1 UNIVERSITY OF CALIFORNIA, DAVIS BE RKE LE Y DAVIS I RVINE LOS ANGELE S ME RCED RI VE RSI DE SAN DIEGO SAN FRANCI SCO SANTA BARB AR A SANTA CRUZ OFFICE OF THE UNIVERSITY REGISTRAR ONE SHIELDS AVENUE DAVIS, CALIFORNIA May 2, 2014 To: Copy: From: Chair, Davis Division Academic Senate Vice Provosts Vice Chancellors Chair, Academic Federation College Deans Council of Associate Deans Dean, Graduate Studies Associate Dean for Graduate Programs University Librarian Chair, Staff Assembly President, ASUCD Chair, Graduate Student Association Campus Policy Coordinator Human Resources Policy Coordinator Gina Anderson, Executive Director, Academic Senate Lora Jo Bossio, Associate Vice Chancellor, Student Affairs Molly Theodossey, Office of the Chancellor and Provost Elias Lopez, University Registrar Barbara Noble, Senior Associate Registrar Subject: Proposed Academic Calendars Comments Requested Attached for your review is the proposed academic calendar for the to academic years. Before we submit the calendars to the Council of Deans and Vice Chancellors (CODVC) in early June, we would like to give the campus an opportunity to review and comment on the calendar. We would appreciate your feedback no later than Friday, June 6, Developing the academic calendar is a complex process, and to help you better understand our process we have provided the calendar s criteria, restrictions and guidelines as attachments to this memo. To provide you with a brief background, in January 2005 the Council of Chancellors endorsed an Academic Senate request to align the academic calendars of quarter-based and semester-based campuses. In compliance with this policy, UC Davis utilized the UC common first date of instruction for the academic years. The UC Council of Registrars has recently developed a recommended calendar identifying the first day of instruction for the fall, winter and spring quarters for the to academic years (summer term and professional calendars are exempt from this process), and we have established the UC Davis calendar in accordance with UCOP guidelines and the UC common calendar. However, before we can submit the UC Davis academic calendar to UCOP, they must be approved by the CODVC. In this review we are seeking your input in two specific matters. A. Please review and provide your feedback on the UC Davis Proposed Academic Calendar for to in Appendix A. B. Please review Appendix B and provide your input on how to better address the issues raised by our students regarding no weekend finals and the short winter break which occurs in We are not asking for approval
2 of these calendars, but rather soliciting your feedback so that our campus can continue to work with the Office of the President and our sister UC campuses on how best to modify existing guidelines. Specifically, we would like your responses to the following questions: a. Would you agree to moving to a calendar with 50 instructional days for Fall quarter, 48 for Winter, and 48 for Spring? b. Would you agree to starting Fall quarter on a Wednesday, as opposed to a Thursday? c. In Spring quarter, would you agree to losing a dead day on Friday in order to start finals that day? d. For 2020, would you support move-in days on Thursday and Friday as opposed to the weekend? Special thanks go to former ASUCD president Carly Sandstrom and ASUCD Internal Affairs Commission Member Joshua Herskovitz for their hard work in producing the alternative calendars in Appendix B. We appreciate in advance your thoughtful review and responses. Please forward your responses to Elias Lopez, University Registrar at eslopez@ucdavis.edu, or Barbara Noble, Senior Associate Registrar, at bjnoble@ucdavis.edu. If you have any questions or would like to request a meeting regarding this topic, please contact Elias Lopez or Barbara Noble. 