3 New Nuclear Law New nuclear law gives all independent authorities to National Center for Nuclear Safety and Radiation Control and release it from the Egyptian Atomic Energy Authority Umbrella. NCNSRC now regulates, licenses and inspects all applications and uses of radioactive sealed sources and all peaceful application of nuclear energy.

4 New N/R Regulatory Authority Infrastructure in Egypt: The Egyptian Nuclear/Radiological Authorities have started, in the implementation of the new Nuclear Law No 7/2010, to improve the regulations and basic resources necessary to establish an effective regulatory program to achieve safety and security goals in a manner to be compatible with the national resources and needs concerning the update of the National Emergency response plan based on the new law and regulations.

5 Egyptian Atomic Energy Authority, EAEA EAEA, is the mother of all Nuclear organizations in Egypt and has technical expertise in all fields of Nuclear science and technology Nuclear Materials Authority it was part of EAEA Nuclear Power plants Authority also was part of EAEA Nuclear and Radiological Regulatory Authority was part of EAEA

6 Egyptian N/R Regulatory Authority (ENRRA) are responsible for the management of Emergency response by law no7/2010. The new regulations stated that, ENRRA is working also as the intervention and technical unit for ER ENRRA functions and duties are implemented under supervision of the higher executive authority, Prime Minister. 9 Emergency Response Categories based on threat assessment Category I : NPP Category II: Research Reactor ETTR 1, ETTR 2, Fuel Fabrication Pilot Plant, Hot Laboratories,, RPF ( Radioisotope production facility) Category III : two Gamma Irradiators and activities using radioactive sources with total activity about 1.5 M Ci Co 60. Category IV: These include Mobile units and transport accidents Category V : Activities which yield products with a significant likelihood of becoming contaminated as a result of events at facilities in threat categories I or II, including such facilities in other States accidents

10 National Level: Egyptian Atomic Energy Authority is responsible for planning and responding to any accident on the national level as intervention units with full coordination with the police, fire fighting and civil emergency services and medical team. NRRA responsible for coordination between all involved agencies. International Level : ENRRA is the contact point between IAEA and Egypt

11 Role and Responsibilities 1- Establishing the requirements, Review and Assess the emergency plans of N/R Facilities. NRRA 2- Establishing procedures for Emergency preparedness and Response as intervention teams EAEA 3- Continuous monitoring for applying the requirements and guidance. NRRA 4- Assure the effectiveness of Intervention Teams by training and drills., EAEA 5- Act as advisors in case of N/R Emergencies NRRA and EAEA 6- Allow the required information to the public and other national and international organization in case of N/R Emergencies, NRRA

13 Communications There is a direct communication between ENRRA and EAEA in Emergency response. Declare the emergency response situation by ENRRA Contact the first responder and intervention team leaders EOC, EAEA Team leader initiates the Emergency response procedures. Evaluate the case and draw the maps of the accident Scene EOC team leader Reports to ENRRA and EAEA Directors

14 Possible Abnormal Situations Emergency Response to: Continuous air monitor alarm. Stolen or lost sources Mishandling of SHARS Injured person in radiological area. Radiation area monitor alarm. 25 In order to keep the team s performance: The team keeps on bimonthly regular meetings for: Brainstorming for enhancing the team capabilities. Refreshing the gained knowledge for the team members. Keep drilling The team keeps on performing drills on first radiological emergency response.
