1 PROGRAMME 1. Introduction: High-Level Technical Meeting Cochabamba, Plurinational State of Bolivia July 23 24, 2018 In May 2015, the UNESCO Member States adopted the Incheon Declaration for Education 2030, which presents a new vision of education for the next 15 years and is committed to "ensure inclusive and equitable quality education and promote lifelong learning opportunities for all". This commitment was reflected in the 2030 Agenda for Sustainable Development, adopted by the United Nations Members States in September 2015, which included among its 17 goals, one dedicated to "ensure inclusive and equitable quality education and promote lifelong learning opportunities for all". The Sustainable Development Goal 4 includes 7 targets and 3 means of implementation: Goals: 4.1 By 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes 4.2 By 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education 4.3 By 2030, ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, including university 4.4 By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship 4.5 By 2030, eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations 4.6 By 2030, ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy 4.7 By 2030, ensure that all learners acquire the knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and non-violence, global citizenship and appreciation of cultural diversity and of culture s contribution to sustainable development Means of Implementation 4.a Build and upgrade education facilities that are child, disability and gender sensitive and provide safe, non-violent, inclusive and effective learning environments for all

2 4.b By 2020, substantially expand globally the number of scholarships available to developing countries, in particular least developed countries, small island developing States and African countries, for enrolment in higher education, including vocational training and information and communications technology, technical, engineering and scientific programmes, in developed countries and other developing countries 4.c By 2030, substantially increase the supply of qualified teachers, including through international cooperation for teacher training in developing countries, especially least developed countries and small island developing States. In order to operationalize the commitments made in the Incheon Declaration, the Education 2030 Framework for Action was approved in November 2015, which provides Member States with guidelines for achieving SDG4 and other SDG goals that contain references to the role of education in achieving sustainable development. This instrument entrusts UNESCO, in its capacity as a United Nations agency specializing in education, to lead and coordinate the Education 2030 Agenda, through actions of "(...) undertaking advocacy to sustain political commitment; facilitating policy dialogue, knowledge sharing and standard setting; monitoring progress towards the education targets; convening global, regional and national stakeholders to guide the implementation of the agenda; and functioning as a focal point for education within the overall SDG coordination architecture" (Education 2030 Framework for Action, paragraph 17). 2. Regionalization of SDG4 - E2030 in Latin America and the Caribbean Once these international principles and frameworks of action were adopted, the different regions of the world began, with the support of UNESCO and other important subregional and regional actors, a SDG4-E2030 regionalization process, which contextualizes the goals established at the global level, to the priorities of the Member States, so that the efforts made to achieve them contribute to responding to the challenges they have to continue advancing in their educational development. In the case of Latin America and the Caribbean, a first milestone in this process was the I Regional Meeting of Ministers of Education of Latin America and the Caribbean (Buenos Aires, Argentina, January 2017), which created an opportunity for political dialogue in order to identify the main challenges of the countries and the region, and establish thematic priorities for action. Considering the importance of joint efforts and regional cooperation, the Member States included in the Buenos Aires Declaration the commitment to "(...) developing and agreeing on a Roadmap for implementing this Declaration, including advocacy, monitoring and joint collaboration mechanisms that respond to the educational expectations in the region". Taking into account the role entrusted to OREALC/UNESCO Santiago in leading and coordinating this work process, OREALC/UNESCO Santiago implemented an agreed upon collective construction process of the Roadmap for the Implementation of SDG4-E2030 in LAC, by organizing two Technical Follow-up Meetings to the Regional Meeting of Ministers of Education of Latin America and the Caribbean, the first in April 2017, and the second in February These meetings counted on the participation of: Current country representatives from Latin America and the Caribbean in the Global Steering Committee for SDG-E2030: Argentina, Brazil and Bolivia, as well as Grenada (elected by GRULAC, in Paris, representing the Caribbean)

3 Civil society and teacher organization representatives (CLADE, International Education), Regional organizations (OAS, OEI, CECC-SICA, CARICOM) and UNICEF and UNESCO experts As a result of the discussions carried out, a proposal for an SDG4-E2030 Implementation Roadmap for Latin America and the Caribbean was agreed upon, which will be presented for discussion and approval during the Second Regional Meeting of Ministers of Education of Latin America and the Caribbean (LAC), organized by the Plurinational State of Bolivia s Ministry of Education and the Regional Bureau for Education for Latin America and the Caribbean/UNESCO Office in Santiago (OREALC/UNESCO Santiago), on July 25 and in Cochabamba, Plurinational State of Bolivia. It should be noted that the Roadmap proposal includes, on one hand, recommendations for action at the regional and national levels, which are aimed at generating knowledge and tools that support the countries in policy development, monitoring and financing in the thematic areas emphasized in the Buenos Aires Declaration to advance towards achieving the SDG4-Education 2030 goals; and on the other hand, a proposal for a regional coordination mechanism led by OREALC/UNESCO that will facilitate the implementation of the recommended actions, in collaboration with all key regional education actors that are participating in SDG4-Education 2030 regionalization process. This Roadmap proposal seeks to capture a shared regional strategic vision about how to advance jointly in the Education 2030 Agenda regionalization process, through the creation of policy recommendations to be implemented at the national and regional level in line with the topics prioritized in the Buenos Aires Declaration. 3. Objectives and expected results from the High-Level Technical Meeting The main objective of the High Level Technical meeting is to share with participants the Roadmap document and promote discussion and the strengthening of the activities and strategies proposed for the working groups - Policies and Strategies, Monitoring, Financing and Governance and Communication and Advocacy, around the four priority thematic areas. The main conclusions of the meeting will be presented as inputs for the policy dialogue during the II Meeting of Ministers of Education of Latin America and the Caribbean, which will be held on 25 and 26 July In addition to the strengthening of the Roadmap, it is expected that the meeting will be an opportunity for participants to exchange experiences and enhance mutual learning and understanding, which is essential to lay the groundwork for cooperative actions that can be undertaken within the framework of the Roadmap, in order to advance the recommendations identified for the achievement of the SDG4-E2030 Agenda. 4. Inputs In order to promote discussion on the four prioritized areas, we propose the organization of panels that will integrate:

4 a) The proposals of activities and strategies included in the Roadmap, elaborated for the working groups - policies and strategies, monitoring and reporting, financing and governance, communication and advocacy, around the four priority thematic areas; b) Inputs from four thematic studies produced in each of the priority thematic areas, which aim to provide systematized information on the state of the art in each theme, including analysis of trends, gaps and challenges related to public policy and educational practices in the region. The documents also identify concrete recommendations to promote and strengthen the development of policies, at national and regional level, that will allow progress in the achievement of the targets of the SDG4 and the Education 2030 Agenda. 5. Participants High-level representative from the invited Ministries or Secretaries of Education of the regional Member States, sub-regional, regional, international organizations and civil society. 6.
