1 Borholla College Affiliated to Dibrugarh University Introduction Borholla College is the one and only higher educational institution in the entire Borholla area. It is situated in the heart of Borholla40km south of Jorhat District headquarters. The college was established in the year of 1990 at the auspicious and graceful initiative of most of the public and academicians of greater borholla area. The college is located amidst ideal and picturesque beauty of natural surrounding with a large number of tea gardens, paddy fields and rivers. Moreover the institute is situated only a few kilomiters away from the foot hills of mighty of Himalaya Mountain system which is locally Known as Naga Pahar (Nagaland) and just 6km away from the popular historical place, Athkhelia Namghar. It is a catering higher education fulfilling the Educational needs of the student community of vast area of Jorhat and some parts of Golaghat District. The college is a purely degree college and affiliated to Dibrugarh University. It is a premier institution of higher education under Dibrugarh University which imparts only undergraduate courses in arts stream.the academic atmosphere of this institution is very much suitable for the for the all round of the student community. With a set of dedicated and experienced teachers, the college had already acquired a well-known position among affiliated college of Dibrugarh University. The fundamental aim of this institution is to fulfill the academic requirements of the student community of greater Borholla area and its surrounding.besides this institution has other aims viz. 1. To popularize higher education among the student community of the greater Borholla area. 2. To motivate the background and downtrodden students of this greater area. 3. To create a good educational environment among the people. 4. To create an awareness among the students of this area so that they can prepare themselves for the socio economic and cultural development of the society as a whole. Library care i9s issued to students immediately after the admission is over. Whenever students come to library they have to keep their library card in their hands. 3 Students Union The Student of this college have an elected union of their own which is known as Borholla College Students Union and this Union organizes the sports, cultural programmes and other co-curricular programmes. (1)Students Magazine: The student Union Body of Borholla college biannually publishes a magazine which is known as Borholla College Alochani. Besides the magazine the students publish a wall magazine which is known as; Udipta Morever the deparment of Economics published a half yearly wall magazine named as; Arthasastra. Dibrugarh University Ragulation for the B.A./B.Sc./B.Com programmes in the semester system, 2010 (Prepared by the committee for introduction for semester system under Dibrugarh University, recommended for the by the 103nd meeting under Graduate Board held on and approved by the 95 th meeting of the academic council held on ) 1. Short tittle, definition and commencement: This regulations shall be called the Dibrugarh University Regulation For the BA/B.SC/B.Com programmes in the semester system.2010.this regulation shall be effective for the course of study for the degree of bachelor Arts(B.A),Bachelor of Science(B.Sc)and Bachelor of commerce(b.com)programmes which shall be of three years duration distributed in the six semesters. The regulation come into effect from the under Academic session, Definition: (A)College: The term college shall use to mean or institute. Imparting BA/B.Sc/B.Com programmes affiliated to permit by Dibrugarh University. (B)Programme: The term Department shall be used to mean a department of the college with reference to a subject of under Graduate Study and designated as such by Dibrugarh University. (C) Programme: The term programme is used to mean the whole learning experience of combination of course in a particular field of study.
