2 of Basin INBO From 1994, INBO involves on a voluntary basis all basin organizations around the world in order to promote : Exchange of their field experiences for reinforcing IWRM implementation at basin level Evaluation of all different approaches and dissemination of best practices Circulation of information and training programs for staff of basin organizations as well as for the different stakeholders involved in water management Elaboration of an Annual Newsletter with update information from Basins Handbooks for Integrated Resources Management in Basins Participation to High level Events : World Water Forum, RIO + 20,

3 of Basin Organisations Basin, entrusted by relevant public administrations with integrated water resources management at the level of river basins, either national, federal or transboundary, the Governmental administrations interested in applying integrated and sustainable water resources management principles: organization at the level of river basins, associating local authorities, representatives of users, promoting specific budgetary resources by applying the user-polluter-pays principle. bi and multilateral co-operation agencies supporting activities related to integrated and sustainable water resources management at the level of river basins.

5 The «EUROPE INBO» Group The "EUROPE-INBO" group of basin organizations for the implementation of the Water Framework Directive was created in Valencia, Spain, in November 2003; it gathers European member organizations and observers from INBO. EUROPE-INBO mobilizes European Basin and District Authorities through regular meetings, to exchange on their practical approach and experience, identify operational problems, share difficulties and successes. The work of the «EUROPE-INBO» group aims at enriching the WFD Common Implementation Strategy with analyses coming directly from field practitioners. 7 " EUROPE INBO 2013", PLOVDIV The meeting focused on the major current topics on the implementation of the Framework Directive (WFD) in the National and Transboundary River Basin Districts. One of the key issues has been: The preparation of thh 2 nd River Basin Management Plan and their necessary coordination with other Directives (FD, MSFD) Debates also covered : Funding of programme of measures New approach to river restoration, ecological flows Water governance in Transboundary basins EU neighbouring countries

8 " EUROPE INBO 2013", PLOVDIV Examples of recommendations Ensure that the measures of the 2nd RBMP and 1st FRMP make full use of green infrastructures and Natural Water Retention Measures, as they are potential tools for ensuring synergies between the two Directives and sustaining the ecosystems. The assessment of the environmental and resource costs (ERC) in the context of the costrecovery analysis is still a major issue for Member States and requires clarification of the operational methodological elements or examples. The participants wished that the "one out all out" or limiting factor principle be developed through sub-indicators so that the citizens and their elected representatives may testify of the results of the WFD implementation and accompanying efforts.

10 MENBO; Mediterranean of Basin Organisations MENBO was established as a regional network of INBO in November Permanent Technical Secretariat : Jucar Hydrographic Confederation Current organisations members of MENBO come from: Albania, Bosnia and Herzegovina, Cyprus, France, Greece, Israel, Italy, Jordan, Lebanon, Libya, Macedonia, Morocco, Palestine, Portugal, Romania, Spain and Turkey. OBJECTIVES Strengthen the relations between members that share a common Mediterranean water culture Develop collective activities and the exchange of experiences about IWRM in the region Promote searching for solutions for regional needs

11 CEENBO CEENBO was established as a regional network of INBO in February 2002, in Sinaia, Romania. Permanent Technical Secretariat : Apele Romane National Administration Presidency: Bulgaria, East Aegean Basin Directorate since 2011 Full Members and observers: Bulgaria, Czech Republic, Poland, Romania, Serbia, Slovenia, Hungary, Slovakia, Ukraine, Moldova, Belarus, Russia, Uzbekistan, Montenegru Objectives of CEENBO Transfer of knowledge regarding the EU Water Directives implementation to the Balkan and Black Sea countries Facilitate integration for Balkan countries, providing support in harmonisation of legislation, organisational aspects Proposal for a help desk of exchanging experience to neighbouring countries for understanding the EU process

12 Making use of existing/past experiences Institutional Twinnings as instrument for WFD implementation involving expertise from River Basin Organisations

13 The Twin Basin project, supported by the European Union, sponsored twinning agreements between basin organizations for exchanges between their staff In 4 years, the project has obtained very interesting results: 41 financially supported twinning agreements, more than 100 missions for the exchange of experience, involving 70 Basin from 42 countries.

14 INBO Academy Distance training program on river restoration Organised in Spanish in coordination with CIREF (Iberian Centre for River Restoration), and ECRR (European Centre for River Restoration) Courses of 4-5 sessions of 2 hours each week, wrap up roundtable with all lecturers at the end Designed for Basin management staff, consultants,university students
