4 New Academic Degree Program Proposal Path Follows Regent Policy Document 4-12 and elaborated on in SYS 102 December 13, 2016 I. Pre-authorization to plan a new academic program process: Notice of Intent 1. Department develops plan for new academic degree program and departmental chair submits University Undergraduate Curriculum Committee s (UUCC) Proposal for a New Program form to the appropriate College Curriculum Committee (CCC) and prepares SYS , section (Departmental chair/faculty lead should communicate with assistant provost about section if there are questions.) 2. [If approved, for graduate courses only, CCC sends proposal to Graduate Council and then, if approved, Graduate Council sends proposal to APC.] 3. If approved, CCC sends proposal to Academic Planning Council (APC). 4. If approved, APC sends proposal to Faculty Senate. 5. If approved, Faculty Senate sends proposal to provost. 6. If approved, provost asks departmental chair to prepare Notice of Intent. Assistant provost helps departmental chair prepare Notice of Intent. Provost sends Notice of Intent as a request for pre-authorization to plan to Associate Vice President (AVP) of Academic Programs and Educational Innovation (APEI) and all other provosts in University of Wisconsin System for comment. (10 working days) 7. Provost summarizes all responses, concerns, or opportunities for collaboration and shares with AVP of APEI and other provosts in System. (5 working days) If there are concerns or opportunities, provost tries to work those out with colleagues at other institutions. (20 working days) If a solution cannot be found, AVP for APEI mediates situation. 8. AVP for APEI acts on request for pre-authorization to plan. AVP notifies provost in writing. If approved, proposal enters into Degree Authorization Period. 9. Provost notifies dean and departmental chair of approval to plan and the timeframe related to the Degree Authorization process. II. Degree Authorization process (to be completed within three years) 1. Departmental chair, with help from the assistant provost, prepares Degree Authorization proposal using Board of Regents (BOR) template and sends to CCC. (Assistant provost serves as liaison between the department and the Office of the AVP of APEI.) 2. If approved, CCC sends proposal to APC for first reading. 3. After first reading, APC sends proposal to UUCC or Graduate Council and University Budget Commission (UBC) simultaneously for review. 4. After reviews, UUCC/Graduate Council and University Budget send proposal to APC for second reading. 5. If approved, APC sends proposal to Faculty Senate. 6. If approved, Faculty Senate sends proposal to provost. Path approved by Academic Planning Council November 30, 2016

If approved, provost writes Institutional Letter of Commitment and submits it along with Degree Authorization proposal (Request for Authorization to Implement a Degree document and the Cost and Revenue Projections for Newly Proposed Program spreadsheet) to UW System to Office of AVP of APEI and the UW System president requesting that it be presented to Board of Regents for authorization to implement. (8 weeks prior to BOR meeting at which institution requests that proposal be considered) 8. If approved, AVP of APEI provides institution with instruction on implementation of degree. 9. Provost informs departmental chair of outcome of the BOR decision. III. Implementation Process (to be completed within three years) 1. Provost notifies APEI of desired implementation term, academic year of first review, and if accreditations are needed for the program. Dean and departmental chair are copied on this information. (4 weeks prior to implementation) 2. APEI sends provost memo acknowledging program start date, date of first program review, and CIP and major codes assigned to program. 3. Provost sends memo to appropriate dean, departmental chair, registrar and governance leaders in the process informing them of start date, date of first program review, and CIP and major codes assigned to program. Notes: The entire process is documented on a mandatory check list that requires signatures and notes as appropriate at each level of review and approval. As the proposal develops, it is crucial that the faculty lead on the proposal work with the assistant provost who serves as liaison to UW System on program array. APC, UUCC/Graduate Council, and Faculty Senate may require a representative of the proposed new program to attend meetings where the proposal is discussed. All proposals for interdisciplinary programs are to be processed through all department/college committees involved in delivering the program. After reviews, UUCC/Graduate Council and UBC forward proposal to APC for second reading. 5. If approved, APC forwards proposal to Faculty Senate. 6. If approved, Faculty Senate forwards proposal to provost. 7. 9 Program Redirect Proposal Path Follows Regent Policy Document 4-12 and elaborated on in SYS102 November 30, Department develops a plan for a program redirect and departmental chair submits University Undergraduate Curriculum Committee s (UUCC) Proposal for a New Program form to the appropriate College Curriculum Committee (CCC) and completes SYS 102, section Departmental chair/faculty lead should communicate with assistant provost about section if there are questions. 2. If approved, CCC forwards proposal to Academic Planning Council (APC) for first reading. 3. After first reading, APC forwards proposal to UUCC/Graduate Council and the University Budget Committee (UBC) simultaneously for review. 4. After reviews, UUCC/Graduate Council and UBC forward proposal to APC for second reading. 5. If approved, APC forwards proposal to Faculty Senate. 6. If approved, Faculty Senate forwards proposal to provost. 7. If approved, provost forwards proposal to Associate Vice President (AVP) of Academic Programs and Educational Innovation (APEI) at UW System Administration at least four weeks prior to the desired effective date. 8. APEI will issue provost notification memo within 15 working days after receipt of the information. 9. If approved, provost informs in writing college dean, departmental chair, registrar, and governance leaders in the process of approval and effective start date. Notes: The entire process is documented on a mandatory check list that requires signatures and notes as appropriate at each level of review and approval. As the proposal develops, it is crucial that the faculty lead on the proposal work with the assistant provost who serves as liaison to UW System on program array Curricular changes to the program s degree requirements in a redirect may not exceed 50%; the entire major code must remain the same; and the first two digits of the CIP code must remain the same. Generally, redirects reflect a change in market demand for new or shifting career paths. All proposals for interdisciplinary redirects are to be processed through all department/college committees involved in delivering the redirected program.