4 (d) : Programme is divided into a number of courses. A course may be considered as a paper in conventional system. (e)academic Year: An Academic year means a period of twelve month consisting of two semesters (F) Semester: The Word Semester is used to mean a half yearly programme or term of studies (g) In semester: The word in semester is used to refer to the continuous studies and evolution within the half yearly programme. (h)end Semester: The Word end semester is used to refer to the terminal process of examination and evolutions at the end of but within the half yearly programme. (I)Semester classification: *1 st,3 rd,&5 th Semester-Old Semester: Jul 01.Dec.31. *2 nd 4 th & 6 th :Jan.01-June 30. (ii) Teacher: A lecturer of any grade or scale of pay of a college shall be called a teacher- He/She shall associated with the following functions: (i) (ii) (iii) (iv) (v) (vi) Orienting the students about the programme Offering the prescribed courses as per the academic calendar, course plan and college routine. Extent Of application: The regulation shall be applicable to the student enrolled for the BA/B.Sc./B.Com programme of Dibrugarh University in the semester system. 3. Academic Schedule: The academic schedule for the BA/B.Sc./B.Com programme is in the semester system administered by the academic calendar of the University published for academic session. 5. Admission notice and Admission criteria:
5 (i) Newspaper notice inviting application for admission into the different programmes shall be issued by the principal of the college /institute as per the academic calendar of the university. The minimum qualification for admission into the following programmes shall be below a. Bachelor of arts (B.A): A student who has passed the higher secondary education Examination (10 +2) of the Assam Higher Education Council, or an equivalent examination (10+2) B. Recognized as such by the University, shall be illegible for admission into the first semester into the six semester degree course in arts in semester system. (c)bachelor of science(b.sc.):a student who has passed Higher secondary examination(10+2)in Science of the Higher Secondary Education Council or an equivalent examination(10+2)recognized as such by the University, shall be eligible for admission into the 1 st semester of the Six semester Degree course in science in semester system (d)bachelor of commerce(b.com):a student who has passed the Higher Secondary Examination(10+2)in commerce of the Assam higher Secondary Council, or an equivalent examination(10+2)recognized as such by the University, shall be eligible for admission into the First semester of the six semester system degree course in commerce in semester system. ii) The admission criteria shall be fixed by the Academic council from time to time whenever necessary. The college /institute may also adopt own policy for admission or selection of eligible candidates for admission complying with the eligibility criteria prescribed in the clause 5(i) ii i)statutory reservation policy of the government shall be followed in case of selection of eligible candidates 6. Structure of course of the programmes All BA/B.Sc/B.com programme shall have the following components, viz. i. Compulsory s: These courses are the compulsory courses for all students of the students programme concerned. ii) Major courses: Major courses shall be chosen by the students. The courses shall be optional and nonmandatory. iii) Non Major courses: Non major courses shall be chosen by the students, who do not opt for the major courses. iv) Skill Based courses: A skill based course shall be mandatory for all students pursuing general B.A and B.Sc programmes. The colleges shall offer the skill based courses as per their own infrastructure and human resource feasibility. The skill based courses approved by the University are prescribed in Annexure I (A&B).
6 7. Subjects: The subjects mentioned below shall be offered in the six semester degree porgrammes: A. The detailed course stricter for the Six Semester B.Sc. of general and major programmes is enclosed as Annexure III. c) Bachelor of Commerce: The detailed course structure for the six semester B.com of general and major programmes is enclosed as Annexure IV) 8. Programme registration: a) The candidate shall have to register themselves to the University at the time of admission clearly mentioning their course/subject combinations. b) The colleges/institute concerned shall submit to the University the detailed registration list their enrolled students using the software provided by the University within one month from the date of admission or as prescribed in the University in the academic calendar. c) The students register to the University as per the information by the college /institutes shall be treated as final. In no circumstances, change of subject combination and switching from major programme to general programme and vice versa shall be allowed. D) There shall be no provision for giving permission for the University for admission after submission of detailed registration list of their enrolled students by the colleges/institutes concerned to the university. 9. Attendance: i) A student who has less than 80% attendance shall not be permitted to sit for the End Semester examination in the course in which the short fall exists. Provide that it shall be open to the University
8 To grant exemption to a student who has attended a minimum of 70% classes but failed to obtain the prescribed 80% attendance for valid reasons on recommendation of the head/director/coordinator of the department/center on payment of a prescribed fee(s) ii) The college/institute with recommendation of the heads of the departments shall announce the names of all students who shall not be eligible to appear in the End-Semester examination in the various course due to non-fulfillment of the criteria of internal assessment and attendance and send a copy of the same to the University. In such cases, the student shall have to re-enroll in the relevant course(s) with next batch. 10. Examination and Evaluation: a) Examination and Evaluation shall be done on a continuous basis, at least three times during each semester. b) There shall be 20% marks for internal assessment and 80% marks for End semester Examination in each course during every semester. c) There shall be no provision for re-evaluation of the answer-script for the End Semester Examination. However, a candidate may apply for re-scrutiny. d) Internal assessment: Internal assessment,different may be employed one or more assessment tools such as objective test, written tests, assignment, paper presentation, laboratory work etc. suitable to courses. The procedure or internal assessment is prescribed in Annexure V ii) The student shall be informed in advance about the nature of assessments. Students shall compulsory internal assessment, failing which they will not be allowed to appear for the End-Semester examination. The department may arrange special in semester examination whenever necessary. e) End Semester Examination: There shall be one End Semester Examination carrying 80% marks in each course of a semester covering the entire syllabus prescribed for the course. The end-semester Examination /project work /Dissertation. ii) The controller of examination shall then make necessary arrangement for notifying the dates of the End-Semester examination and procedure as per Dibrugarh University Rules at (at least 20 days in advanced and the academic calendar notified the by the University. iii) Normally, the End Semester Examination for each course shall be of three hour duration.
