JOHNSON, Ph.D. SUPERINTENDENT 3300 FOREST HILL BOULEVARD WEST PALM BEACH, FL (561) FAX: (561) September 8,2003 Dear Parents, Staff and Community: I am pleased to present the Adopted Fiscal Year Five Year Facility Plan and FY 2004 Capital Budget. There have been many changes and challenges this year, however this document seeks to respond to those challenges in a proactive and effective manner. This year's Plan addresses current and projected space needs, meets School Concurrency requirements, and sustains the School District's focus on maintaining and upgrading older facilities. In s.pite of the additional impacts from budgetary shortages as well as the implementation of Class Size Reduction, the District continues to look for innovative ways to support educational equity throughout Palm Beach County. We believe highly functional school facilities support quality educational programs that, in turn, increase student achievement. Our extensive school construction program substantiates the success of the Capital Program. In 2003, we opened four (4) new schools and completed work on six (6) modernizations, adding nearly 6,700 additional student seats. Over the five-year planning period, planned projects will increase the capacity of our school system by another 27,520 permanent seats - a more than 17% increase in overall capacity.
5 Page Two FY Five Year Facility Plan and Capital Budget September, 2003 As much as we have achieved, we still face substantial challenges. As Palm Beach County continues its remarkable growth, we will require additional funding to accommodate increasing enrollments, to maintain equity in the system by modernizing our older schools, and to replace our oldest portables with permanent classroom additions. We expect to raise these necessary funds through a public referendum in March, With the support of parents, our participating local governments, and other citizens of Palm Beach County, we will be successful in this referendum and our continued effort to provide high quality, safe and costeffective schools.
