3 The main features of education system in Poland before NQF Education system is (was) based on the process is process oriented Learning is understood as involvement of learner in the education (teaching/learning) process The awards documents, certificates of the qualifications (in majority) confirm the completion of studying/learning process not the achieved learning outcomes Example in HE the name of the award is diploma of completion of studies in engineering (not the degree of engineer) There are exceptions e.g. Baccalaureate matura

4 In majority cases validation of learning (learning outcomes?) is the part of the education process Validation The external validation (external to teaching/learning process) has been implemented in some sectors, levels Baccalaureate (matura) VET qualifications (levels 3,4 and?) Higher education is based on the validation as the part of teaching/learning process. The learning outcomes model in HE is being implemented by legislation

10 Categories of Qualifications Full and partial qualification Full qualification has its minimal volume. A prerequisite of having full qualification awarded at a given level is the achievement of a full qualification at the presiding level Partial qualifications held by a learner may become a validated part of a full qualification. It has a smaller volume.

16 The key differences in the validation (formal, non-formal, informal) Formal learning programme is designed in the way assessed learning outcomes fulfil the requirements of the standard of qualification - no identification and documentation is necessary Non-formal learning The documentation of learning outcomes is necessary before assessment The analysis of learning outcomes in the view of the qualification standard has to be conducted Informal learning An introductory process of identification of learning outcomes is required.

17 Conclusion The development of system of validation of learning outcomes reached by non-formal and informal learning is (will be) the key element of the development and implementation of the Polish Qualification Framework