9 f) Setting of question papers, moderation of papers, evaluation of answer-scripts, scrutiny, tabulation of marks etc. And announcement of results shall be governed by the Dibrugarh University Examination Ordinance 1972(as amended up to date). g) Practical examination: Practical examination of a semester shall normally be held prior to the End semester Examination. h) Betterment of Examination: A student shall be entitled betterment examination in any two theory course of any of the six semester after passing the six semester examination only once. In this case, the higher marks secured by the student shall be retained. The candidates shall have to apply for betterment examination within one year of passing the sixth Examination. ii).no betterment shall be allowed in the practical examinations. 11. Result and Progression: a) A candidate, shall be declared as passed a course, provided he/she secures. i) At least 40% marks in each course in the End-Semester Examination. Ii) At least 40 % marks in each course in aggregate in the in-and end semester examination. b) A candidate shall be declared as passed a semester, provided he/she pass all the course of a semester independently. c) The marks of in semester examination obtained by the candidate shall be carried over for declaring any result. d)a candidate who fails or does not appear in one or more course of any End-semester examination up to sixth semester shall be provisionally promoted to next Higher Semester with the failed course as carry over course(s) such candidate will be to appear in the carryover course in the next regular examinations of those courses. However the following restrict shall be applicable. i) A candidate shall be entitled to minimum of three chances to clear a course. ii)if a candidate clears the sixth semester examination before clearing the courses of the previous semester, the result of the sixth semester examination of that candidate shall be withheld and his/her result shall be announced only after he/she clears the courses of the previous semester. e) A student must pass all his/her semester examination within Five (5) years from date of admission to the First semester of any programme. f) Since the semester system involves continuous assessment, there shall be no scope for a student to appear as a private candidate in any programme in this system.
10 g) A candidate shall be declared to have passed the sis semester degree BA/B.Sc./B.Com programme provide he/she passed all the semester and in all the courses separately. h) The Degree shall be offered to each candidate, who passed the sixth semester degree BA/B.Sc. /B.Com. Programme in the following manner: General(Non-Major)programme Major/Speciality Programme 60% and above marks in aggregate. First Division 60% and above marks in major course in aggregate. First Class 50% and above but less than 60% marks in aggregate Second Division 50% and above but less than 60% marks in major course aggregate Second Class 40% and above but less than 50% marks in aggregate Simple Pass 40% and above but less than 50% marks in major in aggregate Simple pass(than same degree shall be treated as general degree for B.A/B. Sc/B.Com programme) i) A student, who secured 60% and above marks in all the courses individually in all the semester shall be declared have passed with First Division (in case of the student pursuing general programmes)with distinction or first class (in case of the students pursuing the major/specialty)with distinction. 12. Rules for Admission on Transfer from other University. a) Ordinarily, the University shall not allow admission on transfer from other University. b) Transfer From other University to Dibrugarh University shall be permissible provide that i) Both the Universities conduct the BA./B.Sc./B.Com degree programmes in the semester system. ii) The course structure along with the nomenclature of the courses are similar between the two Universities iii) The combination of courses opted by the candidate the candidate are not changed. c) In fulfillment of the condition as laid down in clause12. b) A candidate May be allowed to get admission on transfer from other Universities on production of transfer certificate, proof of classes attended, migration certificate etc. Not later than 1(one) month
11 from the commencement of the classes of the semester concerned. The records of class attendance, performance in internal assessment in his/her credit shall be credit over on admission and shall be computed for the purpose of examination. d) Candidate shall have to apply for transfer in the prescribed format of the University. 13. Rules for admission on transfer from other colleges Under Dibrugarh University. a) Ordinarily, the University shall not allow inter-college transfer. b) In a special circumstance, a candidate may be allowed to get admission on transfer from the college/institute to other college affiliated to permitted by Dibrugarh University on production of transfer certificate, etc. Not later than I (one)from the commencement of the classes of the semester concerned or the last date mentioned in the University Academic Calendar. The record of class attendance, performance in internal assessment in his/her credit shall be carried over on admission and shall be computed for the purpose of examination. c) No change in course combination shall be allowed with transfer from one college/institute to other. d) A candidate shall have to apply for transfer in the prescribed format of the University. 14. General: For any matter not covered under this regulations for the Dibrugarh University Regulation for BA/B.Sc./B.com. Programmes in the semester system, 2010, the existing Dibrugarh University Rules ordinances and the Dibrugarh University act. 1965(as amended) shall be applicable. Annexure 1 Note on Skill based subjects/courses to be introduced in the six semester Degree BA/B.Sc. programmes of Dibrugarh University. Introduction of skill based courses in the six semester courses in the six semester courses Degree BA/B.sc programmes is a new concept of Dibrugarh University. These courses are proposed to be for the general for BA. & B.Sc. programmes, which shall be offered during the fifth and sixth semesters as compulsory subjects. The primary objective for introducing these courses are to provide knowledge and skills of certain specific areas, where a student can find their suitable professions in both employment and entrepreneurship sectors after being graduated. It is also expected that these courses shall be able to reduce the gap between the society s expectation for empowered educated youth and knowledge and centric products of the University, as per the University regulations for the BA/B.Sc./B.Com. Programmes in the semester system, 2014, A skill based course shall be mandatory for all students pursuing general BA and B.Sc. programme. The college shall offer skill-based courses as per their own infrastructure and human resource feasibility.