4 Appendix B Student Option 1: No Weekend Finals (UCOP guidelines would have to be modified for this calendar to be approved.) This academic calendar eliminates weekend finals and Fall quarter starts on a Wednesday instead of a Thursday. It also has 50 days of instruction in the Fall and 48 in Winter and Spring, respectively. By comparison the current academic calendar has 49, 49, 48 days, respectively. Because Winter now has one less instructional day, finals can be Mon-Fri. In Spring finals will be Fri, Mon-Thu and this was accomplished by no longer having Friday as the dead day. UC Davis will be off the common UC calendar in Fall quarter and UCOP guidelines would have to be modified for this calendar to be approved. Fall 2016 Fall 2017 Fall 2018 Fall 2019 Fall 2020 Fall 2021 Instructional Days Quarter Begins Mon 9/19 Mon 9/25 Mon 9/24 Mon 9/23 Mon 9/28 Mon 9/20 Mon 9/19 Instructional Start-Up Mon 9/19 Mon 9/25 Mon 9/24 Mon 9/23 Mon 9/28 Mon 9/20 Mon 9/19 Instruction Begins Wed 9/21 Wed 9/27 Wed 9/26 Thu 9/25 Wed 9/30 Wed 9/22 Wed 9/21 Instruction Ends Fri 12/2 Fri 12/8 Fri 12/7 Fri 12/6 Fri 12/11 Fri 12/3 Fri 12/2 Sa 12/3 Sa 12/9 Sa 12/8 Sa 12/7 Sa 12/12 Sa 12/4 Sa 12/3 Mon-Fri 12/5-9 Mon-Fri 12/11-15 Mon-Fri 12/10-14 Mon-Fri 12/9-13 Mon-Fri 12/14-18 Mon-Fri 12/6-10 Mon-Fri 12/5-9 Quarter Ends Fri 12/9 Fri 12/15 Fri 12/14 Fri 12/13 Fri 12/18 Fri 12/10 Fri 12/9 Commencement Sa 12/10 Sa 12/16 Sa 12/15 Sa 12/14 Sa 12/19 Sa 12/11 Sa 12/10 Winter 2017 Winter 2018 Winter 2019 Winter 2020 Winter 2021 Winter 2022 Winter 2023 Instruction Ends Fri 3/17 Fri 3/16 Fri 3/15 Fri 3/13 Fri 3/12 Fri 3/11 Fri 3/17 Mon-Fri 3/19-23 Mon-Fri 3/18-22 Mon-Fri 3/16-20 Mon-Fri 3/15-19 Mon-Fri 3/14-18 Quarter Ends Fri 3/24 Fri 3/23 Fri 3/22 Fri 3/20 Fri 3/19 Fri 3/18 Fri 3/24 Commencement Spring 2017 Spring 2018 Spring 2019 Spring 2020 Spring 2021 Spring 2022 Spring 2023 Sa 6/10 Sa 6/9 Sa 6/8 Sa 6/6 Sa 6/5 Sa 6/4 Sa 6/10 Fri, Mon-Thu 6/09, Fri, Mon-Thu 6/8, Fri, Mon-Thu 6/7, Fri, Mon-Thu 6/5, 8-11 Fri, Mon-Thu 6/4, 7-10 Fri, Mon-Thu 6/3, 6-9 Fri, Mon-Thu 6/09, Items in yellow highlight differences to the traditional calendar Page 4
5 Appendix B Student Option 2: Longer Break in 2020 (UCOP guidelines would have to be modified for this calendar to be approved.) This option is similar to Student Option 1 but in 2020 Fall quarter would start one week earlier. The advantage of this calendar is that it would give students and faculty a three week winter break. To be in compliance with UCOP policy on Addressing Religious Holiday Conflicts with Residence Hall Move-In Days move-in activities would have to take place on Thursday (9/17/2020) and Friday (9/18/2020). UC Davis will be off the common UC calendar in Fall quarter and UCOP guidelines would have to be modified for this calendar to be approved. (For 2020, assumes move-in on Thursday (9/17/2020) and Friday (9/18/2020) as opposed to the weekend.) Fall 2016 Fall 2017 Fall 2018 Fall 2019 Fall 2020 Fall 2021 Instructional Days Quarter Begins Mon 9/19 Mon 9/25 Mon 9/24 Mon 9/23 Mon 9/21 Mon 9/20 Mon 9/19 Instructional Start-Up Mon 9/19 Mon 9/25 Mon 9/24 Mon 9/23 Mon 9/21 Mon 9/20 Mon 9/19 Instruction Begins Wed 9/21 Wed 9/27 Wed 9/26 Thu 9/25 Wed 9/23 Wed 9/22 Wed 9/21 Instruction Ends Fri 12/2 Fri 12/8 Fri 12/7 Fri 12/6 Wed 12/4 Fri 12/3 Fri 12/2 Sa 12/3 Sa 12/9 Sa 12/8 Sa 12/7 Sa 12/5 Sa 12/4 Sa 12/3 Mon-Fri 12/5-9 Mon-Fri 12/11-15 Mon-Fri 12/10-14 Mon-Fri 12/9-13 Mon-Fri 12/7-12/11 Mon-Fri 12/6-10 Mon-Fri 12/5-9 Quarter Ends Fri 12/9 Fri 12/15 Fri 12/14 Fri 12/13 Fri 12/11 Fri 12/10 Fri 12/9 Commencement Sa 12/10 Sa 12/16 Sa 12/15 Sa 12/14 Sa 12/12 Sa 12/11 Sa 12/10 Winter 2017 Winter 2018 Winter 2019 Winter 2020 Winter 2021 Winter 2022 Winter 2023 Instruction Ends Fri 3/17 Fri 3/16 Fri 3/15 Fri 3/13 Fri 3/12 Fri 3/11 Fri 3/17 Mon-Fri 3/19-23 Mon-Fri 3/18-22 Mon-Fri 3/16-20 Mon-Fri 3/15-19 Mon-Fri 3/14-18 Quarter Ends Fri 3/24 Fri 3/23 Fri 3/22 Fri 3/20 Fri 3/19 Fri 3/18 Fri 3/24 Commencement Spring 2017 Spring 2018 Spring 2019 Spring 2020 Spring 2021 Spring 2022 Spring 2023 Sa 6/10 Sa 6/9 Sa 6/8 Sa 6/6 Sa 6/5 Sa 6/4 Sa 6/10 Fri, Mon-Thu 6/09, Fri, Mon-Thu 6/8, Fri, Mon-Thu 6/7, Fri, Mon-Thu 6/5, 8-11 Fri, Mon-Thu 6/4, 7-10 Fri, Mon-Thu 6/3, 6-9 Fri, Mon-Thu 6/09, Items in blue highlight additional differences for 2020 calendar Page 5
