 1. CHAPTER III-- REGULATIONS RELATING TO THE AWARD OF DEGREE, DIPLOMA OR CERTIFICATE FOR ENROLMENT IN THE ARMED FORCES IN A NATIONAL EMERGENCY [Notwithstanding anything to the contrary contained in the Regulations of the University, a student or a late College student of any affiliated College who has actively served as defined below, shall be entitled to avail himself of the privileges specified as follows:- 1. A regular student who was on the rolls of a college affiliated to the University or a University Teaching Department in the final year of a course of studies leading to a University degree, diploma or certificate in the academic year but was unable to appear in or complete the University Examination due to having joined the Armed Forces in the national emergency created by the Indo-Pakistan War of 1965, or may be created in future, may be recommended to the Syndicate for the award of the degree, diploma or certificate concerned provided he fulfills the following conditions:- (a) (b) (c) He had completed the requisite percentage of lectures in the year/s preceding the examination. He had appeared and passed in at least one college examination conducted during the period he remained on rolls for a particular course. The Principal of the College/Chairman of the University Teaching Department last attended by him certifies that his progress in the College/Department was good and his success in the College/Department examinations was such as to take it highly probable that he would have passed the University Examination if he had not joined the Armed Forces. 2. A sub-committee of the Syndicate will examine each case on its merits and make suitable recommendation to the Syndicate. 3. The same concession shall apply to students who would in any future emergency enrol themselves in the Armed Forces.
7 This concession shall not be claimed by a candidate who had subsequently appeared and already failed in the examination.] 1 CHAPTER IV -- RULES RELATING TO THE MAINTENANCE OF STORES IN THE UNIVERSITY SCIENCE DEPARTMENTS (i) (ii) (iii) (iv) (v) (vi) (vii) The keys of the stores shall be kept by the Director/Chairman of the Institute/Department or such other person as may be nominated by him, provided that the final responsibility shall be that of the Director/Chairman of the Institute/Department concerned. The Store-Keeper shall be personally responsible for the safe custody of the chemicals, glassware, apparatus, etc., purchased for the Institute/ Department, and shall maintain the Issue and Stock Registers in the form prescribed by the University without leaving any column of the register unfilled. The Head Laboratory Assistant shall be in charge of the sub-stores and shall exercise over-all supervision of the sub-stores, and the issue and the breakage, registers for these sub-stores. The Officer-in-Charge of Stores shall be some member of the teaching staff appointed by the Director/Chairman of the Institute/Department. He shall verify at the end of each quarter by a token physical check, whether or not the balances of perishable and consumable articles and chemicals noted in the various stock registers are correct. The store-keeper shall enter against each item of the bill the pages on which that item has been entered in the Stock Register and shall work out the total number in stock to date. The articles received shall be verified by the Officer-in-Charge of Stores and the bill recommended for payment to the Treasurer after verifying that all items of the bill have been entered in the Stock Register. The Audit Officer of the University shall conduct a token audit of the Stock Registers and the accounts of the departments at least once a year. He shall require the Director/Chairman of the Institute/Department to certify that the stock has been verified by actual physical count and the number recorded in stock is correct. A list of all such articles as are rendered unserviceable shall be prepared by the Store-Keeper. The articles shall be examined by the Officer-in-Charge of Stores and recommended to the Director/Chairman of the Institute /Department for auction as scrap. Further, the glassware and porcelain-ware be destroyed in the presence of Director/Chairman of the Institute/ Department or his nominee. 1. Syndicate, dated 14 June, 1969, paragraph 7. 8 728 CHAPTER V-- RULES FOR THE USE OF UNIVERSITY HALL, SENATE AND SYNDICATE ROOMS 1. General: (A) Senate and Syndicate Rooms The Senate and the Syndicate Rooms shall be used for holding meetings of Senate, Syndicate and other Bodies of the University. 2. These rooms shall not be placed at the disposal of private Bodies for holding public meetings. 3. The Registrar, may at his discretion, permit an Educational Body, Institution, Learned Society, a Government Department or a Qausi-Government Body to hold a meeting in the Senate or Syndicate Room, subject to the following conditions:- (i) (ii) In no circumstances shall the use of Senate and Syndicate Rooms be allowed free of charge. Under special circumstances the Registrar may, however, permit the use of either of these rooms on payment of a token rent, amount of which shall be determined by the Registrar in each case. The token rent shall not be less than *Rs. 1,000/- per session in the case of Senate and *Rs. 500/- per session in the case of Syndicate. Notwithstanding clause (i) above, rent for the use of these rooms for [three hours shall be charged as follows:- (a) Senate - upto *Rs. 3,000/- (b) Syndicate - upto *Rs. 2,500/- Actual amount to be charged shall be fixed by the Registrar in each case. (iii) (iv) The rent shall be charged from all Government Bodies and Quasi- Government Bodies except the Board of Intermediate and Secondary Education. The Board of Intermediate and Secondary Education shall pay rent of these rooms according to the terms of agreement between the University and the Board of Intermediate and Secondary Education. Security (a) Senate *Rs. 10,000/- (b) Syndicate Rs. 5,000/-] 1 In special circumstances the Registrar may, at his discretion, waive the condition in regard to security deposit. 9 729 (v) (vi) Rent and security shall be deposited in the University Accounts in Advance. The Estate Officer shall permit the use of these rooms on production of the receipt challan, shown that security as well as rent has been deposited. The Body using these rooms shall make good the damage caused to the furniture or to the room. The extent of the damage and the amount to be recovered shall be determined by the University Engineer, and his assessment shall be binding on the body using these rooms. 4. The use of the Senate and Syndicate Rooms for meetings held under the aegis of the Central/Provincial Government be allowed free of charge at the discretion of the Registrar. The use of these rooms by other educational institutions, Quasi- Government bodies, learned societies, be allowed in very exceptional cases by the Registrar for holding meetings of a purely academic nature, on payment of normal rent. The Vice-Chancellor was, however, authorized to reduce the rent at his discretion in special circumstances. (B) University Hall 1. The University Hall shall not be placed at the disposal of private Bodies for holding Public Meetings nor shall it be used for holding "Mushairas" or dances. [Provided that the Vice-Chancellor may at his discretion permit recognized social welfare and sports organization to hold meetings, exhibitions or in-door tournaments in the University Hall.] 1 2. The Registrar may, at his discretion, permit a Government Department, Public Service Commission, Educational Body or Quasi-Government Body to hold Examinations or meetings in the University Hall, subject to the following conditions:- (i) (ii) (iii) In no circumstances shall the use of University Hall be allowed free of charge. Under special circumstances the Registrar may, however, permit the use of University Hall on payment of a token rent, amount of which shall be determined by the Registrar which shall not be less than Rs. 2,500/-. [Notwithstanding clause (i) above, rent for the use of the University Hall for one Session of three hours, shall be upto Rs.3,000/-. The rent shall be charged from all Government Bodies and Quasi-Government Bodies.] 2 [Provided that the Vice-Chancellor may reduce the rent to Rs. 100/- per day if a social welfare organization arranges a function in the Hall.] 3 1. Notwithstanding anything in the rules, the Board of Intermediate and Secondary Education shall be allowed to use the University Hall, free of charge, for holding its examinations, provided it is possible for the University to spare it.] 2 (C) SHAH FAISAL HALL [(i) (ii) (iii) If it is to be used by the IER, approval of the Director be obtained. If it is to be used by any other department of the University or any other agency, sanction of the Vice-Chancellor through the Director (Students) and/or the Director IER be obtained.