12 Nature: The university is the view that nature of skill based courses shall be mainly applied, practical or vocation oriented.after doing these s, students will get hands on experience which will add on to their professional experience. While designing the skill based courses, the following points may come into consideration. 1. The courses designed are potential for developing professional skills or aptitude for entrepreneurship. 2.The colleges may think of industry academia relationship while designing such courses. 3. The courses should have at least 50% components for or practical work. 4. The courses may be designed on the balls of local priorities and potentials pertaining to the colleges, 5. The course may be developed from the subjects imparted in the colleges, e.g. Entrepreneurship development from economics, per primary and primary school teaching from education, Eco &Historical Tourism from Life sciences and history- event management from managements etc. Design Of the courses: The skill based subjects shall be offered in the fifth and sixth semester BA and B.Sc. programs distributing in four and two courses respectively. For example, the following table may be pursued. ANNEXURE-II structure of Bachelor of Arts (A) programme in the semester system- 1 The syllabus of each course should be divided into modules or units and question shall be divided into modules or units and questions shall be sat from each unit and shall be required to answer questions in each unit. Unit wise distribution of marks shall be shown in the syllabus. 2. In case of major/non-major courses having practical components, marks shall be divided into two courses as 60 marks for theory and 40 marks for practical. 3. The theory and practical courses of a particular subjects shall be separate and independent. 4. The allocation of marks for practical components in all subjects may not be exactly40% of the total marks of the course structure of the programme. ANNEXURE-V Rules for internal Assessment in BA/B.com/B.Sc. Programmes in semester system 1. The marks allotted for internal assessment (20%) in each course shall base on the following:
13 a) Sessional Examination I (written)-40% marks of the allotted for internal assessment. b) Sessional Examination-II (written)-40% of the marks allotted for internal assessment c) Seminar/ group Discussion-20% of the marks allotted in the internal assessment. Each sessional Examination shall be conducted by the concerned teacher(s) of the course.the setting of question paper, invigilation duty, evaluation of answer script for each paper shall be done by the concern teachers(s)as a part of his /Her/their normal duty. The teacher shall fix the date of sessional examination of each course complying with the Academic Calendar of the University. The students shall have to answers in the scripts provided and duly authenticated by the college/institute concerned. 2. After evaluation, the answer script should be shown to the students and corrections should be made if necessary. After this, this answer script should be collected back from the students. 3. There shall be no provision for repeat / betterment in the sessional examination. If a student misses any sessional examination for unavoidable reasons, the concerned teacher may allow the student to appear in a separate examination at his/her own discretion. 4The marks of internal assessment secured by a candidate shall be carried over to next legitimate chances. 5. If a course taught by more than teacher than the concerned teacher shall combinely conduct the process of internal assessment. 6. If any student fails to appear in the internal assessment, he/she shall not be eligible to appear in the End-Semester examination of the course(s) concerned. The colleges/institutes shall notify the same prior to filling up forms for examinations. 7.At the end of the semester(before the end semester is begin) the concerned college shall submit the internal marks in in proper mark sheets to the University.The University may call the answer scripts from the college/institute at any time during the academic sessions. 5.
