7 Vocational education and training for young people in Europe Youth unemployment in Europe VET as an answer? Life chances of many young people are blighted (EU Commission). High youth unemployment is a long-term structural problem. VET can help to solve this problem. But building up high-quality training structures requires (long) time. In many European countries VET is underutilised. Therefore, the question is, how VET systems should be reconfigured. Copenhagen Process and Bruges Communiqués need to be injected new life. Page 7

9 Vocational education and training for young people in Europe 7 Approaches to VET in Europe key aspects 1. Germany: Social partners organise and govern VET in partnership with government; A close connection to labour market demand is ensured. 2. Italy: The regional system is relatively flexible due to very general minimum standards and demand-orientated planning. 3. Poland: Double qualifications promote permeability of the education system. Flexibility is assured through modularisation. 4. Portugal: Qualifications catalogue improves transparency. 5. Sweden: A strong personalised learning support is available to weaker students and migrants. 6. Switzerland: There is an intensive involvement on part of companies showing a cost-benefit ratio with net benefit for companies. 7. United Kingdom: There is a strong increase in dual-track VET programmes also boosted by financial incentives for companies. Page 9
10 Vocational education and training for young people in Europe Diversity in VET in Europe There are functional equivalents in Europe: Approaches can arrive at the same successful results even though they have taken different paths. Structures which have proved effective in one country can fail in another country. Reforms can only prove to be successful when they are integrated harmoniously into existing structures and local realities. Successful working principles can be identified by comparing our in-depth analyses of seven countries.. Page 10

15 Vocational education and training for young people in Europe Conclusion and outlook There is no such thing as a single ideal vocational education and training system, but approaches can be functionally equivalent. Dual elements and systems are advantageous for the integration of young people into the labour market. Implementing successful operating principles would lead to a better skilled workforce and more prosperity in Europe in the future. Strengthening work based learning offer many potentials for the integration of young people into the labour market, thus making diverse skills available for companies.. Page 15
