1 733A46 International and European Security, 7,5 ECTS Credits: Course Guide Spring semester 2017 Course coordinator Dr. Per Jansson, Senior Lecturer in Political Science, Linköping University, Course administration Görel Fornander, Link to Student s Examination Guide Aim The aim of this course is to provide an advanced introduction to the fields of international security studies in general, and issues of European security specifically. The first part of the course focuses on the development of security studies, theories and concepts of security, and the relation between concepts of power and security. This is to prepare for further analysis of contemporary security issues, in a global, regional, and specifically European context. An important objective is to provide a capability for critical evaluation of security related problems in international and European relations. 1(7)

2 Teaching The course offers lectures, which introduce and develop the content of the course. Lectures are complementary to the literature. Students are expected to have reviewed indicated readings. Seminars and workshops are important aspects of the learning process and provide opportunities for mutual, critical discussions, which develop attitudes and skills. Students are expected to be well prepared for lectures and to have completed assigned preparations for seminars. Students are expected to read and take in the literature independently and/or in self-organized reading groups. Examination and requirements The course is examined through compulsory and active participation (including preparing seminar papers) in three seminars, a seminar essay (accounts for 1.5 ECTS credits), and a written (home) examination (accounts for 6 ECTS credits). Non-attendance at seminars will have to be compensated by submitting an extra written assignment. All seminars will have to be accounted for in order to pass the course. Seminar participation is graded pass or fail. The home examination will be published on Tuesday, 28 March, 9 am. Students examination texts are due on Friday, 31 March, at 3 pm. Further instructions will follow on the home examination. A re-take examination will be published on Tuesday, 25 April, due Friday, 28 April. The home examination is graded and there will be a written comment and advice on the student s work in Lisam. Please observe that plagiarism is not allowed. See further information on and 2(7)

3 Seminars Seminar 1 Literature: Smith The International Security Agenda What is (and what determines) the proper scope and domain of the security concept in international relations? Do you agree that all of the themes discussed by Smith qualify as international security issues? Seminar paper: Hand in a paper (at least 1, no more than 2 pages, 12pt font and 1.5 spacing) with your thoughts on the first seminar question (scope and domain of the security concept)! Seminar 2: Strategic culture: Europe a World Apart? Literature: Biava et.al.; Howarth; Nye; EU Policy Documents What is strategic culture? What does the concept capture (or miss) that is of relevance for understanding European security policy? Is there a characteristic European approach to security and strategy? Compare and discuss European, American, and Russian attitudes to security! Seminar paper: Hand in a paper (at least 1, no more than 2 pages, 12pt font and 1.5 spacing) with your thoughts on the second seminar question (a characteristic European approach to security and strategy)! 3(7)

4 Seminar 3: EU s Global Strategy The seminar is devoted to discussing Shared Vision, Common Action: A Stronger Europe. This theme is also to be discussed individually in a written essay of no less than 1250 and no more than 1500 words, not counting the obligatory list of references and any necessary appendices. In the essay you present your critical analysis of new European global strategy. The essay is graded and there will be a written comment and advice on the student s work in Lisam. The essay is to be handed in through Lisam at 12.00, March 27, at the latest. In the essay you are required to make references to relevant parts of the course literature and policy documents.
