1 Concept note Equipping adults for the 21 st Century Joining Forces for Action on Skills and Competences Joint conference To implement the Renewed European Agenda for Adult Learning and follow-up on CONFINTEA VI Directorate-General for Education, and Culture of the European Commission (DG EAC) And the UNESCO Institute for Lifelong Learning (UIL) In the framework of the Lithuanian Presidency of the European Union Vilnius (Lithuania), 9 10 December Introduction The DG EAC, UIL and the Lithuanian Ministry of Education have agreed to organise a joint 1, 5 day conference on adult learning in Europe, to take place during the Lithuanian Presidency of the European Union on 8-10 December 2013 in Vilnius. 2. Policy background The economic crisis, the need for new skills and the demographic changes facing Europe have highlighted the key role of adult learning in lifelong learning strategies, and as part of the policies on competitiveness and employability, equity and social inclusion, and active citizenship. Adult learning is also crucial in achieving the goals related to other challenges, such as ensuring innovation and sustainable development and enhancing democracy. To meet these challenges, the priorities and targets set out by the EU2020 strategy and the Education and Training 2020 work programme have been further detailed in the Council Resolution on the Renewed European Agenda for Adult Learning. This policy framework is consistent with the global adult learning agenda, which is pursued through the Belém Framework for Action (adopted by 144 countries during the CONFINTEA VI convened by UNESCO in 2009). In Belém, adult education stakeholders committed themselves to harness the power and potential of continuing learning throughout life for personal fulfillment and social cohesion, sustainable development and a viable future for all. However, the potential of adult learning is not yet fully exploited. While Europe is the only world region to systematically assess participation rates in adult education across the region, a comparison with other world regions or even globally remains difficult, as the post-confintea VI Global Report

2 on Adult Learning and Education (GRALE II) just revealed. Nevertheless, along with the advanced infrastructure and the range of learning opportunities on offer, Europe is in the lead with regard to the numbers of adults participating in education. This is not in contradiction with the fact that participation in adult learning in Europe varies greatly and the average is well below the EU target (15% by 2020 for adults aged 25-64). In fact, participation has declined in some countries since 2005: in 2012, the average participation was 9%. Moreover, in spite of the growing demand for high skills and the declining number of low-skilled jobs, there are still c. 73 million adults in Europe with low levels of educational qualifications. What are the lessons to be drawn from this situation? Due to the diversity and scope of adult learning provision and given the varying needs of learners, there is a need to focus more on the quality of the provision, making funding it more efficient and on being more effective in mobilizing adult learners to take part in learning, and facilitating their access. These messages were highlighted by the Rethinking Education Communication and the recommendations of the Belém Framework for Action. Three main sources will be exploited by the Conference to address the above challenges: First of all, the conference will benefit from the publication of the results of the Survey of Adult Skills (PIAAC). These results reveal the level of basic skills of adults (literacy, numeracy, use of ICTs) in Europe and other OECD countries, how these skills are used at work and in daily life and maintained through lifelong learning. Secondly, the findings from national post-confintea VI progress reports submitted to UNESCO and summarized in the second issue of the Global Report on Adult Learning and Education (GRALE II) provide an overview of the progress made and remaining gaps in adult learning, including in the UNESCO pan-european region (Europe, North America and Israel), with emphasis on adult literacy but also with regard to policies, financing, provision, quality and participation trends. Thirdly, the results of the current Thematic Working Groups of the EU on quality and financing, which aim to provide Member States with policy advice- and, look into, inter alia, the competences of adult learning staff, indicators helping providers to measure quality and using the various financing mechanisms to serve learners individual needs.

3 With this rich data base and evidence, the conference will be an excellent opportunity to take stock of recent developments in the field of adult learning and education, and where stakeholders can jointly explore how to take forward the adult learning agenda in Europe. 3. From evidence to concrete policy action: Objectives of the conference The conference aims to assess implementation of the Renewed European Agenda for Adult Learning and the Belém Framework for Action against the overall findings of the Survey of Adult Skills (PIAAC). It discusses what policy action is needed to increase access to and participation in adult education, and how quality and efficiency of adult learning could be improved. Whilst the various reports to be presented will take stock of the situation at the moment, it should come up with recommendations on how policies should improve and on some immediate actions to be taken, in order to ensure that all adults have access to relevant and high quality learning opportunities throughout their lives. Concretely, the conference will: 1. Present and debate, with experts from countries of the pan-european region (Europe, North America and Israel) a) the results of the Survey of Adult Skills (PIAAC); b) the findings of the national post-confintea VI progress reports/global Report on Adult Learning and Education (GRALE II) ); c) the DG EAC policy guidance on the quality and financing of adult learning, 2. Draw conclusions on action to be taken as part of future policy in the context of the EU2020 strategy, the Education and Training 2020 work programme and follow-up to CONFINTEA VI; 3. Discuss and explore successful policy approaches on the following themes: improving the provision of basic skills; enhancing competences and skills for active citizenship and social cohesion; cooperation and coordination of partnerships in adult learning and ensuring the quality and efficiency of adult education. 4. Reflect on and outline concrete measures for the further follow-up and implementation steps. 4. Participants 200 experts from the EU and UNESCO Member States from the Pan-European Region will be invited. They include the National Coordinators for Adult Learning; members of the EU s Thematic Working Groups on quality and financing adult learning; Directors-General responsible for adult

4 education; adult education associations, as well as representatives of regional or multi-lateral organisations, European and international associations and institutions.
